Caveat

• Democracy can be more efficient (i.e. Access to government documents, service...)

• To make people active citizens, online participation has to be related to decisions, if it is only marketing, it will fail

• Those interested in politics belong also to the segments with Internet access, mirroring inequality in society (cost and education continues being a barrier)

• The Internet is not per se a democratic technology

”At the outbreak of the NATO bombing of the former Yugoslavia in March 1999, the independent Belgrade radio station B92, which had long been overt in its opposition to the Serbian government, was taken off air by the authorities, who took over its transmission frequency. B92 then began broadcasting instead over the internet. Its programmes (and its plight) reached journalists and human right organizations through its website, and the closure was widely reported in the traditional media. Other sympathetic radio stations carried its programming. Then, ten days later, state authorities went further and took over the studios, preventing any further internet transmissions.”
