Independent Travel Training

How the training is delivered

To be considered for ITT the young person must have the potential - once successfully trained - to travel to and from school completely independently (i.e. without an escort). Parent or carers will be involved from the outset. The travel assessor will meet to explain how the programme works, to ensure the training is tailored to meet the student’s needs and to answer any questions.

All of the training is one-to-one and the young person will be accompanied at all times for the first phase of training where the basics are learned (such as the Green Cross Code; safe practice; how to get on and off transport; what to do in an emergency etc.).

Direct Payments - An OverviewWhat are Direct Payments?Direct Payments are simply that - a payment directly to you to cover your care and support needs. They are simply a way of giving you more choice and control over your support. Croydon Council allocates you a budget, the direct payment, and you can use it to pay for the support you have been assessed as needing.

People have been using direct payments for many years now. It is part of national policy and a similar scheme is run in every council.

Read on to find out how controlling your own support can help you get on with your life.

How do Direct Payments Work?Firstly, you need to have an assessment by a Care Manager, Care Co-Ordinator or Social Worker. The Council will use the national eligibility framework to determine whether you are eligible for support from the Council to meet your assessed needs. You can arrange an assessment by contacting the Contact Centre at Croydon Council on 0208 726 6000 EXT.19509 or by email at [email protected] or by using the weblink www.croydon.gov.uk/healthsocial/adult-care/asc-assessing/ascreferral

Croydon Council will tell you how much you can spend on your support and will pay this directly on to a pre paid card or into a separate bank account which you will need to open. To start receiving direct payments you will need to sign a document called a Direct payments agreement. By signing this you agree to complete financial returns each quarter. These monitor how you are spending the money. You will be able to get help and advice with this.

Pre - Paid Cards

Will I have to pay something?

There will be a new way to receive your direct payment. This will be through a pre-paid card. The benefits include:

• Master Card branded so is accepted by all suppliers who accept Master Card.• The ability to pay directly into a bank account for Personal Assistants and support staff.• On - line monitoring of your transactions.• The facility to do telephone transactions.• Standing order and Direct Debit facility for repeat payments.

This opportunity will be open to all current and future users of Croydon’s Direct Payment Scheme.

Croydon Council, like all councils, has a policy of charging for services according to the financial circumstances of the person needing support so you will need to have a financial assessment to work out how much you may be charged. These charges are normally deducted in advance from your direct payment. This means your contribution will have to be paid by you on to the pre paid card or into your direct payment bank account from your own money, in order to have enough to pay for your support.

Who can get a Direct Payment?

Children with disabilities

Anyone who is eligible for a social care service provided by Croydon Council. This can include:

• Any disabled person aged 16 and over• An older person• A disabled parent• A person with learning disabilities• A user of mental health services• Parents of disabled children under 16• Carers aged 16 or above, for their own needs as carers

Personal Budgets and Education Health and Care PlansIf your child or young person has a Statement of Educational needs, this statement will be converted into an Education, Health and Care Plan. With an EHC Plan you will have the right to request that any service identified in the Plan for your child’s educational or care needs can be provided as a Personal Budget, although this may not always be agreed. If you already receive a Direct Payment, this Payment will become part of the Personal Budget for your child. What can I use my Direct Payment for?You can use it for anything which meets the needs assessed by your care manager or social worker.

This could be:

• Personal care: getting up, washing, dressing

• Practical tasks: preparing meals, shopping, housework

• Being independent: reading letters, looking after your money, using transport independently

• Getting out and about: outreach support in the community, increasing socialisation and independence skills.

Your needs will be outlined in your Support Plan. This will tell you how you can spend your direct payments. The Care Act 2014 says that ‘Provided that the direct payment is used to meet the needs identified in the plan, the person should have freedom over how the money is spent.’

You could employ your own personal assistant to do this work for you. Alternatively, you could get your support from a care agency rather than employ a personal assistant (PA) directly.

You can also get direct payments for:

• A piece of equipment that would otherwise be provided by Occupational Therapy

• The cost of taking part in an activity that helps you with staying independent

You can discuss your ideas first with the Direct Payments Advisor or with your Care Manager or Social Worker. Your Care Manager can agree to any support you decide on, so long as it meets an assessed need.

What is a Personal Assistant?

Who can you employ as a Personal Assistant?

Although you can use a direct payment to purchase care from a registered agency, many people prefer to employ a personal assistant. A PA is someone who is employed by you to help you. Because you employ them, you are in charge of them and the work they do for you. A personal assistant puts you in control.

You choose:

• Who you will have to work for you• What time of day they help you• Which tasks they do and when• Where the help is given (at home or somewhere else you want to be)• How things are done.

Direct payments enables you to employ anyone, except your husband, wife or partner, or close relative who lives with you. It’s important to think carefully about who to employ. There can be good reasons for not employing family and friends. Try to talk to other disabled people who employ PAs, or to your Direct Payments Advisor before making up your mind.

Advertising for a Personal Assistant can help you find a person who is just right for you. The Direct Payment Support Service can assist you from writing the advertisement through to holding the interviews.

Do I have to deal with Tax, National Insurance and Pension Contributions?

Using an Agency

Paying a Personal Assistant to work for you means you become responsible for paying Tax, National Insurance and Pension Contributions. But you don’t have to work out everything for yourself. Your direct payment allows for the cost of using a payroll service. The payroll service will calculate the payments which you need to make and inform you of these, with guidance on how to make the payments.

You may prefer to use an agency rather than to employ a personal assistant directly. The agency will provide you with a worker to support you with your needs at times when you require the support but they would cover all employer related costs and responsibilities. The agency will send you an invoice and you will pay it from your direct payment account.

Can I have a mixture of Direct Payments and services from the Council?Some people have direct payments for part of their care package and directly provided services arranged by the Council as the other part. For example: you might need support to get up in the morning and go to bed at night and decide that the morning call is provided by Croydon Council and you use a direct payment for the evening call.

What can’t I use my Direct Payment for?a) Services provided directly by the Council or NHS

b) Subsistence - such as food and drink

c) Accommodation costs

d) Unlawful activity

e) Gambling

f) Services provided by a close family member whom you live with. This includes: married or unmarried partner, civil partner or a close relative (i.e. parent, parent-in-law, aunt uncle, grandparent, son, daughter, son-in-law, daughter-in-law, step son or daughter, brother, sister or the spouse, civil partner, or other partner of any of the preceding) unless there are exceptional circumstances.

Although the rules under the Care Act are more relaxed, in Croydon the decision will be made by senior management.

g) Permanent residential care - currently direct payments may not pay for adults to live for the long term in care homes, but can be used for day activities which are not provided by the residential establishment. However the Department of Health are reviewing this position.

h) Direct payments may be used for short stays in residential care.

What help can I get?Once you have had an assessment your care manager will refer you to the Direct Payment Support Service who will work with you to help you set up your direct payment and offer ongoing support with the following:

• Recruitment of personal assistants. This includes people who fund their own care.• Provision of an approved agency list • Payroll Service information• Employer’s Liability Insurance• Disclosure and Barring Service• Employment Contracts• Budgeting• Assistance with completing Quarterly Returns• Provide Quarterly User Groups • Signposting to other organisations e.g. Welfare Rights Team (0800 731 5920) and Carers’ Information Service (0208 649 9339)• Advice4croydon is the Croydon Advice Providers Together (CAPT) Information Portal. It has been designed to provide free information on a range of issues affecting people living in Croydon including welfare benefits, debt, housing, and employment. The website address is http://advice4croydon.org.uk.

The Direct Payment Support Service will provide you with an allocated advisor who you can contact for advice and information. This is a free service. The Contact Centre will provide you with the contact details for the service.
