An exciting opportunity exists for a dynamic team player to join the executive team at the Shire of Broome in the role of Deputy Chief Executive Officer/Director Community Development. The position will lead and manage the Community Development Directorate and be responsible for the development and implementation of major strategic projects and partnerships in the Shire. In addition, the role also assists the Chief Executive Officer in operational functions across the organisation. The position will suit an experienced Senior Manager, who understands the importance of balancing the interests of the community with the strategic and commercial activities of the region. Excellent communication and negotiation skills along with a passion for Local Government are imperative qualities for this position. The position also requires someone with solid experience in the development and implementation of major projects in partnership with other organisations. The position is offered under a performance based contract depending on qualifications and experience, with an attractive remuneration package of $180,000 - $200,000 (Broome and Housing Allowance inclusive) per annum. 8. POSITION OBJECTIVES
To participate in the strategic and operational planning for and undertake the day to day management and leadership of the Community Development Directorate. Contribute to the Shire’s objectives in the Strategic Community Plan and Corporate Business Plan, relating to this
area.

8.1 Deputy Chief Executive Officer
This position will assist the Chief Executive Officer in the day to day running
of the organisation to ensure integrity of projects and service across four (4)
Directorates.
8.2 Community Development
Work proactively and cohesively to successfully implement Councils strategic
direction in regards to the provision of community services and facilities
within the Shire.
Develop and implement plans and strategies which address community
needs and issues.
Effectively manage the financial and non-financial resources of the
Directorate.
To work collaboratively with all Directorates of the organisation to ensure
effective service delivery and capital development and maintenance of Shire
assets in accordance with the availability of resources.
8.3 Major Strategic Initiatives and Projects
Successfully lead the initiation, development and implementation of
multimillion dollar projects that enhance the social and economic prosperity
of the Shire.
Establish and manage long term strategic partnerships with key external
stakeholders, including the Government agencies, to facilitate major strategic
initiatives.
Establish and manage internal project teams from across the organisation to
develop and implement projects as and when required.
Work with the CEO to progress the Shire as a regional growth centre of the
Kimberley region.
*projects currently under development or implementation include 12.6million redevelopment of Chinatown (Broome CBD), construction of new commercial offices valued at 6million, 3.3million renewal of Broome Recreation and Aquatic Centre, development of the Urban Renewal project in partnership with the Department of Housing and redevelopment of the
Roebuck Bay Caravan Park.
9. COMPETENCY REQUIREMENTS
A minimum of 5 years’ experience leading multidisciplinary teams at a senior level, preferably in local government environment.
Demonstrated experience in the ability to identify, develop and maintain strategic partnerships to deliver organizational objectives, projects and initiatives.
A sound understanding and knowledge of Local Government Functions; Statutory Requirements and Laws

Highly developed communications skills including the ability to negotiate and influence outcomes.
Significant experience in financial management of capital and operational budgets including the ability to source external funding.
Demonstrated ability to think strategically and translate direction through the development and implementation of business and service plans.
Qualifications
Possession of a relevant tertiary qualification with possession of, or progress towards, a Post Graduate qualification in Management being desirable that is applicable to the position.
Possession of a current ‘C’ (Manual) class driver’s license allowing the holder to drive legally in Western Australia.

10. KEY DUTIES/RESPONSIBILITIES
10.1 In consultation with Council, promote and implement strategic and service delivery plans for the Shire.
10.2 Co-ordinate, in conjunction with the Executive Management Team, the fiscal management of the Shire to reflect Council’s aims and objectives.
10.3 Manage the Human Resources to ensure the supervision and management of Departments are all in accordance with corporate aims laid down by Council.
10.4 Promote a staff training program that will improve staff skills across the organisation, which will assist staff in focusing on service delivery to the Community.
10.5 Administer the legal, statutory and election process of the Council’s operations and be the chief adviser to Council on these matters to ensure Council is operating within the statutes and all legal requirements are met.
10.6 Be responsible for effective day to day operations of the Shire.
10.7 Ensure all legal and statutory compliances are met particularly related to substantial asset infrastructure.
10.8 On behalf of Council, make effective representation of the issues, views, policies and needs of Council, as required.

12. EXTENT OF AUTHORITY
12.1 The Limits of Authority within which this position operates are:
Statutory requirements; Council policies; Position Performance Outcomes/Key Performance Indicators, and budget determinations.
12.2 This position may make Independent Decisions (without higher level guidance) in:
the day to day operation and management of the Directorate in the areas of: Compliance & Public Interest Disclosure and Business Systems including: - Duties in accordance with statutory requirements (Acts, Regulations,
Local Laws, Policy etc.) - Operational liaison with customers; stakeholders and external agencies - Operates within the financial parameters as agreed by the Shire of
Broome Council in its annual budget and associated plans. - When Acting in the Role of Chief Executive Officer, all requirements of
that role. -
12.3 This position Gives Direction to:
Community Development team members.
Across the organisation as required for development and implementation of major projects and initiatives to meet organisational objectives.
12.4 This position may Exert Influence in and Make Recommendations on:
Council Policy; procedure and Local Laws relevant to the Community Development Directorate.

12.5 This position is required to undertake Problem Solving by:
Demonstrating initiative and undertaking research, remaining compliant with corporate policies; standards and relevant legislation.
12.6 This position may approve and authorise on behalf of Executive and Council:

management of the Directorate including:

Summary of Conditions of Employment and Entitlements
The position is offered under a performance based contract of three to five years. An attractive remuneration package is offered, negotiable up to $200,000 per annum. Salary Package details (per annum figures)

Salary:
A base salary is offered from $130,000 to $150,000 (depending on experience) per annum which is inclusive of any leave loading component.
Broome Allowance:
A Broome allowance is paid as part of the salary package.
Housing Allowance:
This position attracts the Shire of Broome Housing Assistance Allowance. An Allowance of $560 per fortnight ($14,568 pa) is paid to the employee if they occupy a Shire-leased property. [Please note the Housing Allowance is a separate allowance that does not attract superannuation or other cash benefits.]
Hours of Work:
This position is based on a 38 hour week, however, flexibility is required and additional hours
will be needed at times to achieve objectives. After hours functions (Council Meetings etc.) will
also require attendance.
Annual Leave:
Employees will be entitled to 25 DAYS annual leave

Personal Leave:
You will be entitled to (15) fifteen personal leave days per year. This is accumulative and does
not exceed 260 days.
Long Service Leave:
Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable
between Local Authorities in Western Australia.
Uniform Policy:
Employees are currently provided with a uniform in accordance with the Business Operating
Procedure 2.002.
Superannuation:
Superannuation Guarantee. Council currently contributes 9.5% of fortnightly salary.
Additional contributions (optional):
Council currently contributes an additional 3% (to a total of 12%) of fortnightly salary when an
employee contributes a minimum of 5% of their fortnightly salary. If this option is taken, there is
17% contributed to the employee’s Superannuation account; 12% from the Employer and 5%
from the employee.
Probationary Period:
A three-month probationary period is applicable to this position. At the successful completion of
this period your continuity will be recommended to the Chief Executive Officer for confirmation.
The period of probation can be extended by the manager/supervisor for an additional period of
no greater than three months.
Performance Reviews:
Reviews are undertaken annually by the CEO.
Medical Examination:
All new appointees to Council staff are required to complete a medical questionnaire on
commencement. If necessary a Medical examination will be required. Full documentation for
the requirements of the position will be given to the Medical Practitioner prior to the examination
and costs are paid for by the Shire of Broome. Existing illness will not preclude an appointment.
Relocation Expenses
The Shire of Broome will reimburse the cost of removal expenses up to $10,000-00. If the new
incumbent does not retain their position for 12 months, a percentage of the costs are to be
reimbursed to the Shire. Details can be outlined upon request.
Vehicle Usage
The position is offering restricted private use of a vehicle within the State from Karratha to the
NT border, as detailed in Council policy, 2.2.5.
Australian Federal Police Certificate
This position requires the possession of a valid Australian Federal Police Clearance.
