Executive Summary

Generic Example Text:

Base X is a medium sized base that will be required to expand to support new incoming capabilities. Expansion is required both for existing buildings, such as working and living in accommodation, and likely expansion of physical landholdings. Funding for the Base expansion will be drawn from the next Mid Term Refresh or Redevelopment project for sustainment, as well as coordination with incoming capability projects, which should be aligned within the Facilities and Infrastructure Program where practicable. The first funding for Base X will be from Project Y which is scheduled to commence in 2022. The investment priorities for the base at this time are summarised in Table 1. When the project is completed, Base X will have improved security by upgrading the base entry and perimeter fence, upgraded in ground infrastructure, new living in accommodation, and refurbished working accommodation to support incoming capability.

1. Introduction and Strategic Guidance

1.1 Estate Base Plan AimAn Estate Base Plan is a strategic planning tool that enables Defence to make informed decisions regarding land use planning, Defence estate disposition, infrastructure development and sustainment investments over a 25 year horizon. The Estate Base Plan is a critical document to define and plan the estate needs to support current and future capability requirements to <insert outlying year>.

The aims of the Estate Base Plan are to:

outline the current business needs of the base in the context of sustainment and known changes and capability drivers;

outline the strategic future of the base as the context for all of its estate planning, with a primary focus on the key functions and objectives of the existing and known future resident units and capabilities;

provide innovative solutions for optimal development (reinvestment and new development) and utilisation of the estate footprint;

include a regional view to inform decisions regarding precinct planning, infrastructure development and sustainment investment out to <insert outlying year>;

ensure healthy living and working environments; identify land planning requirements necessary to manage encroachment and any other

identified land planning requirement(s); consider the consolidation and rationalisation of the estate, including the future of surplus

or vacant facilities on the estate; maximise the efficiency, effectiveness and longevity of the estate, infrastructure and

facilities to meet current and known future capability requirements; and provide information to capability planners as to the ability of the base to support future

capability.

Further guidance on how to use this Estate Base Plan is provided at Appendix A.

1.2 Base Analysis ReportThe Base Analysis Report is the main supporting document for the Estate Base Plan. It provides an assessment of base functions and their drivers and a deeper analysis of identified key issues, constraints and risks, and risk management and/or mitigation strategies. The Base Analysis Report should provide the background information and justification that supports recommendations within the Estate Base Plan. Both documents should be read in conjunction with one another when seeking guidance on strategic planning considerations, investment planning or changes to base units, operations and capabilities.

The Base Analysis Report may include desktop studies of existing corporate information as well as data from preliminary site investigations, such as visual inspection of assets, to inform its findings. It is included at Appendix B.

1.3 Defence Estate StrategySummarise the Defence Estate Strategy and how it impacts the strategic planning of the base.

1.3.1 Other Strategic Guidance Summarise other Defence guidance that has been produced and may impact the base. This may include the Defence White Paper, ADF strategic planning documents (e.g. Navy’s Plan Beacon, Capability Manager plans etc.) or the like.

1.3.2 Base Purpose StatementThe Base Purpose Statement should be considered as the mission statement for the base. It is to be developed in consultation with Defence stakeholders, including Capability Managers and Force Design, involved in the overall Estate Base Plan preparations.

2. Base Overview

2.1 Regional and Local ContextWhere is the base located (include local government area)? What are the surrounding land uses/zonings and development controls?

Include a cadastral map showing the Commonwealth property boundary and surrounding land uses/ contextual features.

2.2 Base DescriptionProvide a brief description of the base. For example: What is the main purpose of the base? Is it an operational or support base? Does it have functional relationships with other Defence sites (including Training Areas/ does it contain a Training Area?)? Are there any major environmental or heritage features? Etc.

2.3 Risk Analysis and ConstraintsProvide a summary of current and future risks. This should be captured in the Base Analysis Report and the Estate Risk Assessment Tool.

2.4 Future Development Considerations, Drivers and DependenciesThis section should identify factors that will influence future development of the base and can either be positive or negative. Common examples include planned expansion of capability at the base, urban encroachment or environmental and heritage constraints (including contamination). It is also important to consider the implications of considerations/drivers/dependencies. For example, is there sufficient capacity of power and water infrastructure to support expansion of capability?

For dependencies, consider whether they exist between two or more facilities or infrastructure elements. For example, by upgrading one element, would it also require upgrading another?

3. Spatial Planning and Base Development Controls

3.1 Defence Land Use ObjectivesProvide an overview of the generic Defence Land Use Objectives.

3.2 <Insert Base> Specific ObjectivesHighlight any site specific objectives, such as local government planning controls

3.3 Zone Plan <insert current year>Insert the Zone Plan and provide a brief description. The Zone Plan is the primary land use planning tool for Defence. Zones separate incompatible land uses and each Zone has a set of objectives and corresponding list of permitted or prohibited developments.

4. Future Development PlanProposed standard text:

The Future Development Plan provides a roadmap to help achieve the <insert outlying year> Vision. This section highlights drivers for future development, such as requirements to replace aging facilities or the introduction of new incoming capability, and identifies recommended development priorities across a number of timeframes. The importance of identification of investment priorities is twofold. Firstly, investment priorities can help inform upcoming estate sustainment or capability projects by identifying in ground infrastructure or facilities that require attention. Secondly, development priorities can provide high level recommendations for changes to the layout of the base to achieve efficiencies, such as opportunities to relocate or consolidate facilities and functions, or expand a base to accommodate additional capability or operational requirements.

Holistic strategic planning of the Defence estate requires consideration of estate impacts from capability projects as well as sustainment of the existing estate. Capability Managers and Estate and Infrastructure Group should investigate programming efficiencies and opportunities for alignment of FIP and IIP projects. This holistic planning will help avoid potential duplication of scope items in a sustainment project and will help achieve coordinated and effective investment in the Defence estate.

4.1 Programmed Investment

When considering medium term investment, is there a certain catalyst event or investment that must occur in the short term before a particular medium term investment can be achieved.

4.4 Long Term Investment PrioritiesThis section should provide a list of recommended development/ investment activities to be undertaken within the 10 to 25 year timeframe. When considering long term investment, is there a certain catalyst event or investment that must occur in the medium term before a particular long term investment can be achieved.

4.5 Opportunities for Disposal, Acquisition and Consolidation of Property This section should summarise any opportunities for property acquisition and/or disposal, or whether any complementary external Defence sites or functions that may benefit from consolidation into the base. Outline any constraints to such disposal/acquisition/consolidation activities. Opportunities should be depicted in a Property Disposition Plan Map, and detailed discussion can be included as a Property Disposition Plan.

4.6 Smart Infrastructure and Whole of Life ConsiderationsThis section should identify development opportunities that incorporate the Defence Smart Infrastructure Manual initiatives, contribute to a reduction in the consumption of utilities, and help reduce whole of life maintenance costs for Defence.

4.7 Information Gaps and Further StudiesThis section should identify information gaps and make recommendations for further studies or investigations. For example, if a base appears to have a lot of incoming capability intending to occupy a particular Zone, it may be beneficial to recommend a master planning activity in conjunction with capability managers to determine the most efficient spatial layout. Alternatively, the Base Analysis Report may identify significant power deficiencies and recommend an Electrical Master Plan to determine specific mitigation or remediation activities.

Guidance on estate sustainment vs additional capability requirementsEstate Sustainment Projects: The majority of large-scale Defence estate sustainment projects are funded by the Facilities and Infrastructure Program (FIP), which is a sub-program of the Integrated Investment Program. The FIP provides funding for sustainment and re-investment in the Defence Estate to address general obsolescence and degradation and other Government funding to address specific Government or Defence initiatives. The FIP also includes funding for estate remediation, acquisitions, disposals and development funding for capital projects. The FIP provides for a modest mid-term refresh every ten years, and a redevelopment every 20 years for each major Defence base or site.

Capability Projects: An understanding of scheduled capability projects is also important when considering development priorities. Capability projects are funded by the Integrated Investment Program (IIP) and there may be an overlap in programming of capability and sustainment projects. It is imperative that capability projects consider estate impacts and requirements, such as new facilities or increased reliance on base services and infrastructure. It is the responsibility of capability projects to fund additional investment in facilities and infrastructure services that exceed the existing base capacity.

Holistic strategic planning of the Defence estate requires consideration of estate impacts from capability projects as well as sustainment of the existing estate. Where possible, Capability Managers and Estate and Infrastructure Group should investigate programming efficiencies and alignment of FIP and IIP projects. This holistic planning will help avoid potential duplication of scope items in a sustainment project and will help achieve coordinated and effective investment in the Defence estate.
