DND FISS Program Overview
A Word on Transition
• Department of National Defence needs to evolve naval in-service support for ships and equipment Program Management;
• future fleet ship acquisition programs (AOPS, JSS, CSC)
• limited available resources
• materiel support difficult to optimize & align to operational requirements
• GoC and Defence Reforms/Initiatives
• National Shipbuilding Procurement Strategy (NSPS)• In-Service Support separately competed from acquisition
• Defence Procurement Strategy (DPS)• Industrial Technical Benefits (ITB) and Value Proposition (VP)
• Deficit Reduction Action Plan (DRAP)• Pressure on resources
• Defence Renewal (DR)• Identify and re-invest efficiencies• SBCA – Strategic Business Case Anaysis

FISS Governance Structure
FISS Program is governed by NaMMS MB•Chaired by DGMEPM as Chief Engineer for RCN
•Increasing appetite to add interdepartmental
governance (PWGSC, IC, Industry) as per DPS
ISS System Description Document (SDD)
Purpose
• The ISS SDD provides a description of the In Service Support (ISS) sub-system as it currently exists and is expected to operate within the Naval Material Management System (NaMMS)
• The ISS SDD is a subordinate document to the NaMMS SDD*
* the NAMMS SDD has a much larger focus than ISS sub-system within the NaMMS
• Informs development of the future ISS Systems Requirement Document (FISS SRD)
ISS System Description Document (SDD)
• Describes the ISS System Elements
• ISS Program Management
• Life Cycle Materiel management
• Technical Schedule management
• Service Delivery
• Ship
• Describes ISS System Behaviour
• Manage tensions between operational requirements, Design Intent,
limited resources
• Identifies both internal and external ISS System interfaces
• Identifies organizational elements required for ISS, including Industry
Future ISS SRD - Purpose
• Provides a common understanding of the FISS system, through a goal-based, flexible, non- prescriptive requirements framework
• lexicon is defined in the glossary
• The principal output of the FISS system analysis is the FISS System Requirements Document (SRD), which consists of the following elements:
• Statement of Outcome/Objectives (SOO);
• Statement of Requirements (SOR); and
• ISS System Requirements.
• Hierarchical framework with requirements traceability from the outcomes in the SOO down through the SOR and to the more detailed requirements in the SRD
16
Future ISS SRD Structure
• Holistic enterprise approach
• The FISS system design encompasses full spectrum
of design, management, training and execution of all
engineering and maintenance activity *
• Includes what sailors do onboard at 1st level through
to 3rd level delivery by FMFs *
• Includes Capital Program Design for Supportability
* MARE Journal No 74 – Commodore’s Corner, Summer 2014

FISS RFI Feedback Q #1 Naval Materiel ISS Model
• 4 of 7 companies found the model useful
• 3 made no comment
• Key Recommendation:
• add an acquisition layer to the bottom of the model (foundation)
• acquisition is much higher on the value chain (significant influence on through life costs)

FISS Program – Summary for UGM
• FISS Program entering Phase 3 Phase 1 – SDD, SRD
Phase 2 – Phase 3 Plan concept , System Design, and CIPs
• Phase 3 will include • Develop ISS System Blueprint 2025, and intermediate Tranches• Internal DND Org requirements• Industry response aligned to deliver FISS Outcomes within ISS Contracts
• FISS Phase 3 Planning surfaces “Transition” can start as early as Design for Support• CSC Program still has opportunity for DfS
• The CIPs represent initiation of Transition for Capital Program Acquisitions
• The CIPs represent organisational Transition to ensure delivery of FISS SRD
• FISS Program requires both GoC and Industry alignment to execute FISS SRD• SDD, SRD documentation is available to Industry via email: [email protected]
• There is appetite to consider Supportability as early as possible in Capital Programs (Defence Renewal)
