ThisDirectoryarosefromtheTrainingandDevelopment&theManagementWorkinggroupoftheSouthEastHomelessForum.
Itprovidesacomprehensivelistingofallspecialisthomelessservices,foradults,familiesandyoungpeopleintheSouthEast,aswellasprovidingsome information on relevant mainstream and general services, whichprovidesupporttopeoplewhoareexperiencinghomelessness.
The Directory provides up to date information on the range of servicesavailableincludingdetailsonaccesscriteria,referralprocedures,staffingandsupportservicesoffered.Italsoprovidesotherinformationontherightsandentitlementofpeoplewhoareexperiencinghomelessness includingincomemaintenance,accommodationandotherservices.
TheHomelessDirectorywasdevelopedtobeofassistancetoanypersonworking with people who are experiencing homelessness or at risk ofhomelessnessintheSouthEastarea.Wehopeeveryonewillfinditofuseandrelevant.

Theterm‘out-of-home’isoftenusedtorefertopeoplewhohavenowheretheycanlive.Thetermrecognisesthatsomeonemayhaveahomethattheycannotreturnto(forwhateverreason)andalsothathomelessnessisnotapermanentstate.Homelessnesscanhappentoanyoneanditcanaffectpeopleofanyageorbackground.
LegislationonhomelessnessinIrelandincludestheHealthAct1953,theHousingAct1988andtheChildCareAct1991.TheHousingAct,1988,providedthefirstlegaldefinitionofhomelessnessinIreland.
Section2oftheHousingAct1988statesthatapersonshouldbeconsideredtobehomelessif:
a) thereisnoaccommodationavailablewhich,intheopinionoftheauthority,he,togetherwithanyotherpersonwhonormallyresideswithhimorwhomightreasonablybeexpectedtoresidewithhim,canreasonablyoccupyorremaininoccupationof,or
b) he is livingahospital,countyhome,nightshelterorothersuchinstitution,andissolivingbecausehehasnoaccommodationofthekindreferredtoinparagraph(a),or
c) and he is, in the opinion of the authority, unable to provideaccommodationfromhisownresources.
The two leadagencieswith responsibility forsupporting individualsandfamiliesexperiencinghomelessnessaretheLocalAuthorityandtheHealthServiceExecutive.IntheSouthEast,thestatutoryagenciesfundarangeofvoluntarybodies.TheseservicessupporttheHSEandtheLocalAuthoritytoprovidesupport topreventhomelessness in thefirst instanceand tosupportpeoplewhoareexperiencinghomeless toaccesshousingandappropriatehealthandothersupportstoensurethattheycanmoveoutofhomelessness.

The2006MurtaghreportrecommendedtheestablishmentofaRegionalHomelessActionTeamwhichwouldco-ordinatethecohesivedevelopmentof localHomelessActionTeamswhileensuring theflexibility toaddressdifferencesinlocalneeds.
EachHomelessActionTeammeetstoco-ordinateaninteragencyresponseto the support needs and case management of homeless people andindividualsatriskofbecominghomeless.
The role of the Homeless Action Team as identified in the Murtagh report (2006) is to:
• carry out initial assessment of people who present experiencinghomelessness
• prepareandapprovecareandsupportplans
• resettlepeopleexperiencinghomelessnessintonewpermanentandemergencyaccommodation
• regularlyreviewtheimplementationandefficiencyofplans
• develop and implement local preventative strategies with otheragenciessuchashospitals,probationservice,gardaiandvoluntaryagencies
HomelessActionTeamsareactiveineachofthesixLocalAuthorityareasintheSouthEastregion.Themembershipoftheteamsinvolvesthestatutoryagencieswith responsibility for theprovisionof fundingandservices forpeopleexperiencinghomelessness.
HomelessActionTeammembershipincludestheLocalAuthorityHousingpersonnel,HealthServiceExecutive;MentalHealthandSubstanceMisusepersonnel,DepartmentofSocialProtection/CommunityWelfareServicepersonnelandVoluntaryServiceProvidersintheSouthEastregion.

4 General EntitlementsPeoplewhoareexperiencinghomelessnessareentitledtoaccessthesamerangeofpublicservicesnecessarytomeettheirneedsastherestofthepopulation,dependingon theirfinancialandsupportneeds.However, itcanbedifficultforpeoplewhoareexperiencinghomelessnessandwithoutstableaccommodation toaccessmainstreamservices,wherespecialisthealth,educationandwelfareservicesexistwithintheSouthEast,theyarecontainedinthisDirectory.

Housing
Local authorities have responsibility for meeting the housing needs ofpeople who are experiencing homelessness and who cannot providehousingfromtheirownresources.Under theHousingAct1988,peoplewhoareexperiencinghomelessnessaregivenoverallpriorityforhousing.
PeoplewhoareexperiencinghomelessnessmayalsobehousedinLocalAuthorityHousing itself,byvoluntaryhousingassociationsor inprivaterentedaccommodationiftheyareregisteredonalocalauthorityhousinglist.Detailsoflocalauthorityhousingdepartmentsareprovidedinthenextsection.
RentsintheprivatesectorcanbehighbutassistanceisavailablethroughtheSupplementaryWelfareAllowanceScheme.AssistancewithrentaldepositsmayalsobeavailablethroughSupplementaryWelfareAllowance,althoughthis isdiscretionary.Thisscheme isadministeredby theDepartmentofSocialProtection.
The Rental Accommodation Scheme (RAS) is a government initiativeintroducedtoprovidegoodqualitypermanenthousingforrentsupplementrecipients.Inbrief,underthisschemelocalauthoritiessourceaccommodationfromtheprivaterentalmarketorthroughothersocialhousingschemes.Along-termcontractisagreedwiththepropertyowner,tenantsareplacedintheaccommodationbythelocalauthorityandthetenantspaytheirrenttotheauthorityundertheDifferentialRentsScheme.Wherepeoplewhoareexperiencinghomelessnessarehousedunderthisscheme,theywillhaveaccesstoappropriatetenancysustainmentsupports.
ApersonwillqualifyfortheRASschemeiftheyareassessedbythelocalauthoritytohavealong-termhousingneedandalsoiftheyreceivearentsupplementundertheSupplementaryWelfareAllowanceScheme.
Social Welfare
People who are experiencing homelessness and their dependents areentitledtosubmitaclaimforwhateversocialwelfarepaymentisappropriateto their circumstances e.g. Jobseekers Benefit, Jobseekers Allowance,DisabilityAllowanceandOneParentFamilyPayment.Proofofaddressis

oneoftheconditionsnecessarytoqualifyforanyoftheabovementionedDept.ofSocialProtectionpayments.
WhilstthepersoniswaitingontheDept.ofSocialProtection’sdecisionontheirclaim,theyareentitledtomakeanapplicationforbasicSupplementaryWelfareAllowanceattheirLocalCommunityWelfareServiceoffice.HavingafixedaddressisnotnecessarilyaprerequisitetoqualifyforSupplementaryWelfareAllowance.

5 types of Homeless Specific Services Available in the South East
A range of services are provided by voluntary and statutory agencies,including advice and information, street outreach, accommodation,settlement, education and training and healthcare. Homeless servicesprovidespecificsupportforpeoplewhoareexperiencinghomelessness,accordingtotheirparticularneedsorage.
Temporary or Emergency Accommodation
A person who is experiencing homelessness is entitled to shelter andassistanceundertheHousingAct1988andtheHealthAct1953.IntheSouthEast,temporaryoremergencyaccommodationisusuallyprovidedbythevoluntarybodies.Inthemain,emergencyaccommodationisaccessiblethroughpresentationatthehousingdepartmentoftheLocalAuthority.AshortassessmentisundertakenandareferralmadetotheHomelessActionTeam(HAT).
Wherehomelessnessoccursoutoftheusualhoursofpublicservices,theindividualshouldbereferredorshouldself-referdirectlytothehomelessservice. Thehomelessserviceand the individualshould linkbackwiththehousingsectionof the relevant localauthoritywhowillcarryoutanassessmentoftheindividual/familypresentingtotheirservicetodetermineiftheyqualifyashomelessasdefinedundertheHousingAct1988.
Transitional Housing
Apersonwhoisstayinginemergencyaccommodationcanmovedirectlyfromemergencyaccommodation into long-termhousing.Otherpeople/familiesmayneedmoretimeandsupporttoprepareforindependentliving.
Transitional housing provides a person with an opportunity to havestable,mediumtermaccommodation,withsupporttohelpthemestablishthemselves in a home and provides them with support to address anyissues,whichmightmakelong-termhousingunsustainable.

Thelengthof timeapersonstays intransitionalaccommodationistimelimited.Itaveragesfrom6monthsto2years.
Rentalassistancemaybeavailabletopeopleintransitionalhousingandhelpforapplyingforthisisavailableineachproject.
Long Term Supported Housing
Long-termsupportedhousingisprovidedforthosewhohavedifficultyinlivingindependentlyandforpeoplewhoneedsomelevelofsupportonanon-goingbasis.Thereisnospecifictimelimitonhowlongapersoncanstayinsupportedhousing.Thetypeandlevelofsupportvariesandisprovidedby the staff within the service and through linkages with mainstreamcommunitybasedservices.
Young People’s Service
All young people under 18 years experiencing homelessness are theresponsibilityoftheHealthServiceExecutiveandmustbereferredtotheSocialWorkDepartmentwithintheHealthServiceExecutive.
Street Outreach Services
TheLubProject is fundedby theHSEandprovidedbyWaterfordandSouthTipperaryRegionalYouthService.Theroleofthisserviceistomakecontactwithpeoplewhoaresleepingroughparticularlythosewithaddictionissuesandtoworkwiththemtolinkthemintoaccommodationandotherservices,withaviewtosupporting themoutof roughsleepingand intolong-termaccommodation.ServiceUsersmaybemetonthestreetorattheWatersideofficebyappointment.Tel:0863889721.
Housing First Project
In 2013, South East Simon will be piloting a Housing First Project inWaterford.
HousingFirst,alsoknownas“rapidre-housing”.Itisanalternativetoasystem of emergency shelter/transitional housing progressions. Ratherthanmovinghomeless individuals throughdifferent “levels” of housing,knownastheContinuumofCare,wherebyeachlevelmovesthemcloserto“independenthousing”(forexample:fromthestreetstoanemergency

hostel,andfromanemergencyhosteltoatransitionalhousingprogram,andfromthereto theirownapartment in thecommunity).HousingFirstmovesthehomelessindividualorhouseholdimmediatelyfromthestreetsorhomelesssheltersintotheirownapartmentsandprovidesthemwithahighlevelofsupportuntiltheyarelinkedinwithmainstreamsupportservicestoensurethattheycansustaintheirtenancy.See page 89 for further details.
Information and Advice Service, 10A, Waterside, Waterford
Focus IrelandandSouthEastSimon jointlyprovidean InformationandAdviceServiceforpeoplewhoareexperiencinghomelessnessoratriskofhomelessness.Thisserviceoffersadviceonrightsandentitlementsintheareaofhousing,supportwithapplyingforsocialwelfareentitlements,referraltoappropriateservicessuchasMoneyAdvice&BudgetingService,addictionservices,mentalhealthservices, trainingandeducation. ThisserviceisavailableMonday-Friday10am-12pmand2pm-4pmorbyappointment.Tel:051304262.
Tenancy Support Services
TheoverallobjectiveoftheTenancySupport&SustainmentServiceistoprovidesupporttohouseholdsthatareatriskofbecominghomeless,inordertoassistthemtooccupy(orcontinue)tooccupytheiraccommodationand progress from homelessness or potential homelessness towardsindependentsustainableliving.ThisinvolveshomevisitsbytheTenancySupport & Sustainment Service project workers whose role will be tosignpostandfacilitateaccesstomainstreamservices.
Thespecificsupportinterventionsincludepre–settlementandsettlement.
Thetypeofsupportsofferedwillinclude:

6 Education and trainingWaterford P.E.T.E. Programme - Preparation for Education, Training & Employment
TheWaterfordP.E.T.E.ProgrammeislocatedingrangeCohan,St.John’sPark,WaterfordCity.
The P.E.T.E. programme was developed out of an identified need toaddressthegapinthetraining,educationandemploymentpathwaythroughhomelessness into independent living.Theaimof thisprogramme is topreparestudentsforeducation,training&employment.
FocusIreland’sP.E.T.E.programmeaddressestheindividual’sbarrierstoaccessingeducation,trainingandemploymentandsupportstheparticipantin achieving the first step on the training, education and employmentpathway.
• Through the provision of a flexible education course, customersarefacilitatedtoreachtheirpotentialanddevelopapositiveself-conceptandself-esteem.Theprogrammeworksonachievingtheseobjectivesbyprovidingawideandvariedindividualisededucationprogramme,whichincludesintensivesupporttoparticipantsastheyaimtoachievetheirself-definedgoals.Educationisbothformalandnon-formal,withtheformalcomponentsaccreditedbytheFurtherEducationandTrainingAwardsCouncil(FETAC).Pleasenotethatthisisnotadropinservice–pleasephoneinadvancetoarrangeanappointment.

Saor Programme
Aim of the project:
The aim of the project is to offer an effective, relevant and meaningfulCommunityEmploymentProgramme(C.E.)toparticipantsrecoveringfromsubstancemisuse,enablingthemtoprogressontofurtheremployment.
Objectives
