intense and productive for the country.Our geographic position, which favourscommunications between the coasts of theAtlantic and Pacific Ocean; has given us theopportunity today to be an organizedself-sustainable platform to the worldwidetrade service.

We have the biggest Free Zone of thecontinent and the second in the world; weare currently the country with the greatestnumber of vessels registration and we arerecognized as the most integrated andrepresentative Hub of the region, offering ina structured and permanent manner, thegreatest quantity and quality of maritimeservices at a continental level.

Desde la prehistoria, Panamá ha destacado su vocaciónde país de tránsito. En sus inicios, los flujos se realizabanen el eje norte-sur, enfocados principalmente en losmovimientos migratorios. Ya para el siglo XVI, estos flujoscombinaron modos de transporte para movilizar carga dela costa oeste de América del Sur con rumbo a Europa,específicamente hacia España. Con la construcción delprimer ferrocarril interoceánico, en 1855, un granmovimiento migratorio se realizó, a través del istmo,proveniente de la costa este de los Estados Unidos a lacosta oeste de ese país.

A inicios del siglo XX, con la construcción del Canal dePanamá, la importancia del país se pone en evidenciaconvirtiéndose en un eje principal de comerciointernacional por donde anualmente transitan buquesmercantes de diversas nacionalidades, perfeccionando elintercambio comercial entre todos aquellos países paralos cuales la ruta es relevante y proporcionándolesbeneficios en la reducción de tiempo y costo detransporte. Panamá se convierte asi en un socioestratégico para el comercio exterior de estos países yconsolida su posición de país marítimo.

RELEVANCIA DE PANAMÁ EN LAINDUSTRIA MARÍTIMA Y SU IMPACTO ENLA CADENA LOGÍSTICA DE SUMINISTRO

Panamá y su estratégicaubicación geográficarepresenta para los expertosen marítima y logística,motivos de gran analisis yproyección sobre su futuro.

Para las autoridadesconcernientes a la industria,tanto del área privada comoestatal, la proyección delsector tiene visos infinitos yhalagüeños.

A la ya pujante industriamarítima de hoy se sumanotros actores que vienen aconsolidar la idea de unconglomerado marítimo quecon una visión estratégica,incorpora el rol de la logísticaa sus operaciones,potenciando los servicios deun sector que se convierte enlíder en la región.

Luego de iniciado el tránsito por la vía, ydurante ese mismo siglo, varias actividadesfueron creándose alrededor del sectormarítimo panameño y de logística, enfocadosprimordialmente en almacenaje y entransporte de carga. El primer registro abiertode buques fue establecido en Panamá para elaño 1928, seguido de la construcción e iniciode operación de Zona Libre de Colón en 1956.Por diversos motivos, el desarrollo logístico dePanamá fue muy lento y el país no tuvo laoportunidad de explotar adecuadamente lasventajas que ofrece su posición geográfica.

Para inicios de los años 70, se iniciaron losprimeros pasos para fortalecer la AutoridadPortuaria Nacional. Sin embargo, no es hastados años después de la firma de los TratadosTorrijos - Carter que Panamá tiene laoportunidad de administrar y operar puertosmarítimos de alto calado, y el ferrocarrilinteroceánico.

Fue en el año 1993 cuando el sector logísticoy portuario de carga en contenedores toma unnuevo rumbo y se inicia una etapa decrecimiento sostenible en esta industria. Lasadministraciones de estos puertos fueronconcesionadas a empresas privadas. Hoy, lascuatro terminales de contenedores que operanen el país son administradas por tres de losdiez principales operadores globales determinales de contenedores.

Con la reversión del Canal de Panamá secrean las condiciones para que el paísdespliegue su potencial desarrollo comoexportador de servicios logísticos y seconvierta en un jugador importante en la

cadena de suministros de aquellos aliadosestratégicos que aprovechen las ventajas delpaís.Así lo entendió la Autoridad del Canal dePanamá al reorientar su modelo de negocio,tan pronto pasa a manos panameñas. Laadministración del Canal orienta su políticacomercial a la atención al cliente y comprendeel papel que juega en la cadena de suministrosde aquellos que utilizan la vía acuática pararealizar su comercio exterior.

El título constitucional que crea la Autoridaddel Canal de Panamá reconoce que una vezse transfiere el Canal, el país tiene laoportunidad de ejercer soberanamente laactividad al sector servicio. Es por eso queincluye la necesidad de crear una EstrategiaMarítima Nacional.

En la medida en que Panamá capitalice lasoportunidades para desarrollar actividades devalor agregado, que generen mayor bienestary beneficio socioeconómico al país, estavocación y la actividad logística en su conjuntoalcanzará el punto en donde su desarrollo sevierta en el resto del país, genere riqueza ysea el motor del crecimiento sostenible.

Panamá se ha destacado como un país conbondades y beneficios en la industria deltransporte. En materia de infraestructura, seencuentra en el país el Canal de Panamá,terminales portuarias de última generación,terminal aérea internacional con capacidad deexpansión, conectividad en comunicaciones,el ferrocarril interoceánico, la Zona Libre deColón y el Área Económica Especial Panamá- Pacífico, sólo por mencionar algunas.

El crecimiento que ha tenido el sector ha sidoimpresionante, sobre todo a partir del año2000, cuando se revierte el Canal a manospanameñas. Con tan sólo siete años desoberanía total en el territorio, el sectorlogístico en Panamá presenta un futuroextraordinario. Tanto es así que muchasempresas internacionales han colocadooperaciones en el país, especialmenteempresas globales de reconocido prestigio enel sector.

El flujo de carga a través del Canal dePanamá y de los puertos panameños siguecreciendo de forma sostenible. El volumen decarga de tránsito y trasbordo se convierteahora en el atractivo para iniciar operacioneslogísticas-industriales que generen valoragregado y no sólo utilicen nuestrainfraestructura para ver pasar la misma.

En el presente, cerca del 80% de la economíapanameña se debe al sector servicios, y deéste, alrededor del 26% del producto internobruto proviene del sector transporte,almacenaje y telecomunicaciones.

El gobierno panameño frente a todos losproyectos de inversión que se realizan en elpaís, los que se tienen previstos y para seguirfacilitando la inversión extranjera, ha tomadola decisión de buscar mecanismos parafacilitar el hacer negocios en el país. Ya se haninstalado diferentes herramientas electrónicaspara facilitar las transacciones. El sectorprivado también está colaborando para que seagilice el marco institucional en el país. Enmateria legal, la Autoridad Marítima dePanamá ha tomado la iniciativa para presentarun paquete de leyes que le permita funcionar

de acuerdo con la realidad de la industria. Porsu parte, la Dirección General de Aduanas seha reformado buscando hacer lo propio. ZonaLibre de Colón está implementando unsistema electrónico para realizar trámites deentrada y salida de mercancía. El ÁreaEconómica Especial Panamá Pacífico, pormedio de su desarrollador maestro, seencuentra promoviendo oportunidades denuevos negocios.

En cuanto a la plataforma logística panameña,y de acuerdo con el estudio realizado porINTRACORP para la Autoridad del Canal dePanamá en el año 2006, todo apunta a que elCanal, los puertos y la Zona Libre de Colóncontinúen siendo predominantes en el futuro,con un crecimiento combinado de alrededorde seis por ciento (6%) en el períodocorrespondiente a los años 2015 al 2025. Deacuerdo con ese estudio, se estima que elresto de las actividades crecerán a un ritmosuperior debido a la importancia creciente quetendrá Panamá como centro logístico.

A la infraestructura logística existente se lesumará una gran cantidad de proyectos deinversión los cuales se promueven endiferentes esferas. La suma de todos estosproyectos resaltará aún más la relevancialogística exaltando un importante papel dePanamá en la cadena de suministros. Entreestos proyectos podemos mencionar laampliación de la terminal aeroportuaria deTocumen, las inversiones de capital paraaumentar la capacidad de las terminalesportuarias de contenedores existentes, dosnuevas terminales portuarias decontenedores, refinerías, oleoductos,astilleros, entre los más relevantes.

Una de las iniciativas está enfocada aestablecer una estrategia logística nacionalque contemple asuntos que abarquen muchomás que el transporte.

La educación debe ser reforzada parapreparar profesionales de la más altacalificación y con formación bilingüe completa,de forma que sea reconocida a nivelinternacional. Los programas educativos sedeben basar en un minucioso análisis de lasnecesidades del mercado y su realidad.

Hoy se realizan esfuerzos conjuntos entre elsector público y el sector privado para orientary promover las oportunidades logísticas delpaís para lograr el objetivo de convertirse enplataforma de servicios y actividades

logísticas.

Utilizar y reorientar la Estrategia MarítimaNacional, instrumento legal que incluye eldesarrollo de la logística como uno de suscomponentes, es un punto de partida.

Debemos recordar que la logística abarca eltransporte, almacenaje, distribución, serviciosde valor agregado y muchas otras actividadesque deben ser organizadas para generarmayor beneficio a la economía nacional yofrecer servicios y productos de valor alcomercio internacional que utilizaría Panamácomo plataforma de soluciones logísticasintegrales.

RELEVANCE OF PANAMA IN THEMARITIME INDUSTRY AND ITS IMPACTIN THE LOGISTIC CHAIN OF SUPPLY

Panama and its strategic geographical location represents, for the maritime and logisticexperts, a reason of great analysis and prediction regarding its future. For the authoritiesconcerning the industry, in the private as well as the public area, the projection of thesector has infinite and promising consequences. For already currently thriving maritime industry; there are other actors that play in toconsolidate the idea of a maritime cluster that with a strategic vision, incorporates the roll oflogistics in its operations, promoting the services of a sector that becomes leader in theregion.

From the prehistory, Panama has emphasizedits calling as a transit country. In its beginning,the discharges were executed in thenorth-south's core principally focussed in themigratory movements.

For the XVI century, these flows combinedtransportation modes to move cargo from thewest coast of South America towards Europe,specifically to Spain. With the construction ofthe first north American Railway, in 1855, ahuge migratory movement was held throughthe isthmus, from the east coast of the UnitedStates towards the west coast of that country.

At the beginning of the XX century, with theconstruction of the Panama Canal, theimportance of the country is evident; becomingthe principal core of the internationalcommerce through which annually merchantvessels of different nationalities transit;improving the international trade among allthose countries for which the route is importantand providing benefits in the reduction of timeand transportation cost.

Panama becomes, thus, a strategic partner forthe foreign trade of these countries andconsolidates its position as a maritime country.

After the transit through the highway begins,and during this same century, severalactivities were created around thePanamanian maritime and logistic sector;primarily focussed in storage and cargotransportation. The first open register ofvessels was established in Panama in theyear 1928, followed by the construction andthe beginning of Colon Free Zone operationsin 1956. For several reasons, the logisticdevelopment of Panama was very slow andthe country did not have the opportunity toadequately exploit the advantages offeredby its geographic position.

In the beginning of the 70's the first steps tostrengthen the National Port Authoritybegan. Nevertheless, it was not until twoyears after the signing of the Torrijos-CarterTreaties that Panama has the opportunity toadminister and operate the maritime ports ofhigh draft, and inter-oceanic railway.

In the year 1993 when the logistic andcontainer port cargo sector tales a new turnand the period of sustainable growth in thisindustry begins. The administrations ofthese ports were concession to privatecompanies. Today, four container terminalsthat operates in the country are managed bythree of the ten principal global containerterminal operators.

With the reversion of the Panama Canalconditions are created for the country todisplay its potential development as exporterof logistic services and becomes animportant player in the chain supply of thosestrategic allies that take advantage of thebenefits of the country. This is how it wasunderstood by the Panama Canal Authority

when they re-directed their business model,as soon as it was changed to Panamanianhands. The administration of the Canaldirects its commercial politic towardscustomer service and understand the rollthat the chain of supply plays in those thatuse the aquatic way to execute their foreigntrade.

The constitutional title that creates thePanama Canal Authority recognizes thatonce the Canal is transferred, the countryhas the opportunity to totally exercise theactivity to the service sector. This is thereason the need to create a NationalMaritime Strategy is included. In as much as Panama capitalizes theopportunities to develop activities of addedvalue, that would generate greater welfareand social-economic benefits to the country;this vocation and the logistic activity as awhole will reach the point where itsdevelopment would pour in the rest of thecountry, generate riches and will be theengine of the sustainable growth.

Panama has stood-out as a country withwonders and benefits of the transportationindustry. Regarding infrastructure, thePanama Canal is located in the country, thelatest port terminals, internal aerial terminalwith widening capacity, connectivity incommunications, the inter-oceanic railway,Colon Free Zone and the Special EconomicArea Panama - Pacific; just to mentioned afew.

The growth the sector has had has beenimpressive, specially since the year 2000,when the Canal was reverted toPanamanian administration.

With only seven years of total sovereign in theterritory, the logistic sector in Panamapresents an extraordinary future. So much thatseveral international companies have installtheir operations in the country,especially global companies of well-knownprestige in the sector.

The flow of cargo through the Panama Canaland the Panamanian ports continues to grow ina sustainable manner. The transit andtranshipment cargo volume now becomes anattraction to begin industrial-logisticsoperations that would generate added valueand to use our infrastructure not only to see itas a passing-through.

Nowadays, near 80% of the Panamanianeconomy is due to the service sector and fromthe later, an approximate of 26% of the grossdomestic product is from the transportationsector, storage and telecommunications.

The Panamanian government in the face of allof these investments projects that are beingexecuted in the country, the ones that areforeseen and in order to facilitate foreign trade;has taken the decision to look for mechanismsto facilitate doing business in the country.

Different electronic tools have been installed tofacilitate transactions. The private sector isalso cooperating to speed up theinstitutional framework in the country. In thelegal aspect, the Panama Maritime Authorityhas taken the initiative to present a series oflaws that will enable it to function according tothe reality of the industry. On another hand,the Customs General Department has beenreformed along the same lines. Colon FreeZone is implementing an electronic system toproduce in and out merchandise procedures.The Special Economic Area Panama Pacifico,through its master developer, is promoting new

business opportunities.

Regarding the Panamanian logistic platformand according to the study carried-out byINTRACORP for the Panama Canal Authorityin the year 2006; everything aims that theCanal, the ports and Colon Free Zone willcontinue to be predominant in the future, witha combined growth of approximately six percent (6%) in the period corresponding years2015 to 2025. According to this study, it esti-mates that the other activities will grow at ahigher rate due to the growing importance thatPanama will have as a logistic center.

To the existing logistic infrastructure a greatamount of investments projects will be addedwhich are promoted in different areas. Thetotal of these projects will enhance even morethe logistic relevance stressing the importantroll of Panama in the supply chain. Amongthese projects we can mention the widening ofthe air-port terminal of Tocumen, the financialinvestments to increase the capacity of theexisting container port terminals, two new con-tainer port terminals, refineries, pipelines,shipyards, among the most important.

One of the initiatives is aimed to establish anational logistic strategy that wouldcontemplate matters that covers more thantransportation. Education should bere-enforced to prepare professionals of thehighest standards and a complete bilingualeducation; in order to be recognized at aninternational level. Education programsshould be based in a detailed analysis of themarket needs and its reality.

Today joint efforts are made between thepublic and private sector to guide and promotethe logistic opportunities of the country toachieve the objective of becoming a serviceand logistic activities platform.
