THE LEVYAs of Spring 2017, the way the government funded apprenticeships in England changed, and Encompass had to change with it. Some employers are now required to contribute to a new Apprenticeship Levy, and there will be changes to the funding for apprenticeship training for all employers. The Apprenticeship Levy requires all employers with a payroll of over £3m to contribute 0.5% of overall payroll costs into an Apprenticeship Digital Account. This is facilitated by HMRC and taken at source from employers PAYE Submissions on a monthly basis.

From the Government’s point of view, the Apprenticeship Levy is seen as an instrument of significant social and economic change, helping to provide the next generation of skilled workers within the UK, accelerating social mobility and, specifically, creating at least three million individual apprenticeships by 2020.

It is important to note that apprenticeships have no age restriction and are available to those already employed within a role. Traditionally apprenticeships are viewed as something for school leavers aged between 16-18, the Levy has essentially enabled employers to upskill existing employees. Furthermore the reforms have allowed the introduction of new Apprenticeship Standards which now include Degree Level Apprenticeships where employees receive an Undergraduate or Master’s Degree as part of their apprenticeship from an approved Higher Education Institution. The Apprenticeship Levy has changed the way funding works, but provides a bright opportunity for Encompass to further improve its already strong growth prospects.

MANAGEMENT

Operations/Departmental Manager

Team Leader/SupervisorThis standard is at Level 3, and covers a first line management role with operation/project responsibilities, or responsibilities for managing a team to deliver a clearly defined outcome. They provide direction, instructions and guidance to ensure the achievement of set goals. There are no formal entry requirements for this training programme, however individual employers are free to set their own. On completion, learners may choose to register as an Associate Member with either the Chartered Management Institute or the Institute of Leadership and Management, to support their professional career and development. Duration is typically 15 to 18 months.

This standard is at Level 5. An operations/departmental manager is someone who manages teams and/or projects, and achieves operational or departmental goals and objectives as part of the delivery of the organisation’s strategy. They are accountable to a more senior manager or business owner. There are no formal entry requirements for this training programme. On completion, learners may choose to register as a Full Member with either the Chartered Management Institute or the Institute of Leadership and Management, to support their professional career and development. Duration is typically 24 months.

Chartered Manager DegreeThe CMDA is a degree level standard (Level 6) that includes business education, work-based learning, and professional development. As part of the programme, learners will complete a BA (Hons) Business Management Degree, and be taught by industry professional so that they are able to truly understand the principles of business management. There are also a range of elective modules available in the final stage, so that it can be tailored to employer and learner needs. Up to 50% of the credits for the CMDA can be based on workplace activities including employer or industry-led training.

Examples of elective modules are:• Principles of management reporting• Agile app design• Analytics and data• Sales management

A senior leader is responsible for direction and vision, providing a clean sense of purpose and driving strategic intent. They take into account market trends and environmental influences, identifying longer-term opportunities and risks; through inclusive leadership they are responsible for developing ethical, innovative, and supportive cultures with the ability to deliver results. Successful learners will achieve a Master’s Degree in Management (either MA, MSc, or MBA). The duration is typically 2 to 2.5 years depending on experience.

Individuals will learn:• Initiating and leading change in the organisation• Creating environment for innovation and creativity• Establishing the value of ideas and change initiatives and driving continuous improvement• Overseeing financial strategies/management• Undertaking research, and critically analysing and integrating complex information

In all instances, learners are unable to complete their training programme without a Level 2 qualification or equivalent in English and maths, which Encompass can also provide.

ASPIRING LEADERSAn Aspiring Leader can be a new team leader/supervisor, someone who is in development to move into this role, or an experienced team leader/supervisor who wishes to upskill in study before committing to a full qualification. Each session will include a range of activities and resources to cater for a variety of different learning styles and abilities within the group; questioning will be targeted at a learner’s ability in order to stretch and challenge.

EMERGING MANAGERSWe have worked to develop a well-rounded four-day management programme that is designed to support candidates in their leadership development, and to prepare them for future roles and further study on a level 5 management programme e.g. Operations/Departmental Manager Apprenticeship Standard.

PRE-WORK & COURSE OVERVIEW

Before candidates begin, we ask them to research the concept of Corporate Social Responsibility (CSR) and to prepare an example of how another organisation successfully demonstrates this, and also to familiarise themselves with organisational strategic plans. At the end of day three, candidates will be asked to prepare a presentation on how their department is going to improve working with identified stakeholders, they will also write a report including deliverable actions on how they plan to develop in the areas of CSR and Equality, Diversity and Inclusion (EDI).

The learning objective for day two is to understand their role in championing EDI at a leadership level. Presentations will also be given on the research topic assigned on the previous day. The following topics will be covered in the session:• Unconscious bias• Your role as a champion in understanding and

promoting EDI• Organisational specific EDI reports/business

case• Develop an EDI plan to address an identified

shortfall• EDI deep dive

The aim of day four is to consolidate the learning from the previous three sessions, and demonstrate how candidates will apply this in the workplace.

Candidates will give their presentations set at the end of day three, and conduct a peer learning review for each presentation. There will then be a guest speaker on the future of their organisation, and how candidates will move forward with their own learning and development. Encompass tutors will mark the assignments set, and assess the reflective journals before a final sign off.

The learning objective for the first day is to understand the change in perspective required when operationally planning at a strategic level. In order to achieve this the following topics will be covered:• CSR pre-course work and discussion• Levels of planning within an organisational structure• Organisational, legal, and ethical considerations• Monitoring against metricsIn preparation for the following day, candidates will be set a research task to find out about their local community’s diversity.

The learning objective for day three is to understand how to manage resources with a view to conform to organisational quality standards and management. A table discussion of the links to CSR and EDI set at the end of day two will take place, then candidates will cover the following:• Influences on managing stakeholders (internal

and external) in line with the organisational requirements

• Linking the needs to the stakeholders to the needs of the organisations

• Impacts on “how we work”

ACCOUNTANCYAssistant AccountantThis standard is at Level 3 - the current entry level for accounting. The funding available will allow students to achieve their Foundation Certificate and their Advanced Diploma as their on-programme learning if the employer feels as though this would be appropriate. The expected length of this qualification is 15-18 months, but can be extended to 24 months if this is advisable for the learner.

Examples of Delivery15 months - starting with a Foundation Certificate in Bookkeeping, which will provide the learner with the fundamentals in double-entry bookkeeping, they can then progress to the Advanced Diploma in Accounting, whose units can be used towards the on-programme learning and help to monitor progress. 18 months - start with the Level 1 Award in Bookkeeping, progressing to the Foundation Award in Accounting Software. These two qualifications will provide a solid foundation prior to the Advanced Diploma.24 months - start with the Foundation Certificate in Accounting developing core skills in Finance Administration.

Professional AccountingThis standard is at Level 4. The AAT Professional Diploma in Accounting can be used as the on-programme learning element and will enable the tracking of the student’s progress. Only learners who undertake the diploma will be eligible to apply for full AAT membership after the completion of the qualification which will allow them to use the designatory letters MAAT. It is anticipated that the learner will complete this qualification within 18-24 months.

All entry requirements will be assigned by the individual’s employer, however all candidates must have Level 2 or equivalent in English or maths prior to completion.

Individuals will have responsibility for creating/verifying/reviewing accurate and timely financial information within the organisation in which they are employed, or on behalf of another organisation. They will be required to perform in accordance with relevant ethical, professional and legal standards, as well as accounting and tax practices.

PROCUREMENTCommercial Procurement & SupplyThe work of procurement and supply professionals includes the process of procurement, or buying goods and services; however, these roles can be much broader than just procurement. These roles can extend to a huge range of related commercial activity such as influence policy, financial analysis, engaging in contract law, and developing strategy to deliver services. The variety of goods and services is vast; goods could range from buying a plane to negotiating new stationary supplies.

Achieving the qualification will be supported by the attainment of a Level 4 Diploma with the Chartered Institute of Procurement & Supply (CIPS), enabling an individual to use their breadth and depth of experience to position themselves as a fully effective, commercially skills professional, with transferable skills and career options that span the public, private and charitable sectors. Typical job roles will include: Commercial Support, Commercial Analyst, Sourcing Executive, Procurement Operations Support, Buyer, and Assistant Buyer.

This is a Level 4 qualification which will typically take 2 years to complete, with a minimum of 12 months. Any entry requirements will be determined by individual employers such as attainment of GCSEs or relevant experience, however there are no formal entry requirements. Completion of the CIPS Level 4 gains eligibility for equivalent membership of the institute. Prior to the end-point assessment, learners must have a Level 2 qualification in English and maths, and hold the Level 4 CIPS Diploma.

SUPPLY CHAINSupply Chain Operator

This standard is at Level 2, the work of supply chain operators involves managing the movement of goods for a variety of customers across all sectors, and as such, their customer base will range from large global organisations to sole traders. This is an entry-level qualification that provides the foundation knowledge and skills within occupational areas in the supply chain industry. Typical occupational areas include traffic office and removals operatives, both of which come into contact with a wide range of people and customers, and work under pressure to tight deadlines. This training programme will take a minimum of 12 months to complete, this includes a knowledge and behaviours test, in which the learner will answer scenario based questions. The weighting for these assessments is 50/50. Before completion, candidates must hold a Level 1 or Level 2 qualification in English and maths, whether this be achieved during or prior to the training programme. In all cases, Encompass will arrange regular one-to-one meetings to discuss progress, provide feedback, and track development to ensure the learner is ready for their end-point assessment.

Supply Chain Practitioner (FMCG)This standard is at Level 3. The work of supply chain practitioners (as well as also dealing with a vast network of customers across all sectors) could also involve the transformation of natural resources, raw materials and components into a finished product. Typical duties could include forecasting customer demand, liaising with factories, schedule production, processing orders or working with hauliers and distribution centres; they require comprehensive knowledge of the entire supply chain. New entrants could take up to 30 months to complete this training programme, however this is dependent on experience. As with the Supply Chain Operator, learners must hold a Level 2 qualification in English and maths prior to completion.

There are no formal entry requirements for either Level 2 or Level 3, however candidates should demonstrate the behaviours outlined in the standard i.e. effective communication, team work, the ability to adapt to new technology, credibility, and personal drive. Other entry requirements can be decided by each employer.

IT Application Specialist

This framework is at Level 2 & 3 and is designed for new entrants to roles in which they will be working with IT systems and software. The programme offers a wide range of optional units that the learner can study to match their particular organisational needs.

This is suitable for those whose main job role is to use IT applications in support of colleagues or customers in any sector or industry e.g.• Providing support and assistance to make effective use

of available IT systems and software• Developing, testing and implementing solutions to

improve workplace productivity through the use of IT• Using the advanced features of IT Application Software

in the creation and amendment of many types offormatted information i.e. documents, diagrams,spreadsheets, and presentations

• Maintaining simple websites, using the internet to findand exchange information, and using social media todisseminate information

This qualification is typically 18 months in duration, and the learner must have a Level 2 English, mathematics and ICT qualification or equivalent, e.g. GCSEs. As part of this framework, the learner must also complete Employee Rights and Responsibilities which is assessed via a portfolio.
