    I. INTRODUCTION AND METHODOLOGY

    The new financial perspective of the European Union determines the action to prepare

    the efficient use of European funds in which funding will be able to

    achieve an integrated partnership projects implemented by local government units functional areas.

    The study is to present the results of studies related to the analysis areafunctional Slupsk and to identify links and areas of cooperation between local governmentsurban functional area. The study constitutes Volume I of the Urban Development Strategy Areafunctional Slupsk 2014-2020.

    The territorial scope of studies includes a functional area of Slupsk in line with the "Concept

    sustainable urban policy Pomorskie voivodship "(March 2013)., including local government units

    included in the partnership implementing the project "Diagnosis - strategy - investment - development

    urban functional area of Slupsk "(ie. the participants active), ie. City of Slupsk,

    City Ustka, Slupsk Municipality, Municipality of Kobylnica Municipality of Ustka, Debnica Kashubian community.

    The research included:

    • analysis of strategic documents (including European, national, regional, county

    II CHARACTERISTICS MOF City of Slupsk

    ADMISSION

    This characterization of the MOF City of Slupsk includes multifaceted and multilayered

    diagnosis of local government units forming MOF: City of Slupsk, Ustka City, Municipality

    Slupsk, Kobylnica Municipality, Municipality of Ustka Municipality and County Debnica Kaszubska Slupsk.

    Filed under diagnosis includes the following issues: land use planning

    administrative units, spatial structures degraded areas and their revitalization,

    development of public spaces, road infrastructure and utilities, transport system

    public, natural and water resources and their protection, housing, employment and

    the labor market, culture and monuments, education, health, entrepreneurship and local development

    economic, tourism and sport.

    Characteristics were developed based on data from the Central Statistical Office (Bank

    Local Data) strategy papers for each of the administrative units

    information contained on websites and other available materials.

    LOCATION MOF City of Slupsk

    Functional urban area of the City of Slupsk is based on a partnership agreement signed dated.

    D#bnica Kashubian. The agreement signed between the Project Leader and The partners intended to partnershipfor the joint implementation of the project "Diagnosis - strategy - investment - development of the urban area

    Functional City of Slupsk ", co-financed by the European Development Fund

    Regional Operational Programme Technical Assistance 2007-2013. The aim of the project is

     joint planning of urban development trends of the functional area of the City of Slupsk through

    search and strengthening of functional linkages societal benefit 

    and economic support for the above. municipalities and local governments to identify areas of cooperation.

    Functional urban area of the City of Slupsk was determined also in development plan

    Pomorskie voivodship. The Provincial Development Plan

    Spatial (WPZP) the definition of a functional urban area as a center together

    with its immediate surroundings, and closely interlinked with the center, which contains a number of 

    settlements with a total population of not less than 50 000 inhabitants, in which the core

    Urban composed of at least 15 000 inhabitants, creating at least one city.  Areas outside

    core are referred to the sphere of influence of the functional urban area. The authors WPZP

    also they indicated that the formation of functional urban areas should be done by

    organizational, institutional and technical binding of cities from rural areas, and common

    implementation of spatial policy, transport, infrastructure and services of a higher order. Next to

    supra-regional center, ie. a central agglomeration of Gdansk-Gdynia-Sopot, indicated the existence of 

    regional centers, whose main task is to balance the development of the whole area

    economic in peripheral areas of the province. One of the specific regional centers

    MOF City of Slupsk geographically covers the western and southern part of the district of Slupsk,

    located in the northwestern part of the province of Pomerania. From the south MOF Cities

    Slupsk is adjacent to the municipality and county Kepice Bytowski, west of the province

    West Pomerania, the east with the municipalities of the county Slupsk: Smoldzino, G !ówczyce and

    Damnica and the northern border is the coastline of the Baltic Sea.

    POPULATION MOF City of Slupsk 2

    City of Slupsk in 2013 a population of 93 936 people (the population density of 2 177 people / 1km 2)

    of which 47.2% were male (44 309) and 52.8% women (49 627). As compared to 2009

    the number of inhabitants of the city of Slupsk decreased by 3% (density decreased by 73

    people / 1km2), And every year is observed in this respect downward trend. Excessive

    feminization residents of the city of Slupsk is characterized by the feminization, which is formed

    at 112.

    In 2013 in Slupsk concluded 474 marriages - their number is decreasing every year, as indicated

    the declining rate of marriages per 1000 population. In 2009, it amounted to 6.6 and

    Analysis of the structure of Slupsk city's population by age groups can be observed

    Although it is the gradual reduction in the number of live births per 1000 population (10.0

    in 2013 year; a total of 977 live births), it remains higher than the number of deaths (8.85

    in 2013 year; a total of 861 deaths). Thanks to this district Slupsk is characterized by positive growth

    natural (1.2 in 2013) - as compared with a year earlier, however, he has been a decrease (3.2

    in 2010).

    Slupsk district is characterized by a negative migration balance - in internal traffic in 2013

    reported in 1488 registrations at 1512 wymeldowaniach, in the case foreign were 23

    check-in and 95-registrations. Overall net migration in the county Slupsk amounted to -96 (-1.0 in

    per 1000 population), wherein the balance of internal migration was on the level

    population (1%). The population density in the city is 1 596 people / 1km 2. Women represent 51.9%

    residents of the municipality (8 437 persons), while men 48.1% (7 826 persons). The advantage of the number of women over

    the number of men in Ustka also indicates the feminization amounting to 108.

    The rate of marriages per 1000 inhabitants in Ustka is 4.8 (the number contained

    marriages decreased from 135 in 2009 to 78 in 2013) live births - 7.8 (2013

    were born 127 children), and deaths - 9.38 (in 2013, 153 people died). City Ustka from

    2011 years is characterized by a negative birth rate, which in 2013 reached

    -1.6 (Per 1000 population).

    In 2013, the city experienced 138 registrations and 285-registrations for internal (balance-127), The movement of foreign for Ustki included 5 registrations from abroad. The balance of migration

    the total in the city since 2009 is at a negative level - in 2013 it reached

    the level of -7.5 per 1000 inhabitants.

    City Ustka, like Slupsk, characterized by a high share of the population aged

    The municipality D#bnica Kashubian is one of the younger demographic municipalities MOF City of Slupsk. In 2013,

    year, 21.7% of its residents were persons in pre-working age, while the share

    the population of working age was 13.8%. But also in D#bnica Kaszubskiej on

    the years 2009-2013 are observed adverse changes in the population structure byeconomic age groups. They are characterized by a decreasing proportion of younger

    residents (1.9%) for the growing proportion of older people (by 1.6%). For every 100 people of working age

    production in the municipality D#bnica Kashubian falls 55 people in the productive age. Is it

    MOF the only local government unit of Slupsk, which over the years 2009-2013

    this index decreased (by 0.7%).

    The municipality of Kobylnica in 2013 was a place of residence for 11 076 people, including 5 577 men

    The rate of marriages per 1,000 inhabitants of the municipality is 4.5 in comparison with 2009

    decreased by 4.6 (the number of marriages declined during this period in the municipality of 92 to 50). In

    the municipality of Kobylnica number of births (119 in 2013) has been higher than the number of deaths (94 in 2013

    year), giving true positive natural increase (2.3 in 2013).

    In 2013 it was recorded in the municipality of 267 registrations and 169-registrations in internal traffic

    (balance +98), accompanied by 2 check from abroad and 20-registrations abroad (balance

    -18). Overall, the municipality has a positive net migration of 7.3 based on

    1000 people.

    The population structure of the municipality of Kobylnica in terms of economic age groups shows a significant

    Ustka Commune in 2012, has a population of 8 112 people, among whom were a slight advantage

    men (4 126; 50.9%) over women (3 986; 49.1%). This illustrates the feminization

    amounting to 97. The number of residents of the municipality of Ustka subject to constant growth - compared to 2009

    year, it increased by 6%, while increasing the density of population (from 35 to 37 people / 1km 2).

    As per 1000 population in 2013 included 4.8 marriages (coefficient

    characterized in town fluctuations over the years 2009-2013), was born 7.2 children(a significant drop in the birth rate: from 95 to 58) and died of 9.15 people (total 74 deaths in 2013).

    15 hectares of land transferred into permanent administration municipal organizational units (5.5%), 47 hectares of land

    passed in perpetual usufruct (17.2%), and 19 hectares of land transferred into the perpetual usufruct

    individuals (6.9%).

    and 4 zoning decisions: 1 on multifamily housing, one on building

    service and 2 for the other buildings.

    As at 31.12.13, the municipality Debnica Kashubian had land

    As at 31.12.13, the municipality of Kobylnica disposal of municipal landwith a total area of 1 063 hectares, of which 1038.6 hectares of land were forming a community resource

    Kobylnica Municipality had in 2012 57 zoning plans

    on an area of 7 094 hectares. The share of the area covered by the applicable

    The boundaries of the spa protection have been appointed within the administrative boundaries of villages:

    L#dowo, waterline, Przew!oka, Grabno-Winter vacations, Wytowno. In the area of the spa isolated 3

    Canalization infrastructure of Slupsk in 2012 consisted of 151.9 kilometers an active network

    sewerage (11.7 km more than in 2009) and 4 737 calls leading to the buildings

    residential and collective. Water supply infrastructures consisted of 172.5 kilometers active

    distribution network (15.5 km more than in 2009), and 5 043 calls leading to the buildings

    residential and collective (5.4% more). Gas infrastructure included

    The average resident of the City of Slupsk in 2012 consumed 35.5 m 3water from the waterworks, 716.1 kWh

    The needs of the inhabitants of the municipality Ustka municipal services are met by the following

    entities:

    • Water supply - Department of Water Services Sp. z oo in Slupsk (medium size

    production of 3 230 m3/ d; drinking water in 100% meets the requirements for performance

    physico-chemical and bacteriological)• sewage treatment - Sewage Treatment Plant in the Municipality of trenches (Department of Water Services Sp.

    z oo in Slupsk): mechanical-biological treatment, the amount of wastewater received 1 224

    m3/ d design capacity of 3 500 m 3/ d load [pe] 12 815, supports

    residents of the village of Rowy, Debina, Podd%bie, Ba!am%tek, Objazda, Osieki, Gabino,

    Dominek, Machowinko, Wytowno and strips; wastewater treatment plant in Ustka ("The Waterworks

    Ustka "Sp. z oo): mechanical-biological treatment, the amount of wastewater received 6 281

    m3/ d design capacity of 10 136 m 3/ d load [pe] 57 000, supports

    residents of the western part of the municipality, ie. the village: Przew !oka, waterline, Winter vacations,

    Niestkowo, Duninowo, Zaleski sunken and settlement L#dowo,• heat supply - the main method of heating is individual coal stoves,

    It is also important gas heating (with boules and network)• waste collection - Department of Public Utilities Sp. z oo in Ustka.

    Sewerage infrastructure in the municipality in 2012 consisted of 168.8 kilometers an active network

    sewage (3.1 km more than in 2009) and 1 109 calls leading to the buildings

    residential and collective, and water supply infrastructures - 152.8 km network of active

    panel (5.9 km more than in 2009) and 1 573 calls (12.4% more). Length

    active gas network in the municipality was 18.2 km (6 km and 12.2 km of transmission

    panel), and the number of gas connections stood at 113. The recipients of gasin the municipality were 80 households - in all the gas was used for heating

    apartments. The length of the distribution network of individual installations in the municipality in 2012 in terms of 

    100 km2was: 70.3 km water supply network, sewage network 77.6 km and 5.6 km of gas network.

    Ustka Municipality was characterized by very high access of inhabitants to the water mains

    (94.6% 7 639 people). From plumbing benefited much less people - 5 051 (ie. 62.5%

    of the population) and the gas was available only for 281 patients (ie. 3.5% of the population). With sewage treatment plant

    in 2013 it benefited 7 032 individuals, representing 86.7% of the total population of the municipality. Mediocre

    a resident of the municipality in 2012 consumed 38.1 m3water from the water supply and 15.4 m3Gas from the network. Means,

    that water consumption decreased (by 17.7 m3in comparison with 2009), while gas consumption grew (by 15.4 m 3

    compared to 2009).
