1. Objective of the training

The objective of training that utilizes the operation simulator in the Nuclear Operation Support Center is to experience plant start-up and problem handling, to improve basic operation skills and knowledge of key equipment in the nuclear power plant, to deepen the understanding of operation procedures, which support the safe and stable operation of the nuclear power plant, and to improve the ability to apply to work in the future.

<Aim of holding the presentation meeting> More effective training: Setting problems is expected to foster the attitude to learn by oneself. Communication ability: An improvement in communication ability is expected through advance discussion within the group

and presentation meeting. Teamwork cooperation: Understanding the importance of cooperation (mutual aid) in order to achieve goals is expected

among contemporary employees. Learning a broad range of knowledge: Learning a broad range

of knowledge is expected including knowledge on operation works.

What is competency management? This is a managing method defined according to the quality management system.

(1)We establish competency necessary for the achievement of each duty.(2)We evaluate the competency of each member.(3)If the competency resulting from evaluation does not reach the specified

standard, we draw up and implement a training plan to give the member necessary competency.

Competency management makes education control appropriate by clarifying what each member can do and making a training plan for members with insufficient capabilities.We can tell external organizations like government offices in charge of regulations that our personnel have the necessary abilities by showing records of our competency management.

2. Establishment Background and Training Purposes

(1) Background for establishing the center

保修要員の育成については、原子力発電の安全性の確保と信頼性の向上を図るため、実務を通じた職場内指導(OJT)および社内外における設備に関する専門知識等の習得教育を計画的かつ段階的に実施し、技術の向上に努めてきました。 However, the TMI accident occurred in 1979 in the US, and we encountered the following two accidents, which made us recognize the necessity of training operators and maintenance personnel anew.

(1) In July 1979, at No. 1 Reactor of the Oi Power Plant, an injection safeguard was activated as a result of wrong material being used in the Bourdon tube with a pressure switch.

(2) In November 1979, at the Takahama Power Plant, No. 2 reactor stopped as a result of a cooling water leak caused by wrong material being used in the reserve seat faucet for attaching a primary coolant temperature detector.

3. Outline of the Facilities

Site area: About 23,000 m2

Structure: Reinforced concrete

1) Education buildingThis building has 2 stories, a total floor area of about 1,700 m2, 8 training rooms of various sizes, and 1 nondestructive test room for lectures and inspection training.The large-sized training room can accommodate 60 persons and is equipped with audio-visual equipment, such as a 100-inch VTR system and slide projector.The middle- and small-sized training rooms can accommodate 20 and 12 persons respectively for small classes.To hand down precious lessons from the past, we use two small rooms as exhibition space for showing examples of past problems and the accident that occurred in the secondary piping system of Mihama No. 3 Reactor.

2) OJT buildingThis building has 3 stories, a height of about 28 m (which is equivalent to seven-story buildings), and a total floor area of about 2,200 m2, and each floor is equipped with training facilities, such as the same nuclear vessel as that in the primary system of our nuclear power plant and its simulator.In order for trainees to receive training with the sense of tension maintained in a working environment possibly similar to the actual one, we install a dressing room at the entrance of the building to allow the trainees to wear the same clothes as those used at the power plant, and simulate the noise and light of the pump room for primary coolant, the steam generator room, and the third system room to create almost the same environment as the workplace at the plant.

3) AccommodationAll trainees shall stay at the center throughout the training period (except Saturdays, Sundays, and holidays). Accordingly, the accommodation consists of 5 rooms for external lecturers and 40 rooms for trainees. It also has a cafeteria with a view of the beautiful Aoto Inlet landscape.

○2006 年 原子力発電所の中央制御室をモデルとした2種類のシミュレータ設備を設置。

目的: ・原子力発電所運転要員の技術力向上を総合的に支援 (シミュレータ訓練だけでなく、運転マニュアル改正前の事前検証やプラントの運転操作に伴う挙動の   問題点の抽出といった原子力設備の運転技術の向上を支援) ・従来、当社は訓練に必要なフルスコープシミュレータを保有していなかったことから、運転要員のシミュ  レータ訓練を社外のPWR運転訓練センター(NTC)に全員を派遣して実施していたが十分な  訓練時間の確保が難しい等の制約があり、自社のフルスコープシミュレータを設置

一方向性透明仕切窓を採用し、訓練に支障を与えることなく訓練風景を公開

 当社は、美浜発電所3号機事故以降、「安全を守る。それは私の使命、我が社の使命」との社長の宣言のもと、安全文化醸成活動を推進するなど、安全最優先の事業運営を行ってきました。 東日本大震災以降、東京電力福島第一原子力発電所事故を踏まえた反省に基づき、規制の枠組みにとどまらない安全性向上の取組み等について、全社を挙げて推進しています。 その中で、東京電力福島第一原子力発電所事故から、原子力発電固有のリスクに対する認識や向き合う姿勢が十分ではなかったのではないかということを教訓として学んびました。 このため、安全性向上に向けた自主的かつ継続的な取組みのさらなる充実を進めていくこととしました。 具体的には、リスクマネジメントの充実とか、事故時対応能力の強化、安全文化醸成活動の継続的な取り組みの充実などです。 こうした取り組みの実現には、基盤となる安全最優先の使命感を持った人材の育成が不可欠です。 我々は、自主的安全性向上を図っていくことができる人材の育成に向けて、教育訓練の継続的改善を図っていきます。
