Stages of the Diploma Course• November 2010, Public Policy Center participates in virtual

learning “Workshop on Social Protection” organized by OAS.

• December 2010, Public Policy Center delivers proposal for Diploma Course in Social Protection to the OAS.

• March 2011, OAS proposal approved.

• April 2011, the design process of content and virtual platform for the diploma program begins. The following participated in this process:

Professionals working on the design or implementation

of Ministry of Social Development programs or similar pubic institutions in Organization of

American States member countries.

General Objetives

1. Understand the main debates and approaches to social protection and their implementation in Latin America.

2. Identify achievements and gaps in social protection in the region, and analyze the impact of various instruments of social protection on the reduction of poverty and inequality.

3. Acquire conceptual and methodological tools to achieve incremental improvement in the design, management and/or assessment of non-contributory social protection.

Module 5: Developing the Final Project.+

Module I: State Institutions and their Evolution in the Process of Installing the Social Protection System in Latin America.Proffesors: Paula Margotta – Ignacio IrarrázavalThis module aims to help students understand the general framework of

social policies, social protection and State Institutions in the region to overcome poverty and inequality. This enables them to understand the

context in which their institution carries out its work.Contents:

1. Key concepts in social policy and their historical evolution2. Social policy and state intervention3. Approaches to social protection and their evolution in Latin America4. Functions of social protection5. Instruments or mechanisms for intervention6. Public institutions and social protection

Module II: Social Protection: vulnerability, poverty and inequality.Professor: Patricio DomínguezThis module will assist students to understand the phenomenon of

poverty in the context of social protection, and to do a comparative analysis of the concepts of vulnerability, poverty and inequality. Different

ways of targeting social spending will be considered in the light of overcoming poverty and inequality.

Contents:

1. Poverty and inequality in Latin America: context overview2. The debate on poverty and inequality with regard to economic growth3. Measuring inequality4. Concepts and measures of poverty5. The notion of risk and the vulnerability approach6. Targeting and distribution of the impact of social spending7. Plans for targeting social expenditure in Latin America

Module III: Tools for Designing and Managing Social Protection Programs. Professors: Paula Miranda – Karin RoaDuring the development of these in-class sessions, students will acquire tools

for analysis, design and management to implement social outreach programs, whose implementation

will be improved incrementally by these means.Contents:

Analysis of organizational capacities with regards to managing social protection programs

a) Areas of capacity: analysis of capacity models, human resources, technological resources and infrastructure, strategic leadership, organizational structure, financial management, process management and inter-organizational linkages.

b) Analysis and design of core processes with relation to third parties: management, administration, monitoring and evaluation of third-party relations.

Module IV: Tools to Evaluate and Monitor Social Protection Programs. Professors: Paula Miranda – Karin RoaComplementing work done in the previous module, participants will review

tools for analysis, monitoring and assessment of social protection programs to be applied in case studies. Based on this work, they will examine the most important challenges that are posed by social

protection programs in the region.Contents:

Population-based evaluation: building management systems with open services offered. Evaluation based on demand.

a) The construction of open service offerings as the core of rights and accountabilityb) Evaluation of open servicesc) Management control systems

Module V: Developing the Final Project.

During this module students will carry out a management improvement project in the program they are working for,

thus contributing to the work that they are doing for their institution. Project development will involve using and applying the contents

and tools worked on throughout the diploma course.

Methodology

This is a hybrid program. The learning process involves tutoring, use of technology, namely the UCVirtual platform, and 8 days of in-class sessions in Chile.

Long-distance modules 1 & 2 feature choice readings, workshops, guides and forums.

- Activities (readings, workshops, guides): putting content to the test, according to the situation and culture in each participant’s institution.

-Forums: exchange of knowledge, perspectives and points of view, drawing from the diversity among the students and making it part of the discussion.

Methodology

In-class modules 3 & 4 involve sessions that are a combination of delivering concepts, tools and methodologies through workshops that emphasize case-study analysis.

The objective of module 5 is to develop the final project.

Once the applicants are chosen, they will be invited to register for the Diploma course. (*)
