Des Moines Area Metropolitan Planning Organization (MPO) 4:00 p.m., Thursday, April 16, 2015

Des Moines Area MPO Burnham Conference Room The MPO held a meeting at 4:00 p.m. on April 16, 2015, in the Des Moines Area MPO Burnham Conference Room. Before the meeting, the MPO staff emailed agenda packets to the MPO’s representatives and posted the agenda at the MPO office at 2:30 p.m. on April 10, 2015. The fiscal year-to-date publication cost of meeting minutes for the MPO: $422.10. ISSUE: Smart Growth America’s Fiscal Impact Study

PRESENTATION: Presentation from Smart Growth America about a case study looking at the fiscal implications of development patterns study completed for West Des Moines.

BACKGROUND:

In May 2014, the City of West Des Moines agreed to participate in a case study conducted by Smart Growth America (SGA). The study used a model developed by SGA to determine the fiscal impact of different development patterns.

SGA developed four scenarios based on West Des Moines anticipated growth over the next twenty-years. Each scenario assumed the development of 9,275 housing units and 2.69 million square feet of commercial development. The only variance between scenarios was the number of acres on which the development occurred, therefore isolating the impacts of density.

The general findings of the study showed that the local fiscal position improved in the more compact scenarios due to reduced costs, and the opportunity benefit of freed up acreage for additional development.

Included, as a supplemental item, is the final draft of the Smart Growth America report.

Smart Growth America will present their findings at the West Des Moines City Hall at 7:30 a.m. on Thursday, May 28, 2015, and also will present findings at the May 28, 2015, MPO meeting.

ISSUE: Green Streets

PRESENTATION: Presentation by Dave Cubit, Johnston Public Works Director, about Green Streets projects in Johnston.

BACKGROUND:

Streets are the largest single category of impervious cover accounting for roughly 32% of the impervious cover within the MPO’s planning area. To mitigate the impact of this impervious area, the MPO’s Environment Roundtable recommends adoption of green streets to provide stormwater management, while maintaining the primary function of the street for vehicles and pedestrians. The MPO encourages the implementation of green streets where appropriate throughout the metro’s right-of-ways, public streets and sidewalks to maximize water quality improvement opportunities.

Urbanization has altered the natural landscape and affected the hydrologic cycle. Where the natural hydrologic cycle maintains a balance of water circulation through evaporation, precipitation, infiltra-tion/groundwater recharge, and absorption and transpiration by plants, urbanization has resulted in an altered hydrologic cycle through construction of impervious surfaces such as buildings, roads and parking lots. The amount of groundwater recharge has been reduced while the volume and rate of runoff has been increased. A green street uses a combination of vegetated and engineered strategies to manage rain or melting snow, (stormwater runoff), at its source. Green street designs incorporate various green stormwater infrastructure tools, including stormwater tree trenches, stormwater planters, stormwater bumpouts, and pervious pavement. Using these tools, a green street captures stormwater runoff from streets and sidewalks, infiltrates it into the soil to recharge groundwater and surface water, reduces the amount of polluted stormwater runoff going into the sewer system, carbon sequestration and serves as an urban greenway segment that connects neighborhoods, parks, recreation facilities, schools, mainstreets, and wildlife habitats. In addition, green streets can be combined with complete street designs to improve pedestrian and bicycle safety, improve air quality and enhance the aesthetics of the right-of-way. Green Streets can foster unique and attractive streetscapes that protect and enhance neighborhood livability and integrate, rather than separate, the built and natural environments.

Dave Cubit, City of Johnston Director of Public Works, will speak to the benefits Johnston expects in the transition to install green streets strategies.

REPORT and VOTE: Consider approval of the final Fiscal Year 2016 Unified Planning Work Program and Budget.

BACKGROUND:

The MPO staff presented the draft Fiscal Year 2016 Unified Planning Work Program (FY 2016 UPWP) and Budget in March. The UPWP documents all planning activities the MPO will perform using federal funds from July 1, 2015, through June 30, 2016. The Iowa Department of Transportation (DOT) requires that the UPWP describe the MPO’s proposed planning activities –including task objectives, previous work, project descriptions, and work products – as well as the budget and funding sources to carry out the planning activities.

Following approval of the draft UPWP, MPO staff provided the document to the Iowa DOT, the Federal Transit Administration, and the Federal Highway Administration for review and comment. MPO staff has updated the UPWP based on those comments, which were minor.

The final Fiscal Year 2016 Unified Planning Work Program and Budget is included as a supplemental item.

ISSUE: TIGER Program Letter of Support

REPORT and VOTE: Consider offering a letter of support for the City of Des Moines’ TIGER program application.

BACKGROUND:

The US Department of Transportation (DOT) is soliciting applications for $500 million available in the latest round of Transportation Investment Generating Economic Recovery (TIGER) funding. TIGER 2015 discretionary grants will fund capital investments in surface transportation infrastructure and the US DOT will award funds on a competitive basis to projects that will have a significant impact on the nation, a region, or metropolitan area. TIGER program applications are due June 5, 2015.

In the MPO area, the City of Des Moines plans to pursue a TIGER program grant for its Bridges to Opportunity: Des Moines’ Community Connection project. This project would replace and reconstruct several roadway and multi-use trail bridges in downtown Des Moines.

The MPO has traditionally offered letters of support for TIGER grant applications as long as the project was included on the priority project list and is in the long-range transportation plan. This project meets both of those qualifications.

Included on the following pages is a draft letter of support and a briefing paper with more information about the project.

The Bridges to Opportunity: Des Moines’ Community Connection project would replace and reconstruct several roadway and multi-use trail bridges in downtown Des Moines. These projects have been a priority of the region for several years and are included in Mobilizing Tomorrow, the MPO’s long-range transportation plan. Mobilizing Tomorrow includes a goal to manage and optimize transportation infrastructure and services, and outlines performance targets related to improving bridge conditions in the metro. The region also recently developed The Tomorrow Plan, which was funded through a 2010 Sustainable Communities Regional Planning Grant. The Tomorrow Plan includes a goal of creating a resilient regional economy and calls on the region to invest in the rehabilitation of existing infrastructure to maintain traffic operations and make the most of significant investments made over the past decades.

The Bridges to Opportunity: Des Moines’ Community Connection project helps meet the goals and strategies of both of these important regional plans by replacing or reconstructing critical downtown bridges and providing safer, more secure connections in the region’s downtown employment center.

The Bridges to Opportunity: Des Moines’ Community Connection project maintains vital connections providing mobility over the rivers and connecting people to jobs. The bridges serve vehicle, pedestrians, multi-purpose trail and transit users. More than 80,000 people work in downtown Des Moines every day and there is a growing downtown residential population. The project is located in the Civic Center Historic District (National Register of Historic Places, 1988). The four roadway bridges in the project are classified as structurally deficient. The project includes replacement of two of these bridges and rehabilitation of the other two, thereby addressing the four deficient structures.

The downtown trail network is the hub of the 550-mile Central Iowa Trail system connecting neighborhoods and communities throughout the metro area and beyond. The SW 5th Street Trail Bridge is a fracture-critical structure; the popular bridge was closed to all use in 2013 due to continued structural deterioration and potential for sudden failure. The project will re-open the multi-use trail bridge by completing a full rehabilitation of the superstructure.

In addition to significant transportation benefit, the Bridges to Opportunity: Des Moines’ Community Connection project will reduce flood risk for the City. By raising the Principal Riverwalk Red Bridge and replacing the Grand Avenue and Locust Street Bridges, the regulatory flood profile will be lowered and reduce the overall cost of necessary flood protection improvements.

Project benefits include: � Maintain community access to jobs � Restores structural integrity of key river crossings in downtown � Enhances multi-modal transportation and promotes walkability � Maintains prime venue and outdoor event space � Supports a growing downtown residential community, including low income housing � Improving connectivity to the Central Iowa Trail system for neighborhoods and communities throughout the

The Bridges to Opportunity: Des Moines’ Community Connection project satisfies many of the selection criteria identified in the grant, including: state of good repair, quality of life, environmental sustainability and safety.

On behalf of the Des Moines Area Metropolitan Planning Organization (MPO), I am writing in support of the pending modernization of the FAA Reauthorization bill. Discussion on this bill includes a $4.00 increase in the cap imposed on the Passenger Facility Charge (PFC) user fee to a total of $8.50 per enplaned passenger. To the Des Moines International Airport this is vitally important to help fund its proposed $400 million terminal project. It equates to $4.8 million per year in funding that will help fund a large portion of the necessary bonds for the proposed terminal.

America's airports are a fundamental component of our nation's transportation infrastructure, annually welcoming more than 700 million passengers and processing roughly 27 million metric tons of cargo. Collectively, airports make a tremendous contribution to U.S. GDP -- more than $1.1 trillion -- andemploy more than 1.1 million people. To meet the capacity demands of the future with safe, efficient, and modern facilities that passengers and cargo shippers expect, we need to make the investments to maintain and modernize our nation's infrastructure.

Congressional reauthorization of the Federal Aviation Administration (FAA) in 2015 provides us the opportunity to do just that by modernizing the locally-set but federally-capped passenger facility charge (PFC) user fee paid by passengers who use the airport. The PFC user fee has not been adjusted since the year 2000. As a result of significant construction cost inflation over the past decade and a half, the current $4.50 PFC user fee has lost approximately half of its purchasing power.

Modernizing the PFC by adjusting it to $8.50 and indexing it to keep up with inflation will provide airports the self-help they need to make critical infrastructure and safety improvements within their terminal buildings and on their runways. Such is the case with Des Moines International Airport. The proposed new terminal replaces our 1948 terminal and provides for future growth that our current terminal cannot handle.

ISSUE: MPO Executive Director Annual Review

REPORT and VOTE: Report on the MPO Executive Director Annual Review.

BACKGROUND:

The MPO Chair annually appoints an Executive Director Review Committee (Review Committee) to complete an evaluation of the Executive Director’s performance over the past year. The MPO Chair appointed the following individuals to 2015 Review Committee:

� Kyle Mertz, City of Altoona � Gary Lorenz, City of Ankeny � Ruth Randleman, City of Carlisle � Joe Gatto, City of Des Moines � Tom Hadden, City of West Des Moines

The MPO staff provided all MPO and Transportation Technical Committee representatives with the Executive Director’s Annual Review Survey. Surveys were also provided to the Chairs of the MPO’s multiple subcommittees, the primary representatives of the MPO’s advisory and associate member organizations, the MPO staff, and key personnel of the following partner organizations that the MPO works closely with the Iowa DOT and the Greater Des Moines Partnership.

The Review Committee has met to discuss the survey responses and reported their recommendations to the Executive Committee on May 20, 2015. These recommendations included a compensation rate adjustment of 2.5% as well as options for revising the annual review process.

RECOMMENDATION:

Recommend approval of the Executive Director Review Committee’s recommended compensation rate adjustment of 2.5% and proposals for revising the annual review process.

ISSUE: Federal Fiscal Years 2015-2018 Transportation Improvement Program Amendment Request

REPORT and OPTIONAL VOTE: Consider approval of the request to amend the Federal Fiscal Years 2015-2018 Transportation Improvement Program.

BACKGROUND:

The City of Ankeny has requested the following revisions to the Federal Fiscal Years 2015-2018 Transportation Improvement Program (FFY 2015-2018 TIP):

Sponsor: City of Ankeny Project: #33886, Safe Routes to School – School Zone Flashing Beacons Federal Aid Amount Total: $80,000 Total Cost: $110,000 Type of Funding: TAP Change: Move project forward from FFY 2019 to FFY 2015.

The MPO staff notes that amendments to the TIP are subject to the approval of the MPO and a public comment period. The public will have the opportunity to comment at the May 28, 2015, MPO Policy meeting.

A copy of the 2015-2018 TIP Ankeny project map is attached on the following page.

RECOMMENDATION:

Recommend approval of the requested revisions to the FFY 2015-2018 TIP.

ISSUE: Communicating Complete Streets

REPORT: Discussion on how to effectively communicate Complete Streets to the community.

BACKGROUND:

The MPO is continuing its series of discussions on current best practices in transportation planning and engineering as a way to meet regional goals and performance measures. The series covers a variety of topics that invite opportunities to share experiences and highlight concerns to address.

Part of developing and adopting a Complete Streets Policy is communicating both the concept and reasoning behind the policy to the community and stakeholders. Continuing the Best Practices Series, this presentation covers how to discuss and message Complete Streets as a way to create and maintain safe, healthy and prosperous communities.

ISSUE: Trail Counter Report

REPORT: Discussion regarding the annual Central Iowa Trail Count Program report.

BACKGROUND:

MPO staff has developed a report to outline trail usage in central Iowa. This report provides a general overview of the Central Iowa Trails network, information on regional mapping resources, and a look at the characteristics of when people are using the trails. Trail count data is collected through infrared trail counters, purchased by the MPO in 2011 from TRAFx Research Ltd.

This report is part of the MPO’s monthly report series on performance measures identified in Mobilizing Tomorrow.

The Trail Counter Report is included as a supplemental item.

ISSUE: 2015 Speaker Series

REPORT: Discussion regarding The Tomorrow Plan 2015 Speakers Series.

BACKGROUND:

The speaker series was one of the most successful components of The Tomorrow Plan during the development phase and is being continued during the implementation phase. The Tomorrow Plan2015 Speaker Series features 15 speakers on a wide range of topics, from street design to housing, water trails to public art. The 2015 Speaker Series is a collaboration between the MPO and partner organizations including the Greater Des Moines Partnership, Capital Crossroads, Polk County Housing Trust Fund, Des Moines Water Works Park Foundation, Central Iowa Paddlers, Iowa Department of Natural Resources, Urban Land Institute Iowa, and the Iowa Economic Development Authority.
