At the United States Transportation Command (USTRANSCOM) Global Operations Center, in support of Operation Unified Assistance, the U.S. Response to combat Ebola in West Africa, Amyx provided real-time execution monitoring, logistics expertise, system-leveraging, knowledge management and data warehousing in support of the world’s most critical deliveries including people, medical supplies and hospital beds. During the Ebola crisis, Amyx logistics specialists helped plan and track the movement of 3,000 DoD support personnel into West Africa, as well as the flood of medical supplies necessary to address the panic and human suffering. Amyx supported the strategic lift of nearly 2,900 passengers and 15 Thousand Short Tons of material across 133 Air Missions. Additionally, the team assisted with the deployment of 251 organic personnel to conduct Joint Task Force-Port Opening operations and support planning, communications and Public Affairs efforts. We helped provide 11 hospitals with 100 beds each, developed new technology with the Transportation Isolation System (TIS) and saved countless lives worldwide.

From deploying rapid response teams for hurricanes to supporting firefighters during the peak of wildfire season, these are just a couple examples of how Insitu UAS and information processing software solutions have seen a number of new, successful applications.

In September 2017, wildfires burned over 50,000 acres in the Columbia River Gorge in Washington state. Difficult terrain, smoke and extremely dry and windy conditions taxed the resources of those struggling to contain the fires. Insitu’s Rapid Response Team quickly dispatched a cross-functional group of operators, analysts and other professionals with INEXA™ Solutions, Insitu’s unmanned aerial systems and information processing capabilities.

ScanEagle supplements manned firefighting fleets by operating during dense smoke and at night. The aircraft’s infrared sensors penetrated smoke and darkness to gather and disseminate geo- referenced still images of points of interest allowing Geographic Information System (GIS) specialists to analyze data and provide near-real-time mapping, video and still images of a fire, resulting in heightened emergency response efforts.

In August 2017, Hurricane Harvey made landfall as a Category 4 storm near Rockport, Texas. By the time the hurricane subsided, Harvey had caused billions of dollars in property damage, displacing tens of thousands of Texans and leaving more than 300,000 without electricity. During the initial days after the storm, emergency responders worked tirelessly to begin

the daunting process of assessing the damage from the catastrophic flooding that made Harvey one of the worst weather disasters in U.S. history. A team of Insitu personnel traveled to southeastern Texas to help emergency response crews assess post-Harvey damage. The team brought four ScanEagle unmanned aerial vehicles equipped with EO and IR cameras that provided live geospatial aerial imagery of areas affected by the storm.

Disaster Recovery Qualifications and Experience

Huntsville Operations Support Center (HOSC): NASA’s Marshall Space Flight Center (MSFC), Huntsville, AL, Contract # NNM04AA07C

Risk: Interruption in operations, communications, and system commanding of the International Space Station (ISS) should a catastrophe occur at the Johnson Space Center (JSC), Houston, TX. On the HOSC contract, COLSA implemented a number of innovative technology breakthroughs. One example is our initiative in implementing a system to ensure uninterrupted operations for the ISS. COLSA augmented existing HOSC capabilities to provide an Interim Backup Control Center capability (IBCC) to the Mission Control Center - Houston (MCC-H) at JSC that would ensure ISS ground operations were uninterrupted in the event of a catastrophe. Such an event occurred in October 2005 when Hurricane Rita passed over JSC causing the MCC-H to be unavailable for three days. In February 2006, we presented an option to use the HOSC to provide voice communications with the ISS crew, to enable ISS core system commanding, and to support Orbital Communications Adapter (OCA) operations remotely during a JSC MCC outage. JSC accepted the concept and COLSA developed an aggressive plan to expedite this capability for the 2006 hurricane season. In 2007, we worked closely with JSC to plan and implement a new BCC capability in the HOSC based on equivalent hardware/software used at the MCC in Houston. This proved to be very timely, as the BCC systems were activated to support during two hurricanes, Gustav and Ike, in August and September respectively. The BCC systems worked flawlessly and during the JSC MCC shutdown for Hurricane Ike, the HOSC BCC hosted the Flight Control Team (FCT) for several days as they took control of the ISS from the HOSC and were able to successfully manage the docking of Soyuz 30P with the ISS. Within a three-month period, COLSA’s HOSC personnel provided direct ground systems operations support to the JSC FCT during Hurricane Ike. COLSA also devised and implemented, within two hours of notice, a method to allow the HOSC deployed FCT to directly access the JSC MCC-H ground systems from HOSC Mission Support computers so the FCT could remotely monitor and control the complicated docking of a Russian Progress module to the ISS. COLSA’s BCC concept was put to the test during two Hurricanes in 2008, proving it to be a successful innovation, with communications and commanding of the ISS performed via the HOSC. Advanced Research Center (ARC): Missile Defense Agency (MDA), Huntsville, AL, Contract #HQ0006-07-D-0002

COLSA Corporation provides support to MDA’s engineering, development, integration, testing and analysis for Ballistic Missile Defense Systems (BMDS) and technology testbeds. COLSA plans, procures, and integrates High Performance hardware and software, operates, schedules, and maintains that hardware, software, and peripherals to provide simulation and scientific support for 2,500 scientists, engineers, and analysts, 30 Government organizations, and 84 contractors in Huntsville and numerous locations across CONUS. The ARC is a major MDA testing facility and a key node on the MDA Network (MDAnet), providing important test assets in support of the Joint warfighter through analysis, integration testing and exercises. ESP Disaster Recovery Project Examples Disaster Recovery for Electric Utility Energy Control Center – ESP is designing and building the first-of-its- kind High Altitude Electromagnetic Pulse (HEMP) Hardened Mobile Control Center (HMCC) for the utility industry. The HMCC is a modular system, consisting of multiple elements (subsystems or enclosures), completely self-sufficient/self-contained, with its own power supply and climate control/ventilation system. The HMCC is designed for proactive protection against HEMP, which results from a high altitude nuclear detonation, and Intentional Electromagnetic Interference (IEMI), resulting from targeted terrorist attacks. A HEMP event would cause a significant disaster over a large area and the HMCC provides the ability post-disaster for the electric utility to come back online sooner and bring much needed electric service to an affected area. The mobility feature of the HMCC also allows the electric utility to move the mobile control center much closer to where it is needed for optimal impact. The HMCC provides a solution for pre-disaster protection and post-disaster recovery. The HMCC’s self-contained design provides the electric utility provider a 7x24 protected workspace from both HEMP and IEMI. It can also be customized on the interior or reconfigured for various users’ specific needs. Design and engineering on the HMCC ensures compliance with the resulting directives from President’s 03/26/2019 Executive Order on HEMP Resilience.

Continuity of Operations Plan (COOP) - ESP developed a scenario-driven SOP for server backup and recovery in the Continuity of Operations Plan (COOP) for the PM MC RC server and its data. The COOP, used by redundant Network Operations Centers (NOCs), ensures complete recovery in the event of server hardware, network or catastrophic failure. Steps to perform critical functions during and after a disruption in internal operations whether caused by severe weather, other natural or man-made disasters or malevolent attack are outlined. It ensures that PM MC could implement the plan both with/without warning; was able to perform critical functions no later than 48 hours after activation of the COOP plan; conducted regularly scheduled testing, training and exercising of personnel, equipment, systems, processes and procedures used to support an event; provided for a regular risk analysis of current alternate operating facilities; plans the location of alternate facilities in areas where the ability to initiate, maintain and terminate continuity operations is maximized; and developed SOPs which enabled the performance of critical functions.

Recovering from the effects of a flood, earthquake, tornado, hurricane, or other natural disaster is probably the most overwhelming task a local or state government and citizens must face. Transportation systems, wastewater treatment, water supply and utility services are all impacted, as are many of the individuals who oversee and service these areas. Local resources might not be available to manage the recovery, and when federal aid steps in to help, it also brings with it new levels of federal involvement, regulations, and oversight. Grant Thornton is a full-service audit, tax, and advisory firm with more than 55 offices and 8,000 personnel across the United States. We have extensive experience in disaster recovery, supporting recovery efforts across the United States related to numerous major disasters.

Our services Program and process management focuses on the development of processes, controls and technologies. We analyze workload; review compliance against FEMA standards and requirements; perform quality assurance/quality control reviews and assessments; analyze risk and options for managing that risk; and provide subject matter experts knowledgeable in FEMA and/or other federal program requirements and processes. We can develop an organizational review and prepare a gap analysis to identify specific areas that need to be strengthened to ensure compliance with federal requirements.

Integrity monitoring focuses on forensic accounting, risk assessments and the identification of fraud, waste, abuse and misuse of funding. This includes the development and implementation of policies and procedures to ensure that program requirements are met. In most cases this involves reviews of the procurement processes against writing policies and guidance documents; and eligible cost validation of claimed cost. We review contractors’ invoices and supporting documentation from subs/suppliers; monitor the schedule of deliverables during project implementation; and review the project’s specifications for compliance with underlying federal and state requirements.

Grants management focuses on planning, implementing, coordinating and administering financial and administrative functions. Our services include reviewing operational efficiencies and making recommendations to streamline the grants management and fiscal control processes, to support accountability of the spending of federal funds and compliance with federal and/or state regulations; monitoring grants management, budget management operations; and providing training.

Our Experience Program and process management implementation. Grant Thornton provided subject matter expertise to the New Jersey Environmental Infrastructure Trust (NJEIT) to structure an interim financing program that works in conjunction with FEMA’s Public Assistance Program; developed Standard Operating Procedures for the New Jersey Office of Emergency Management (NJOEM); and provided procurement staff support for the implementation of a $729 million FEMA 428 grant for Public Service Enterprise Group Long Island (PSEG- LI).

Integrity monitoring implementation. Grant Thornton is providing integrity oversight monitoring to the Passaic Valley Sewerage Commission (PVSC) reviewing their financial and administrative systems to identify potential areas of risk to their operation, providing an analysis of their procurement systems and processes for compliance with FEMA requirements; and monitoring contractor payments for compliance with contract terms, approved project deliverables along with the identification of potential fraud, waste or abuse. Our support of New Jersey’s integrity monitoring requirements oversees the $500 million recovery and mitigation work at PVSC.

Compliance monitoring. Grant Thornton provided grants compliance and monitoring services to the Texas Department of Emergency Management (TDEM). From 2011 to 2018, we assisted TDEM in completing close-out compliance evaluations for projects funded with FEMA Public Assistance and Hazard Mitigation funds as a result of Hurricane Ike. We completed evaluations for approximately $486 million in FEMA funds and 750 project worksheets. We also provide grants monitoring services to TDEM over its sub-recipients related to five declared disasters between 2015 and 2016, including assessing sub-recipients needs and status, developing case management files, working directly with FEMA and the sub-recipient to develop project worksheets, developing a compliance and monitoring plan for sub-recipients, providing technical assistance to sub-recipients, conducting site visits, processing funding requests and coordinating grant change requests and appeals.

Grants management implementation. In Florida, Grant Thornton is working with the Division of Emergency Management to support its grants management requirements for 150 subrecipients and overseeing the recovery of local government and private non-profit organizations, accounting for over 1,000 projects. In our first year working with the Division, we have validated and processed over $22.8 million in federal reimbursements to the state’s subrecipients.

Our approach emphasizes pre-disaster planning and immediate post-disaster program design because we believe that these phases are critical to the overall success of long- term recovery efforts. Without early planning and preparation, and rapid design of a tailored recovery program immediately after a disaster occurs, recovery costs are likely to escalate and timelines to expand. Developing a strategic and scalable plan pre-disaster, and quickly deploying the right people and resources in its immediate aftermath will smooth the way toward the true goal: successful and timely program execution that serves the needs of those who need it most.

Stakeholder engagement must be an integral component of the recovery effort from planning through execution. Disasters involve a long list of stakeholders, including many government agencies, the media, politicians, vendors, the general public, and the aid recipients whose lives have been disrupted. To be effective, the disaster recovery office will have to communicate clearly and frequently with these key stakeholders to ensure their needs are being addressed.

For the past five years, Guidehouse has assisted the Governor’s Office of Storm Recovery (GOSR) in administering its $4.4 billion CDBG-DR program for its Infrastructure, Housing, Buyout and Acquisitions and Small Business Programs. Strengthening disaster recovery in the

wake of Hurricane Harvey

Following the devastating effects of Hurricane Harvey in Texas, Harris County engaged Guidehouse on several fronts to assist in planning, managing, and administering its disaster recovery. Harris County, the most populous county in the US with over 4.5 million residents and over 1,700 square miles, experienced unprecedented damages during the hurricane. Guidehouse is engaged as the project administrator and project manager for the City of Joplin’s HUD Community Development Block Grant – Disaster Recovery (CDBG-DR) funds received following the EF-5 strength tornado, which devastated the City in 2011. Guidehouse is providing grant management and program management support on the City’s infrastructure and economic development projects that include a rebuild of the sanitary sewers, storm water drainage, roads, sidewalks, utilities, and streetscapes, throughout the project’s lifecycle, from planning through execution. The team reviews the compliance of each project based on the CDBG-DR requirements, assists with the development of environmental assessments and performs reviews of environmental documents to assess potential environmental hazards and risks, suggests mitigation measures for unavoidable impacts, and determines compliance with various other State and Federal agency requirements. Guidehouse is also helping the City maintain their records management procedures/ processes. PAE has supported USAID’s crisis response efforts for several years. Beginning November 1, 2014, PAE provided extensive support in Liberia to fight the highly-lethal Ebola epidemic sweeping through the country. Urgency combined with effective safety measures and timely logistics support was critical to slowing the spread of the contagion. PAE provided clinical and nonclinical support to nine pre-designed, constructed and fully- equipped Liberian Ebola Treatment Units (ETUs) and non-clinical support to the Monrovia Medical Unit (MMU) in support of health-aid workers who became ill while performing their duties.

When Hurricane Matthew struck Andros Island, Bahamas and West Palm Beach, FL on October 06, 2016, PAE’s Atlantic Undersea Test & Evaluation Center (AUTEC) program was ready. PAE prepared the base and harbor on Andros, evacuated 235 personnel and their pets from Andros to Florida managing their lodging and transportation, stabilized the Andros Base post-event, and rapidly repaired damaged facilities and infrastructure to support full mission capability within the month.

Hurricane Ike in 2009 and Hurricane Harvey in 2017 impacted the Texas coast at PAE’s NASA Johnson Space Center program. PAE supported preparation and lock-down of over 300 buildings and facilities including Mission Control for the International Space Station, provided a severe weather Ride-Out/Damage Assessment Team (DAT) for recovery support with engineers conducting building inspections. During Harvey, PAE activated additional employees in advance to ensure continuous operations and support liquid nitrogen transfer to save the $4B James Webb Space Telescope.

When Hurricane Isaac struck Biloxi, MS during August 2012, PAE operated and maintained Keesler AFB which experienced a 2,500-gallon diesel fuel spill into the Back Bay. Absorbent booms and pads were deployed, while all free products were removed from Back Bay within 12 hours. EPA conducted an inspection of the impacted sites and noted no concerns.

When Hurricane Katrina made a direct hit on NASA Stennis Space Center, MS in 2005, NASA awarded Public Service Medals for outstanding performance during the event to 23 PAE personnel.

We Stand Ready In the aftermath of a devastating 2017 hurricane season and the year’s other historic natural disasters, Parsons’ commitment to supporting the recovery and rebuilding effort is unwavering. We stand ready to support federal, state, and local agencies working to assist with stabilization, recovery, and reconstruction. From providing relief when Hurricane Katrina devastated the U.S. Gulf Coast, to reconstructing vital infrastructure in tsunami-ravaged Indonesia, to developing temporary housing solutions for Federal Emergency Management Agency (FEMA) missions following a range of natural disasters, Parsons has earned a reputation as a trusted partner in the most challenging of environments. BP Deepwater Horizon, 2010 Oil Spill Response Parsons assisted BP in the cleanup of millions of barrels of oil from the Gulf, including staffing, safety training, boat deployment, oil recovery, and communication. Accomplishments: increased staff to more than 600 personnel in 2 months; managed nearly 100K vessel deployments; set up 28 work stations in the region; supplied 2.2M gallons of fuel to vessels; set up 18 fueling stations; and recovered roughly 528K feet of boom and 174K pounds of oily materials from the water. In addition, Parsons implemented programs to ensure personnel safety, including a hurricane preparedness plan for Hurricane Alex during the work period. The completion of the project took 300K+ man-hours in just 5 months.

New York and New Jersey, 2012 Hurricane Sandy Hurricane Sandy disabled 30 of New York City’s 96 wastewater pump stations. Parsons mobilized more than 40 professional staff within hours to assist with emergency recovery and repair support services. Our staff provided 24/7 project management and construction management services to implement temporary pump-around and electrical services that restored partial operations to each station within a week of the storm. In addition, working with our FAA client, we designed and reconstructed critical airport approach lighting systems at both John F. Kennedy International Airport (JFK) and Groton–New London Airport (GON). Rapid completion was critical to airport operations and the safety of the flying public. Parsons/FAA implemented a fast-track plan that expedited permitting, engineering, logistics, and construction.

New Orleans Public Schools, 2006 Hurricane Katrina Recovery Program Hurricane Katrina was one of the most devastating catastrophes in history. Before the storm’s floodwaters had receded, Parsons responded to the calls of a former customer, the New Orleans Public Schools (NOPS), to deliver disaster-recovery projects aimed at reopening the schools least damaged by the storm. Our team worked around the clock to bring 19 schools back to safe, dry conditions—in some cases, in a matter of days—to allow NOPS to serve the returning population.

Haiti, 2010 7.0-Magnitude Earthquake Parsons provided a rapid response to mobilize individuals within 48 hours and established a base camp within 72 hours to provide operations, life, and logistics support. This included lodging, vehicles, IT/comms, heavy equipment, a project operations office, and life support for project staff and U.S. government personnel. Services included planning, setup, and management of temporary camps for U.S. military personnel; demolition and debris removal of partially collapsed facilities; and removal of large quantities of debris from the waterways, streets, and rights-of-way to allow displaced occupants to return to their neighborhoods.
