    Project Background

    The Government of India (GoI) has proposed the development of a Dedicated Freight Corridor (DFC)

    between Dadri and Jawahar Lal Nehru Port Trust (JNPT) covering a total length of 1504 km traversing

    via Vadodara-Ahmedabad-Palanpur-Phulera-Rewari through five states. To tap the development

    potential of the proposed freight corridor, a band spanning 150 kilometres on both sides of the freight

    corridor has been identified as the Influence Region and is proposed to be developed as Delhi-Mumbai

    Industrial Corridor (DMIC). Twenty-Four (24) industrial nodes comprising of Investment Regions (IR)

    and Industrial Areas (IA) have been identified along the length of this corridor. In line with this

    development strategy, the Delhi Mumbai Industrial Corridor Development Corporation Limited

    (DMICDC), a SPV formed under Ministry of Commerce and Industry (MoCI), Government of India, is

    undertaking the development of JPMIA in district Pali, Rajasthan in partnership with the State

    Government. Department of DMIC, Govt. of Rajasthan is the nodal agency responsible for coordination

    between the DMICDC and state government for proposed project implementation.

    The Project involves development of Jodhpur Pali Marwar Industrial Area (JPMIA) in a total area of

    about 154.37 sq kms. The proposed Urbanisable area is about 64.25 sq. km, while rest will be planned

    as Peripheral Control Belt with agriculture and controlled development. This is planned to be located at

    the Jodhpur- Pali District border and at about 40 Kms from Jodhpur and 25 km from Pali.

    Manufacturing Industries with a large base of SMSE’s is identified as the major economic driver for the

    proposed development of the region. Total Water requirement for Potable purpose is about 60 MLD

    and water for industrial use is about 50 MLD. Source of fresh water identified is Indira Gandhi Nahar

    Pariyojna (IGNP) through Rajiv Gandhi Lift Canal (RGLC). Solid Waste generation will be about 82 MTD.

    Public transport will be developed at two levels, 1) Within JPM IA and 2) between JPM IA with

    neighboring Urban Centers of Jodhpur and Pali. This will comprise of BRTS along with dedicated Cycle

    and pedestrian tracks within the JPM IA. For regional connectivity, BRTS through bus fleet

    augmentation and development of Pali- Sojat bypass (about 21 km length) has been planned.

    There is a provision for the development of Integrated Multi Modal Logistics Hub (MMLH) with an area

    of about 2 sq.km within the JPMIA. The components of MMLH are 1) Transportation facility and rail

    sidings, 2) Warehousing Facilities, 3) Supporting utilities and infrastructure and 4) Value added services

    such as Packaging, etc. This MMLH is expected to handle a Cargo of about 25 MT per annum in 2042.

    There is no Reserved or Protected forest in the identified JPM IA. There is no existence of any Wildlife

    Park/ Bird Sanctuary/ Notified Eco-sensitive Zone within a distance of 10 km from the periphery of JPM

    IA.

    The project has been accorded Environmental Clearance vide F. No. 21-6/2013-IA.III dated 14th July,

    6. Salient features a) of the Project

    : Project Spectrum

    The JPMIA is proposed as a major new industrial hub located on a greenfield site at about 25 km from Pali and 40 km from Jodhpur. The development of the JPM IA will span over three decades where it moves from a fledgling Industrial area, kick started by the DFC, MMLH and dependent on the existing urban centers of Jodhpur and Pali to evolve as a Primary Industrial city in the Marwar Region.

    Total Plot Area Total area delineated as an Industrial area would be approximately 154.37 sq. km. The proposed site of industrial area consists of agricultural land under both private and government ownership, land for cattle grazing, barren land, village settlements and village ponds etc.

    Project Resident Population size

    Population projections have been carried out based on the relationship of employment potential with expected industrial

    output production. The Development Plan has been prepared for the overall resident population of 3.92 lac until the horizon year of 2042.

    Employment The project is generally expected to bring in positive social impacts in terms of employment for locals. In addition to employment, the infrastructure facilities in the project area and surroundings will improve significantly. However, in the absence of due care, development of the JPMIA may induce negative impacts, during the construction and operational phases. It is estimated that project will provide about 66000 jobs by the horizon year 2022 and 315,000 jobs by the horizon year 2042.

    Water Demand During Operation: water demand for the project is expected 14 MLD by 2022, 32 MLD by 2032, and 61 MLD by 2042.

    Source of Water The prime source of water will be Rajiv Gandhi Lift Canal. Water from this canal will be brought to Jodhpur. From Jodhpur water will be transmitted through an existing pipeline after its rehabilitation.

    Waste Water generation

    Wastewater generated in the JPMIA will be treated in phases at sewage treatment plants (STPs) for this a STP of 41 MLD capacity has been planned. For industrial waste water treatment, common effluent treatment plant (CETPs) of 10 MLD for Phase (up to horizon year 2022) and 35 MLD for the year 2042.

    Common Effluent Treatment Plant (CETP)

    For industrial waste water treatment, common effluent treatment plant (CETPs) of 10 MLD for Phase (up to horizon year 2022) and 35 MLD for the year 2042.

    Municipal Solid Waste generation

    The solid waste generated during construction works and from labour camps shall be disposed off in authorized landfill through the vendor. The sewage generated from labour camp shall be disposed off in soak pits and septic tanks.

    During the operational phase, an integrated approach will be adopted in the JPMIA to efficiently manage the solid waste generated in the region. The waste that will be generated in the JPMIA can be broadly categorized as municipal waste and industrial waste.

    An area of about 100 ha has been identified for the Integrated Waste Management Facility (IWMF) to be provided in the JPMIA to deal with all wastes.

    Power requirement for MIP

    Total power requirement during construction phase will be about 2 MVA and will be met through installation of DG sets at construction sites. During operation phase power demand has been estimated as 91, 294 and 755 MVA in the horizon year 2022, 2032 and 2042 respectively. This power demand will be met from 132/220 Grid Substations available in project region. Suitable electric supply network will be developed in the JPMIA.

Different set of activities like industrial, residential, and basic facilities required in a city have been proposed in the master plan of JPM IA.

    I. Construction Phase

    (xxxvii.) The approval of the competent authority shall be obtained for structural safety of the buildings due to earthquake, adequacy of firefighting equipment’s, etc. as per National Building Code including protection measures from lightening etc.

    (xxxix.) The responses/commitments made

    to the issues raised during public hearing shall be complied with in letter and spirit, and action taken shall be submitted to the Ministry.

    (xl.) For Corporate Environment Responsibility activities, 2% of the project cost shall be earmarked. The CSR funds shall be allocated for vocational training programme, development of infrastructure like construction of public toilets etc. and also to allot additional land for Lord 'Sri Ranganatha Swamy' temple as per the requirement.

    (xli.) All member industries shall be instructed to comply with the consent conditions given by PCB/MoEF&CC strictly to maintain ambient air quality within the stipulated standards of CPCB.

    xii.) Energy conservation measures like

    installation of CFLs/ TFLs for the

    lighting the areas outside the building

    shall be integral part of the project

    design and shall be in place before

    project commissioning. Use CFLs and

    TFLs shall be properly collected and

    disposed of/ sent for recycling as per

    the prevailing guidelines/ rules of the

    regulatory authority to avoid mercury

    contamination. Use of solar panels

    may be done to the extent possible.

    xiii.) The building should have adequate

    distance between them to allow

    movement of fresh air and passage of

    natural light, air and ventilation.

    District Industries centre and

    Collector's Office/ Tehsildar's office

    for 30 days.

    The project proponent shall set up a

    separate environmental management

    cell for effective implementation of

    the stipulated environmental

    6. Officials from the Regional Office of

    MoEF&CC at Lucknow who would be

    monitoring the implementation of

    environmental safeguards should be

    given full cooperation, facilities and

    proponents during their inspection. A

    complete set of all the documents

    submitted to MoEF&CC should be

    forwarded to the APCCF, Regional

    Office of MoEF&CC at Lucknow.

    Full cooperation would be extended to officials from MoEF&CC, Regional Office, Lucknow for undertaking site inspection.

    7. The Ministry reserves the right to add

    additional safeguard measures

    subsequently, if found necessary, and

    to take action including revoking of

    the environment clearance under the

    provisions of the Environmental

    (Protection) Act, 1986, to ensure

    effective implementation of the

    suggested safeguard measures in a

    time bound and satisfactory manner.

    8. All other statutory clearances such as

    the approvals for storage of diesel

    from Chief

    Controller of Explosives, Fire

    Department, Civil Aviation

    Department, Forest Conservation

    Act, 1980 and Wildlife (Protection)

    Act, 1972 etc. shall be obtained, as

    applicable by project proponents

    from the respective competent

    authorities.

    9. The project proponent should

    advertise in at least two local

    Newspapers widely circulated in the

    region, one of which shall be in the

    Complied. The Environmental Clearance issued to ‘Jodhpur Pali Marwar Industrial Area’ project has been advertised in Dainik Bhaskar (Hindi daily), Jaipur edition on 14.09.2017 &

    the project has been accorded

    Environmental Clearance and copies

    of clearance letters are available with

    the State Pollution Control Board and

    may also be seen on the website of

    the Ministry of Environment, Forest

    & Climate Change at

    http://www.envfor.nic.in. The

    advertisement should be made

    within Seven days from the date of

    receipt of the Clearance letter and a

    copy of the same should be

    forwarded to the Regional office of

    this Ministry at Lucknow.

    Rajasthan Patrika (Hindi daily), Jaipur edition on 14.09.2017. A copy of the advertisement is enclosed as Annexure 3 for ready reference.

    10. This clearance is subject to final order

    of the Hon'ble Supreme Court of

    India in the matter of Goa

    Foundation Vs Union of India in Writ

    Petition (Civil) No.460 of 2004 as may

    be applicable to this project.

    11. Any appeal against this clearance

    shall lie with the National Green

    Tribunal, if preferred, within a period

    of 30 days as prescribed under

    Section 16 of the National Green

    Tribunal Act, 2010.

    No appeal has been made against this Environment Clearance as on date.

    12. A copy of the clearance letter shall be

    sent by the proponent to concerned

    Panchayat, Zila Parishad/Municipal

    Corporation, Urban Local Body and

    the Local NGO, if any, from whom

    suggestions/ representations, if any,

    were received while processing the

    proposal. The clearance letter shall

    also be put on the website

    permanently of the company by the

    proponent.

    13. The proponent shall upload the

    status of compliance of the stipulated

    EC conditions,

    Including results of monitored data

    on their website and shall update the

    same periodically. It shall

    simultaneously be sent to the

    Regional Office of MoEF&CC, the

    respective Zonal Office of CPCB and

    the SPCB. The criteria pollutant levels

    namely; SPM, RSPM, S02, NOx

    (ambient levels as well as stack

    emissions) or critical sectoral

    parameters, indicated for the project

    shall be monitored and displayed at a

    convenient location near the main

    gate of the company in the public

    domain.

    the status of compliance of EC

    conditions and shall also be sent to
