OVERVIEWOver the past 10 years our city has seen explosive population growth, adding close to 200,000 additional drivers, pedestrians and cyclists to our streets, paths and intersections.
Charlotte has responded by creating a variety of safe ways for people to move around the city and connect with each other – we’ve upgraded intersections, added more bike lanes, and built additional sidewalks – as we continue to work towards the best possible transportation and pedestrian safety systems for our growing city.
In 2017, drivers in Charlotte logged more than 23 million miles on our streets, up nearly a million miles from the year before. The good news is that while the number of people here and the number of miles they log both increased year-over-year, the number of crashes in our city actually decreased almost 4% compared to 2016.
Yet, there is more work to be done. The number of fatalities from those crashes increased 35%, to 74 in 2017. Crashes and fatalities not only take a toll on human life, but also on the city’s capital – affecting loved ones, health care facilities, businesses and many other areas of our community.
That’s why Charlotte is renewing its commitment to safer streets in 2018 with the creation of Vision Zero, an action plan designed to reduce crashes and eliminate traffic-related deaths and severe injuries by 2030. Why? Because even one traffic-related death is too many.
Vision Zero is a collaborative, multi-layered and transformative program that builds on the foundation of The Three “E’s” of Traffic Safety: engineering, education and enforcement.
• Engineering: Designing infrastructure for safer outcomes
• Education: Targeting traffic education and learning within high problem areas
• Enforcement: Focusing on problem areas or “hot zones” of traffic safety

The genesis of Charlotte’s Vision ZeroVision Zero originated in Europe, as a late 1990s initiative of the Swedish government. Its first initiative was designed to address vehicle deaths on rural roads. The government started by building three-lane (instead of two-lane) roads for those areas, with the center lane used for passing. Later, Sweden began focusing on urban areas by building separate bike lanes, lowering speed limits and creating pedestrian-only zones. These solutions and the country’s years of effort paid off: Sweden now has one of the lowest traffic fatality rates anywhere.
As many good ideas and successful initiatives do, Vision Zero made its way across borders. Civic leaders around the globe saw its power to enhance the quality of life for their citizens, with the concept first making its debut in the United States shortly after the inauguration of New York City’s mayor in 2014. Vision Zero was just one of several items on the mayor’s transportation agenda, but a spate of traffic deaths in the weeks before his swearing-in convinced him to make it a top priority.
New York saw similar traffic safety advancements as Sweden did, with the number of fatalities dropping significantly under Vision Zero, even as our national numbers were climbing.
Vision Zero has had further impact in the three years since it came to our shores. Vision Zero is now official policy in nearly two-dozen U.S. cities, from Portland, OR to Fort Lauderdale, FL. What they learned will now help Charlotte follow in their footsteps and allow us to provide even more learning for the cities that follow us.
Why Vision Zero for Charlotte?Like many other growing cities, Charlotte is no longer just car-centric. The automobile revolution of the 20th century yielded a transition from horses to cars, which became our preferred means of getting around town. But, the 21st century has seen the explosion of other modes of transportation, many of which people from coast-to-coast have embraced as part of their everyday lifestyles, including bicycles, walking, mass transit and, most recently, ride/scooter/bike share. Today, we’re multimodal and, therefore, must share the responsibility of getting around Charlotte collectively – effectively and safely.
Over the past 10 years we’ve added more than 200,000 drivers, cyclist, scooter-riders and pedestrians to our already crowded byways, contributing to an increase in traffic fatalities due to crashes this year versus last.
But, crashes are only part of Charlotte’s “good and bad” traffic safety story. On the good side, in spite of the traffic challenges we face, Charlotte is still the 19th best U.S. “city to drive in (Wallethub, 2018).” On the flip side, the old adage that “speed kills” certainly pertains to traffic safety in Charlotte (see sidebar). Plus, our challenges with traffic safety disproportionately affect low income and minority communities.
Couple new modes of transportation with the stress to our traffic safety infrastructure due to Charlotte’s recent growth and it’s easy to see how we might have to look at traffic safety and our infrastructure with a newer, clearer lens.
Hence, bringing Vision Zero to the Queen City.

Who’s responsible for Charlotte’s Vision Zero initiative?The Charlotte Department of Transportation is leading a task force that includes representatives from government and law enforcement agencies, hospitals, interest groups and other citizens who work together to create a variety of safe ways for people to move around the city and connect with others. In short, they’re tasked with implementing Vision Zero in a collaborative, data-driven manner whose goal is to enhance safety and eliminate (hence the initiative’s name: eliminate = zero) traffic-related deaths and severe injuries in the Queen City.
The Vision Zero Task Force has identified its mission and principles, which have and will guide their activities:

1. Protecting human lives takes priority over all other objectives of the road system.
2. The transportation system should be designed so mistakes are not fatal.
3. Solutions must be collaborative, equitable and data-driven.
4. Safety in our streets is everyone’s responsibility.
5. Our community is accountable for implementing the Vision Zero Action Plan, measuring performance and responding accordingly.

What has Vision Zero accomplished so far?In 2017, Charlotte completed a number of projects to help keep its community members safe. We’ve upgraded crosswalks near schools and parks. We improved 10 rail trail crossings. We enhanced five high-use intersections.
And in the future?Currently, the task force is building a Vision Zero action plan, under the aegis of the “Three “E’s” of Traffic Safety.”
“The action plan isn’t an action plan that needs to be developed and set on a shelf,” said Ms. Berry. “It needs to be a true action plan that our community partners with us on and helps us monitor each other and hold each other accountable.”

MOTORISTS
• All drivers are encouraged to limit distractions while driving.• Seat belt use is the most effective way to save lives and reduce injuries in crashes.• The posted speed limit is for the best driving conditions. Driving too fast for conditions or exceeding
the speed limit can have serious consequences including: » Reducing a driver’s ability to negotiate curves or maneuver around obstacles in the roadway;
» Extending the distance traveled before a vehicle can stop;
» Increasing the distance a vehicle travels while the driver reacts to a hazard; and
» Increasing the risk of crashes and injuries because other vehicles and pedestrians may not
be able to judge distance accurately.

• Helmets are encouraged for all bicyclists and required by law for children under the age of 16.
• Bicyclists are encouraged to limit distractions while biking.• Bicyclists should observe all traffic signs and signals. A bicycle is classified as
a vehicle and is obligated to follow the same rules as motor vehicles.• Bicyclists are required to ride on the right side of the road, in the same
direction as traffic. This puts the cyclist where others expect to see them. Riding against or facing traffic is illegal and a common factor in many bicycle crashes.
• It is required by law to have bike lights on when riding at nighttime.
BICYCLISTS
• Pedestrians are encouraged to limit distractions and remain aware of the motor vehicle traffic around them.
• Pedestrians are encouraged to cross streets at marked crosswalks or intersections, if possible.
• Pedestrians are encouraged to look left, right and left again before crossing a street.
• Pedestrians are encouraged to wear bright, light or reflective clothing at all times and especially at night.

Description
CDOT releases the annual HAL list to accomplish multiple goals. The first goal of releasing the HAL is to prioritize and identify locations that can benefit from spot safety improvements that will reduce the number of crashes. The list is also used to support the ranking and prioritization needs of many transportation related programs. In addition by releasing this list to the public, it is intended to heighten road user awareness of locations that have an elevated crash rate.
Calculation Methodology
Select all intersections with 15 or more crashes in a 3-year period
Select any intersections not identified above having 5 or more crashes with 75% occurring in the current year (2017).
Calculate crash rates for all intersections meeting above criteria.
(C*1,000,000)/(V*N*365)
Where:C= 3 years’ crashes V= Intersection Volume N= Number of years
Determine HAL cutoff, should be an even number and allow for at least 50 locations.

Description
As part of the Charlotte Department of Transportation’s goal of providing a safe transportation system for all road users, the Traffic Safety Section developed a list of locations that have promise as sites for safety improvements. Additionally, this list provides a more stable picture of the crash patterns at locations throughout the City to aid in the development of capital projects and programs. City of Charlotte staff is the primary user of this information; however, other transportation professionals may find the information helpful in developing projects and programs. The warrant list is updated every 2 years.
The following are a few key points regarding the warrant list that may be helpful to non-primary users of this information:
• The locations are selected and prioritized using many crash related factors. Some of the factors include crash frequency, rate, severity and pattern.
• This listing is not based strictly on highest rate, injuries or frequency. Thus it is not an effort to list “the most dangerous locations.”
• The locations listed in this publication are only preliminary candidates for safety improvements. The final decision to install safety countermeasures at a location will depend upon the findings of a detailed engineering investigation, the availability of funds and other various factors.
Selection Criteria
Warrant I-1: Frontal ImpactLocations with a minimum of 25 total crashes AND a minimum of 50% of all crashes were frontal impact crashes AND a minimum of 25% of the total crashes occurred in the last 2 years. Frontal impact crashes are defined as:
• Angle• Left Turn (same or different roadways)• Right Turn (same or different roadways)• Head On
Warrant I-2: Last Year IncreaseLocations with a minimum of 25 total crashes AND a minimum of 38% of the total crashes occurred during the last year.
Warrant I-3: Frequency with a Severity Index Minimum Tier 1: Locations with a minimum of 25 total crashes AND a minimum severity index of 7.0 AND a minimum of 40% of the crashes involving injury.Tier 2: Locations with a minimum of 10 total crashes AND a minimum severity index of 8.0 AND a minimum of 50% of the crashes involving injury.
Severity index of a location is equal to the total equivalent property damage only (EPDO) crashes divided by the total number of crashes. EPDO is calculated as follows:
(76.8*(K+A))+ (8.4*(B+C)) + (O+U))
Where:K=Fatal crash C=Possible injury crash A=Disabling injury crash O=No injury crashB=Evident injury crash U=Unknown injury crash

Warrant I-5: Chronic PatternThis warrant only applies to locations that did not meet the conditions of Warrants 1‐4Locations with a minimum of 20 crashes during 10 years, 15% of the total crashes occurring in the last 3 years AND a minimum of 80% of the total crashes were in one of the following pattern categories:
• Rear End (all rear end crash types)• Crossing (all left turn, angle, and head on crash types)
Warrant P‐1: Last 3 Years (Pedestrians)Locations with a minimum of 4 crashes involving pedestrians reported in the last 10 years AND a minimum of 45% of all crashes involving pedestrians happened in the last 3 years.
Warrant P‐2: Darkness with Streetlights (Pedestrians)Locations with a minimum of 4 crashes involving pedestrians reported in the last 10 years AND a minimum of 55% of all crashes involving pedestrians occurred during darkness with streetlights.
