some domestic PNG customers and also upfront collectedthe LMC charges, the facilities and equipments,' like,regulator, meter, pipe, valves, etc. shall continue to beproperty of the entity who shall be required to maintain them;

(c) entity may collect refundable interest free security deposit asspecified under regulation 14 (1) of the Petroleum andNatural Gas Regulatory Board (Authorizing Entities forLaying, Building, Operating or Expanding City or LocalNatural Gas Distribution Networks) Regulations, 2008 inrespect of the equipments and facilities including the labourcost as specified therein. The domestic consumer shalibear the actual cost of the material and labour chargesfor the pipe and tubing in excess of the length specifiedin regulation 14 (1) of the Petroleum and Natural GasRegulatory Board (Authorizing Entities for Laying, Building,Operating or Expanding City or Local Natural GasDistribution Networks) Regulations, 2008. No separaterecovery in respect of LMC charges shall be permissible fromthe domestic PNG customer. A one-time adjustment innetwork tariff for the LMC, net of the refundable interest freesecurity deposit recovered from the domestic PNG customer,shall be permitted for the intervening period, that is, betweenthe date of commencement of the Petroleum and NaturalGas Regulatory Board (Determination of Network Tariff forCity or Locai Natural Gas Distribution Networks andCompression Charge for CNG) Regulations, 2008 which is19.3.2008 and upto the date of notification of the Petroleumand Natural Gas Regulatory Board (Determination ofNetwork Tariff for City or Local Natural Gas DistributionNetworks and Compression Charge for CNG) AmendmentRegulations, 2012."
