SYNOPSIS OF THE HOLISTIC PARKING STRATEGY �HPS�
The Dallas/Fort Worth Interna� onal Airport (DFW) Planning Department and the Parking
Business Unit (PBU) collaborated and worked with numerous Airport stakeholders to
develop poten� al op� ons for all parking products, services and opera� ons that align with
capacity needs, business goals and facili� es for the Airport’s parking business. Through this
eff ort, Planning and PBU prepared this holis� c parking master plan, which is designed to
maximize revenue poten� al, increase opera� onal effi ciencies, and improve the customer
experience. Walker Parking Consultants (Walker) was commissioned by Planning to evaluate
the poten� al holis� c parking op� ons for selec� on of a preferred plan that:
1. Addressed and aligned goals and needs for mul� ple plan horizons and demand
through 2030 and addressed interim moves and related ac� vi� es that support the
fi nal parking decisions;
2. Relieved facility constraints through increased capacity;
3. Incorporated customer care capacity fundamentals in addi� on to the sustainability
approach;
4. Op� mized revenue and reduced O & M costs.
The preferred holis� c parking master plan strategy iden� fi ed and cohesively described the
fi nal facility loca� ons and capacity improvements along with any related ac� vi� es or interim
moves for terminal parking, valet parking, express parking and associated busing opera� on,
remote parking and associated busing opera� on, employee parking and associated busing
opera� on, and PGS signage applica� on.
The evalua� on and selec� on of preferred op� ons for these components of the holis� c parking
strategy used a sustainable planning approach and incorporated Airport knowledge, plans,
product and opera� onal requirements, and market, business and revenue goal perspec� ves to
ensure development of a cohesive and comprehensive master plan strategy.
Walker’s project involvement included:
1. Development of an ac� ve model projec� ng parking adequacy over � me during TRIP
Program;
2. Development of a manual that instructs DFW staff on how to update the model;

3. Cost/benefi t analysis of various employee parking op� ons;
4. Evalua� on of parking design alterna� ves; and
5. Assistance with workshops including various DFW stakeholders and hosted an open house to
solicit input directly from DFW Employees.
DFW PARKING SYSTEM OVERVIEW
DFW Airport parking system comprised approximately 46,235 parking spaces. The total parking
demand aggregated across all products was es� mated to be 43,413 parking spaces. The physical
supply less the current demand indicated a surplus of 2,823 parking spaces.
A$ er applying eff ec� ve supply factors, drop-off and spillover, the overall adequacy was calculated at
a 5,076 parking space defi cit. The physical surplus provided a cushion on most days, but this fi nding
indicated the overall parking system was approaching inadequacy at � mes of peak demand, which
would restrict the ability of the parking system to fully support the parking demands of the Airport.
TERMINAL RENEWAL AND IMPROVEMENT PROGRAM BACKGROUND
DFW is underway with a massive Terminal Renewal and Improvement Program (TRIP) – budgeted at
$2.3 billion. When completed, DFW Airport will stay on the cu' ng-edge of air travel.
Besides the phased renova� on of the mechanical, electrical and plumbing systems, interior
fi nishes and exterior glazing of the four separate terminals – A, B, C and E, (the core work of DFW’s
TRIP program), the airport is building a new 7,700-space parking garage in Terminal A. It also is
construc� ng a 25,000-square-foot, 10-gate s� nger extension to the north end of Terminal B and a
new Federal Inspec� on Services corridor for expanded interna� onal capacity through the southern
B-D connector at Terminal B. Addi� onally, DFW is renova� ng and reopening the exis� ng satellite
facility at Terminal E and building sta� ons for planned extensions of the Dallas Area Rapid Transit
(DART) light rail line and a heavy rail line from Fort Worth.

PROCESS EXAMPLE: DECISION�MAKING CRITERIA
Several varia! ons of decision making models were used throughout the project to assist
the DFW Stakeholders in making informed decisions on phasing, implementa! on schedule,
customer service impact and cost. This model was used in discussions regarding employee
parking and various factors including:
1. Sa! sfying Employee Parking Needs - 20 Minute Rule;
2. Right-sized for 2030 Demand - 10,000 Employees (Shi" Conversion);
3. Provide adequate supply during TRIP; and
4. Reduce VMTS and costs of busing (for long range vision).
DELIVERABLE: DFW HPS PLANNING MODEL AND COMPANION MANUAL
Walker assembled a team of four of our most experienced consultants to assist the DFW
Airport Planning Department in developing a staging plan to accommodate an incredibly
complicated and ambi! ous renova! on schedule. Rather than our typical deliverable of an
analy! cal report, in this case our deliverable was a parking and transporta! on planning
model and companion manual. This model integrated a rolling renova! on of the fi ve exis! ng
terminal parking structures, each divided into three sec! ons, plus the construc! on of a new
sixth terminal and associated parking deck. Each garage renova! on and construc! on phase
required an integrated solu! on for passenger and employee parking.
Variables within the model include terminal growth projec! ons based on air-side
enplanements, terminal gate shi" s by airlines, drop-off projec! ons, valet u! liza! on, special
peak-day demands, spillover impacts between various parking products, passenger and
employee shu% le integra! on, and the projected comple! on of a passenger rail transit
extension to the airport from downtown Fort Worth.
The model developed by Walker generates specifi c scenarios and phasing recommenda! ons
intended to maintain passenger drop-off and pickup convenience during the renova! on
process by maximizing the use of remote and express parking and shu% les, and valet
parking, as well as the construc! on of temporary remote employee parking facilitated by
separate employee shu% les. The model also indicates cri! cal path issues and generates cost
es! mates for each scenario. This model enabled the DFW Airport planning professionals to
run mul! ple itera! ons in order to simulate and priori! ze the en! re project design process.
