2. Food and Beverage Concepta. Refinement of the floor plan layouts, detail of all kitchen & uti Iity area

surfaces, and the detailed design of the speciality spaces workingin close collaboration with the entire project team.

b. Develop sample menus for various dining spaces.c. Planning of delivery & waste management conceptd. Confirmation of the Project schedule.e. Organize, conduct and document regularly scheduled

project meetings.

3. Construction Stagea. Work with the Local Government officials, Architect working in

collaboration with the project such as, MEP Consultants and specialtyconsultants etc.

b. I Advise and Provide the information necessary for theselection, procurement and installation of kitchen equipment, MEP1services etc. for the completion of the project.

4. Roles and Responsibilitiesa. Conduct workshops to develop concept design brief development. Also

provide base design due diligence and a design review for'complete project.

b. 'Develop strategy that defines the project's objectives, concept designarchitects for Andhra Pradesh Government with various stake holdersand vendors by bringing them together in a collectiveproject objectives:1 0 Food & Beverage concept

portals and controls.f. Work with the municipal bodies of waste management.g. Playa review role to ensure that the Food & Beverage design concepts

that are developed during the concept design phases align withhe construction stage and the space will perform as a business001 for Andhra Pradesh Government at the highest level.

6. Capacity Building and Awareness Generation.

II. The middle- level consultant shall have worked as consultant in the relevant fieldfor at least 05 +years,

Eligibility criteria are GraduatelPostgraduate in the required discipline essentialexperience 06-12 years at middle management level from the reputed institutions.Required experience 03-04 years of independent consultant experience.

2. Training duration/Schedule for each category, 3 days per sessions (1 day forULB Officers, I day for ULB staff and 1 day for Vendors) and it would take 02sessions for each region total comes to 24 trainings (4 regions i.e. 1.Vishakhapatnam, 2. Rajahmundry, 3. Guntur and 4. Anantapur).

The duration of the assignment for Senior and middle- level consultants is forthe period 03 months and remuneration will be paid on pro rata basis for the duty period daywise for actual performance period which may be decided as per the requirement by theproject authority.

1. SERVICES

Terms and Conditions

i. The consultant shall perform the services specified in "Terms ofReference and Scope of Services" which is made an integral part of thiscontract (the services).

2. TERM

The consultant shall perform the services during the period commencing from the dateI

of agreement Dr any other period as may be subsequently agreed upon by the parties inwriting.

3. PAYMENT

A. CEIL G

For services rendered pursuant to Terms of reference and Scope of Servicesthe client shall pay the consultant an amount not to exceed a upperceiling amount fixed by the department. This amount has been establ ishedbased on the understanding that it includes all of the consultants cost andprofits as well as any tax obligation that may be imposed on theconsultant. The payments made under the contract consists of consultantsremuneration as defined in sub paragraph B below and of thereimbursable expenditures as define in paragraph C below.

B. REM ERA TTON

The client shall pay the consultant for services rendered at the raters) per daywhich he performed the duties accordance with the rates agreed.

C.REIMBURSEBALES

The client shall pay the consultants for reimbursable expenses, whichshall consists of and limited to in the jurisdiction of Andhra PradeshState from head Quarter i.e Guntur..

a. Normal and customary expenditure for official travel with inthe state (it not arranged by the project authority ) will bereimbursed as per the A.P Government norms and will need to beauthorised by the project authority.

b. Such other expenses as approved by the project authority.

D.PAYMENT CONDITIONS

a. Payments shall be made in Indian Rupees on submission ofattendance report submitted by the designated officer.

b. Payment schedule: the consultant will be paid remuneration on daywise basis.

c. Duration of assignments: 90 days, remuneration will be paid onprorata basis for the duty period day wise.

4. PROJECT ADMINISTRATION

A. PROJECT AUTHORITY

The client designate the one Officer by Project authority, the project authorityshall responsible for the activities under the contract for receiving' andapproving the attendance report for the payments and acceptance of thedeliverables of the client.

B. TIME SHEETS

During the course of their work under this contract including filed work, theconsultant providing services under this contract may be required to completetime sheets or any other document used to identify the spent, as well as theexpenses incurred, as instructed by the project authority.

c. RECORDS AND ACCOUNTS

The consultants shall keep accurate and systematic records and accountsin respect of the services, which shall clearly identify all charges and expenses.The client reserves the right to audit the consultants records relating toamounts claimed under this contract during its term and any extension, and forperiod of 4 months thereafter.

5. PERFORMANCE STANDARD

The consultant undertake to perform the services with the highest standards ofprofessional and the ethical competence and integrity.

The consulta ts shall not, during the term of this contract and within two years after itsexpiration, discloses any proprietary or confidential information relating to the services, thiscontract or the c1ie ts business or operations without the prior written consent of theclient.

. 7. OWNERSHN> OF THE MATERIAL

Any studies, .. or the other material, graphic, software or otherwise prepared bythe consultant for the client under the contract shall belong to and remain the property of theclient. The consultant may retain a copy of such documents and software but its use should bewritten permission 0 the client.

8. CONSULTANT NOT TO BE ENGAGED IN CERTAIN ACTIVITIES

The consultan agrees that, during the term of this contract and after term inations, theconsultant or . ny affiliated entity affiliated with the consultant, shall be disqualifiedfrom providin~ goods, works, or services (other than consulting services that wouldnot give rise to conflict of interest) resulting from or closely related to the consultingservices for the preparation or implementation of the project.

9. INSURANC IThe consulta t will be responsible for taking out any appropriate insurance andcoverage.

10. ASSIGNMEmT

The consultan shall not assign this contract or subcontract any portion of it.

11. LAW GOVEJ.lliING CONTRACT AND LANGUAGE

The contract shall be governed by the laws of the Indian government and language ofthe contract shall be English.

12. DISPUTE RESOLUTION

Any dispute Jising out of this contract, which cannot be amicably settled between theparties, shall be referred to adjudication in accordance with the laws of theclients country! within the jurisdiction ofMachilipatnam.

13. TERMINATION

The client may terminate this contract with at least ten (10 working days prior writtennotice to the consultant after the occurrence of any of the events specified inparagraphs) (A) through (D) of this clause:

a. If the consultant does not remedy a failure in the performance ofits obligations under the contract with in seven (7) working days afterbeing notified or within further any period as the client may havesubsequently approved in writing.

b. If the consultant becomes insolvent and bankrupt;c. If the consultant, in the judgment of the client or bank, has engaged in corrupt,

fraudulent, collusive, coercive obstructive practices in competing for orin performing the contract.

d. If the client in its sole discretion and for any reasons what so ever, decides toterminate this contract.

14. REVIEW AND MONITORING

The consultant will be attached to the Project authority i.e. Director ofMunicipal Administration/ authorised person by DMA for day to day task. TheDirector of Municipal Administration will review and monitor theconsultants work. The consultant will work on day to day basis on instructionsof Director of Municipal Administration/ authorised person by DMA.

An individual will be selected basing on the similar experience through interview.

The interested candidate shall furnish the CV's duly signed by hand/post/email on orbefore 16_-03-2018 up to 2.00 PM along with Financial Proposal in prescribed form on thefollowing address. The CV's received after the above date and time will not be considered.

Back Ground of the Project:

One of the major objectives for a democratic and welfare country like lndia IS

to support and empower poorest section of the society. In spite of the variousdevelopmental and welfare activities being taken up by the Governments, Poor stillconstitutes a major portion of the population struggling to meet their both ends meet. Thishuge human resource cannot be leftover in search of their daily hunger needs.

On the similar lines, Government of Andhra Pradesh has decided to introduce"ANNA CANTEENS" in all Urban Local Bodies having population more than 50000 in the :State. The purpose of this scheme is to provide food to poor people on affordable cost. Themotto is "SUBSIDIZED HYGIENIC AND AFFORDABLE FOOD FOR POORPEOPLE

Scheme Concept:

In first phase; 203 canteens will be established in 71 ULBs having population morethan 50000. The towns that come under this scheme are as detailed below:

The number of canteens is decided as per the population of the town and itssignificance in terms of floating population, say tourist center, etc.

Each canteen is expected to serve a minimum of 350 members to start with.The canteens can extend their capacity to serve up to 500 people.

33 Master kitchens are proposed with a capacity of cooking 4000 plates of servingsextendable to 6000 plates. In 40 ULBs where population is less than 100000; it is decided tohave Canteen cum Kitchen to serve the hot food in economic way.

A standard Menu is pre determined and food will be supplied throughout the yearwithout any holidays or break as per the menu.

The canteens will be constructed with a built up area of about 750-1000 sft so as toserve food to minimum of 350 members. at a time. To have a good ambience and feel thatpoor people can hav their food in a very hygiene and congenial atmosphere the size of thecanteens is proposed with all modern facilities. The canteens are also provided with AirConditioners.

The distribution of food is on self-service with token system , which will bemonitored by Electro~ic display in a transparent manner ramp will be provided for Physicallychallenged people ~or easy access and dining facility separately provided. Similararrangements also will be made for children.

Kitchens:

The Kitchens re provided with modern cooking equipment and world class cutlery.Automated kitchen equipment will be provided with minimal human involvementin preparation and coofing. Standard cooking equipment like steam boilers, cold storagefacilities, dry storage, ~PG burners, vegetable cutting equipment, washing equipment, etc areprovided. The food will be supplied in Melamine food graded plastic plates.

The operations will be fully automated from weighing the ingredients to distributionof plated meal for ens ring quantity. The quality will also be tested through online. The entireproceedings will be recorded through CC TV Cameras fixed both in canteens and kitchens.Electronic token syste I will be introduced.

Automatic composting machines will be placed in Kitchens to scientifically disposethe kitchen waste that also generate revenue.

Master kitchensl are designed to cater to increased servings in future up to 6000 platesper day. Similarly the itchen cum canteens can serve up to 2000 plates per day.
