    In May 2006, the Danish government presented a report on the urtherance o environmentallyeective technology. Nine initiatives are presented in the report o which one is partnershipsor innovation. The role o the partnerships is to strengthen public-private cooperationbetween the state, businesses, knowledge institutions and venture capital to accelerateinnovation-processes within a number o areas o technology.

    One o the specically proposed innovation-partnerships is a partnership or the wind powerplants o the uture. The partnership is based on the existing Danish Research Consortiumor Wind Power that was established, in 2002, by a number o research institutions withinthe eld o wind power. However, the new partnership has a stronger business aliationthan the previous consortium.

    The partnership has been named Megavind and has the ollowing collaborating partners:

    Megavind has developed the present report with the intention o assessing the challenges weare aced with i Denmark is to maintain its position as an internationally leading centre ocompetence within the eld o wind power.

    Furthermore, with the report, the partnership Megavind also wishes to point out specicinitiatives within testing, demonstration, innovation and research as well as presentingrecommendations or a strengthened eort within education that can take part in developingDenmark as an internationally leading centre o competence within the eld o wind power.

    In this way, Megavind is the catalyst and initiator o a strengthened testing, demonstrationand research strategy within the eld o wind power in Denmark. The partnership acts asa sparring partner to the entire industry in regards to strengthening the collective Danishinnovation and research environment within wind power. Megavinds recommendations

    will unction as reerence or the coming years strategic research within wind power, thusbecoming the valid research strategy or wind power in Denmark. The recommendationsound in the report are based on collected material, etc. as well as knowledge and inspirationgathered through interviews with 25 representatives rom the wind power industry.

    What is more, the report has been reviewed in the industrial group o the Megavindpartnership.Thefollowingcompaniesarecollaboratingintheindustrialgroup:VestasWindSystemsA/S,GamesaWindEngineeringA/S,LMGlasberA/S,ABBA/S,DNV,BALLUFFandForceTechnology.

    Denmark is a leading centre o competence within the eld o wind power. The industryemploys more than 21,000 people in Denmark and had a turnover o DKK 48.5 bn on aglobal level in 2006. The numbers speak or themselves the Danish wind power industry isa great success.

    During recent years, however, a signicant technological and market-wise system changehas taken place that is posing a major challenge to this leading position. The collective windpower industry and the political system must assume a proactive position towards this systemchange to ensure that Denmark will maintain and strengthen its position.

    The partnership Megavind was established on a government-initiative to promoteenvironmentally eective technology through innovation and research. Through itsappointed steering committee, the partnership Megavind represents the entire wind powerindustry. Megavind is the catalyst and initiator o a strengthened testing, demonstration andresearch strategy within the eld o wind power in Denmark. In this way, the partnership actsas a sparring partner to the entire industry in regards to strengthening the collective Danishinnovation and research environment within the eld o wind power in Denmark.

    Chapter 1

    The basis or the partnerships work is that Denmark must maintain its leading position onthe global market and continue to be a leading centre o competence within the eld o windpower. Thereore, the partnership takes the ollowing vision and ambition as its startingpoint:

    worlds leading centre o competence within the eld o wind

    power.

    It is Megavinds ambitionthat Denmark must provide the most

    eective wind power wind power plants that ensure the best

    possible integration o wind power in the accumulated energy

    system so that Denmark, also in the uture, can provide wind

    power technology to energy systems with a very large propor-

    tion o wind power.

    In this report, Megavind presents a number o specic suggestions and recommendationsthat can play a decisive role in ullling this vision. The recommendations are not onlysubstantiated by the challenges that the wind power industry is aced with. They are alsothe result o a will to assume a leading role in the development o avourable ramework

    conditions or innovation and research within the eld o wind power technology.

    Chapter 2 5

    Asabasisfortherecommendations,MegavindhasdevelopedananalysisoftheDanishcentre o competence within the eld o wind power. The analysis consists o three parts.Chapter 2 is concerned with the change o system which the wind power industry is in themidstof.Strengthsandweaknessesoftheaccumulatedcentreofcompetencearedisclosedin chapter 3, while the structural challenges within research, education and innovation areanalysed in chapter 4.

    The overall conclusion o the analysis is that the Danish wind power industry is aced withoverwhelming challenges. Today Denmark has a quite unique position on the global marketthat, to a large degree, rests on a strong industrial environment. This industrial environmentis built on a oundation consisting o a signicant eort within research and education,

    as well as an innovative developmentally ocused environment which is infuenced bycooperation and knowledge-sharing with an ambition to nd new technological developmenttracks within the eld o wind power.

    Nevertheless, the analysis shows that today this oundation has been weakened to a greatextent. The actors that are going to shape the industrial environment and jobs o the utureareunderpressure.Educationandrecruitment,cooperationwithintheindustryaswellas new technological tracks within the industry are three central parameters that all are

    weakened in the Danish wind power industry.

    In regards to research, the analysis shows that the Danish research-environment has aleading position within a number o areas, but also here, there are great challenges to bemet. In step with the rapid development o the international markets, many internationalresearch- and university environments are, to a large degree, ocusing their eorts on windpower. This puts a lot o pressure on the Danish knowledge centres to hold on to the mosttalented researchers and students.

    In order to accommodate these challenges and maintain Denmarks leading position as acompetitive centre o competence within the eld o wind power, an extraordinary eortmust be put in.

    Chapter 6

    On the basis o this realisation, Megavind has ormulated a strategy with specicrecommendations to strengthen the accumulated Danish centre o competence(se gure 1.1).

    The basis o the recommendations is strengthening the cooperation between the wind power

    industrys own research and innovation and the research that takes place at universities, etc.

    The accumulated strategy or testing and demonstration

    Previously, innovation and demonstration has, to a large degree, been one-dimensionalocusing on the testing o wind turbines. Megavind wishes to create innovative thinkingin regards to validation, testing and demonstration within wind power technology and theintegration o wind power into the entire energy system. Thereore, Megavind recommendscreating an accumulated strategy or testing and demonstration o:

    It is o vital importance that the testing- and demonstration acilities cover the whole value-chain rom component to power plant and rom end-user to systems manager. Concurrently,the initiatives must interact with the Danish core-competencies within research.

    In order to create the cohesive strategy or the three dimensions o testing anddemonstration, Megavind will assume a central and coordinative role and, rst-o, developsub-strategies or each o the three dimensions.

    Strategic research eort

    Megavind recommends that the long-term university-research and education in generalshould be strengthened by a specic prioritisation o the undamental or generictechnologies that are part o the development o wind turbines and wind power plants.

    The research eort must also be strengthened within the whole valuechain; rom thedevelopment o components and turbine parts to the integration o wind power into theaccumulated electricity supply system. Thereore, Megavind recommends that strategicresearch initiatives be taken within the ollowing areas:

    Windloadsandsiting

    Theintegrationofwindpowerintotheenergysystem

    Offshoretechnology

    Megavind will acilitate a development and strategy process or the ve strategic research-areasincludingcompleteroadmapsandmeasurablecriteriaforeveryarea.Usingtheexistingresearch environments as a basis, Megavind will build on the eorts rom previous researchstrategies. Furthermore, a concrete initiative will be taken to strengthen the research within

    oshore technology. In addition to this, the partnership will take the rst step towardsimproving the ramework conditions or the cooperation between research institutions andindustry through common guidelines or the judicial rames o the cooperation (IPR).

    Only through an accumulated strategic eort can the Danish wind power industrymaintain its leading global position. For this reason, the implementation o Megavindsrecommendations is an important step towards realising the Danish governments vision oDenmark as a leading renewable energy-nation.

    This report also shows that it is about time. Certainly the wind power industry is thesuccess-story o an industrial airytale on a rapidly growing global market. However, i youlet yoursel become blinded by the airytale by the success you are aced with the dangero slipping into a bewitched sleep meaning that Denmark might miss out on the chanceto hold on to its position as an international centre o competence within the eld o windpower.

    Megavinds vision is that the Danish wind power industry should be the worlds leading

    centre o competence within the eld o wind power. Moreover, the Danish wind powerindustry should develop the most eective and competitive wind power that is most well-integrated in the accumulated energy system.

    On the basis o the analysis which maps out the strengths and weaknesses o the Danishcentre o competence, Megavind has developed a number o recommendations on how toull the vision. These recommendations are based on the three primary operational goals:

    Tocreateinnovation in validation, testing and demonstrationwithin the eld owindpowerandthecollaborationbetweenwindpowerandotherformsofenergy.Aninnovation in testing and demonstration acilities that perceives wind power as a basissupplier o electricity in collaboration with conventional orms o energy and other orms

    o renewable energy.

    Tolaunchstrategic research initiatives, within ve key areas in a collaboration betweenindustry, universities and authorities, that are based on the challenges that are a result othe system change rom wind turbine to wind power plant. Much emphasis will put onthe act that these strategic research initiatives must be goal-oriented and measurable.

    Tosupportlong-termeducationalactivitiesthatcanstrengthentherecruitmentofqualied work power to the industry.

    The specic recommendations and suggestions refect the strengths o the wind powerindustry within the areas o research and industry. It is a vital premise that the initiativescontribute to creating a dynamic and development-oriented learning and innovation

    environment. I such an environment is created successully, it would contribute to ulllingthe Danish governments goal o doubling the amount o renewable energy in the Danishenergy supply by 2025 with wind as a central technology.

    Megavind recommends innovation within the work involved with validation, testinganddemonstrationthatreectstheentirechainofvalues.Atthesametime,Megavindrecommends a strengthening o the long-term research as it is the oundation o developingnew technological tracks and o central importance to the wind power industrys uturecompetitive perormance.

    In addition to this, Megavind strongly requests strengthening the eort within thetechnological and natural science educations with a specic ocus on energy-related issues(se text box 1.1).

    Megavind encourages universities and educational acilities to regularly oer basiceducations with an introduction to energy and wind power related issues. This willhaveaconsiderablydivertedefciencyinregardstoincreasingthestudentstechnical/natural science interests on all levels; or the skilled, bachelors and master engineers aswellasothertechnical/naturalscienceeducations.

    Megavind encourages universities to initiate a strategic educational cooperationwith international universities that have core-competencies within areas which theDanish universities do not have core-competencies. This will strengthen the basis orrecruitment into the wind power industry.

    On the basis o the technological and unctional challenges, Megavind suggests creatingan international cooperation or the development o a cohesive strategy or testing anddemonstration consisting o acilities within:

    Components and turbine parts

    Wind turbines and wind arms

    Wind power plants in the energy system

    These testing and demonstration acilities embrace the entire chain o values rom testing ocomponents, turbines and wind arms to wind power plants (se gure 1.1). These acilitiesmust ll out a need which the individual company cannot manage alone. To this must beadded that new research-based knowledge must be an important basis or the developmento new wind power technology and new methods o testing. In general, research plays acentral part in regards to developing methods o validation, testing and demonstration ocomponents, subsystems and the entire turbine.

    Allinall,suchanewtestinganddemonstrationstrategyalsoholdsthekeytostrengtheningthe Danish research and innovation environment.

    Today the industry has acilities at its disposal or testing and demonstration o single-components or individual turbines. This is o great importance and it is also likely thatthe industry, out o commercial interests, can and will handle the immediate tests o newcomponents and turbines by themselves.

    In addition to this, there is a particular need or testing acilities that show how componentsand turbines unction together in a wind power plant and in unison with the entire grid.

    In this way, the overall basis or establishing a collective testing and demonstration strategy isthat there is both a large need or, and a large challenge in testing components, turbine parts,turbines and wind power plants under the most realistic conditions.

    Accesstotestinganddemonstrationfacilitieswithasolidanchoringinthenewestresearchiso vial importance or the development o eective wind power plants.

    In the end, it is Megavinds hope that a collective strategy or validation, testing anddemonstration will not only be a way o accommodating technological and unctionalchallenges. The strategy will also be able to open new technological development tracks,strengthen the cooperation in the business and maybe even contribute to an increased accessto quality in the technological and natural science educations. Moreover, a well-unctioningcooperationwithuniversitiesandGTS-institutesiscentraltoachievingsuccess.

    The three dimensions o validation, testing and demonstration cover all participants in thecollective centre o competence within the eld o wind power. It can also be expected that

    the participants within the three areas predominantly have mutual technological interests.This centring around mutual technological interests can hopeully create a signicantjoint ownership within the industry. In order to procure a mutual basis or realising thestrategy, Megavind will assume a central and coordinating role and rstly develop sub-strategies or every one o the three dimensions. The sub-strategies will be based oncoordinating existing projects in such a way that the work which has already been done

    within the three areas will become the basis or Megavinds work.

    Purpose:

    To validate components and turbine parts under conditions that, in the best possible way,correspond to the infuences, etc. that occur during regular operation o a wind power

    plant.

    The ambition is that o a maintenance-ree turbine.

    Target group:

    Suppliersofcomponentsandturbinepartsaswellaswindturbinemanufacturers.

    Contents:

    Somecomponentsaredevelopedanddesigneddirectlyforwindturbinesothersarestandard components. However, common or these parts is that they will be tted into

    a machine that is in operation more or less all the time and thereore subject to extremegeophysical stress.

    Mounting o large wind power plants, oten in desolate regions or on the ocean, is thecause o great maintenance expenses, among other things, because the turbines are notveryeasilyaccessible.Areductionoftheneedformaintenancedirectlyaffectsthepriceofwind power.

    It is necessary to test components according to the conditions they will subject to in theturbine so one can gain a greater understanding o how components and machine partsreact under such conditions. There is much to be gained i testing can be carried outprior to a mass production being launched. Research on material and the development oIKT-systems will contribute to better products and maintenance systems.

    The testing acilities must be able to oer testing o both mechanical and electrical stress.Suchfacilitiesareexpectedtorepresentaparticularvaluetothesuppliersofthewindturbine manuacturers.

    Organisation and resources:

    Firstly, Megavind has commenced a mapping o the existing testing and demonstrationacilities at research institutions and in the industry in order to assess the need or newtestingfacilities.Atemporarymappingindicatesthattheindustryitselfcanmanageregular testing, however, testing in collaboration with other components and underextreme operating conditions is lacking. In coordination with Megavind, strategic workhas commenced in order to create a centre o knowledge or innovation, documentation

    anddemonstrationofwindturbinecomponents.Acontrolcommitteeandaworkgrouphave been appointed with Tage Drbye as the project leader. The strategic work isexpectedtobeconcludedinSeptember2007.

    Purpose:

    To establish testing and demonstration acilities that can test the entire turbine (0-seriesand prototypes).

    The ambition is to develop the sel-regulating intelligent turbine.

    Wind turbine manuacturers and operators o wind arms and wind power plants orexampleDongEnergy,Vattenfall,etc.

    Contents:

    It is necessary to expand the testing and demonstration acilities (test sights) to be able totest the entire turbine (0-series and prototypes).

    Anexamplecouldbetechnologythatcanreadwindresourcesandconveythisinormation to the turbines control system. In this way, the quality o electricity willimprove and the electricity supply system will, to a higher extent, be able to integrate

    wind power.

    Here testing should include:

    Theentireturbinedesignandtheturbineseffectoneachother

    Theenergyoutput

    The testing and demonstration acilities must accommodate test possibilities orplacement on land and oshore. In connection with uture oshore-wind arms, there

    will be the possibility that a portion o these arms is dedicated to specic testing anddemonstration acilities.

    Organisation and resources:

    In the joint strategy plan or testing and demonstration o wind power in Denmark,Megavind will assess the capacity and quality o the existing test-sights and oersuggestions that also will include the use o the eight localities which the government haspointed out or testing o demonstration turbines. There is a need or long-term strategic

    work within this area based on a coordination o the eight test-sights pointed out by theinter-ministerial work group or test turbines on land. This strategic work is expected tobenishedbeforetheendof2007.

    Purpose:

    To establish testing and demonstration acilities in order to test system-integration andcollaboration with other orms o energy in the accumulated energy system.

    The ambition is to develop the sel-regulating wind power plant that can collaborate withother types o energy in an intelligent electricity supply system.

    Target group:

    Wind turbine manuacturers and operators o wind arms and wind power plants suchasDongEnergy,Vattenfall,etc.aswellassystemmanagerssuchasEnerginet.dk.Otherparticipants in the collective energy system will also be a possibility.

    Contents:

    There lies a great challenge in integrating wind power into the accumulated electricity

    supplysystem.Awindpowerplantmustfunctionjustaswellasaconventionalpowerplant, however, the development has not reached that ar yet. On the one hand, awind power plant must be capable o controlling its own production by orecastingitsproductionaspreciselyaspossibleandbeingabletoregulate/controlshort-termproduction. On the other hand, a wind power plant must also be capable o regulating

    itsel in proportion to the accumulated energy consumption in collaboration with otherorms o energy.

    In this area there is a distinct need to carry out tests that can develop eective controlmethodsinordertointegratewindpowerintothegrid.Validation,testinganddemonstration within this area includes both the collaboration with other orms oenergy as well as other ways o using wind power (heat or transport, alternatively throughstorage).

    Here it will also be relevant to carry out model-calculations that can disclose whatinfuence economic and price structures have on the integration o wind power.

    Organisation and resources:

    In the collective strategy plan or testing and demonstration o wind power in Denmark,Megavind will elaborate on this area o eort. This strategic work is expected to be doneby the middle o February 2008.

    In the long run, the eort is directed towards basic research and an overall strengtheningo the research eort within strategic key areas. This is a crucial actor in ensuring uturetechnological development and innovation within the eld o wind power.

    First and oremost, the recommendations are aimed towards the research policy as well asuniversitiesandGTS-institutesstrategyandplansofactions.

    1.2.1 Sh sch

    Megavind recommends an overall strengthening o the technical universities researchthrough a specic prioritising o the undamental or generic technologies that are part o

    the development o wind turbines and wind power plants. The long-term research mustcontribute to pointing out and developing the technological traces that will make upsignicant corner stones o the wind power industrys uture competitiveness.

    ItisnotpossiblefortheresearchoftheDanishuniversitiesandGTS-institutestobeataworld-class level within all o the wind turbine related areas. For this reason, it is importantto ocus the research eort within the Danish power positions, i.e. the strategic researchareas.Atthesametime,however,itisimportantthattheDanishresearchenvironmenthasa broad research preparedness in order to maintain competence and knowledge o the wholechain o values. On this basis, Megavind recommends:

    Strengtheningresearchwithinthestrategicresearchareas,includingaerodynamics,electronic systems (sotware and electronics) and power technology (grids and power

    currents), meteorology (wind & sites), materials (nanotechnology and structural designo materials), oshore wind power, etc.

    ThattheDanishresearchandcounsellingenvironmentsseekcooperationwithforeignuniversities. This should not only take place within the areas where Denmark has a strongposition internationally but also within technology areas with a weaker position wherethere is a need or a broad research readiness.

    Thattheresearchwithinwindpowerdevelopscooperationwithresearchwithinotherformso energy. The goal is to gain a greater knowledge o the possibilities and diculties in thecollaboration between wind and other orms o energy. This pertains to both the challengesand demands o the individual energy orm and to the accumulated grid.

    Thattheresearchwillberootedintwopowerfulresearchcentres;partlyintheTechnicalUniversityofDenmarkandpartlyinacollaborationbetweenAalborgUniversityandtheUniversityofAarhus,ascriticalmassisapreconditionforbeingintheworldclassandforbeing an attractive collaborator.

    The strategic research must contribute to the development o the undamental technologicalsolutions that make up the premises or maintaining the Danish leading position. Thisresearch eort covers key elements o the chain o values rom development o componentsand turbine parts to the integration o wind power into the accumulated electricity supplysystem. In this way, the strategic research crosses over the three areas o eort or validation,testing and demonstration (se gure 6.1). Within the eld o strategically orientated research,

    Danish innovation and research environment within the eld o wind power. Megavindsrecommendations will unction as reerence or the coming years strategic research within

    wind power thus becoming the valid research strategy or wind power in Denmark.

    In order to achieve coherence power and eciency within the urther eort, Megavind willacilitate a strategy development process in order to procure the organisational rameworkneeded to put the recommendations into eect.

    The partnership Megavind recommends establishing a triple-tracked strategy or validation,testing and demonstration. The three areas are:

    Intheautumnof2007thepartnershipMegavindwilldevelopspecicsub-strategiesforeacho the three dimensions o testing and demonstration. These sub-strategies are the basis orestablishing physical testing and demonstration acilities. The sub-strategies are there toensure that the testing and demonstration acilities unction eciently and dynamically inregards to the industry and at the same time collaborate actively with the relevant research

    within each dimension o testing. Included in the sub-strategy or each individual dimensionare specic goals o success, organisation and responsibility, time schedule, nancing, etc.

    Theformoforganisationcanbeboththatofacompanyand/orthatofapublic-privatepartnership. The partnership Megavind will be working actively to procure the necessaryresource oundation or the activation o the three sub-strategies.

    strategies. Furthermore, the partnership will work towards establishing specic work groupsthat will take responsibility or strengthening the strategic areas.

    From an industrial stand point, Denmark has a powerul position within oshore technology.However, this is still a relatively new research area. This means that other researchenvironments are more well-developed than the oshore research areas. This researcharea is aced with particular research related and technological challenges. For this reason,

    Megavind will take a particular initiative or contributing to strengthening the researchenvironment o oshore technology.

    What is more, the partnership will make the rst move towards improving the conditions orthe cooperation between research institutions and industry through mutual guidelines or the

    cooperations judicial rames (IPR). In addition to this, based on existing guidelines or researchcooperation, Megavind will take the rst step towards developing a number o overallrecommendations or coordinating and improving these conditions.

    Education

    Educationisahighprioritywithintheentireindustry,therefore,Megavindstronglyrequeststhat the industry ocuses particularly on the rising need or qualied labour.

    This is relevant both in regards to the recruitment o students to educations that are relevantor the wind power and energy industry and in regards to an improvement othe existing educational oers.

    However, it is necessary to prioritise Megavinds work eort, or this reason, the partnershipwill not make any specic eorts in regards to education in the rst round.
