GETTING READY

Get ready the night before
1 If you are unable to work, call the office
2 Check:
• your supplies if you have them — p. 2-5
• that you know where the polling place is located
3 Count all your ballots
Confirm the total matches the number of ballots and serial numbers on Record of Ballots EC 10002
4 Inspect each ballot to make sure
• it shows every candidate’s name
• it is not stained or badly printed
If a ballot doesn’t pass inspection
• fold its corners
• leave it in the booklet
• don’t use it when you serve electors, place it in Envelope: Spoiled Ballots EC 50430
Note if a large number of ballots doesn’t pass inspection, report it to the CPS
5 Review the following:
• Have Your ID Ready to Vote EC 90189
• This guidebook
6 Have your signed Solemn Declaration EC 10130 with you when working at the polling place and keep it with you all the time
7 Prepare any food, water and medication you will need
8 Do not wear political party colours or scented products at the polling place
9 Bring your masks with you if you are wearing personal ones (disposable masks will be available at the polling place)

Set up the polling station on the first day of voting
1 Arrive at the polling place at the time written at the front of this guidebook
2 Report to your CPS who will direct you to your table
3 If your table is not set up, set it up yourself
Make sure there is enough space for people with reduced mobility and to maintain physical distancing between electors
Note candidates’ representatives may arrive during set up. If they do, check their badge — p. 71
4 Set up the voting screen on a designated table beside or behind you, away from windows and doors
5 Check the position of your tables with the CPS
6 Make a waiting line on the floor using Floor Marking Strip EC 50163, 2 metres away from the front of your chair. If there is space for another elector to line up, place floor marker 2 meters behind that one
7 Walk through the polling place as an elector to ensure that you understand the flow of electors
8 Organize the supplies on your table — p. 10-11

What should be on my desk to serve electors?
This arrangement allows for a space for the elector to place their identification, voter card or forms on the table for you to view. It also makes the table-top easier to sanitize.

It is good practice to place one of your forms or a piece of paper on top of the ballot box (covering the slot) to prevent electors from putting their marked ballot into the box before you have removed the counterfoil.
Tape the empty Supplies Kit EC 50470 bag to your desk in front of the ballot box to collect used voting pencils throughout the day.

1 Write your name and “Deputy Returning Officer” on Election Personnel Identification Card EC 50210 and put it on
Wear it at all times
2 Fill out the cover page of Events Log EC 50060 and complete Log of poll workers — Events Log (page 2)
3 Complete a Log for comparing records and ballots — Events Log (page 4 or 8) EC 50060
Note make sure the total matches the number of ballots on Record of Ballots EC 10002
4 Write your initials and the PS number (using number on your list) on the back of each ballot in one booklet without removing them
Once you have used all the ballots in the first booklet, do the same for the next booklet

5 Write your electoral district name and polling station number on the envelopes on the table
6 For advance polls, fill out the top section of Record of Electors EC 50080 and the page number at the bottom of the page. See p. 92-93
Note start with page 1, entry 1. Once first page is full, start a new one
7 For advance polls:
Fill out the top section of Sequence Number Sheet — Advance Polls EC 50109 and write page number 1 at the bottom of the page
For ordinary polls:
• Fill out the top section of Sequence Number Sheet EC 50111
Unless otherwise directed, fill out
• Fill 2 sets of forms if there are 4-7 candidates
• Fill 3 sets of forms if there are 8-11 candidates

8 Assemble Ballot Box EC 50250
• Check under flaps and show everyone at your table it is empty
• Seal top and bottom short edges of box with 4 Short Ballot Box Seals EC 50190
• Seal top and bottom long edges of box with 2 Long Ballot Box Seals EC 50200
• Label it with your polling station number in marker, if not done already
• If you have multiple polling divisions assigned to your voting desk, write all of the numbers on the box, or on a sheet of paper that can be hung on the front of the desk and be visible to IOs
9 Copy numbers from long seals to Seal Control Sheet EC 50205 and put box on table in view of everyone present

11 Call the CPS so that they can check that you are ready to serve electors

What do I do with the Statement of Changes for advance polls?
The List of Electors is printed before the first day of advance polls. If electors voted by special ballot, or if other changes were made since the list was printed, those changes appear on Statement of Changes.
You must update List of Electors with those changes before the polls open on the first day of advance voting.
1 Review Statement of Changes for any electors that have an “S” beside their name. The “S” means that a special ballot was issued to them
• find the elector on List of Electors
• write an “S” beside their name
• draw a straight line through their name and address and through the ‘voted’ box on List of Electors
• if they come to your station to vote, the drawn line will remind you to follow the procedure for a person already crossed off the list on p. 96-97

2 Review Statement of Changes for any electors that have a “C-”, “T-”, “M-” or “R” beside their name. These letters mean that they were removed from List of Electors
• find the elector on List of Electors
• write the C-, T-, M- or R beside their name
• neatly scribble out their name and address and the voted box on List of Electors
• if they come to your station to vote, the scribbling will remind you to follow the procedure for registering an elector — p. 94-95

• find the elector on List of Electors
• write a “C” beside their name on List of Electors
• if they come to your station to vote, the information on their ID should match the information on Statement of Changes rather than those on List of Electors
5 Put Statement of Changes at the back of List of Electors and keep it there

Get ready to serve electors when you come back the next day
1 Arrive at the polling place at the time written at the front of this guidebook. Bring all the materials you took home with you the previous night
2 Report to your CPS who will give you Transport Bag EC 50253 with your materials if you did not take them home the previous night
3 Make sure your supplies are still organized on your table as they were set up the day before — p. 10-11
4 Put on Election Personnel Identification Card EC 50210. Wear it at all times
5 Unseal Secure Bag EC 50485. Take out:
• List of Electors
• EC 50060 Events Log
• EC 50420 Envelope: Stubs and Unused ballots
• EC 50430 Envelope: Spoiled Ballots
• EC 10002 Record of Ballots
• Plastic bag with counterfoils
6 Sign in by filling in Log of poll workers — Events Log (page 2) EC 50060

7 If you did not keep Transport Bag EC 50253 last night
a) complete a Log of notable events — Events Log (page 10-13) EC 50060 to record that the DRO has received Transport Bag EC 50253 containing ballot box, unused ballots, List of Electors and poll materials from the CPS
b) have the CPS sign the entry
c) complete Log for comparing records and ballots – Events Log (page 4) EC 50060
8 Organize the following to use throughout the day:
• unused ballots (finish ballot booklet from yesterday before you initial a new booklet)
• Envelope: Spoiled Ballots EC 50430 (continue using the same envelope)
• Make sure you have enough small pencils for the day and several large ones for electors that need them. If necessary disinfect the pens and large pencils used the day before
9 Take out Ballot Box EC 50250
a) put it on table in view of everyone present
b) make sure it is still sealed with the seals applied yesterday
Note candidate representatives may check the seal numbers against the Seal Control Sheet EC 50205
c) open the ballot entry slot to allow the ballots to go in smoothly
10 Put VIC Collection Bag EC 50256 on the table
11 Make sure the bag for collecting used pencils is still attached to the table

12 For advance polls, prepare a new Record of Electors EC 50080

13 For advance polls:

If the elector declines a ballot
Some electors may want to decline their ballot or protest against a candidate because they can during provincial elections. In a federal election there is no separate process for them to do this.

Elector needs to vote in their room or from their bed (Long Term Care Facility [LTC] or Retirement Home)
Electors who are unable to leave their room may vote from their bed.
This process is often done after serving all electors who are able to vote at the facility, or at a set time, based on the direction of the facility administrator.
1 When you arrive at the location, confirm with the administrator:
• which electors require bedside voting
• when is the best time to serve each elector, within the allotted time for that location
• whether there are any special instructions for room to room voting, such as disinfecting between electors, wearing gloves, etc.

Eligibility to vote
To vote at a polling station, an elector must be:
1 at least 18 years old on election day
2 a Canadian citizen
3 living at an address assigned to that polling station
Acceptable ID
When they vote, an elector must show acceptable ID or be vouched for. Acceptable ID proves who they are and where they live. Many different combinations of documents are acceptable. If an elector does not have acceptable ID, in certain circumstances, another elector may vouch for them. The ID combination options are listed on Have Your ID Ready to Vote EC 90189. Documents not listed there are not acceptable.
The documents must be in English or French (or Inuktitut, in Nunavut).
E-statement and e-invoice printouts are accepted. They can also be shown on a mobile device.
Other photocopies or scans are not acceptable.
Expired documents are acceptable if they show the elector’s name and current address.
Documents on which the address has been added by hand are not acceptable as proof of address, unless it has been added by the person or organization that issued the document. The ID is acceptable as proof of name as long as the name is printed e.g. passport.
Refer to Have Your ID Ready to Vote EC 90189 when you’re not sure.
Doubt about elector ID
In most cases you should be satisfied that the ID proves name and address– as long as the ID is acceptable under ID options 1, 2 or 3 and the information in this section. If you have doubts about the documents presented by the elector, see your CPS

ID shows a mailing address
Electors may use ID that has a mailing address (e.g. PO box) under ID option 1 or ID option 2 only if:
• the elector is already on the List of Electors, and
• the same mailing address appears on the List of Electors
If they are not on the list already, they will need other acceptable ID under option 1, 2 or 3 to register and vote.
If they are on the list already with the same mailing address, serve the elector following the regular process if there is no doubt about their address — p. 26
In this case, an election officer, a candidate or a representative can reasonably doubt whether the elector actually lives in the polling division. If there is doubt, the elector must make a declaration by completing the Qualification Form EC 50034 — p. 106-107

ID is a letter confirming where the elector lives
Facilities which serve electors who might not have ID showing their current residential address can register as a recognized facility with the office. If there are any of these facilities that you need to know about, the office will tell you about them on List of Designated Establishments EC 50054. These facilities can give an elector either:
• a Letter of Confirmation of Residence EC 50053, or
• a letter printed on the facility’s letterhead that confirms the elector lives or receives services there
The elector can use the letter as one piece of ID showing their name and address under option 2. Check that the name of the facility on their letter is on List of Designated Establishments EC 50054. The elector must have a second piece of ID with their name. Then serve elector following regular process — p. 26

ID for Electors at long term care or retirement facilities
At long term care or retirement facilities, the DRO or CPS may have a list of residents attached to a letter from the facility. If the elector is on that list, the letter can be used as a piece of ID with name and address under option 2. A second piece of ID showing the elector’s name is also needed, e.g. hospital bracelet, prescription bottle, or other ID listed on EC 90189.
The letter and the list of residents must be returned to the facility’s administrator before leaving.
Electors that do not satisfy ID options 1 or 2, may choose ID option 3 (vouching). An employee of a long term care facility (who live in or near electoral district) can vouch for multiple residents.

Elector’s face is covered
Electors wearing a face mask or other face covering (e.g. for public health reasons and/or religious beliefs) are allowed to register and vote without removing the face covering and without additional procedures.
Electors should not be asked to remove their face covering.
Electors may enter the polling place, register, and vote without a mask.
Elector refuses to show their ID to a candidate or representative
1 Inform elector that the candidate or representative is entitled to see their ID, but not touch it
2 If they still refuse, tell them that their refusal will be noted

Someone refuses to make a declaration
An elector, voucher or helper may refuse to make a declaration.
1 Tell the person that they can appeal the request for them to make a declaration to the CPS
Note the CPS will make the final decision on whether they need to make a declaration or not
2 If the CPS decides they need to make a declaration and they still don’t want to take it, or they refuse to appeal to the CPS
• tell them that they cannot vote, vouch or help the elector
• write the declaration number and “refused” in Decl. column next to elector’s name on List of Electors or List of Entries
3 If the elector makes the declaration, continue serving the elector using the relevant procedure

A handwritten name on List of Electors means the elector was added to the list through Statement of Changes. The DRO would have written their name on the list and the code “A”, “C+”, “M+” or “T+” before polls opened on Friday. When that elector comes to vote:

How do I compare my records and ballots during the day?
When you compare your records and ballots during the day, you are comparing that your record of the number of people who have voted is correct and that none of your ballots are missing. By comparing often, you can find mistakes quickly. Some errors can be fixed, others cannot be fixed, but comparing helps you make sure they don’t get worse. Either way, comparing helps you to manage problems as soon as possible.
Things to keep in mind
• If you receive additional ballots, you will have more than one Record of Ballots EC 10002. Add the totals of all Records.
• the Total column in Log for comparing records and ballots — Events Log EC 50060 should match the Total number of ballots on Record of Ballots EC 10002
• Make sure you are using the correct page in Log for comparing records and ballots - Events Log EC 50060 (the log is different depending on if it’s advance or ordinary polls)

Problems with comparing records and ballots during the day
Don’t try to correct any of the records on your List of Electors
Instead try these steps:
• Check your math
• Make sure you are counting the correct items for each column
If the numbers still don’t match, think of any events since you last compared, which may explain the reason.
If that doesn’t work, ask your CPS for help and:
1 Make a note in Log for comparing records and ballots - Events Log EC 50060. Make sure you are using the correct page, depending if it’s advance or ordinary polls. If you think you know the reason for this discrepancy, describe it in as much detail as you can (e.g. elector left for an emergency phone call and might have forgotten to give back their ballot)
2 Next time you compare and the numbers do not match or cannot be explained in the same way, you do not need to make a new note

HELPING ELECTORS

I think the elector might need help
1 Ask them if there is anything you can do to help
2 Listen carefully to what they say and be patient
3 Do your best to assist them
Elector has a disability
You are legally required to accommodate electors with disabilities and to serve them in a way that respects their dignity.
Face the elector and speak calmly. Even if they have a hearing impairment, your natural facial expressions, gestures and body movements will help them understand.
Lip reading
If an elector is deaf or reads lips, it may help them if you remove your mask for a short period. Keep at least a 2 metre distance between you and the elector. Wear your face shield or stand behind a screen, if you have one. Talk calmly, so that they can read your lips. Do not shout as it will not help, and may cause air droplets to spread further.
Large-grip pencils
Make sure that any electors that need to use the large grip pencils, have one. Collect it after it is used. If you run short of clean unused large-grip pencils, you can disinfect them for reuse.
Cell phones or assistive devices
Electors are allowed to use their cellphone behind the voting screen as an assistive tool to help them vote. If an app is used to take a photo of the ballot, ask them to make sure the photo is deleted after they have voted.
Handling the ballot
An elector with a visual impairment may ask an EO to put the ballot into the ballot box for them. The EO should ask whether the elector also wants to hold on to the ballot as the EO guides it, to make sure that it is deposited.

Service animals
Service animals are allowed inside the polling place where local law permits.
If the elector considers the animal to be a service animal, treat it as a service animal at the polling place. You do not need to know if the animal is trained or if the person has a disability.
Service animals are working animals and should not be disturbed unless there is good reason to do so.
Some service animals, like dogs, might make noise or bark in order to assist the person. Do not disturb service animals when they make noise, unless the noise is excessive.
If conflict arises, contact CPS for them to try and resolve it to the satisfaction of everyone involved and to complete an Incident Report EC 10051.

Some electors may need extra tools to vote independently.
The DRO has these tools:
• EC 50174 List of Candidates in Large Print — printed in a larger format for electors with a visual impairment
• EC 50140 Welcome to Your Polling Place Card — can be used to explain the voting process

Using the Voting Template
Electors with a visual impairment might want to vote using Voting Template EC 50170. The template allows them to vote independently.
You can get it from the CPS.
1 Follow procedures as written on the back of Voting Template EC 50170
Tell them what you are doing at each step (e.g. I am now tearing up the counterfoil)
2 Serve elector following regular process — p. 26
Note visually impaired electors are allowed to hold their ballot while you check the serial number and remove the counterfoil

Elector wants to be served in French
Electors have the right to be served in the official language of their choice. You are provided with tools to do so.
• “Un moment s’il vous plaît,” and ask the CPS if there is someone who is bilingual who can help
• If there isn’t someone who is bilingual, give the elector Bienvenue à votre lieu de vote EC 50140
Note the card explains the voting process. You can point to the steps as you do them
• If the elector is having difficulty, the CPS can call 1-800-463-6868 and ask for interpretation services
The elector wants help from an interpreter
An elector might need someone to translate the instructions of an election officer. Translation can be between English and French, or to any other language, including sign language.
Serve the elector following the regular process while the interpreter translates instructions for the elector.
Speak to the elector, not to the interpreter. Allow time for the interpreter to interpret.
Anyone interpreting and who is not an election officer must first make a declaration by completing a Helper Form EC 50036 — p. 104-105

Elector wants help to mark a ballot
The helper should ask the elector what kind of help they want. They may help with any of the following:
• Bringing the elector behind the screen
• Quietly reading out the names of the candidates and asking them which candidate they want to vote for
• Marking the ballot for the elector
• Folding the ballot for them
Make sure that nobody else sees or hears who the elector is voting for.
Helpers who are not an election officer must first make a declaration by completing a Helper Form EC 50036 — p. 104-105
This section provides information about possible situations that may occur during the poling place’s business hours.

Breaks and lunches
The CPS is to schedule breaks and meals during non-peak hours in order to avoid a disruption of service to electors. You will be replaced by another election officer so that you may take your break outside of the voting room. Remember the following
• Complete Log of poll workers — Events Log EC 50060 (page 2-3) at the start and end of each break, to show when another election officer is taking your place and issuing ballots in your place
• If there are only two workers at the polling place, one must stay with the ballot box and serve electors, while the other takes their meal at a different table or area of the voting room
• Disinfect your hands before you touch any of your personal items
• Do not eat meals or snacks at the service table between serving electors. Step away from the desk to take a break and remove your mask
• Maintain physical distancing and avoid group gatherings during breaks and lunch
• Try to bring your own lunch and dinner, and avoid ordering shared foods (ex: pizza)
Cell phones in the polling place
Electors, candidates or representatives can use their cell phones inside the polling place if they do not disturb others.
No one may record, film or take pictures inside the voting place.
There are three exceptions:
1 Electors with accessibility needs are allowed to use their cell phone behind the voting screen as an assistive tool to help them vote
2 Candidates’ representatives are allowed to use their cell phone to take pictures of Sequence Number Sheets after advance voting hours are over
3 You may use your cellphone to check text messages, etc. when you are on a break, away from your service desk, and not serving electors

Candidates’ representatives
Candidates and representatives must wear their Elections Canada authorized ID badge at all times. They must sign in with the CPS at each polling place they visit.
Their main contact is the CPS, who can ask them to leave or have them removed if they don’t follow Guidelines for Candidates’ Representatives EC 20045.
They must stay neutral in the polling place, respect the secrecy of the vote, and respect the safety protocols in place.
Up to 2 representatives per candidate are allowed at your polling station at a time.
• They can sit near to your table. Make sure their chairs are at least 2 metres from electors
• They cannot sit at your table
• They can ask the elector to see their ID, but only when the DRO asks to see it. They cannot touch an elector’s ID
• They can review the documents at your table
• They may interrupt the voting process to express doubt about an elector’s qualification to vote, but only before the ballot is issued
• when counting ballots on election night, candidates or representatives can observe the count, but cannot take any photos
If you have any questions about the behaviour of candidates or representatives, talk to the CPS
When a candidate’s representative arrives at your desk

Auditors
The Canada Elections Act requires that an audit take place to ensure compliance of the procedures at polling places. An auditor may come to your polling place.
Elections Canada authorizes auditors. They must wear the badge shown above.
Their main contact is the CPS.
They must stay neutral in the polling place, respect the secrecy of the vote, and respect the safety protocols in place.
Auditors usually work alone. They are observing voting procedures and reviewing the records being kept. They may observe at polling stations and at registration desks. They will not interrupt you or the voting process.
• They may circulate freely within the polling place
• They may sit close to your table so that they can observe properly
• They may examine an elector’s ID documents, but they cannot handle them
• They may review the documents at your table without interrupting the voting process
• They may ask you questions
• They will be making notes, on paper or on a laptop or a tablet. They will not take any pictures
When an auditor arrives at your desk
1 Ask to see their badge. If they don’t have it, send them to the CPS
2 Show them where they can sit
If you have questions about procedures, ask the CPS, not the auditor. If you have any questions about the behaviour of auditors, talk to the CPS
Auditors may have instructions on how to safely work with election officers

Feedback, concerns or complaints
If someone has feedback, a concern or a complaint:
1 Take it seriously
2 If it is something you can address easily and quickly, address it, then tell the CPS
3 If you cannot address it easily and quickly, tell or direct the person to the CPS
Let the elector know that they can leave feedback on accessibility and their experience receiving services. They can use the Feedback on Accessibility and Voter Experience Form EC 50119 available near the front of the voting room. Inform your CPS of the situation. If the situation warrants it, an Incident Report EC 10051 can be filled out with all the details of what has been done to help the elector. The CPS can help.
Traffic or lineups
1 Ask electors waiting at your desk to stand behind the line, and keep 2 metres apart
2 Politely ask electors who have voted to leave
3 If traffic persists, ask the CPS or IO for help

Suspicious activities
1 Inform the CPS right away
2 Give them as much detail as possible, such as the person’s name, address, time of incident and any statements made by that person so that they may fill out an Incident Report EC 10051
3 Follow their instructions
Some examples of suspicious activities include:
• destroying or removing electoral material or campaign signs
• trying to use a fake ballot or one that was not issued to the elector by the DRO
• leaving the polling place with a ballot(s)
• trying to register or vote when not eligible or encouraging someone else to do so
• trying to force someone to vote or refrain from voting
• being intimidating or violent towards someone
• spreading false or misleading information about candidates, political parties, when, where and ways to register and/or vote, or about qualifications to vote
• taking photos or video inside the polling place unless pre-authorized by the Chief Electoral Officer
• displaying campaign material inside a polling place
Workplace harassment and violence
Elections Canada upholds a zero tolerance policy on workplace harassment and violence.
The CPS is designated to receive, document and report incidents happening at the polling place.
See the CPS if you witness or are a victim of harassment or violence.
Tips • If for any reason a certificate or form is started but then not
needed, write “CANCELLED” across it and give it to the IO or CPS to put in Office Documents Bag EC 50390

96 Voting Status Certificate
Purpose: To allow an elector whose name is crossed off the List of Electors to vote after making declaration 4.
Use the flowchart on pages 26-27 and 28 to determine whether the Voting Status Certificate is needed.
The Voting Status Certificate is completed by the DRO at the polling station.
When an elector is crossed off the list, it means they have already requested a ballot, but the elector may have been crossed off in error. They must make a declaration before voting by completing the Voting Status Certificate EC 50051.
Ask the elector if they have already been given a ballot during this election, or have requested a mail-in ballot. If they have, tell them that they cannot, by law, be given a second ballot. Ask the CPS for help.
Otherwise, tell them that they can vote at your polling station only if they sign a declaration that they have not already requested a ballot.

Purpose: To record the declarations(s) made by a person helping an elector to mark a ballot (5a), and/or interpreting an election officer’s instructions (5b).
If the helper is an election officer, this form is not required.
Use the Helper Form EC 50036 in the following cases:
• elector needs help marking a ballot (declaration 5a) or;
• elector wants help with the interpretation of instructions (declaration 5b)
The Helper Form may be completed at the registration desk or at the polling station.
The helper does not have to be a qualified elector.
A non-relative can only help one elector to mark a ballot.

106 Qualification Form
Purpose: To record the declaration relating to doubts about qualification to vote (1), or doubts about ID with non-residential address (2).
If the elector made — or will make — a declaration using another form or certificate, they do not also need to complete this form.
The Qualification Form EC 50034 is completed by the DRO at the polling station.
Complete this form when the DRO, a candidate or a representative has reasonable doubts about either:
• elector’s age or citizenship (make declaration 1)
• elector’s ID shows a mailing address instead of a residential address (make declaration 2)
