Thank you for your interest in early childhood education in Iowa!
The Iowa early care and education landscape continues to change, shifting towards an emphasis on high quality services, often requiring programs to meet educational standards. The early care and education workforce are seeking CDA credentials, degrees in early childhood education, teaching licenses, and early childhood endorsements. This workforce needs coursework offered online, and on evenings and weekends that helps them continue working in early care and education, while they move along an educational/career pathway. They need specific training in infant-toddler care and education, in administration, curriculum and assessment, and special needs.
Early Childhood Iowa and Iowa AEYC, together with other partners, are engaged in professional development system building work. This work should create even more demand for higher education for our field. We also hope a clearly defined system, with clear pathways and choices for our workforce, will lead us all to best practices.
T.E.A.C.H. Early Childhood® IOWA is a comprehensive scholarship program that provides the early care and education workforce with access to formal education leading to degrees, licenses, and credentials in early childhood education, and helps to build a well-qualified, fairly compensated, and stable workforce for the young children in our state. T.E.A.C.H. requires compensation increases as child care providers complete increased levels of formal education. T.E.A.C.H. Early Childhood® IOWA supports coursework taken at all of the colleges in this directory, if required for early childhood associate and bachelor degrees, CDA credentials, and early childhood endorsements to teaching licenses. See our website for more information.
The Iowa Association for the Education of Young Children (Iowa AEYC) sponsors T.E.A.C.H. for our state. Iowa AEYC is an affiliate of the National Association for the Education of Young Children (NAEYC), the world's largest early childhood education association, with nearly 60,000 members and a network of local and state affiliates. NAEYC membership is open to all individuals who share a desire to serve and act on behalf of the needs and rights of all young children. Over a thousand early care and education professionals from all corners of our state are members of Iowa Association for the Education of Young Children. Fourteen active local affiliates support these members in their communities. Our mission is to promote high-quality early learning for all children, birth through age 8, by connecting practice, policy, and research. We advance a diverse, dynamic early childhood profession and support all who care for, educate, and work on behalf of young children.
This directory should provide our recipients, and the broader early childhood community, information that will assist them in making college choices. Please know that the information in the directory is subject to change at any time, was provided to us by the college faculty and staff, and was not verified. An Early Childhood diploma has traditionally been a full-time, one-year program offered by some of Iowa’s community colleges.
Accreditation of the campus lab school is assumed to be within the National Association for the Education of Young Children (NAEYC), unless otherwise noted.
EC program articulates with indicates the schools or training programs with formal agreements to articulate for credit with this college.
Credit for experience indicates willingness in the ECE program to award credit for life or work experience as part of the required degree program credits.
The Early Childhood endorsement indicates a college that provides the coursework for a required endorsement for the four-year teaching license through the Iowa Department of Education’s Board of Educational Examiners (BoEE).

IOWA COMMUNITY COLLEGES EARLY CHILDHOOD EDUCATION ALLIANCE
The Iowa Community Colleges Early Childhood Education Alliance (the Alliance) was formed through a proclamation by Iowa Governor Tom Vilsack on January 9, 2005. The statement in the proclamation that best encapsulates the intent of the proclamation is as follows:
”The Iowa Community Colleges Early Childhood Education Alliance is being created to serve as an advocate to deliver statewide quality education, and to facilitate the sharing of best education practices in a united and seamless manner benefiting our state economy, our families, and our children.”
Mission of the Alliance
The mission of the Alliance is to support and advocate for early childhood programs at Iowa community colleges, which provide pre-service and in-service professional development to those who teach and care for young children from birth through age 8.
Membership is open to Iowa associate degree full-time, part-time, and adjunct program faculty with assignment in early childhood/child development/child care. Personnel involved in laboratory schools/campus child care connected to associate degree programs, and other interested individuals with early childhood teaching/training responsibilities or interests at Iowa community colleges may also become members.
In the Iowa Community Colleges Early Childhood Alliance, associate degree faculty share information, instructional design, resources, and ideas to support consistency in early childhood education throughout Iowa and create pathways that support a student’s transfer between community colleges. The work of the Alliance ensures that students in early childhood education graduate with the specialized knowledge and skills needed to support young children.
The Alliance ensures continuity across early childhood courses at Iowa community colleges by offering a common core of ECE courses. Courses are aligned with NAEYC standards for associate degree early childhood programs, as well as several Iowa initiatives. This alignment supports the other major effort of the Alliance: accredited early childhood associate degree programs.

• Receipt of official transcript showing an earned baccalaureate degree from a regionally accredited institution. A degree earned from a Bible college accredited by the Association for Biblical Higher Education (ABHE), or from an institution affiliated with the Transnational Association of Christian Colleges & Schools (TRACS), will be considered on a case-by-case basis. International students must submit appropriate documentation of a bachelor’s degree equivalent, and admission requires program director approval.
• Receipt of official transcripts from all graduate schools attended. Graduate credits earned from a regionally accredited institution will be considered for transfer in programs that accept transfer credits. Graduate credits earned from a Bible college accredited by the ABHE or an institution affiliated with TRACS will be evaluated for transfer on a case-by-case basis.
• Undergraduate GPA of 3.0 or higher on a 4.0 scale.

CBASE entry policy for on campus Elementary Ed degree:
College BASE (C-BASE Pre-Professional Skills Test) The College BASE or C-BASE test is required as part of the student application to the Teacher Education Program. The exam assesses knowledge in four subject areas: English (Reading), Writing, mathematics, science, and social studies. Northwestern administers the test on campus multiple times each semester on a Saturday morning, and other times as scheduled and announced. The cost for the test is $60. The cost for retaking the test is $20 for 1 section, $30 for 2 sections or $60 for 3-5 sections. Questions on C-BASE reflect the broad range of knowledge that most universities and colleges, including community colleges, expect their students to acquire by the end of the sophomore year. 15

TEACHER LICENSURE INFORMATION FROM THE IOWA BOARD OF EDUCATIONAL EXAMINERS (BOEE) INITIAL LICENSE – CONVERTING TO STANDARD, EXTENDING, AND RENEWING:
To convert to the standard license, you will need to teach for two years in an Iowa public school or three years in an accredited private PK-12 school. Iowa public school teachers will participate in the mentoring and induction program and demonstrate that they have met the Iowa teaching standards. You must be teaching within your endorsement area(s) (or have conditional licensure) in order for the experience to be valid.
For preschool, only the lead teacher in an Iowa Statewide Voluntary Preschool Program (SWVPP) four-year-old classroom or Early Access/ECSE teachers may use the experience to move to the standard license, as these are the only accredited PK programs in Iowa. Other teachers may simply let their initial licenses expire if they are not teaching in a setting that will lead to the standard license. The BoEE will hold this license on file indefinitely, and it may simply be renewed when needed. It is still considered a license in good standing; it is merely expired and may be renewed.
If your license will expire before you have enough experience, you may apply for an extension if you will gain enough experience within one year. You may also renew your license twice if you have not met the experience requirement; the second (and final) renewal requires proof of contracted employment in an accredited school.
No licensure renewal or college coursework is required to convert to the standard license or to renew the initial license. The initial license renewal will require a certificate of completion for the mandatory reporter training for child and dependent adult abuse.
CONDITIONAL LICENSURE:
The Class B conditional license is valid for two academic years to allow teachers to begin working in a new endorsement area while they finish the remaining coursework to fully add the endorsement to their teaching license.
STANDARD OR MASTER EDUCATOR LICENSE RENEWAL:
The standard or master educator teaching license is valid for five years. Six renewal credits (standard) or four renewal credits (master) and the mandatory reporter training for child and dependent adult abuse are required to renew the license. Renewal credits may be licensure renewal credits from an approved Iowa provider such as the AEA or ISEA, or college credits (undergraduate or graduate) from any regionally-accredited college or university related to education or an endorsement area. Teachers may also earn renewal credits through other activities such as serving as a cooperating teacher or earning national board certification. Always check with the BoEE as requirements may change.
EXTENSION OF A STANDARD OR MASTER EDUCATOR LICENSE:
If you allowed your license to expire while not working as a contracted teacher in an accredited setting, you may simply extend it for one year if you need to activate it quickly. This extension may also be used if you need more time to earn the required renewal credits.

APPLYING FOR LICENSURE WHEN COMING FROM ANOTHER STATE OR COUNTRY:
You will need an Iowa teaching license to serve in an accredited setting in Iowa, even if you are licensed in another state or country. Iowa does not have reciprocity with any state. Each application is considered individually, and transcripts will be analyzed to determine if the requirements for Iowa licensure and specific endorsements have been met. Praxis II testing may be required. Contact the BoEE for more information.
BACKGROUND CHECKS:
When applying for your first BoEE license, a full federal and state background check will be completed, including all criminal history and the child, dependent adult, and sex offender registries. This will be done by the BoEE even if you have completed this for another agency. For renewals, the registries and Iowa Courts Online will be checked. We will ask you to disclose any convictions (including paying fines) for anything other than minor traffic tickets, which includes deferred judgments.

EXAMPLES OF AID THROUGH FAFSA
PELL GRANT:
This federal money awarded that is based on financial need and does not have to be paid back. Pell Grants are awarded to undergraduate students who have not earned a bachelor’s or professional degree. They are issued to the college/university you designate.
STAFFORD LOANS:
These loans are available to undergraduate and graduate students of all income levels. There are two types:
Direct Subsidized loans (Sometimes referred to as Subsidized Stafford Loans), for those who demonstrate financial need. The interest is paid by the government while you are enrolled in school at least half-time and during your six-month grace period after you leave school. Federal student loans borrowed through Direct Loans program are offered at a low fixed rate with flexible repayment terms for undergraduate students.
Direct Unsubsidized Stafford Loans, for those who do not have to demonstrate financial need to qualify. You will be charged interest when you receive the funds until the loan is paid off.
INDIVIDUAL COLLEGE/UNIVERSITY SCHOLARSHIPS:
Schools may offer scholarships each year based on merit and/or achievement. Many of these scholarships consider financial need based on FAFSA results. Scholarship selection at individual schools is sometimes competitive and not all applicants will receive a scholarship. Many scholarships may require full-time enrollment and maintaining a specific grade point average. The scholarships are sometimes available in specific majors and departments. Some scholarships may be based on diversity. Be sure to look at your schools website or contact the school’s financial aid office regarding individual school scholarships.

THE FOLLOWING ARE SOME OPTIONS FOR FINANCING SCHOOL IF YOU DO NOT RECEIVE GRANTS, SCHOLARSHIPS, OR STAFFORD LOANS:
Tuition Payment Plans: Some schools allow you to make payments over several months on your tuition.
Federal Perkins Loans: Some schools receive funding from the federal government to make low interest loans to students with financial need.
Direct PLUS Loans: For students enrolled at least half-time in graduate and professional programs. For education expenses not covered by other financial aid.
Private Loans: Use only as a last resort. They are not federally insured and may be more costly.

Federal Teacher Loan Forgiveness Program – FFELP and Direct Loans:
This is a nationwide program funded by the U.S. Department of Education. You must be teaching in a low-income building for five consecutive years before applying and receiving any loan forgiveness. Borrowers will receive $5,000 or $17,500 maximum depending on teaching subject area(s).
Federal Perkins Loan Cancellation:
You can receive 100% of the Perkins Loan balance eligible for loan forgiveness if you work full-time in a low- income building or subject shortage area. Contact the college or university that issued the Federal Perkins Loan(s) to apply.
Iowa Teacher Shortage Loan Forgiveness Program:
You must be a licensed teacher in one of Iowa shortage areas who started first teaching job on or after July 1, 2007. This is funded by the state of Iowa and the benefits vary. Apply online between January and March. Call the Student Loan Relief Hotline at 808.906.3065. Offers up to $7,534 of forgiveness for Federal Stafford Loans after you have completed a year of training.
Public Service Loan Forgiveness:
Borrowers may qualify for forgiveness of the remaining balance due on their eligible federal student loans after they have made 120 payments on those loans under certain repayment plans while employed full-time by certain public service employers. Borrowers must make the 120 monthly payments on their eligible federal student loans beginning after October 1, 2007 before they qualify for the loan forgiveness.
Child Care Provider Forgiveness Demonstration Program:
Borrowers may have 20 percent of their total loans forgiven after two years of service. An additional 20 percent is forgiven after completing a third consecutive year of qualifying service, and rises to an additional 30 percent after each of the fourth and fifth consecutive years of service.
Student Loan Repayment Plan:
The U.S. Department of Education announced in January 2013 that borrowers can take advantage of a new repayment plan that could lower their monthly federal student loan bills. The plan is called “Pay As You Earn” and it caps the monthly payments for recent graduates at an amount that is affordable, based on their income. Borrowers may pay more in interest in the long run, but this option can provide relief on loan payments in the early years of repayment.
The U.S. Department of Education has developed a resource called the Financial Awareness Counseling Tool, which helps borrowers establish an individual budget and gives repayment tips and strategies to avoid default.
