1.StatementfromtheChairThe Department of Population and Public Health Sciences continued to grow its educationalmission and sustain its research mission during 2017. A new graduate certificate program inepidemiology was launched. The MPH program completed its transition to the SOPHASapplicationplatform,andhadanotherstrongyearofstudentsuccess.AfteritwasannouncedthattheNASAgrant funding the aerospacemedicine residencyprogramwouldbediscontinued, theaerospacefacultybeganrestructuringthecoursesintoacertificateprogram,whichwasapprovedandwill begin enrolling students in 2018. Researchers in substance abuse and disability issuescontinued towrite newgrants, securenew funding, and sustain their national reputation. Theundergraduatecourseinglobalhealthcontinuestofilltocapacitybothfallandspringsemesters.

Due to reductions in federal grantsupport,universityorganizationalrealignment,andfacultyrecruitmentandretentionhardships, itwas announced on April 26, 2017, that the Division of AerospaceMedicinewould be closing itsresidencyprogramandsuspendingitsMasterofScienceprogram.Asaresultofthisdecision,significantchangeswereimplementedwiththegoalofcompletingtheeducationalprogramsofcurrentMSstudentsandAerospaceMedicineresidents,whileconcurrentlyreducingDivisionfinancialexpendituresandoperatingcosts.FocusedeffortsbynewlyappointedDivisionleadershipledtoanimmediatereductioninspending,relocationandreductioninrequiredofficespace,andgradualdrawdownofremainingprogramfacultyandstaffduringthisperiod.EffectiveJune30,2018,allMasterofSciencestudentscompletedtheirstudiesandgraduatedfromtheMSinAerospaceMedicineprogram.Additionally,allAerospaceMedicineresidentscompletedtrainingortransferredtotheUniversityofTexasMedicalBranchGalvestonforcompletionoftheirtraining.Whilethesegoalswerebeingachievedandoperatingadjustmentsaccomplished,supportfromtheAerospace Medicine community at large, coupled with support from Wright State University,

Boonshoft SchoolofMedicine, and theDepartmentofPopulationandPublicHealth Sciences, anenvironmentofinnovation,collaboration,andpositivechangewastakingshape.CURRENTSTATUSAsof1July2018,theDivisionofAerospaceMedicinetransitionedoperationstoanunprecedentedlevelofefficiencyandacollaborativeeffortwiththeDepartmentofPopulationandPublicHealthSciencesMastersofPublicHealthprogram.Theseachievementshavesignificantlyreducedfinancialexpenditures and resulted in tremendous cost savings to theUniversitywhile creating first of itskindeducationalopportunitiesforfuturestudents.The centerpiece of these new educational opportunities is a Certificate Program in AerospaceMedicine. This new certificate program was proposed in January 2018 and submitted to theUniversity for review in May 2018 with final approval anticipated September 2018. The newcertificateprogramdrawsuponandexpandsfoundationalcourseswithintheMasterofScienceinAerospaceMedicinecurriculum.EntrancerequirementsforstudentsintotheCertificatePrograminAerospace Medicine are unprecedented and have been designed to be exceptionally inclusivecomparedtohistoricaladmissiondemographics.A second novel educational opportunity is the creation of an undergraduate level course inAerospaceMedicinetargetedtowardfreshmanandsophomorelevelstudents.ThiscoursemaybethefirstofitskindintheUnitedStatesandisbeingdesignedfromthebeginningtobepresentedinadistancelearningformat,therebyaligningitselfwiththecontinuedtrendofasynchronousonlineeducation.Athirdplannedendeavoristransitioning/expandingtheCertificatePrograminAerospaceMedicineto an entirely online based format, similar to the undergraduate course currently being created.ThisprocesswilltaketimetocompletebutwhenfinishedwillbetheonlyprogramofitskindintheUnited States and possibly abroad, thus setting Wright State University, Boonshoft School ofMedicine,DepartmentofPopulationandPublicHealthSciences,DivisionofAerospaceMedicine,onapositivetrajectoryforthefuture.
TheDPPHSEducationCenterislocatedat3123ResearchBlvd.inKettering,Ohio.The DPPHS Education Center’s mission is to provide education, conduct research, and promoteservicetowardsimprovingandsustainingthehealthofpopulationsandindividualsworldwide.
Educational responsibilities of the Center include the Master of Public Health (MPH) degreeprogram, certificates in Health Care Management, Public Health Leadership, Global Health,Emergency Preparedness, Epidemiology, and AerospaceMedicine, the Health Care Managementconcentration for theWright StateUniversityMaster of Business Administration (MBA) program,the Physician Leadership Development Program, Public Health Grand Rounds, medical studentcoursework in Population Medicine, Quantitative Analysis, and Clinical Prevention, and anundergraduate course inGlobalHealth. All graduate school coursework offeredby theCenter is

provided at the Research Park campus, and all courses are offered in the evenings. InstructionsupportingmedicalschoolcurriculumtakesplaceatWhiteHall,andthePublicHealthGrandRoundstakeplaceatcommunity-basedsitesandtheWSUcampus.
TheMPHprogramisthe largestsingleactivityoftheCenter. Theprogramwas launchedin2004,andachievedfullfive-year,unconditionalaccreditationbytheCouncilonEducationinPublicHealth(CEPH)in2007.TheMPHprogramwasre-accreditedinApril2012forsevenyears,andwillundergoreaccreditation once again in 2019. The program is a community-based, interdisciplinary degreewithawidevarietyofprogrampartners.AcademicpartnersincludetheWSUCollegeofEducationandHuman Services, the Raj Soin College of Business, the College of Liberal Arts, the College ofMathematics and Science, and the College of Nursing and Health. Community partners includePublic Health Dayton and Montgomery County, as well as several other regional public healthdistricts. The Air Force School of Aerospace Medicine became a partner in the MPH programfollowing itsrelocationtoWright-PattersonAirForceBase in2011. TheMPHprogramofferstwoconcentrations;HealthPromotionandEducation,andPopulationHealthManagement.The certificate program in Health CareManagement (HCM)was launched in 2003, and providesgraduatelevelcourses inhealthresourcemanagementandpolicy,healthcarefinance,andhealthcare strategic leadership. It was developed as a joint venture involvingwith Raj Soin College ofBusiness.In2005,theCertificateProgramreceivedthePresident’sAwardforExcellence.StudentsintheWSUMBAprogrampursuingaconcentration inHCMareeligibletoenroll intheCertificateprogram,butarenotrequiredtodoso.In2015,theCenterlaunchedcertificateprogramsinGlobalHealth,EmergencyPreparedness.In2016,thecertificateprograminPublicHealthLeadershipwasbegun, and in 2017, new certificate programs in Epidemiology and in AerospaceMedicine werestarted.The Physician Leadership Development Program (PLDP) offers medical students an innovativeprogram through which they can obtain either a Master of Public Health (MPH) or Master ofBusiness Administration (MBA) degree while pursuing their medical degree. The PLDP programemphasizes physician leadership and provides a unique opportunity to integrate medical andgraduate studies through a longitudinal clinical experience that all students take during theirgraduateterm.Center faculty members have been innovators in medical education by lecturing in the areas ofpopulation medicine, quantitative analysis, professionalism, and clinical prevention for medicalstudentsintheBoonshoftSchoolofMedicine.Facultymadepresentationsatnational,regional,andlocalmeetings.MPHstudentspresentedatregionalmeetings.Inadditiontoteachingandresearch,faculty members serve the public health community through various partnerships with regionalhealthdepartmentsandmembershiponnumerous localcommunityboardsandcommittees. Themany culminating experiences and practice placements completed by MPH students led toextensive improvements and enhanced understanding of several public health programs andservicesinthemetropolitanarea,theregion,nationallyandglobally.MedicalHumanities faculty continue to support theclinical curriculum: inYear1,participating intheClinicalMedicinecourse;Year2,Reproduction-EndocrineCourseandICM(Witscreeningsand

These are human growth anddevelopment, which includes the ongoing curation and use of the Fels Longitudinal Study; theCenter for Interventions, Treatment and Addictions Research (CITAR); and Substance AbuseResourcesandDisabilityResearch(SARDI).TheFels LongitudinalStudy,whichbegan in1929, is theworld’s longest running studyofhumandevelopment,growth,bodycomposition,andaging.Fels-related research focusesonexamining risk factorsandhealth consequences foranumberofcommon diseases, including obesity, cardiovascular disease, sarcopenia, osteoporosis, andfunctional declinewith aging. Researchers are interested in examining these questions using an

approachthatexamineshealthanddiseaseacrossthelifespan.Thesestudiesincludeinvestigationsof normal childhood growth and development, as well as studies of normal aging and chronicdiseaserisk.
TheCenteralsoadministersundergraduateandpre-graduatestudenteducationalresearchtraining.FundedbytheNationalInstitutesofHealth,theSTREAMS(Short-TermTrainingProgramtoIncreaseDiversity in Health-Related Research) encouragesmembers of underrepresentedminority groupsand students with disabilities to choose careers in cardiovascular-related research by providingshort-termresearchinternships.The Center for Interventions, Treatment and Addictions Research (CITAR) represents the focalpointforsubstanceabuserelatedservices,academicresearch,andservicesresearch.AnumberofdifferentprogramsandprojectsoperatewithinCITAR.FundedGrantsIn 2016, The National Institute on Drug Abuse funded a two-year study entitled, CharacterizingFentanylOutbreaks:EthnographicandForensicPerspectives.(R21DA042757.RamintaDaniulaityte,PI). The overall purpose of this time sensitive R21 study is to characterize non-pharmaceuticalfentanyl (NPF)outbreaksthroughthe integrationofethnographic/qualitativeassessmentofactiveuserknowledgeandexperiencesofNPFuse,andtheresults fromforensicanalysesconductedbythepostmortemtoxicologyandcrimelaboratoriesatMCCO/MVRC.In2016,TheNational InstituteonDrugAbusefundedafour-yearnaturalhistorystudyentitled,ANaturalHistoryStudyofBuprenorphineDiversion,Self-Treatment,andUseofDrugAbuseTreatmentServices. (R01DA040811.RamintaDaniulaityte,PI).Theoverallpurposeof thestudy is todescribeand analyze the nature and consequences of buprenorphine diversion among opioid dependentusers. Opioid-dependent people (n=400) who have recently used diverted Suboxone or genericbuprenorphinewillberecruitedandinterviewedevery6monthsfor2yearstoelucidatetrajectoriesof buprenorphine and other opioid use, adverse health consequences associated with illicitbuprenorphineuse,andsubstanceabusetreatmentutilization.Usingmixedmethods,thestudywilldetailandcontextualizeanemergingphenomenonofpublichealthconcern.In 2014, the National Institute on Drug Abuse funded a three-year study to be conducted byresearchers in CITARandKno.e.sis, entitled,Trending: SocialMediaAnalysis toMonitor Cannabisand Synthetic CannabinoidUse, (R01DA039454; Amit Sheth and Raminta Daniulaityte, PIs). Theoverall goal of this study is to develop an innovative software platform,eDrugTrends, that willfacilitate analysis of trends in knowledge, attitudes, andbehaviors related to theuseof cannabisandsyntheticcannabinoidsasdiscussedonWebforumsandTwitter.eDarkTrends: Monitoring Darknet Markets to Track Illicit Synthetic Opioid Trends. The overall goals of this time-sensitive R21 are to harnesscryptomarketdatatoconductsurveillanceoftheillicitsyntheticopioidmarketingavailabilitytrendsovertime,andidentifynewsubstancesastheyemergeoncryptomarkets.

TheSubstanceAbuseResourcesandDisabilityIssues(SARDI)Programseekstoimprovethequalityof life for persons with disabilities, including those who are concurrently affected by behavioralhealth issues. The SARDI Program achieves its objective by conducting collaborative andparticipatoryresearch,developinginterventionapproachesandtraining,anddisseminatingrelatedinformation.NewGrantsAwardedtoSARDIsince2017In2017,SARDIreceivedaone-year(2017-2018)grantfromtheMontgomeryCountyJuvenileCourtfor$23,310toconductprogramevaluationfor14oftheirprograms.Thisprojectjustreceivednoticethatthegrantwasrenewedforthe2018-2019fiscalyear.
In2017,SARDIreceivedaone-year(2017-2018)planninggrantfromtheBureauofJusticeAffairsfor$19,500toconductprogramevaluationfortheSharonvillePoliceDepartment'sJusticeandMentalHealthCollaborationgrant.

SARDIprovidesevaluationservicesforSAMHSAMentalHealthFirstAidgrantsof$375,000awardedtoeachofthreelocalgrantees,EastDayton,MountOliveBaptistChurch,andMentalHealthAmericafrom2015-2018.ThesegrantsareintendedtoprovideMentalHealthFirstAidtrainingtoindividualsrecruitedbythegrantees.SARDIstaffwillcollect,manage,andanalyzedataforthesethreeprojects.
InteractforHealth(formerlytheHealthFoundationofGreaterCincinnati)awardedSARDIaone-yeargrantof$15,000toevaluateaMindfulnessProjectfundedbyInteractforHealth.Thisprojectdidcontinuethroughallof2017andendedinJune,2018.ItstudiedtheeffectofyogaandmindfulnesstrainingofcopingandmentalhealthinveteranswithPTSDandthecounselorswhotreatthem.
SARDIwasawardedacontracttoevaluatea3-year(2015-2018),$300,000grantawardedtotheMontgomeryCountyADAMHSBoardbytheBureauofJusticeAffairs.ThisgrantdevelopedadiversionprogramforthecountyandhasincreasedthenumberofcasemanagersintheCountyJail.

In2014,SAMHSAawardedthreegrantstotaling$2,000,000toSARDIoverafour-yearperiod(9/30/2014–9/29/2018),includingaCMHSgrantfor$917,200,aCSATgrantfor$298,200,andaCSAPgrantfor$784,600.ThesegrantssupporttheIntensiveContinuum-of-CareServices(ICS)Project,whichwillprovideAOD/HIVpreventionservicestoyouthandadultsandprovideco-locatedtreatmentofsubstanceusedisorders,mentalhealthdisorders,andHIVatSamaritanBehavioralHealth.Theseprojectsrequestedandreceivedaoneyearnocostextensionandwillcontinueuntil9/29/2019.
In2014,SARDIreceivedafive-year(10/1/2014–9/30/2019)NIDRRDRRPgrantof$2,449,934totranslateandvalidateeightwidelyusedassessmentinstrumentsintoAmericanSignLanguage(ASL).Theseinstruments,oncevalidated,willbemadeavailableonlineforfree,andtheirusebyVRcounselorswillbemonitoredandanalyzed.
In2014,SARDIalsoreceivedaNIDRRFIPgrantof$599,977in2014foraperiodofthreeyears(10/1/2014-9/30/2017)toinvestigatetheuseofwebportalsandonlineVRservicesbycounselorswhoaretrainedbySARDIstafftousetheseservices.Aoneyearnocostextensionwasrequestedandreceived,sothisgrantends9/30/2018.
SARDIcontinueda5-year(2013-2018)grantfromOhioMHASfor$415,000toconductGPRAtrainingandprovideGPRAdatamanagementfortheirSAMHSASBIRTCooperativeAgreement.Thisprojecthasrequestedanocostextensionbuthasnotreceivedanapprovalawardyet.
SAMHSAawardedathree-yearCSATgrantof$1.5milliontoSARDIforitsSisterline2project.ThisgrantfundssubstanceabusetreatmentandHIVandtraumapreventioninterventionsforAfricanAmericanwomeninMontgomeryCountyfrom2016-2019.

SARDIalsoreceivedaSAMHSAgranttosupplementitsMinorityAIDSInitiativeContinuumofCarePilotwithasyringeexchangeprogramin2016.Thisgrantwasawardedforanadditionalyearandwillend9/29/2018.ItallowedSARDIstafftoworkwithPublicHealthstafftoprovideaneedleexchangeprogramatMt.OliveChurchinwestDayton.SARDIstaffsubmittedadditionalgrantapplicationsthisreportingperiod:InJanuary2017,aprojectwasdevelopedbySARDIstaffandsubmittedtoNIDLRRforaprojectthatwouldfocusonvirtualreality.Thisprojectwasnotfunded.InFebruary2017,acollaborativegrantwaswrittenwithFamilyMedicineandsubmittedtoNIH.Itrelatedtoemotionallearningandadversechildhoodexperiences.Thiswasnotfunded.AlsoinFebruary2017,aSAMHSAATTC(AddictionTechnologyandTransferCenter)proposalwassubmittedbutnotfunded.

InMarch2017,acollaborativeproposalwasdevelopedwithHospiceofDaytonandsubmittedtotheAmericanCancerSocietyrelatedtopalliativecare.Itwasnotfunded.InApril2017,SARDIcollaboratedwiththeDaytonPoliceDepartmenttosubmitaproposaltoBJArelatedtohelpingaddictsgetintotreatmentandrecovery.Itwasnotfunded.AnothercollaborativeproposalwassubmittedinMay2017totheNationalInstituteofJusticeinpartnershipwiththeMontgomeryCountySheriff’sDepartment.Itwasnotfunded.InAugust2017,wewereafinalistforanOhioThirdFrontierReadMIprojectwithFamilyMedicine.However,wedidnotreceivefunding.InJanuary2018,aproposalwassubmittedtoSAMHSAundertheirOffenderReentryProgramtocontinueworkingwithsubstanceabusingindividualsbeingreleasedfromtheMonDaycorrectionalfacilityortheMontgomeryCountyJail.Wearewaitingtohearaboutfundingstatus.InFebruary2018,aproposalwasdevelopedbyFamilyMedicineandDr.WilsonandsubmittedtoSAMHSAforaScreening,BriefIntervention,andReferraltoTreatment(SBIRT)project.Iffunded,SARDIwouldprovidetheevaluation.Wearewaitingtohearaboutfundingstatus.AnotherproposalwassubmittedinFebruary2018incollaborationwithDWAVE(DeafWorldAgainstViolenceEverywhere)totheOVWtoprovideonlineservicesforDeafwomenwhoarevictimsofviolence.Wearewaitingtohearaboutfundingstatus.AnAHRQReadMIproposalwassubmittedincollaborationwithFamilyMedicineinFebruary2018.Itwasnotfundedbutisbeingrevisedforanewsubmission.InApril2018,SARDIsubmittedagrantproposaltoSAMHSAundertheirEnhancementandExpansionofTreatmentandRecoveryServicesforAdolescents,TransitionalAgedYouth,andtheirFamilies(TREE)ProgramtoworkwithDaybreaktoprovideservicestotransitionagedyouth.Wearewaitingtohearaboutfundingstatus.InApril2018,aproposalwaswrittenbyDr.WilsonforMt.OliveBaptistChurchtoSAMHSAtoprovidementalhealthawarenessandotherservicestoAfricanAmerican.Iffunded,SARDIwouldbetheevaluatorsfortheproject.Wearewaitingtohearaboutfundingstatus.AlsoinApril2018,aNIDILRRproposalrelatedtovirtualrealitytoassistpeoplewithlowvisionwassubmitted.Wearewaitingtohearaboutfundingstatus.ACDCPrestograntwithFamilyMedicinewassubmittedinApril2018.Wearewaitingtohearaboutfundingstatus.InJune2018,twoproposalsweredevelopedwithtwopartners(Mt.OliveBaptistChurchandtheDaytonPoliceDepartment.BothsubmissionsweretoSAMHSA’sMentalHealthAwarenessTrainingprograms.Wearewaitingtohearaboutfundingstatus.

ReachOutofMontgomeryCounty(ROMC)startedin1994asaRobertWoodJohnsonFoundationgranteewithamissiontosecuretheunderservedpopulationaccesstoequityofhealthcareservicesbylocalphysicianvolunteers.FoundedbyDaytonandMontgomeryCountyPublicHealthDepartment,WrightStateUniversityBoonshoftSchoolofMedicine(WSU-BSOM),andMontgomeryCountyMedicalSocietyROMCgatheredadditionallong-termsupportfromareahospitalsystemsPremierandKetteringHealthNetwork.SupportedbyprofessionalvolunteersandstudentsfromsurroundinguniversitiesWSU-BSOMandEllisInstitutePsychologyDept.,UD-PhysicalTherapyDepartment,CedarvilleCollegeofPharmacy,andSinclairHIMdepartment,ReachOuthasbecometheflagshipforintegrationofcarethroughitsmultidisciplinaryapproachtochroniccare.AccordingtoOhioAssociationofFreeClinics,ReachOutisthesecondlargestfreeclinicinsizeandserviceinthestateofOhio,FirsttoopenacharitablePharmacyaswellascarryaAAAratingonqualitystandards.ReachOut’sexpandsitsaccesstocreateequityincaredeliverywithamulti-culturalawarenessandsensitivitytohealthcareritualsandpracticethroughouttheworld.TheDepartmentofPopulationandPublicHealthSciencesisalsoaffiliatedwithPremierCommunityHealth. PremierCommunityHealth ispartofPremierHealthPartnersandserves thecommunitywith programs focused on prevention, early detection, and self-management education aroundheart,cancer,diabetes,andlunghealth.ItprovidesmammogramsandPapteststouninsuredandunder-insured(workingpoor)womenover40 inninecounties. Italsoprovides freeand lowcostheart risk assessments, colorectal cancer kits, diabetes education andhemoglobinA1C’s, tobaccocessationcounselingandmore.
