The Council’s Legislated Duties… • Meet four times annually (January, April, July, October)
• Post any business on the council’s internet website
• Provide annual written report to the state board of education and the commissioner of education
• Annually submit written recommendations to the state board of education and the commissioner
of education regarding the oversight and procedures for the handling of funds for CTSO’s
• Develop a comprehensive statewide short- and long-range strategic plan for CTE
• Identify service gaps & provide advice to close such gap as they relate to workforce needs
• Confer with public and private entities for the purpose of promoting and improving CTE
• Identify legislative recommendations to improve CTE
• Promote coordination of existing CTE programs
Key Progress in our first 18 months… Created criteria for a legislated CTE Certificate that will be awarded for the first time to high
school graduates beginning in 2021.
Reviewed the new budget and new processes for the Career and Technical Education Budget - Implementation 2018-20 school year.
Developed a marketing plan “Changing Perceptions” that outlines several strategic actions to improve the perception and awareness of Career and Technical Education in Missouri.
Developed a short and long range strategic plan for CTE in Missouri Utilized feedback from key stakeholders Implementation beginning in 2019-20
CTE Certificate for Students Criteria 1. High School Diploma 2. CTE Concentrator 3. Minimum 3.0 GPA 4. Pass approved TSA or IRC 5. Complete 50 Hours Work-based Experience 6. 95% Attendance Record 7. Demonstrate Soft Skill / Business Skill 8. Achieve at or above state standard on ACT,
SAT, AVAB, or WorkKeys
Council is requesting to reward students who accomplish this criteria, similar to A+
CTE Funding Structure Changes MO CTE Ad Hoc Funding Committee met seven times during the 2015-16 school year
Made significant changes to the process in which funds were allocated to schools/districts Council approved the budgeting plan in 2017 and implementation will begin in 2018-19
school year
New budget structure holds CTE approved entities to performance and process measures collected through Core Data and MOSIS
New funds available to comprehensive high school districts and continued funds for area career centers (Secondary, Post-Secondary, and Adult)

Goal: Improve the image and brand of CTE while utilizing partnerships to create opportunities and pathways for students.

Improvement Action: Implement current marketing plan recommendations that would support state CTE leadership
