DOS 4: Top tips, best practice and the supplier view
18
Best practice using DOS – Step 1
19
● Ensure your requirements are clear and based on user needs - use Pre-Tender Market Engagement
● Satisfy yourself you are following best practice, by reading the guidance materials and Call-off Contract
● Use HMRC’s check employment status for tax tool to ensure your need is outside of IR35 before publishing
● Ask CCS for assistance in checking your draft requirements or with any queries, prior to publishing
● Create a timetable with stakeholders and evaluation panel to ensure a smooth process
● Set up a Digital Marketplace (DMp) buyer account. Ensure it’s accessible, use a team email.
Best practice using DOS – Step 2
20
● Invest time on skills and experience, giving them individual weightings, and answer clarification questions promptly - let suppliers bid competitively
● Define the problem - don’t attempt to spec the solution
● Detail your rules and requirements for travel and subsistence, security clearance, or any other T&C additional to the standard set
● Be aware that timescales set by the Digital Marketplace don’t take into account public holidays, so consider delaying publishing in these cases
● Do not use discriminatory criteria, e.g. ‘experience in the public sector’; instead use what specifically is important; e.g. ‘in a highly regulated environment’
Best practice using DOS – Step 3
21
● Answer all supplier clarification questions you receive in a timely manner - they may have further questions from their initial question
● Complete shortlisting through your own sourcing site or process once applications close, using the CSV.file including all the supplier responses that will be automatically sent to you at this point
● Provide appropriate feedback to unsuccessful suppliers, once you’ve shortlisted - this is a requirement of the framework, and helps suppliers improve for future competitions
Best practice using DOS – Step 4
22
● Provide the shortlisted suppliers with your evaluation document and templates at least a week in advance of your evaluation date to allow them to prepare their proposals for your requirement
● Only use the assessment methods that you have included in your requirement, to ensure fairness
● Provide further feedback to unsuccessful suppliers following your evaluation, again as helps suppliers improve for future competitions
Best practice using DOS – Step 5
23
● Complete the call-off contract and sign it
● A standstill period is not required, but we do recommend it to deal with unforeseen issues
● Update the Digital Marketplace with the details of your award OR with the cancellation of your procurement where you are unable to proceed
Enhancing Capability
24
Dedicated team focused on increasing success across the whole category
● Tailored workshops and Quarterly meet up for buyers● Forum to learn from each other, debate best practices and challenges
when using our tech agreements (Digital Buying Community)
● We will be providing workshops for suppliers to better understand the bidding process and key steps for success.
● Increased engagement regarding inlife performance and success
Community of Practice (COP) - Buyers
Support Suppliers
What have suppliers said?
Feedback
25
Feedback on failed bids simply states the score achieved, not much use.
Constructive feedback on unsuccessful tenders would be appreciated to help inform future tenders
Feedback, could this be more frequent?
Detailed feedback from buyers needed - not always given and can be frustrating not knowing how we can improve
Feedback from buyers when not chosen. How can we improve
What have suppliers said?
Discriminatory Criteria
26
95% of suitable opportunities require 'experience of working with government' - how do we get past this as a new supplier?
Having already delivered projects for public entities is often a requirement. Makes it impossible for suppliers who recently joined DOS
Every opportunity wants previous gov experience. This causes SMEs difficulties in getting first contracts
Agree on barrier to entry for new companies, most require prior experience so you can’t get on the ladder
27
Supporting buyer’s digital requirements
● Quality Assurance and Testing for IT Systems 2 (RM6148)
● Digital Training and Support (RM3765)○ Options for renewal currently being investigated
What is Quality Assurance and Testing 2?
● This agreement is for the provision of independent quality assurance testing (QAT), including testing environments, specialists, automation and services, such as consultancy.
● QAT is required for new digital systems and services to ensure they are fit for public launch. Services offered will cover common QAT scenarios and services, such as specialists and consultancy.
● The agreement was developed with the Home Office who use it for their internal, shared, managed QAT service. Home Office also support a number of other central government departments through the provision of their managed QAT service.
● This framework can be used by the whole of the UK Public Sector and their associated bodies & agencies.
This DPS went live 2 December 2019.
28
What is Digital Training and Support?
● This agreement allows public sector organisations to buy Assisted Digital support to make sure public services meet the Service Standard and support the Government Digital Inclusion Strategy
● It also offers Digital Inclusion services, such as research and analysis or a digital inclusion training course, to improve the digital inclusion of specific users or communities
● Customers can buy directly from a supplier for services up to £25,000. Between £25,000 and £50,000, quotes from at least 3 suppliers. Over £50,000, hold a mini-competition to select a supplier.
This framework is due to expire on 23 April 2020 and options for renewal are still being considered.
