Executive Summary
Development Services
Although a number of projects are currently underway within the Strategic Planning program, a strong emphasis was placed on the implementation of Voluntary Mechanisms for Stormwater Quality Management after Council adopted the new mechanism end 2014. The newly formed internal working group will guide the implementation of priority projects. The Development Assessment team received three major applications including the Eastpoint (Mackay Harbour) development, whilst our engineers issued three approvals in January with 100% meeting target timeframes. Applications approved include civil works associated with expansion of South Suburban Bowls Club in West Mackay (Operational Works) and three multiple dwelling units in East Mackay (Development Approval). Intersection upgrade works also commenced on the corner of Bridge Road and Paradise Street as part of the Parkside Shopping Centre development. It's encouraging to see that planning advice enquiries increased more than 50% compared to the previous month. Customer satisfaction remain high with Council's Business Support/Planning Advice Team. Wet weather resulted in higher than usual number of client requests in the areas of Local Laws, Development Compliance and Environmental Protection. The control of Giant Rat's Tail grass by Vector Control Officers and the proactive "Your Pet Your Responsibility" activities and patrols also featured prominently during the month of January.

Review of Operations Strategic Planning
Voluntary Mechanism for Stormwater Quality Management The voluntary mechanism for stormwater quality management (the mechanism) entered the implementation phase after it was adopted in August 2014. An internal working group is established to guide the implementation of priority projects. The projects endorsed by Council for implementation include:
Detail design of McCreadys Creeks South regional wetland.
Stormwater quality education programme.
Richana Heights vegetated waterway (pilot project on Little McCready’s Creek.
Investment in on-farm sugar cane improvement practices); and
Re-vegetation of a portion of Gooseponds Creek (Glenella Rd to Hicks Rd). Detailed project management plans are being developed to manage the implementation of each project.

The number of applications received in January decreased from December returning to the levels in November. However the overall January figure is less than the annual average. While the numbers are down the receipt of three significant applications discussed further have resulted in increased application fees being received. The applications received in January were for one Multiple Dwelling development totalling three units, five requests to amend conditions/extend currency periods, three Urban Subdivisions and one Rural Boundary Realignment of two lots as well as nine setback requests and one Dwelling House Overlay application. Council received three major applications. One application was for the Eastpoint Development which comprises Stage 1 of 154 Residential Lots, one Tourist Hub Lot, two Tourist Accommodation Lots and two Local Community Centre Lots and two Open Space lots plus a Material Change of Use for a 238 site caravan park. Stage 2 is a Preliminary Approval for the remaining 231 residential lots plus 100 Motel Units plus 175 Multiple Dwelling Units plus a catering store. These applications are Code Assessable being in the Special Activities Tourism Zone. The other Reconfiguration of note was to the south of Mary Street, Mirani to create 67 Urban Residential Lots and 39 Rural Residential Lots. This is a scaled back development proposal from that which was originally approved via a court consent order. The other application was a Preliminary Approval Impact Assessable application for a Service Station, Transport Terminal for the Eton Transit Centre near Eton.

Applications of note finalised in January comprised of three Multiple Dwelling Units at East Mackay on the north side of River Street, Mackay. In addition 11 Setbacks, one Dwelling House Overlay application, one Homebased Business Office and a Greenhouse, two Urban Boundary Realignment, one Urban Subdivision of four lots at Kohuna as well as one Rural Residential Subdivision at Habana were approved.

The total of approved construction work for the month of January was $935,963 which is slightly higher than January 2014 of $606,806. The January 2015 total was also significantly lower than the previous month of December which had a total value of $10,761,115.

Code The KPI’s for approval of Material Change of Use applications have been generally met for January, with the following results:
MCU Code applications – 100% of the three applications were decided within 40 days, with the average timeframe being 11 days. This represents a 30% improvement on December results.

Client Requests Numbers of client requests received jumped slightly when compared to the previous month. The largest increases were seen in Local Laws, Development Compliance and Environmental Protection. Increased numbers of requests relating to overgrown properties were received by Local Laws Officers. This is attributed to the wet weather. Officers will be responding to these accordingly to remove any reptile or vermin harbourage. Vector Control Officers have been on the front foot this month treating 2,100 hectares. Mosquito numbers have increased with the seasonal high tides and average rainfall, and Officers have been working overtime to manage this increase, keeping mosquito numbers at below average levels for this time of year. Giant Rat’s Tail grass control along road sides has been a prominent activity of Pest Management Officers this month. Scattered showers and rain has allowed weeds to flourish and Officers, with the help of contactors, have been responding accordingly.

Monthly Infringements Activity
Total Infringements issued from 01 January 2015 to 31 January 2015 was 436.
Infringements required to be issued by Officers this month decreased across the full spectrum of regulatory activities undertaken, apart from development compliance and regulated parking, which marginally increased to average numbers following a decrease in the previous month. Numbers of infringements issued relating to regulated parking increased to 415 in January, when compared to the previous month. Although higher, this result remained at the lower end of the monthly average range for infringements issued. The increase was attributed to officer availability during this period.

Infringements Activity – Financial Year 2014/15 to date
Total Infringements issued from 01 July 2014 to 31 January 2015 is 4,936.
Almost two thirds or 62.4% of all infringements issued since 1 July 2013 have been paid by offenders. To date, 29.2% remain outstanding and are transferred to our collection process where they are issued a reminder notice and finally referred to the State Penalties and Enforcement Registry (SPER) for recovery.

Out and About Local Laws Officers conducted proactive programs this month, targeting dog owners who don’t comply with Local Laws in relation to dogs off leash, wandering without effective control, cleaning up after their dogs and dogs not being registered. On 27 January, Officers visited Slade Point, Andergrove, Shoal Point and Blacks Beach and have noticed a considerable increase in compliance regarding dog owners using a leash when walking their dog. Officers will continue to visit popular areas used by dog owners, encouraging responsible pet ownership and rewarding people with dog toys that are displaying appropriate behaviour. Our continued message of “Your Pet Your Responsibility” is the clear message that Local Laws Officers are promoting.
