Financial allowancesWe have schools located throughout the state from metropolitan schools in Brisbane to remote Aboriginal and Torres Strait Islander communities, and many in between. Rural and remote schools are considered high priority areas and you may receive additional financial allowances for working there.

Financial allowances contribute to your taxable income and are taxed accordingly. Seek independent financial advice to confirm.

The Remote Area Incentive Scheme (RAIS) provides a range of benefits for teachers appointed to state schools located in rural and remote Queensland with a transfer rating of TR4–TR7. The benefits recognise the unique opportunities associated with working in these locations and provide additional financial allowances to teachers and their families.

Depending on your location (in addition to your salary) you may be eligible to receive:

• a compensation allowance, for you and your dependant(s) to compensate you for the cost of travelling in and out of your community

• an incentive allowance, to allow you to extend your stay in your chosen community

• a locality allowance, which is a location-specifc funding allocation

• an identified location allowance, if teaching in an identified Indigenous community

• a compensation benefit flight option, for teachers working in schools in communities under government reform

• beginning teachers payment of $1,000.

Every state school has an allocated transfer rating from 1 to 7. Teachers in schools with a transfer rating between 4 and 7 may be eligible to receive rural and remote financial allowances. If you are permanently appointed to a school with a transfer rating between 4 and 7, after a number of years in that location you may be eligible to seek a guaranteed transfer to a school in your preferred geographic location.

A compensation allowance is provided to offset the calculated cost of travel for two return flights each year for teachers and their dependant(s). (Flights are for one return flight to Brisbane each year, per person and one return flight to the closest coastal provincial centre each year, per person.) The compensation amount is shown in this booklet as an annual figure. From 2020, teachers will be given the choice to receive their compensation allowance in fortnightly instalments, or receive two equal instalments paid in March and September.

Compensation allowance Transfer rating (TR)

A locality allowance is paid to employees specified in Directive 16/18: Locality allowances. The payment varies across rural and remote centres and is reflective of the school’s location, quality of life factors and cost of living. The amount is displayed as an annual figure in this booklet however it is paid fortnightly. If you have a dependant(s), you are entitled to the family rate. If you do not have dependant(s), you are entitled to the solo amount.

From January 2020, beginning teachers appointed to TR6 or TR7 located schools are eligible to receive a one-off payment of $1,000. This payment will be received in the fortnight preceding the commencement of the teaching position.

Dependant spouse: This term means the teacher’s partner (not a teacher) living with the teacher who earns less than the Queensland minimum wage. A dependant spouse receives 100% of the compensation allowance.

Child (aged 0–13): This term means the child (aged 0–13) of a teacher and/or their spouse, including those fostered or adopted, for whom the teacher has primary responsibility of care and for who the child is financially dependent. A child under 14 years of age receives 50% of the compensation allowance.

Child (aged 14–16): This term means the child (aged 14–16) up to 16 years of age, of a teacher and/or their spouse, including children fostered or adopted, who are financially dependant on the teacher and/or spouse and for who the teacher and/or spouse has primary responsibility of care. A child up to 16 years of age receives 75% of the compensation allowance.

Student (aged 17–24): This term means a student aged 17–24 who is a child of the teacher and/or their spouse, who is a full-time student at a school, college or university and earns less than the Queensland minimum wage. A student 17–24 years of age receives 75% of the compensation allowance.

Adult: This term means an adult living with the teacher in a family situation and for whom the teacher is legally responsible. If the adult earns less than the Queensland minimum wage they are eligible for the compensation payment. A dependant adult receives 100% of the compensation allowance.

Teachers claiming compensation for dependants through RAIS must provide evidence of the relationship with the adult and/or child. Examples of evidence include a Centrelink statement or family tax statement. Employees may also be required to provide additional evidence upon request and sign a statutory declaration to confirm the details of their claim. This is a legal document and employees may face disciplinary and/or legal action if found to be providing information that is misleading or incorrect.

Teachers who continue to work in rural or remote locations for longer than the required minimum service period, and whose service is recognised as continuous service will receive an annual incentive allowance. The payment is made in September of each additional year of service until the fifth year is completed. Teachers in a TR4, TR5 and TR6 school receive the annual incentive allowance in their fourth and fifth years of continual service. Teachers in a TR7 school receive the annual payment in their third, fourth and fifth year of continual service. The incentive amount is shown in this booklet as the annual figure and is paid in September.

Where both claimants are teachers, only one is to claim for the dependant(s).

• An annual payment of $1,000 for (up to 5 years) is made to teachers appointed to schools in identified Indigenous communities.

• A compensation benefit flight option is available for teachers working in specific schools located in communities under government reform.

1. a cash payment based on the school transfer rating, or

2. three return flights a year, two of which are to the community’s designated coastal provincial centre, with the third flight to Brisbane.
