Mark your calendars for the 17th Annual Emergency Management Higher Education Symposium scheduled for June 1- 4, 2015 at the Emergency Management Institute, Emmitsburg, MD. Information will be posted to the website in the next few months.

Associate Curriculum Outcomes Focus Group, September 9-10, 2014

Participants:

Kathy Francis – Director of Emergency Management Academic Programs, Frederick Community CollegeStephen Carter – Program Chair, University of Maryland University CollegeRandall Egsegian, Ph.D. – Assistant Dean, Durham Technical Community CollegeWilliam Nash – Dean of Technical Education, Barton Community CollegeRobert Jaffin – Adjunct Faculty Member, Idaho State University

The Associate Curriculum Outcomes focus group met to discuss and refine the outcomes previously agreed upon in the first meeting held August 29-30, 2012. The Principles of Emergency Management and other key documents were taken into consideration during the development process. The group also worked to incorporated additional points of discussion offered by the participants of the associate level breakout session which met during the 2014 Annual Emergency Management Higher Education Symposium held the first week of June. The group was able to provide a sound starting point for the types of knowledge, skills and abilities expected of an individual with an associate level degree in emergency management. The group also developed several topics of concern community colleges with emergency management programs would like to see as breakout sessions during the 2015 Annual EM Hi Ed Conference.

To continue the work of this project, three additional focus group members are being solicited nationwide. The group plans to meet again March/April of 2015 to finalize the document.

Recommendations for future Focus Group activities:1. Identify at least three additional Focus Group members nationwide.2. Maintain this Work Group as an advocacy group for associates level emergency management

programs. 3. Reconvene the Work Group to finalize the Associates Level Curriculum Outcomes document in

March/April of 2015.4. Present the final document be presented during the 2015 EMI Higher Education Conference

breakout session.5. Encourage the sharing of course syllabi with the EMI Higher Education program.6. Recommend the integration of the documents produced by the EMI working groups.

7. Adopt a three- or five-year review schedule for the associates-level program outcomes.8. Investigate creating an EMI Higher Education Board of Mentors.

Recommended Future EMI Higher Education Conference content to include the following topical areas:

1. Developing meaningful internships.2. Creating meaningful capstone courses.3. Developing performance-based/prior learning assessments for emergency management courses.4. Developing classroom tools for practical emergency management exercises.5. Integrating emergency management content from primary education to the college environment.6. Exploring the concept of what does it take to be an emergency management instructor? 7. Exploring open educational resources.8. Sharing best practices in curriculum mapping such as developing syllabi, outcomes, student

assessments and program assessments. 9. Encouraging the development of integrated emergency management, including planning,

environmental services, and emergency management. 10. Exploring the opportunity to create synergy between traditional training and higher education.

A final copy of the report will be posted to the Hi Ed website shortly. Conference topics suggested by this group will be posted to the Hi Ed website 17th Annual EM Hi Ed Symposium page soon.

The University of Akron welcomes Dr. David Neal

1The Emergency Management faculty at The University of Akron is pleased to announce that Dr. David Neal has joined the program as a Visiting Professor in Emergency Management and Homeland Security. Dr. Neal is currently on leave from Oklahoma State University. He was previously at Jacksonville State University and the University of North Texas. His expertise in Emergency Management and Disaster Studies are helping with teaching various courses. In addition, his research concentrates in response along with emergency Management Higher Education. The faculty is currently revising the curriculum in the Emergency Management and Homeland Security Bachelor’s Degree.

August 2015 will mark the tenth anniversary of Hurricane Katrina, considered to be one of the defining historic events within the emergency management field in the United States. Less known is that Katrina also had a powerful impact upon emergency management systems worldwide, over a variety of subject areas, ranging from emergency preparedness to coastal management to vulnerable populations to companion animals.

To highlight the global lessons drawn from Hurricane Katrina, Millersville University will host an international and interdisciplinary research symposium on October 2-3, 2014 which will bring together policymakers, practitioners and academics from Australia, France, New Zealand and the U.S. Gulf Coast region as well as CDRE Faculty Associates, to share their original findings on this important topic.

Senators: 'Police militarization' needs more oversight USA Today The federal government is sending more than $1 billion a year to police departments across the country — in the form of equipment and grants — with little assessment of whether that aid is needed and with minimal follow-up on how the weapons or money is used, according to testimony at a Senate committee.

IDCE deadline for speaker presentations is Sept. 15, 2014 IAEM The International Disaster Conference & Expo (IDCE) is accepting speaker presentations until Sept. 15, 2014, for its next annual conference scheduled for Feb. 10-12, 2015, at the New Orleans Ernest N. Morial Convention Center in New Orleans, Louisiana. A successful submission will be innovative and interactive, will relate to the conference theme, "Emergency Management Technology for the Future," and will fit into one of five educational tracks. Tracks include: Resiliency (emergency management, response and recovery, and business continuity); Technology & Innovation (next generation 911, social media, interoperability); Public Health & Medical; Animals in Disasters; and Insurance. Homeland Security on expiring pandemic stockpiles: We know Modern Healthcare The Department of Homeland Security is seeking to downplay a scathing report finding that the department is ill-prepared to handle a pandemic. According to an audit by the department's inspector general, much of the emergency supplies stockpiled since 2006, including personal protective equipment and antiviral medications, are set to expire by next year. A DHS spokesman said Tuesday that the department had already identified and taken action to address most of the issues raised in the report.

Lawsuit alleges DC's emergency planning doesn't serve people with disabilities Gothamist A class action lawsuit alleges that D.C.'s emergency planning doesn't adequately serve people with disabilities. Filed by three individuals, the Washington Lawyers' Committee for Civil Rights and disability rights advocates, the lawsuit lists alleged issues with the planning "from the District's failure to publicize any information about accessible emergency shelters, failure to plan for emergency communications to persons who are deaf and blind, failure to put accessible evacuation options in place, and failure to plan for supply chain disruptions for medication and replacement of durable medical equipment."

NYC firefighters are being tracked with military-developed radio tags The Washington Post New York City's fire department is experimenting with outfitting its firefighters with $20 radio tags. Think of it as an E-Z Pass for tracking firefighters during the confusion of an emergency. The new tool is, in some ways, part of the ongoing response to the chaos of the Sept. 11, 2001, terrorist attacks. Back then, reports the U.S. Naval Research Laboratory's Space Systems Development Department, which is working on the project, the technology driving the department's ride lists consisted of paper and carbon copies.

Avagene Moore, CEM, and husband receive 2014 First Farmers Achievement Award IAEM IAEM member Avagene Moore, CEM, and her husband Jimmy Moore, jointly received the 2014 Lifetime Achievement Award from First Farmers & Merchants Bank. Avagene, the first female civil defense director appointed in Lawrenceburg/Lawrence County and in the State of Tennessee, has built an emergency management career that has taken her around the world. She has lectured extensively on emergency preparedness and disaster management, has testified before Congress, has helped

communities with disaster preparedness, and was long-time director of the EMForum. She served as IAEM President (1987-88), and in 2011, she was inducted into the International Homeland Security and Emergency Preparedness Hall of Fame. Today, she is semi-retired, but still serves as a consultant to FEMA and other government agencies. Avagene's husband Jimmy Moore has had a wide-ranging, successful career centering on photography and video production. He produced and appeared in the TV show "Hee-Haw" for nine years; has worked with the U.S. military, states, and corporations on photographing and filming events; served as Mission 3 Leader for the National Guard Bureau Documentation Team at Ground Zero 9/11; was nominated for a Grammy; and received a Gospel Music Association Dove Award for best album cover. Carrie Little, MPA, CEM, to become city of Plano (Texas) emergency manager IAEM IAEM member Carrie Little, CEM, a past IAEM-USA Region 6 President, will become the new city of Plano (Texas) emergency manager effective Sept. 29. Most recently, Carrie was EM coordinator for the city of Grapevine (Texas). She has more than 15 years of experience in local government, including previous positions in emergency management with the city of Garland, Halff Associates, and the Fort Worth Fire Department. University of Miami OEM shares successful model for public awareness video campaign IAEM The University of Miami's Office of Emergency Management, led by director Scott Burnotes, wants to share its successful model for a public awareness video campaign with other OEMs. The videos, available for public viewing, include Emergency Notification and Hurricane Preparedness. The purpose of the campaign is to educate students, staff, and the community about the OEM's mission, common hazards, and what tools are in place to help notify about and mitigate risks. The videos have been featured at regional emergency management conferences and have been played at school events, such as athletic events and new student orientation. Certification Commission releases important clarification for candidates interested in recertifying as an AEM ℠ and upgrading to a CEM® IAEM If an AEM℠ candidate upgrades/recertifies (and documents six professional contributions), that

candidate has a six-month grace period to complete the second application (upgrade/recertify) where the professional contribution requirement will be waived. After the six-month grace period, the candidate will be required to submit six professional contributions during the first upgrade/recertification and then an additional six contributions when submitting the next application. To avoid the possibility of double-dipping, the second set of professional contributions must occur within the time period from the candidate's last application (recertification or upgrade). Candidates should not submit both applications at the same time through the online system. One application (the AEM℠ recertification application or the CEM® Upgrade application) should be submitted and reviewed first. Once the candidate receives the notification letter with the approval result, the second application can be submitted.

Brian Sandoval has dispatched a team to start estimating the cost of damage from flooding that wiped out swaths of a vital interstate and swamped parts of Clark County and a southern Nevada Indian reservation. Sandoval also declared a state of emergency to allow local governments to qualify for state and federal help after the recent storm. Monsoonal moisture combined with remnants of Tropical Storm Norbert to dump water throughout the Southwest.

Strong earthquake hits off eastern Indonesia The Associated Press via USA Today A strong earthquake hit off the coast of Sulawesi island in eastern Indonesia, but there were no immediate reports of injuries or damage, and authorities said there was no threat of a tsunami. The magnitude-6.5 quake struck at a depth of 13 miles and was centered about 76 miles southeast of Mondayang, a town in northern Sulawesi, according to the U.S. Geological Survey.

Volcano tornadoes filled with toxic gas emerge from Iceland's Holuhraun International Business Times via Yahoo News Volcano tornadoes containing toxic gas have been filmed emerging from a fissure eruption in Holouhraun, Iceland. The tornadoes were filmed by Nicarnica Aviation in Kjeller, Norway, which released the infrared footage. Scientists said that while they do not know what caused the tornadoes, "it is most likely that the generation mechanism is similar to that of dust devils which are commonly seen alongside volcanic eruptions, but in this case contains SO2 and other hot volcanic gases and ash particles".

Questions raised over Nicaragua 'meteorite' BBC News International experts have raised doubts as to whether a 40ft-wide crater near the Nicaraguan capital, Managua, was caused by a meteorite. Nicaraguan officials announced on Sunday that a "small meteorite" had come down near the airport. But NASA scientists say the fact that no-one reported seeing a fireball in the sky would suggest it was caused by something else. So far no meteorite fragments have been found in the crater.

Survey for China Trip 2015

UF FES program is looking to put together a trip to China with a symposium in Beijing and stops in Shanghai and at Three Gorges Dam in October 2015.

It is a study /travel program designed for U.S. professionals to meet their international counterparts and exchange best practices, technologies and research. We are looking for those who may be interested. Price will be based on participation. If you are interested please send your information to [email protected] so we can compile a list of those interested. No commitment at this time.

You can earn 3 credit hours towards your master’s degree in FES. The 3 credit hour will count towards the FES 6735 International Emergency Disaster Response class or FES 6826 Emergency Services Disaster Response. The cost of the program will be based on number of participants plus course tuition ($1950 current rate). The course work will happen during the trip with the student presenting in China, and then completing a report upon arrival back in the U.S. You may also attend if you do not want the course credits.

Information is tentative and additional information will be posted as the program evolves.

Volunteer for USGS "iCoast - Did the Coast Change?"

The U.S. Geological Survey (USGS) just launched a new crowdsourcing, citizen science application called “iCoast   –   Did   the   Coast   Change? ” that asks volunteers to identify changes to the coast by comparing and tagging aerial photographs taken before and after storms. Your contributions help USGS scientists improve the accuracy of USGS coastal   change prediction models  and vulnerability assessments that support pre-storm planning and post-storm rescue, recovery, and mitigation efforts. It is also a great educational tool for teaching students and even coastal residents about coastal hazards. We are looking for online volunteers to classify photos taken before and after Hurricane Sandy, and particularly targeting people with different kinds of disaster expertise and interests. The Pipeline and Hazardous Materials Safety Administration’s (PHMSA) is seeking candidates for the position of Deputy Associate Administrator for Policy and Programs (DAA) in its Office of Hazardous Materials Safety (OHMS).   This position is a senior executive position and presents an opportunity to promote public safety, security and the environment as related to the transportation of hazardous materials and dangerous goods. We are seeking a diverse pool of highly qualified candidates from both inside and outside government with proven executive leadership skills and demonstrated experience and success in implementing safety programs.

The DAA will be principally responsible for overseeing and managing the day-to day operations/activities of OHMS in headquarters.  As such, the DAA will work closely with the Associate Administrator and the Deputy Associate Administrator for Field Operations to develop planning and priorities for OHMS operations and program responsibilities. In addition, the individual participates in long range planning and development of program applications.

The DAA will maintain a close, collegial relationship within OHMS to fully integrate all hazardous materials transportation safety initiatives, programs, and responsibilities that fall within OHMS, PHMSA, other modal administrations of the Department of Transportation (DOT), other federal agencies as well as international transportation safety organizations. As a confidential source of information, the DAA advises on program implementation and regulatory impact.  This position also involves engagement with hazardous materials shippers, carriers, public safety organizations and other stakeholders having an interest in the safe transportation of hazardous materials.
