Development & Implementation of Warehouse Operating System for a leading Air Cargo Terminal in Hong Kong

The key objective of Warehouse Operating System (‘WOS’) was to provide an efficient, secure and reliable system for use by the Cathay Pacific Services Limited users so as to deliver maximum efficiency, eliminating unnecessary duplicate handling and focusing on those areas that add tangible value to the customer and the airport.

Design Principles:• Terminal was vertically designed to save land and construction costs and processes were designed on the principles of JIT• CPSL wanted to implement a highly flexible, scalable and efficient core system (Warehouse Operating System) and also required seamless

integration with the most advanced Material Handling System to ensure that the new terminal meets it programs goals of increased efficiency

NIIT Technologies was responsible for providing the WOS which not only makes their work easier and simpler but also enables them to do so in the least possible time, by keeping them in sync with other operations of flight and airport and by contributing to smoother functioning. NIIT Technologies was chosen on account of its proven track record of successful implementations and service delivery excellence in the Airlines & Airports solutions space across the South East Asia region.

Business Need

CPSL’s streamlined operation philosophy will advance the service standards; all of which are essential in sustaining the competitiveness of Hong Kong as one of the world’s leading international airfreight hub.

NIIT Technologies had to ensure that the above outlined principles of CPSL’s design were addressed in addition to address the following challenges:

• To develop a round-the-clock mission critical system with extremely fast response and reliability

• Match CPSL’s streamlined operation philosophy of ‘Just in Time’ to better the existing service standards and to create a new benchmark for the industry to provide benefit to their customers with — Extended cut-off time— Last-minute cargo acceptance — Trans-shipment handling with reduced connection handling time

• Design system with a handling capacity of 2.6 million tonnes per year and with more than 600 concurrent users.

Business Challenges

Cathay Pacific Services Limited (‘CPSL’) is a wholly-owned subsidiary of Cathay Pacific Airways Limited. The Cathay Pacific Cargo terminal, specially designed for cargo hub operations, provides an extensive range of cargo handling services to customers. The terminal can handle a throughput of 2.6 million tonnes per year, increasing Hong Kong International Airport’s annual capacity by 50 per cent to 7.4 million tonnes. Business Solution

The WOS solution design required to equip the user with various modern day technologies. This include capability to systematically handle the various like• Import operations (arrival control, documentation, transfer manifest, warehouse)• Export operations (acceptance, departure control, transit management)• AWB Management• ULD Management• Track and Trace Functionality• Flight Management• Warehouse Management (Space Allocation, Transshipment Dwell Time etc.)• Billing, Incidence Management• Report Generation (Cargo Tonnage, AWB, Staff productivity, Mishandling etc.)• Truck Control System• Planning System• Hand Held Terminal operations • Security features

The business criticality of the project combined with stringent SLA demanded the use of innovative tools, techniques and practices. A highly skilled team of professionals was deployed to perform onsite gap analysis and design of the newer features. The development was done in a dual shore model in close collaboration with the CPSL IT and business users NIIT Technologies was also selected to provide maintenance, enhancement, and support services for the same, which also required round-the-clock support during critical phases.
