  • NATIONAL COMMUNICATIONS

    In 2010, the Republic of Serbia submitted the FirstNational Communication under the UNFCCC.This first inventory included two reporting years -1990 and 1998 and projections for 2015.

    First Biennial Update Report (FBUR) wassubmitted to the UNFCCC in February 2016,after being adopted by the Government.

    The Second National Communication (SNC) isadopted by the Government on 20 October, 2017 andofficially submitted to the UNFCCC Secretariat.

    These documents are available to the public.

    Software for preparing annual greenhouse gas(GHG) inventories was developed and all the datafor the period 1990 – 2014 were entered in therelevant data base.

    During 2017 and 2018, the inventories for 2015and 2016 were prepared and the revision of thedata for the period between 1990 and 2014 wascarried out

    Software solutions for the preparation of theinventories, in accordance with the UNFCCC andCLRTAP conventions, have been developed

    Serbian National PRTR portal with GIS component is finished and it is available on SEPA internet portal www.sepa.gov.rs. During 2017, SEPA developed English version of PRTR Register portal.

  • CONCLUSIONS Serbia has National Inventory on GHG and it should be further

    developed. The system regarding LULUCF needs to be established Comprehensive data, quantity and quality of data, methodology to

    quantify each activity, access to accurate information`s, data qualitycontrol system

    However, there is no overall legislation yet in place in accordancewith EU climate change requirements. Necessary actions wereidentified and steps taken:

    Draft Strategy on Climate Changes, Draft Strategy on communicationDraft Law on Climate Changes,

    Inter-institutional cooperation is a key when it comes to climatechange and ensuring inclusion of all relevant stakeholders (local tonational level)

    EU and UN funded projects have had working groups formed inorder to ensure active participation of the relevant stakeholders.

    National Climate Change Committee was established in 2014,comprising of representatives of relevant national, provincial and localinstitutions as well as representatives of civil society and academia.

    Low awareness and insufficient human capacities pose certainobstacles to addressing issues of climate change in a systematic manner.

    Continuously encourage the public dialog on climate change process
