The commission was authorized by ExecutiveOrder 98-06, which was signed by late GovernorMel Carnahan in 1998. A new executive ordersigned by Governor Bob Holden in 2003 addedthree additional agencies to the commission. Thecommission has 21 members, including two co-chairs, agency representatives, members at largeand an executive director. The bipartisan mem-bers serve a single term that expires at conclusionof commemoration activities in fall 2006.

Community Assistance OfficeThe Community Assistance Office provides a

single point of contact to put Missourians intouch with information, education, and financialand technical assistance throughout the depart-ment. It provides service to businesses, industry,communities and citizens statewide. The officealso helps connect the public with financialresources in other state and local agencies thatdeal with natural resource issues, making thisoffice a ‘portal’ through which communities canaccess not only the department’s financial assis-tance and information, but connections withother agencies’ resources, too. The funding op-portunities presented to the public address air,water, land, energy and several other quality-of-life issues that affect economic development inMissouri, helping communities and businessesutilize their resources in other areas.

Communications and Education OfficeThe Communications and Education Office

provides public information support for the de-partment by working with the news media andby producing a variety of publications, includingthe department’s award-winning magazine Mis-souri Resources. This office provides support fordepartment special events and development of aWeb site that receives more than 1 million visitsper month. The Communications and EducationOffice also provides professional developmentcourses and workshop opportunities to Missourieducators on environmental issues statewide.

Environmental Assistance OfficeThe Environmental Assistance Office pro-

vides information and assistance to businessowners, local governments, educational institu-tions and the general public on how to controlor reduce pollution. Assistance is providedthrough telephone conversations, written com-munications, workshops, personal meetings andnon-regulatory evaluations and assessments offacilities. The office also coordinates training andcertification of operators of drinking water,

wastewater and concentrated animal feedingoperation treatment facilities. The program sup-ports the Small Business Compliance AdvisoryCommittee, which evaluates the effects of envi-ronmental requirements on small business.

Missouri Energy CenterThe Missouri Energy Center focuses on three

areas of responsibility: analyzing energy sup-plies and prices, encouraging the use of energy-efficient practices and advocating for renewableenergy resources and technologies to benefitMissouri’s environment and economy.

Center employees provide technical and fi-nancial assistance for energy-efficiency and re-newable-energy improvements; support marketdevelopment and demonstration projects pro-moting clean energy sources and technologies;and provide energy data, information and re-search on energy issues to all Missourians.

Missouri Energy Center employees work withresidential, agricultural, educational, local gov-ernment, business and industrial clients to devel-op energy-efficiency programs and measuresthat pay back the initial investment within a rea-sonable time frame. Staff members consult withthe Office of Administration and other agenciesto integrate energy efficiency into state buildingsand purchases.

The center trains other state agencies to usealternative fuel vehicles in compliance with stateregulations, and it partners with the federalClean Cities programs in Missouri’s metropolitanareas to strive for cleaner air and water throughalternative transportation fuels and technologies.Center employees also manage the mid-Missourirideshare program and connect Missouri com-muters to the carpooling program nearest them.

The Missouri Energy Center provides finan-cial assistance for energy-efficiency projects andadministers the low-income weatherizationassistance program, which serves Missouri citi-zens through 18 local agencies. The programmakes more than 2,000 low-income familyhomes more energy efficient and safe each yearby installing measures such as wall and atticinsulation, cleaning and tuning heating systems,and reducing air infiltration. The Energy Center’slow-cost energy revolving loan fund helps

schools, colleges, universities and local govern-ments finance energy-efficiency projects so thatmoney saved can be used for other public needs.

Missouri Energy Policy CouncilThe Missouri Department of Natural Re-

sources also chairs the Governor’s Energy PolicyCouncil, which was established by executiveorder. The council considers and makes recom-mendations on several issues, including: majoraspects of energy policy, energy supplies andenergy prices; consumer protections, includingconsumer education, universal access, low-income assistance funding and the impact ofregulatory changes; new energy technologiesand trends; opportunities to increase energy effi-ciency, and; opportunities to increase the use ofdiverse and clean energy supplies to improve theeconomic vitality and environmental quality ofMissouri residences, businesses, farms and trans-portation.

The Missouri Department of Natural Re-sources chairs the council, which includes rep-resentatives from several state agencies, theGeneral Assembly, the general public, utilities,business and industry, the buildings sector, labor,energy efficiency organizations, renewable ener-gy organizations/ businesses and environmentalorganizations.

State Historic Preservation OfficeMissouri’s official historic preservation pro-

gram is administered by the Missouri State His-toric Preservation Office (SHPO). As the author-ized SHPO, the office receives an annual alloca-tion of federal Historic Preservation Fund

monies from the U.S. Department of the Interi-or’s National Park Service. These funds are usedto help identify, evaluate and protect Missouri’scultural resources.

The office coordinates surveys statewide toidentify historic, architectural and archaeologi-cal resources. Significant properties identified inthe surveys may be nominated to the NationalRegister of Historic Places, the federal list ofproperties deemed worthy of recognition andpreservation. Missouri has more than 1,400 list-ings on the National Register, including morethan 19,000 individual properties. The MissouriCultural Resource Inventory is being built frominformation gathered from the survey and nomi-nation process.

As part of its federally mandated responsibil-ities, the office reviews all federally funded orlicensed projects in Missouri to ensure compli-ance with related federal legislation. The officealso administers federal Historic PreservationFund matching grants for identifying and pre-serving cultural resources. Through Missouri’sCertified Local Government program, the SHPOtrains municipalities in local preservation tech-niques and awards federal matching grants tohelp accomplish local preservation goals.

Since 1976, federal tax incentives and relat-ed legislation have promoted interest in rehabil-itating historic buildings. In 1998, that interestwas augmented and revitalized with the author-ization of state tax credits, administered by theCommunity Development Division of the Mis-souri Department of Economic Development.The federal tax credits are available to privateinvestors who rehabilitate historic buildings foruses that produce income, such as office build-ings and apartments. The state tax credits may beused in combination with federal credits forrehabilitation on income-producing property orfor the rehabilitation of non-income-producingresidential properties. The SHPO reviews bothfederal and state tax credit applications for his-toric eligibility and conformity with preservationguidelines and standards.

The SHPO also works with the MissouriDepartment of Economic Development underthe Missouri Main Street program to fosterpreservation-based economic development inMissouri’s small towns. The office also adminis-ters Missouri’s Historic Preservation RevolvingFund, a state fund that allows the department tohelp preserve endangered historic buildings.

The Missouri Advisory Council on HistoricPreservation reviews all Missouri nominations tothe National Register of Historic Places. Thecouncil advises the department director, thestate’s historic preservation officer, on historicpreservation needs, plans and issues.

The Unmarked Human Burial ConsultationCommittee was established under provisions ofMissouri’s Unmarked Human Burial Act, whichgoverns the disposition of unmarked human bur-ial remains uncovered during ground-disturbingactivities.

Appointed by the governor, the seven-membercommittee, which includes an archaeologist, ananthropologist and representatives of minority andNative American groups, makes final decisions asto the respectful treatment and appropriate rebur-ial of all recovered unmarked human remains.

Protecting and enhancing the quality of Mis-souri’s environment is the responsibility of thedepartment’s environmental divisions. The Airand Land Protection Division’s specific focus isto prevent pollution and to protect the publicfrom harmful emissions, illegal discharges andwaste disposal activities. The division assists Mis-sourians with these goals through the traditionalroles of permitting and inspections, and throughproactive efforts to revitalize contaminated sitesfor redevelopment, assisting local entities withmeth lab cleanups, environmental emergencyresponse and more.

The division administers five technical pro-grams: air pollution control, environmental serv-ices, land reclamation, solid waste managementand hazardous waste management. The divisionhas three policy-making commissions: the AirConservation Commission, the HazardousWaste Management Commission and the Land

Reclamation Commission and one advisoryboard, the Solid Waste Advisory Board.

Air Pollution Control ProgramThe department’s Air Pollution Control Pro-

gram carries out the policies established by theAir Conservation Commission.

The commission, through a program involv-ing four delegated local governments and citizeninput, develops strategies for bringing pollutantsdown to safe levels in those areas with excessivepollutants.

To maintain clean air in Missouri, the Air Pol-lution Control Program surveys and inspectssources of air pollution. If a source consistentlyviolates the state’s air pollution control regula-tions, it is subject to enforcement action. Thecommission can grant variances, however, toindividual operations when a strict applicationof the regulations would cause an unreasonablehardship without public benefit.

The Air Pollution Control Program also eval-uates industries wanting to locate in Missouri,predicting their emissions and their impact onthe state’s air quality and requiring restrictionson emissions where necessary.

Environmental Services ProgramThe Environmental Services Program pro-

vides a 24-hour emergency hotline and monitor-ing, sample collection and analytical services tothe department’s environmental control pro-

grams. In addition, the program receives notifi-cations of environmental emergencies, providestechnical assistance for incidents involving haz-ardous chemicals, investigates contaminatedsites, conducts air quality monitoring and assistslocal agencies with monitoring.

Calls about environmental emergencies,including oil and chemical spills, are reported tothe program on an environmental emergencytelephone hotline 24 hours a day, seven days aweek at (573) 634-2436. Callers can receiveadvice and assistance. Technicians can be dis-patched to oversee cleanup, sampling or otheremergency activities.

The program operates air monitoring instru-ments at 30 locations throughout the state, per-forms air quality studies and uploads air qualitydata to the Internet for public access. Water sam-ples are collected from streams, wastewater treat-ment plants and industrial facilities that dischargeinto Missouri waterways. Various tests are per-formed to determine how the discharges affectMissouri streams. Samples are collected at bothabandoned hazardous waste sites and at facilitiesthat are actively engaged in treating, storing or dis-posing of hazardous wastes. More than 125,000total analyses are performed each year in the ana-lytical laboratory on air, water and soil samples.

This includes 100,000 analyses on drinking waterfrom public water supplies across the state.

The program assists with safe-handling man-agement and disposal of hazardous chemicalsfrom clandestine drug labs. Twenty speciallydesigned collection stations are located acrossthe state to provide law enforcement a safe andsecure location to temporarily store seized druglab chemicals. The program provides clandestinedrug laboratory investigation training and healthand safety re-certification in cooperation withthe Missouri State Highway Patrol.

The program manages the Chemical Acci-dent Prevention Risk Management Program, pro-viding technical advice to help entities complywith federal law. Regulated facilities are encour-aged to adopt effective chemical accident pre-vention programs and to work with Local Emer-gency Planning Committees to prepare forpotential accidental releases.

hazardous waste and hazardous substances. Thecommission also hears appeals of decisions madeby the department director and rules on requestsfor variances from hazardous waste managementand hazardous substance regulations.

The department’s Hazardous Waste Programprotects public health and the environment bykeeping Missouri’s water, soil and air from beingpolluted with hazardous wastes and hazardoussubstances. In addition to enforcing the statelaws passed to ensure proper management ofhazardous wastes being generated today, theprogram also oversees the state’s remedial fundfor cleanup of problem sites resulting from poorwaste management.

The Hazardous Waste Program reviews appli-cations for permits for facilities that treat, storeand dispose of hazardous waste to ensure thesefacilities conform to environmental laws and reg-ulations. The program also licenses hazardouswaste transporters that meet state requirements.

The program’s enforcement staff helps theregional offices inspect generators and treat-ment, storage and disposal facilities, and takesappropriate action to ensure a timely return tocompliance for those generators or facilities thatare out of compliance.

The program provides oversight for 98 haz-ardous waste treatment, storage and disposal facil-ities in Missouri. Currently, 24 are actively han-dling hazardous waste. The program maintains adatabase for more than 13,000 Missouri sites reg-istered as generators of hazardous waste. Many ofthese sites are no longer generating waste but theinformation is maintained for future reference. Theprogram also maintains the same information formore than 11,000 sites outside Missouri that haveregistered to bring their hazardous waste into Mis-souri for treatment, storage or disposal.

The program oversees cleanup activities at45 active or formerly used federal facilities inMissouri. These facilities are either U.S. Depart-ment of Energy or U.S. Department of Defensesites requiring remediation of hazardous orradioactive wastes that were disposed of prior tothe current laws and regulations. The programalso has several field offices, which allow on-sitepresence during federal facility cleanups.

The program evaluates and remediates federalNational Priorities List (NPL) sites, non-NPL sitesand sites on or proposed for the Registry of Aban-doned or Uncontrolled Sites in Missouri. The pro-gram has primary responsibility for 105 of the 154

active hazardous waste substances sites in Mis-souri including six of 25 National Priority List sites.

The program promotes voluntary cleanupsby allowing landowners to pay voluntarily forstate oversight of hazardous substance cleanups.Upon satisfactory cleanup, the department willissue a letter of completed remediation, whichwill facilitate the transfer of real estate. Out of395 voluntary cleanup applications, 156 sitesare completed with 138 sites currently active.

The department’s Hazardous Waste Programhas oversight of underground storage tanks andleaking underground storage tanks. The programoversees regulations governing the construction,installation, operation and closure of under-ground storage tanks and also is responsible forthe investigation and remediation of all leakingpetroleum underground storage tank sites.

The department’s Hazardous Waste Programis responsible for cleaning up contaminated drycleaner sites using a fund capitalized with feespaid by the dry cleaning industry.

Land Reclamation ProgramThe Land Reclamation Program works with

the mining industry and Missouri communitiesto minimize the environmental and health-relat-ed impacts of mining activities in Missouri. Theprogram is empowered by law to put into effectthe regulations and statues that regulate thestate’s mining industry.

problems. Abandoned mine lands are defined aslands mined prior to August 1977, which use100 percent federal funds for reclamation. Mis-souri’s abandoned mine land emergency pro-gram allows the Land Reclamation Program toreduce or control emergency situations in whichadverse effects of past coal mining pose animmediate danger to the public.

The Land Reclamation Program is responsi-ble for the issuance of strip mining permits relat-ed to the mining of industrial and metallic min-erals including coal, limestone, sand, gravel,clay, tar sands, barite, sandstone, granite andtraprock. As part of the permitting process min-ing companies must provide financial assuranceto the Land Reclamation Program that providesfor reclamation should the company not be ableto complete this activity. Reclamation bondsensure that sites are properly graded, replantedand maintained after mining ceases. After themining company completes all required recla-mation, the commission releases these financialassurances and relieves the responsible compa-ny of any further reclamation liabilities.

Land Reclamation CommissionThe Land Reclamation Commission is the

ruling body over Missouri’s mining requirementsset forth in three separate state statutes. Thesemining statutes protect public health, safety andthe environment from the adverse effect of min-ing and assure the beneficial restoration ofmined lands. The seven-member commissionincludes three statutory and four public mem-bers. The statutory members are the state geolo-gist, the director of the Missouri Department ofConservation and the staff director of the CleanWater Commission. With Senate approval, thegovernor appoints four public members. Onlyone member of the commission may have adirect link with the mining industry.

Solid Waste Management ProgramThe department’s Solid Waste Management

Program works to help Missourians and Missouribusinesses properly manage their solid waste toprotect public health and the environment.

The department’s Solid Waste ManagementProgram issues permits and permit modificationsfor solid waste disposal and processing facilities.Staff reviews proposed permits for facility de-sign, construction, operations and proper moni-toring controls. Program staff inspects permittedfacilities quarterly and oversees the operations ofthese facilities to ensure that they comply withthese permit conditions and do not have a nega-tive impact on human health and the environ-ment. In addition, staff investigates reports ofillegal dumping across the state. Enforcementactivities are conducted when necessary to en-sure proper solid waste management. Programstaff teaches state regulations to landfill opera-tors. Other focuses of the program include plan-ning, financial and technical assistance and edu-cational activities that inform the public of therelationship between individual consumptionand solid waste management.

Passage of Missouri’s Solid Waste OmnibusLaw in 1990 created the Solid Waste AdvisoryBoard. The membership of this board today con-sists of the chair of the executive board of eachof Missouri’s 20 recognized solid waste manage-ment districts, three citizen members and tworepresentatives from the solid waste industryappointed by the director of the Missouri De-partment of Natural Resources.

The Solid Waste Advisory Board advises thedepartment about the effectiveness of the depart-ment’s technical assistance programs; problemsexperienced by the solid waste management dis-tricts in developing and implementing solidwaste management plans; the effect of proposedrules and regulations upon districts; criteria forawarding grants from the solid waste manage-ment fund; solid waste management issues per-tinent to the districts; the development of solidwaste disposal alternatives and other relatedissues.

Protecting and enhancing the quality of Mis-souri’s water resources is the responsibility of theWater Protection and Soil Conservation Divi-sion. The division oversees and integrates techni-cal environmental programs for public drinkingwater protection, soil and water conservationand water pollution control. The department’sregional offices also report to this division.

The Clean Water, Safe Drinking Water and theSoil and Water Conservation Districts’ commis-sions are the three policymaking bodies assignedto this division. The division works closely withthe Department of Health and Senior Services, theDepartment of Conservation, the Department ofAgriculture, the Department of Economic Devel-opment, the University of Missouri, the U.S.Department of Agriculture, the U. S. Environmen-tal Protection Agency and numerous local part-ners in protecting the state’s water quality.

The five regional offices and seven satelliteoffices deal with local environmental matters.Regional offices in St. Louis, Kansas City, Spring-field, Poplar Bluff and Macon provide the de-partment closer contact with the public throughfield inspections of regulated facilities, complaintinvestigation, tank monitoring, front-line trouble-shooting and technical assistance, as well as localenvironmental emergency response. Regionaloffices support the air pollution control, waterpollution control, environmental emergencyresponse, public drinking water, solid waste man-agement, hazardous waste, and soils and waterconservation efforts. Satellite offices are generallylocated in state park facilities near Branson, Fes-tus, LaGrange, Osage Beach, Sullivan and Troy;the satellite office in Neosho is located in a U.S.Department of Agriculture facility.

Public Drinking Water ProgramSupervising the design, construction, opera-

tion and maintenance of public water supplysystems is the responsibility of the department’sPublic Drinking Water Program. Technical assis-tance on water-supply problems related to cities,water districts, subdivisions, mobile home parksand other facilities is provided. The program alsooffers training for public water supply operators.

The department’s Public Drinking Water Pro-gram requires monitoring of contaminants inpublic water systems and provides assistance indata interpretation and data management.

Financial assistance is provided throughgrants and low-interest loans to improve publichealth protection, regulatory compliance andcustomer affordability at public water systems.

Safe Drinking Water CommissionThe Safe Drinking Water Commission estab-

lishes criteria and procedures for administeringthe drinking water state revolving fund, whichmakes federal and state loan funds available tocommunities to upgrade and improve theirdrinking water systems.

The Safe Drinking Water Commission is anine-member commission appointed by the gov-ernor with the advice and consent of the Senate.Five members represent the public and fourmembers represent public water systems. Thecommission helps the department’s PublicDrinking Water Program to ensure that Mis-souri’s public water systems are providing safedrinking water. The commission adopts rules tocarry out the Missouri Safe Drinking Water Lawand Federal Safe Drinking Water Act.

Soil and Water Conservation ProgramThe mission of the department’s Soil and

Water Conservation Program is to administer thepolicies and general programs developed by theSoil and Water Districts Commission for savingMissouri’s soil and water through the conserva-tion districts in their work with landowners.

The primary responsibility of the depart-ment’s Soil and Water Conservation Program isto assist districts as they promote soil and waterconservation to their constituents. The districtsprovide financial incentives and technical assis-tance to agricultural landowners as well as edu-cate their communities through field days, toursand programs in schools.

Other program activities include encouragingconcentrated land treatment in special watershedareas, accelerating a statewide soil survey, admin-istering statewide cost-share and loan-interestshare programs and providing educational pro-grams. The program also provides direct assistanceto the 114 districts through grants and training.

Soil and Water Districts CommissionThe Soil and Water Districts Commission

determines the policies and programs to con-serve Missouri’s soil and water resources. The

commission is responsible for the soils portion ofthe parks-and-soils sales tax. The soil and waterconservation districts promote farming practicesthat reduce soil erosion and sedimentation ofwater in Missouri.

Ten commission members, six of whom arefarmers appointed by the governor, serve on theSoil and Water Districts Commission. The direc-tors of the departments of Natural Resources,Agriculture and Conservation and the dean ofthe University of Missouri–Columbia’s Collegeof Agriculture are ex officio members.

The basic functions of the program are plan-ning, permit issuance, compliance monitoring,financial and technical assistance and enforce-ment.

Planning activities establish water qualitystandards, identify water-pollution problems,develop solutions and help implement thosesolutions.

Permits set wastewater treatment levels nec-essary to protect water quality. These treatmentlevels are contained as conditions in permitsissued to municipal, industrial and other dis-chargers.

The program evaluates discharge-monitoringdata and permits, and performs inspections andinvestigations to determine whether facilities arein compliance with applicable laws and regula-tions.

In addition to municipal, industrial and otherpoint-source discharges, the department’s WaterPollution Control Program provides financialand technical assistance for the control of non-

point pollution caused by agriculture, mining,transportation and other activities.

The department’s Water Pollution ControlProgram provides loans and grants to local gov-ernments to assist in the construction of waste-water, drinking water and stormwater facilities.The department’s water pollution control andpublic drinking water programs perform engi-neering reviews and inspections to ensure ade-quate design and construction of facilities.

Clean Water CommissionSeven members serve on the Clean Water

Commission, with two members being knowl-edgeable about the needs of agriculture, indus-try or mining. The seventh member shall beknowledgeable concerning the needs of publiclyowned wastewater treatment works. The com-mission adopts rules and policies, hears appealsand establishes funding priorities, which are car-ried out by the department’s Water PollutionControl Program.

The Geological Survey and Resource Assess-ment Division is responsible for Missouri’s land,water and mineral resources and their protec-tion, potential use and development. The divi-sion restores land survey monuments, providessurvey data, protects groundwater supplies,defines hazardous areas such as those subject toearthquake or catastrophic collapse and protectsthe public by assuring the construction of safedams.

The results of studies conducted by the divi-sion are available to the public through pub-lished reports, maps and other documents. Pro-fessional staff members conduct seminars, work-shops and field trips. They also are available toassist in solving a wide variety of geological,water resource, dam safety and land surveyingproblems.

The division administers a cooperative pro-gram with the U.S. Geological Survey to obtaincertain types of water resource information andmake it available to the public. It also coordi-nates with the U.S. Geological Survey on theNational Cooperative Geologic Mapping Pro-gram, a national effort to complete geologicmaps for all states at a 1:24,000 scale.

A number of activities relating to oil and gas,geological studies of waste sites, spill responses,land survey work and enforcement of welldrilling law, are funded through agreements withother agencies or supported by fees. A geograph-ic information system, operated within the divi-sion, provides information on water resources,geology, well locations, mineral resources andgeologic hazards.

Division Director and State GeologistThe division director serves as the state geol-

ogist and is responsible for ensuring that statuto-ry obligations are met. The state geologist is theadministrator of the Missouri State Oil and GasCouncil and a member of the Land ReclamationCommission, the Well Installation Board, the

Missouri Boundary Commission and the Geolo-gist Registration Board.

Geological Survey ProgramThe Geological Survey Program assists the

citizens of Missouri by using geologic data tomanage land and water resources in an environ-mentally responsible manner. The demand forgeologic maps in the assessment of public-ori-ented projects such as waste disposal, geologichazards and groundwater resources is increas-ingly important in answering the concerns of thepublic. Accurate, reliable maps showing surficialmaterial and bedrock distribution, compositionand thickness are a vital part of resource man-agement and environmental protection. Staff in this program also conduct geologicfield investigations that provide technical assis-tance to the public and government agencies.These services include determining the environ-mental hazards posed by waste disposal prac-tices and spills of hazardous materials. Geologi-cal and hydrological principals also are appliedto minimizing the impact of chemical releases orwaste spills.

Staff in this program work to protect Mis-souri’s valuable supply of fresh groundwaterfrom pollution so that all Missourians can utilizeand enjoy the resources. This is done through theimplementation of the Well Drillers and Oil andGas Acts, and the Underground Injection Con-trol Regulations of the Safe Drinking Water Act.Working with industry and the public, construc-tion standards are set. This program also isresponsible for issuing permits to pump installersand the drillers of water, monitoring, mineralexploration and heat pump wells.

Dam and Reservoir Safety ProgramThe Dam and Reservoir Safety Program,

through the Dam and Reservoir Safety Council,is responsible for ensuring that all new and exist-ing non-agricultural, non-federal dams 35 feet ormore in height meet minimum safety standards.The program staff reviews engineering plans andspecifications; conducts hydrologic, hydraulicand structural analysis of dams; monitors con-struction of new dams and modification of exist-ing dams; may perform safety inspections ofexisting dams; and may respond to dam safetyemergencies.

The basic functions of the program areinspections, permit issuance, compliance and review, data management, and emergency response.

The program’s permit activity involves theissuance of construction, registration and safety

permits. Safety standards set by the Dam andReservoir Safety Council must be met before per-mits are issued. Registration and safety permitsrequire implementation of operation and main-tenance plans.

The program responds to emergency condi-tions and homeland security issues on all regu-lated dams and provides technical assistance ondams that are a threat of failure.

Data management includes maintaining dataon more than 4,000 dams for use by emergencymanagement officials, private owners, profes-

Water Resources ProgramThe Water Resources Program responsibilities

are defined in the water resource law, whichaddresses the development, conservation and uti-lization of the state’s water resources. The programprovides technical assistance in groundwater andsurface water resource hydrology, planning andwater use records to assist state agencies and com-munities in meeting their water-related needs.Functional units of the program include river basinplanning and policy, groundwater, surface water,water use economics, wetland conservation,source water protection and the state water plan.

The river basin planning and policy staffcoordinate issues relating to major river basinsthat affect Missouri. Geologists and hydrologistsrespond to inquiries from the public concerningwater quality and quantity, spring systems,groundwater recharge, caves and cave systemsand aquifer characteristics. Staff cooperate withthe U.S. Geological Survey in processing andpublishing water level and flood data from thestate’s observation well and stream gauging net-work. Technical support is provided in surfacewater such as reviewing projects and reports forhydropower, water supply, flood protection, in-stream flow and drought planning and response.

The program provides technical leadership tothe Climate and Weather Committee of theStatewide Drought Assessment Committee andtechnical assistance to those involved with wet-lands. Staff in this program also coordinate thedevelopment of the state water plan, a long-range,comprehensive statewide program concerningthe use and availability of the state’s surface andgroundwater resources. This includes existing andfuture needs for drinking water, agriculture, indus-try, recreation, environmental protection andrelated needs. Program staff coordinate with state

and federal agencies, and private sector organiza-tions and ensure public participation in the devel-opment and revision of the State Water Plan.

The Division of Administrative Support pro-vides the Department of Natural Resourcesadministrative and management support. Budgetdevelopment, internal audit, accounting, humanresources, electronic data processing, procure-ment, grants management and general servicesare functions performed by the division.

The Budget Program is responsible for devel-oping the department’s annual operating and cap-ital improvements budgets as well as the prepara-tion of management and legislative reports.

The Accounting Program has several majorfunctions: purchasing, fixed assets, and accountspayable, and maintenance; grant, project andfund accounting, reporting and monitoring;grant and fund fiscal management and analyses.

The Human Resources Program provides assis-tance to all divisions in the area of humanresources administration and position classifica-tion, implements the provisions of the state per-sonnel law, interprets employee benefits, conductspersonnel research, coordinates training and pro-vides career counseling, and maintains personnelrecords for all employees of the department.

The Management Information Services Pro-gram is responsible for coordinating and imple-menting data processing activities in the Depart-ment of Natural Resources. The coordination per-formed by the program provides a comprehensivecapability to enter, store and process manage-ment information relevant to the developmentand conservation of natural resources in Missouri.

The General Services Program is responsiblefor maintenance and operation of the agency’smotor pool, maintenance and operation of acentralized mailroom and supply center, surplus

Minority Environmental LiteracyAdvisory Committee

The Minority Environmental Literacy AdvisoryCommittee was established under RSMo640.240.

Members of the Minority Environmental Lit-eracy Advisory Committee are the director of theDepartment of Natural Resources or the direc-tor’s designee (who will serve as chairperson);three representatives of universities and collegesappointed by the affirmative action office of therespective institutions; the commissioner of theDepartment of Higher Education or the commis-sioner’s designee; the state affirmative actionoffice; and five at-large members appointed bythe governor, with the advice and consent of theSenate. The five gubernatorial-appointed mem-bers shall be high school teachers and collegeprofessors and shall be selected to represent var-ious regions of the state.

The committee is to award scholarships tominority and under-represented students to pur-sue environmentally related courses of study. Thepurpose is to increase the number of minorityand under-represented students who are enrolledin environmentally related courses of study.

This division acquires, develops and man-ages state parks and historic sites, and coordi-nates statewide programs in the areas of outdoorrecreation and trails.

In addition to providing Missourians withrecreational opportunities, this division pre-serves natural and historically significant re-sources. The division is funded primarily throughthe parks-and-soils sales tax, which was ap-proved by voters in 1984, 1988 and 1996.

State parks and historic sitesAcquiring, protecting, developing and inter-

preting a well-balanced system of areas of out-standing natural and historic importance is afunction of the Division of State Parks. The statepark system includes diverse recreational oppor-tunities, ranging from wilderness areas to troutparks. The park system includes 83 state parks andhistoric sites totaling more than 139,000 acresand attracts about 18 million visitors annually.

State parks protect outstanding natural fea-tures and interpret their significance for the gen-eral public through various means including pro-grams. Recreational opportunities include camp-

ing, picnicking, swimming, boating, fishing andhiking.

State historic sites commemorate events orstructures of statewide historical importance andhonor persons of state and national importance.Development of these historic sites is orientedtoward restoration. These sites include interpre-tation by signs, tour guides, booklets or museumexhibits.

Missouri State Park Advisory BoardThe board was created in 1986 to advise the

department on matters relating to state parks andhistoric sites. The board, appointed by the gover-nor, is composed of E. Sanford Baker, KansasCity, chair; Emily R. Grant ManagementThe Division of State Parks is responsible for

administering federal grant programs that pro-vide financial assistance to individuals, groupsand public entities for a variety of purposes.

The division administers funds from theRecreational Trails Program, which provides fed-eral money for the development of trails. TheMissouri Trails Advisory Board makes recom-mendations on grant awards and policy issuesfor the grant program. This advisory board ismade up of representatives of trail user groups,including those for motorized trails, walkingtrails, bicycle trails and trails accessible by indi-viduals with disabilities.

The division also administers and monitorsprojects funded through the federal Land andWater Conservation Fund (LWCF) program,which provides federal funds to local outdoorrecreation projects. In addition to administeringgrants, the division develops the Statewide Com-prehensive Outdoor Recreation Plan.

The LWCF grants are awarded through theState Inter-Agency Council for Outdoor Recreation(SIACOR). SIACOR members include the commissionerof the Office of Administration; a representativefrom the University of Missouri; and directors ofthe Departments of Natural Resources, Agricul-ture, Conservation, Economic Development,Transportation and Social Services. The Kansas City home of the late artistThomas Hart Benton is a historic site adminis-tered by the Division of State Parks.

Commissioners were selected for their per-sonal knowledge of and friendship with ThomasHart Benton, so as to be able to advise thedepartment on the accurate restoration of hishome, and the development of an interpretiveprogram for visitors. The commission accom-plished its original mission.
