Development and Energy in Africa (DEA)• A project of the EC COOPENER Programme

• start 1 May 2005, duration 30 months

• implemented by Risø National laboratory, Denmark (coordinator)

• Energy Centre of the Netherlands (ECN)

• 6 African Centres

Overall aims:

• to identify and examine the developmental impacts of energy

innovations

• to use the information obtained to improve on-going and future

energy interventions

Immediate Objectives

• to establish and apply an Assessment Framework for evaluating development and poverty impacts of energy interventions

• to engage in a dialogue with energy policy makers and other stakeholders on the basis of the framework, with a view to incorporating these issues in energy policy.

Why an Assessment Framework?• Energy access is a necessary but insufficient input

for development• Energy access helps to achieve MDGs• How much? How?• Can it be measured and documented?• Could it help us design projects that have more

development impact?• Could documented evidence of development impact

help obtain more funding?• Could it encourage more inter-sectoral cooperation?• How can such information help policy makers and

other stakeholders?
