Overall presentation:
Horizon 2020, the EU Framework Programme for Research and Innovation
1.
1What is HORIZON 2020?
A core part of the Innovation Union and the European Research Area: Responding to the economic crisis Addressing societies’ concerns Strengthening the EU’s global position
2007-2013
• Seventh Framework Programme for Research, TechnologicalDevelopment and Demonstrationactivities (FP7)
2014-2020
• Horizon 2020, the Framework Programme for Research and Innovation (H2020)
 € 79 BN funding for 2014-2020
7 year global programme with 2-year work programmes
3rd largest programme after Structural Funds and Common Agricultural Policy
1What’s new in HORIZON 2020?
• Fusion of FP7, Competitiveness and innovation and European Institute of Technologyprogrammes
• Covers the whole value chain : From blue sky research to near to market innovation activities
A unified programme
• Approx. +30%
Increased budget
• Cf. especially the European Research Council (ERC)
Excellence as the key funding criterion…
• Specific encouragement for the participation of SME (20% of LEIT + Pillar 3 funding)• Introduction of ‘close to market’ actions• New instruments such as pre-commercial procurement, inducement prizes, dedicated
loan and equity instruments
…but also a greater focus on Innovation
• Simplified rules of participation
Less ‘red tape’
1Simplified rules of participation
• Reporting, dissemination, etc.
Financial rules shared with other EU programmes
• Focus on risk and fraud prevention
Fewer, more targeted audits
• 8 months (5+3)
Faster ‘time to grant’
• Flat rates: 100% or 70% (for-profit institutions within ‘innovation’ actions)• 25% indirect costs• No time sheets for personnel entirely dedicated to the project• VAT is eligible
Simplified reporting and funding model
1Main types of actions
• Standard action, designed to establish new knowledge and/or to explore the feasibility of a new or improved technology, product, process, service or solution.
Research and innovation (R&I)
• Designs for new or improved products, processes or services
Innovation
• Creation of networks (dissemination, awareness-raising and communication, networking, coordination or support services, policy dialogues, etc.)
Coordination and support (CSA)
• Financial help for companies, centred on innovation.
SME instrument
• Public-public partnerships. Joint calls of MS and EC around specific themes.
ERA-Net Cofund
1Horizon 2020 and partneringPublic-private partnerships: Through Joint Technology Initiatives or other formal structures
(Art. 187) – IMI, Clean Sky etc.. Through contractual agreements, which provide inputs for work
programmes Only when criteria met, e.g. clear commitments from private
partners
Public-public partnerships: Through « ERA-Nets » for topping up individual calls/actions
(replacing former ERA-Net, ERA-Net Plus, Inco-Net, Inno-net)
Through participation in joint programmes between Me mber States (Art. 185)
Supporting agendas of Joint Programming Initiatives when in line with Horizon 2020
Only when criteria met, e.g. financial commitments of participating countries
European Innovation Partnerships: Not funding instruments, but for coordination with broader policies
and programmes

1How to participate?
Any institution may participate either as a Partner or as a
Coordinator
Responsibilities of the Coordinator:• Submits the proposal and (generally) leads the project.• Reporting responsibilities• Receives payment from the Commission and distributes to
partners• Acts as a ‘hub’ for queries between Partners and Commission
Resources and Benefits Coordinator receives adequate funding for resources to manage
the consortium. Costs are claimed as incurred and cannot lead to a profit.
Closer links to Brussels Prestige (?)
1Who can participate ?
Almost any legal entities such as:
• Universities (public and private)
• Research Centres (public and private)
• Companies (SMEs, big companies)
• Local authorities
• Associations, International organisations
Based in :
• EU Member States (28)
• Associated Countries e.g. Norway, Israel,Turkey,
• International Co-operation Partner Countries (ICPC)
• …
1Conditions for participation
Minimum conditions: FET, Leadership in Enabling and Industrial Technologies (LEIT), and Societal Challenges (apart from JTIs)
For standard collaborative actions (RIA and IA)3 legal entities, each established in different MS/AC
For CSA : 1 legal entity
For SME Instrument and programme co-fund1 legal entity established in a MS/AC
Industry participation is highly advisable even if not a requirement!

1HORIZON 2020 – The new French NCP
Professionalized NCPs : • the role and missions of new NCPs have been formalized by
national specifications and a mission statement. • Action of our NCPs are enhanced by the establishment of a
shared set of tools.
Highly visible at national and European level www.horizon 2020.gouv.fr, intensive promotion campaign
Coordinated with actors at regional level • All NCPs will establish mutually supporting relationships with
support services acting at regional and local level.
+ Ministry of Higher education and Research involved in every NCP consortia
1French NCP pattern
French NCP are consortia
A pilot ( coordinator): MESR/ Alliance / University President's Conference , CNRS, Agency.
A co-pilot : MESR ( when the Ministry does not coordonate the consortium)
And 4/5 partners : alliance, research organization, university, Public Investment Bank (BPI)
