A major housing proposal bythe Tsawwassen First Nationcould be just the tip of the icebergin a huge residential transforma-tion of the reserve.
The TFN has been focusing ongrowing its industrial base sincesigning a treaty, but housing isanother significant componentlooming on the horizon that couldradically change the face of SouthDelta.
The first move in that regardsurfaced this month when a pairof band families began advertising
123 continuous acres that are saidto have the development potentialof upwards of 1,100 single-familylots. Colliers International recent-ly issued a request for proposalsfrom interested developers to buythe land, designatedas an enterprise zonewithin the TFN’sland use plan, on a99-year pre-paid lease.
In an interview last week, ChiefKim Baird said the project is notan initiative of the band’s council,but the individual members whoown the land.
According to ColliersInternational, potential housing
within the TFN’s enterprise zoneis a whopping 4,844 single-fam-ily homes, 9,688 townhouses or11,840 condos.
In addition, even more homescould become a reality in several
areas designated within the TFN’sland use plan as future multi-fam-ily and single family development.Much of that land is controlled bythe band.
Currently, there are approxi-mately 500 non-native residentsliving on the reserve at Tsatsu
Shores, Stahaken and on lotsalong Tsawwassen Beach.

Club “provides andexcellent oppor-tunity for TFN todevelop a market
housing subdivision consistingof multi-family housing adjacentto the golf course.” The plan alsonotes there are opportunities todevelop additional multi-familyunits adjacent to Tsatsu Shoresand along the base of the bluff aswell as south of Highway 17.
The TFN says its land use plansupports the development of “acomplete community” by creatingdiverse neighbourhoods with arange of housing types.
As far as the housing devel-opment that’s now plannedwithin the enterprise zone, HowieCharter, managing director ofColliers International, told theOptimist the long-term lease pro-vides a sense of certainty.
“We’re planning on using thevery same contractual models thatare being used at Simon Fraserand at UBC, because there’s avery high degree of market accep-tance for those models,” he said.

Opponents of Southlandsdevelopment have calledthe relationship betweenKwantlen PolytechnicUniversity and the CenturyGroup into question.
Southlands the Facts saidthis week that informationobtained through a Freedomof Information Act requestrevealed that in the springof 2009, Century Groupand Kwantlen signed amemorandum of under-standing in which CenturyGroup agreed to pay theuniversity consulting ser-vices fees, and to provideadditional endowment fund-ing upon the approval of adevelopment application forSouthlands.

proposal by using researchperformed by Kwantlenpromoting agricultural-urbanism, however, neitherparty had disclosed the rela-tionship and funding agree-ment, said the opponents.
“The lack of disclosure iscertainly disturbing,” statedDana Maslovat, one of theorganizers of Southlandsthe Facts, in a news release.
“With any research, theorganization has a respon-sibility to divulge theirfunding sources so that thepublic may form their ownopinions of any potentialbias in the conclusions.Rather than an independentresearch institution, thisagreement basically turnsKPU into a lobbyist forCentury Group.”
The Century Group isproposing to build 1,900housing units of various
forms on the Southlands.Under the plan, 42 per cent(about 200 acres) of theland would be dedicatedto urban agriculture andhanded over to Delta. Theproposal also includes anew Kwantlen campus thatwould focus on sustainableagricultural practices.
Saying he’s upset someare trying to manufacture acontroversy over his part-nership with the university,Century Group presidentSean Hodgins noted thememorandum has beenmade public since early thisyear when they created theImagineSouthlands website.
Hodgins also said he hasspoken publicly on severaloccasions about Century’scommitment to a numberof agricultural-relatedimprovements to the landthat will be dedicated to the
community. Chief amongthem, he noted, is the finan-cial support to Kwantlen tocreate a “Centre of UrbanAgriculture.”
Responding to thequestioning of his univer-sity’s motives, Jason Dyer,Kwantlen’s executive direc-tor of research and scholar-ship, told the Optimist thatuniversities are evolving.They are more accountableto the public and fundingagencies, needing to beseen to be doing somethingrather than just teaching,he said, noting what hisuniversity is doing is part ofmodern academia.
“You name an institution,they do it. We’re engaged inwhat I call socially relevantresearch, which is whereoften research universitieswill be hired by govern-ment, both provincial and
federal, municipal andprivate organizations andcompanies to undertakeresearch for them, usuallyaround feasibility studies orpolicy statements.”
Dyer said governmentfunding is so small thatuniversities must lookelsewhere, but what’s moreoften the case is that otherswill seek to partner withpost-secondary institutions.
“Kwantlen is engagedwith municipalities andcompanies all over ourarea. They come to us witha problem and we try toanswer it. We call it spon-sored research and it’s partof normal academia,” hesaid.
As an institution, Dyersaid, Kwantlen respects theacademic integrity and free-doms of its researchers.

Kwantlen is undertaking isa farm school in partnershipwith the City of Richmond.Dyer said it would teachpeople about urban agricul-ture, while the vision forthe Southlands is to put thatexperience into practice.
“The Century Groupultimately wants to put ourexpertise into practice andthat was part of the feasibil-ity study. Can this be done?We’d love to expand this toother municipalities,” headded.
At a Tsawwassen AreaPlan Committee meet-ing earlier this year, KentMullinix, a sustainablehorticulture specialistwith the university, madea presentation explaininghow the Southlands wouldbe an ideal site for whathe termed “municipallyenabled agriculture.”
Delta Hospital’s emer-gency ward will get addi-tional staffing in a newcontract between emer-gency room doctors and theprovincial government.
Health Services MinisterKevin Falcon announcedthis week that 19 hospitalsacross the province willhave increased physicianshifts, including DeltaHospital, where the full-time equivalent staff will goup from 7.3 to 9.15.
The ministry and B.C.
Medical Associationannounced that over thenext two years, the govern-ment would invest a total of$146 million for physicianservices in hospitals — $12million more than the previ-ous agreement.
Periodically, the provinceand emergency physicianswill review the chang-ing demand in emergencyrooms to ensure funding isallocated appropriately. Theministry and the emergencyphysicians agreed on how todistribute the new resourcesby using a rigorous model,the ministry stated.
Dr. Navdeep Grewal,spokesperson for the emer-gency physicians at DeltaHospital, said she’s pleasedwith theincrease,notingthey’ll beable to addone muchneededshift.
In an interview a fewweeks ago, Grewal warnedthat patient demand at theER has grown significantlysince 2006. The hospitalhad not increased its staff-ing, she said, noting that
patient wait times weresteadily increasing.

were serious staffingshortages, due in part to astalemate in talks with thegovernment.
The three-year contractfor ER physicians expiredat the end of March, butGrewal said money was not
an issue for the doctors.She explained a joint
committee of provincialofficials, the B.C. MedicalAssociation and ER doctorswas created three years ear-lier to find a better formulafor ER staffing at the 19hospitals. The committeefailed to reach a consensusand dissolved at the end of2009.
In an interview respond-ing to the concerns raiseda couple of months ago,Falcon told the Optimistthe ministry and BCMAwould jointly determinewhere additional resources
are needed most, just aswhat had been done in 2007when there was an increasein full-time equivalent staffacross the province by morethan seven per cent, withDelta Hospital seeing anincrease as well.
He also noted, “In part-nership with the DeltaHospital Foundation, wehave also made signifi-cant capital investments toimprove emergency depart-ment congestion at DeltaHospital, providing nearly$1.5 million to triple thefloor space of the DeltaER.”

Delta will decorate several traffic signal, hydro and pump station kiosks with a graffiti-resistantvinyl film to deter unsightly spray paint tagging. Staff looked at how other cities, including Surreyand Burnaby, have wrapped utility kiosks with artistic vinyl and found it has been successful atreducing both instances of graffiti and the cost of cleanup. The decorative wrappings here willportray scenes that reflect the area. Council approved the $6,000 expenditure this week.
The major housingproject planned for theTsawwassen First Nationreserve is another argu-ment against housing forthe contentious Southlandsproperty.
That’s the view ofSouthlands the Factsspokesperson DanaMaslovat, commenting thisweek on a recent DeltaOptimist story about a planby a pair of TFN families tosell 123 acres that have thedevelopment potential forupwards of 1,100 single-family lots.
“This is something thatwe have been talking forsome time. It’s not thatwe’re opposed to growth,but there’s a lot of growthalready planned and thatneeds to be taken intoaccount,” said Maslovat.

has been lobbying to stophousing proposed for theSouthlands. The owner ofthe property, the CenturyGroup, has put forward aproposal that includes 1,900units as well as a largeportion of the site handedover to the municipality forurban agriculture.
According to a designbrief by the Century Group,the development, followingconcepts of new urbanism,would contain a variety ofhousing types ranging fromcottages and granny flatsto low-rise apartments andsmaller family units.
However, Maslovat notedthat in addition to the hun-dreds of condos and town-homes under constructionat the Tsawwassen Golf andCountry Club, there’s alsogoing to be a large amountof infill development takingplace in the community.
“They (Tsawwassen AreaPlan Committee) talked
about some of the plans forinfill, the potential for towncentre infill to reach 31,000people, which is a 10,000-person increase,” he said.
“What we’ve been talk-ing about from the begin-ning is the suggestionfrom Century or anyonethat Tsawwassen is goingto wither up and die if wedon’t get this developmentat the Southlands is thatthere’s lots of develop-ment going on and lots ofpotential people coming toTsawwassen without havingto put houses on farmland,”Maslovat said.
Meanwhile, theTsawwassen Area PlanCommittee, which wasto discuss the results of amunicipal survey on severaltopics, including develop-ment on the Southlands,cancelled its meeting thisweek. Another meetingwill be scheduled later thismonth.

Twenty local studentswere standing a little tallerand a little prouder thisweek as they completed theannual Delta Police StudentPolice Academy.
On Tuesday, the 16 youngmen and four young womencelebrated the end of a rig-orous week, which includedfirearms and driver training,lessons in control tacticsand operational scenarios,legal studies, drills andphysical fitness.
This summer marks thesixth year the departmenthas hosted the academy.
“This is an excellentprogram and allows youngpeople a glimpse of whatour officers experience intraining and in their day-to-day duties,” said chief JimCessford upon inspectingthe graduating class.
“I am proud of the hardwork that our officers putinto not only this programbut other youth initia-tives,” said Cessford. “Ialso appreciate the effortof each student during thischallenging week. I lookforward to seeing some ofthem graduating from the
Justice Institute as Deltapolice recruits.”
The program focuses onteaching the students thatpolice work is a team effortfocused on turning indi-vidual skills into collective
ability.Class valedictorian Jelisa
Massoud summed up whatthe group had learned: “...most importantly, yourteam is your team, you traintogether, you sweat togeth-

A North Delta womanlaunched a lawsuitagainst the B.C. LotteryCorporation this weekalleging the company’sself-exclusion programfailed to help her curb hergambling addiction.
Joyce May Ross filed acivil suit in B.C. SupremeCourt Tuesday allegingnegligence and breach ofcontract by BCLC and twoLower Mainland casinosfor failing to stop her fromentering the two facilitiesand gambling away morethan $300,000.
Ross has made head-lines this week as the firstperson to ever sue the lot-tery corporation for notstopping her from gam-bling.
The 54-year-old self-employed businesspersonstarted gambling around1999 and by 2005 she wasdoing so on a daily basis,sometimes spending morethan $1,000 a day.
According to courtdocuments filed this week,in June 2007, after suf-fering significant lossesat both Fraser Downs andCascades casinos, Ross,
feeling like she had lostany control over her gam-bling, went back to FraserDowns to sign up for theBCLC Voluntary Self-Exclusion program.
The program allowspeople who feel they havea problem with gamblingto sign up to excludethemselves from B.C.casinos.
Participants in the pro-gram are photographedand sign a contract will-ingly barring themselvesfrom gaming facilities fora period of six months tothree years.
Ross signed up think-ing if she entered a casinoin the future she wouldbe escorted out by secu-rity. However, after a fewweeks of staying awayfrom gambling, she suc-cessfully entered andgambled at a Victoriacasino. A few weeks afterthat, she has back gam-bling at Fraser Downs andCascades.
She claims that duringthe three years she was inthe program, she lost about$331,000.
Ross is seeking dam-ages and restitution of themoney she lost after join-ing the program.

It says something not too flatteringabout direct democracy rules in thisprovince that the Fight HST folks arealready planning their next move.
You’d think that after collecting morethan 700,000 signatures, equivalent toalmost half the voters in the last provin-cial election, they’d be basking in theglow of having changed public policywhen it comes to the wildly unpopularharmonized sales tax. Surely an outpour-ing of that magnitude would result insome meaningful modifications to theway in which government operates, but,sadly, that doesn’t appear it’s going bethe case.
With their efforts likely to result inlittle more than a failed bill in the legisla-ture (at least from a procedural perspec-tive), they will soon turn their attentionto recall efforts against what they con-sider to be vulnerable Liberal MLAs.
And, just like the citizen petition,they’ll find the sledding difficult becauseB.C.’s direct democracy legislation issimply set up for failure.
When it comes to recall, comparedto the citizen petition, the numbers aredaunting: rather than three months tocollect the signatures of 10 per cent ofregistered voters, recall gives organiz-ers just two months to sign up a muchmore hefty 40 per cent of those on thevoters list. Granted, this only needs to beaccomplished in a single constituency,not the entire province like the anti-HSTpetition, but even so it’s such an uphillbattle it’s never been accomplishedbefore, although one MLA did resignwhen recallers got close.
Delta South voters know just howdifficult it is to recall an MLA, havinglived through a near-successful one offormer Liberal Val Roddick eight yearsago. Even with widespread unrest overcuts to Delta Hospital services, it stillwasn’t enough to unseat our elected rep-resentative as a couple thousand invalidsignatures dropped the total collected justbelow the threshold necessary for victory.
With Fight HST’s petition doomed forfailure in Victoria at the hands of the rul-ing Liberals, its volunteer army will morethan likely be mobilized early next yearto embark on the treacherous road that isrecall.
It will be another attempt at mak-ing direct democracy work, an effortto get government to take notice of theelectorate’s discontent by plucking someof its members from the benches of thelegislature.

The Ipsos Reid survey report ofthe Tsawwassen Area Plan ques-tions is in, and there are some whofeel Delta council should havefollowed the chief administrativeofficer’s (CAO) report to the letter.I am not one of them.
As I understand it, the CAO hada copy of the report only hoursbefore it was presented to coun-cil. In a typical situation the CAOmakes recommendations to coun-cil on matters coming before it. Iassume that happened here. Someask: “What needs more study?”“Why not simply implementaccording to the survey results?”
One question dealt with resi-dential building heights, which isof more significance to those inBeach Grove and in Boundary Baythan to the rest of us because theyare confronted by larger/monsterhouses wedged between smallercottages.
The Tsawwassen Area PlanCommittee was drafting guidelinesfor heights in those communities.Councillors Bruce McDonald andScott Hamilton were correct insuggesting the CAO’s recommen-dations be referred to the commit-tee, and that the committee care-fully consider them. Committeemembers will get finer details fromthe survey data as McDonald hasalready asked for a “drilling down”of data into some neighbourhoods.
The town centre building heightof four storeys is something I cansupport with a caveat. The currentbuilding owners attended a com-mittee meeting last winter and indi-cated little interest in redevelopingwith that height limit, thus consign-ing us to another decade or two ofno change.
We asked them about increasedheight, and until we got to eight to10 storeys their eyes didn’t lightup. My request for a land econo-mist to tell us if four storeys arepractical (it was in 1990) was lefton the table. So, following thesurvey’s recommendation of a four-storey maximum is to accept whatwe have for the foreseeable future.
Increasing density in residentialareas is a subject yet to be conclud-ed by the committee. Our discus-sion draft suggests increasing the
density along major traffic routeswithin Tsawwassen in the form ofrow housing and, in some cases,apartments.
The first and big question formany was the Southlands, where62 per cent of residents in the sur-vey said no to development. Wherewe go with this result remains to beseen; many more steps are neededto reach a conclusion and to incor-porate a comprehensive policy. Itwill be a major part of the discus-sion when the area plan comes outthis fall for public feedback anddebate, and then a public hearing.
Running in parallel, and with nocoordination, is the TsawwassenFirst Nation plan to build 1,100housing units north of Highway 17and west of 52nd Street (towardsthe ocean). This, along with theTsawwassen Golf and CountryClub redevelopment, may comeclose to being the number of unitswanted by the Century Group forthe Southlands. Those two develop-ments will significantly increaseour population from what we havetoday.

Editor:At its meeting on July
12, Delta council endorseda Metro Vancouver planwhereby the public willnot be consulted regardingthe location of a proposedwashroom/concession/future restaurant buildingon municipally-owned landat Centennial Beach.
Metro is planning toconstruct a combinationwashroom/concession withprovision for a future res-
taurant — a single buildingtrying to be all things toall users — in an area justnorth of the newly con-structed play area.
This location is a con-siderable distance from thecurrent washroom locationand main beach activityarea and is adjacent to asensitive habitat area.
Further, it appearsfrom Metro Vancouver’sCentennial Beach SiteConcept Plan that this
single structure is designedto service the entire beach/park area.
The assertion that pub-lic will not be consultedregarding the buildinglocation is contained in thecouncil report, CentennialBeach Concept Plan andWashroom/ConcessionBuilding ReplacementUpdate, available on Delta’swebsite.
Council endorsed Metro’splan for relocation of the
existing washroom/conces-sion building to this newsite despite the fact Metroacknowledges the new loca-tion is contentious, and thateven Delta council mem-bers (Scott Hamilton andRobert Campbell) argue isthe wrong location.
Council also instructedstaff to “enter into discus-sion regarding modifyingthe lease to address Metro’sconcerns with placingthe washroom/concession
building on municipalland.”
In addition to other pro-visions, Metro wants chang-es in its lease to “ensurethat Metro Vancouverretains the ability to builda destination restaurant at afuture date.”
Thus it appears Deltacouncil is prepared to enterinto a binding lease agree-ment with Metro to permitfuture construction of adestination restaurant, a use
that is not currently permit-ted on public use zonedparkland.
Once again, councilappears to be following itsown agenda without properpublic consultation.
In this case, it appears tobe willing to allow MetroVancouver planners to pro-ceed with whatever theydecide — without inputfrom park users or Deltaresidents.

The issue is not howmany more housing unitsTsawwassen residents need.They don’t need manymore, but new arrivals fromelsewhere surely will.
A July 2008 B.C. STATSreport titled “PeopleProjection 33” provides
data and projections. Itreads in part: “The majorfactor driving populationgrowth over this period[2007-2036] will be migra-tion to British Columbia.International migration willaccount for 75.1 per centof the population gain, fol-lowed by interprovincialmigration at 24.6 per cent,and natural increase (birthsminus deaths) at about 0.2
per cent.”Births currently exceed
deaths, but this is expectedto reverse over the projectedperiod. Interprovincialmigration comes and goesfrom year to year, I assumedepending on where thejobs are. The big increase,international migration, hasbeen reasonably constantfor years and is projectedto remain so, as long as
Canada welcomes one-quar-ter of a million immigrantsper year.
Anticipating its shareof B.C. growth, MetroVancouver, in its draftRegional Growth Strategy,allocates responsibility forplanning additional resi-dential units. For the timeperiod between 2006, thelast census data, and 2041,the region expects 37 per
cent growth. They allocate40 per cent (13,700 units)to Delta and 600 per centto TFN. TFN is expectedto grow from 300 to 2,100units!
Looks like Metro’snewest member takes itsregional obligations veryseriously!
Delta’s planners arelooking for places to put13,700 units — and they
can’t be in the Green Zone.Tsawwassen will get someshare.
That’s why we are beingencouraged to welcomeinfill, carriage houses,suites and tall buildings.
Since so many of usreally prefer our growthelsewhere, I complimentTFN on their plan and wishthem well.

Funds raised from the June, 2010 campaign will support scientistsand clinicians at the Vancouver Prostate Centre. This team of someof the brightest research minds in Canada has been studying themolecular and cellular events involved in the process wherebycancers become resistant to hormone withdrawal therapy of prostatecancer patients. They have found that a protein called the “androgenreceptor” is critical for this type of treatment resistance and thatby eliminating this protein they can cause many tumours to die.Recently, they have had an exciting breakthrough discovery of anentirely new class of drugs that can effectively inhibit, and in somecases, eliminate this protein. With the support of Prostate CancerCanada and Safeway, they can continue to focus exclusively onfurther developing this promisingresearch. • July 8, 6:38 a.m., 5800-block of 16th Avenue: Aresident reported a suspi-cious vehicle parked for anextended period of time.Investigation revealed acollection of scrap metal inthe trunk and the registeredowner was unable to give aclear explanation why shewas in the area. The drivervoluntarily left the area.
• July 8, 8:42 p.m., PointRoberts border crossing:Two males were found inpossession of a controlled
substance. One male wasarrested for being in breachof conditions for being incontact with the other.

Do you ever get bogged down inlife? Do you ever find yourself stuckin the mud of discouragement?
I have, and in wondering how toget unstuck, I recently stumbled uponPsalms 42 and 43 where the ancientpoet looked at himself in the mirrorand asked, “Why am I discouraged?Why is my heart so sad?”
We say that “misery loves com-pany” and perhaps that is why Ifound some encouragement simplyin reading those words. I think it wasencouraging to know that my dis-couragement was normal — that allkinds of people in all times and plac-es experience deep disappointment.
“My tears have been my food dayand night,” said the Psalmist.
Indeed, he looks in the mirror sev-
eral times and asks himself why hefeels like he’s just been run over bya truck.
So I wondered what he did toget out of the depths of despair.Fortunately he tells us. He saysremembering the good old daysonly made him more depressed, butremembering God and putting hishope in Him (not in himself) waswhat finally turned the tide.
The results weren’t instant (thoughwe have been taught by our culturethat everything should be!).
What is described is a kind ofmental and emotional wrestlingmatch in which faith and unbelief tryto pin each other to the mat. But Godis faithful when we keep clinging toHim.

Joyful chaos flourishedin one part of the church,while a more reflectiveatmosphere dominated theother part. Messy ChurchFiesta was in full flow.
On June 19, All SaintsAnglican Church hosted 14parishes from Tsawwassento Hope to experience thechurch’s monthly MessyChurch, and meet LucyMoore, the founder ofMessy Church in England.
Moore talked with theadults to help them as theyseek to establish MessyChurch in their parishes.Meanwhile, the youngstersrevelled in their crafts.
“We are helping youngfamilies, many of whomhave not had church con-nections, to have a joyfuland meaningful churchexperience,” said ElizabethNorthcott, rector of AllSaints. “Each month has atheme. To start with, chil-dren enjoy crafts around thetheme, before moving intothe church for a short storyand service, and families
end witha mealtogetherin thehall.”
AsNorthcottglancedtowardMooretalkingto theadults,she men-tionedhow lucky they were tohave her here.
“What a delightful per-son she is. She is helpingso many churches connectwith young families.”
Tia Allwood was busymaking her fiesta hat,while her mother Lori heldbaby Illaria in her arms.As two of the prime mov-ers of Messy Church, LoriAllwood and her husbandNeil are enthusiastic.
“We love the child-friendly service makingchurch fun and welcomingfor families,” said Allwood,
adding with a smile, “AndI don’t have to cook thatnight.”
For Tia, one memoryseems to linger: “It wassuch fun painting with ourfeet.”
When the crafts are com-plete, the service and storydone, and the meal eagerlyconsumed, it is just a mat-ter of some willing handsto bring a bit of order tothe church to ready it forSunday morning.

Whether you want toescape the heat fora few hours or just
engage your brain for a bit, SouthDelta’s libraries have a plethoraof programs and events, as wellas air conditioned places, to keeppatrons occupied, entertained andcool this summer.
Delta library manager GillianMcLeod said the library is a placewhere people of all ages can findsomething to do on any given day.
“The range there is what I’mparticularly impressed with,” shesaid, adding all programs andevents offered at Delta’s librariesare free.
While younger children areenjoying storytime, older onesand parents can browse the books,read a magazine or newspaper, orexplore the World Wide Web. Andthere is a Summer Reading Clubfor readers of any age.
McLeod said that the varietyof programs and services avail-able at Delta’s libraries meansevery member of the family canfind something to do in the sameplace.

From entertainment to story time, there is lots going onat Delta’s libraries this summer.
In ongoing effortsto mark its 100th year,the Delta Chamber ofCommerce is hosting aCentennial Celebration- River Dinner Cruise nextSaturday evening.
The Native will arriveat the government dock atthe foot of Ladner’s ElliottStreet at 5:30 p.m. for a 6
p.m. departure. The paddle-wheeler will return at 9p.m. after a guided, nostal-gic trip around the delta.
Tickets are $75 and avail-able to all members of thepublic, not just chambermembers.
The cruise includes achampagne welcome, buf-fet dinner and no-host bar,
and entertainment by aDixieland band.
The cruise will be pre-ceded by entertainment onthe Elliott Street wharf,including group of danc-ing children from theTsawwassen First Nation,a boating safety boothpresented by the crew ofthe Roberts Bank Lifeboat
Delta Society and a receiv-ing line comprising ofDelta’s mayor, TFN chief,chamber president and otherdignitaries, each of whomwill be dressed in fashionsfrom 100 years ago.

Ihad a colleague who lived in Carmel-by-the-Sea, Calif., years ago when herhusband was transferred there. Shesaid the name with wistful breathless-
ness and rolled her eyes heavenward at thememory: “Carmel.”
This sleepy village of just a few thou-sand (mostly millionaires), with its prox-imity to the ocean, Big Sur and ClintEastwood’s personal B&B, meant I couldn’tpass it up on a recent trip to the state’s Bayarea.
My guidebook told me it was theCalifornian version of New York’sHamptons. Well, then. My husband andI visited this spring to drive the dramaticoceanside Highway 1 just to the south ofCarmel, known as Big Sur.
Located about two hours south of SanFrancisco on the southern bend of theMonterey Peninsula, the tiny village hasno street numbers, parking meters orstreetlights, and no sidewalks outside ofthe “downtown” centered around OceanAvenue.
Residents must go to the central postoffice to retrieve their mail, and houses— many of them small hobbit-like cottages— are identified by either quaint namessuch as “Doll House” or “Sea Urchin,”or the more modern way, for example,“Lincoln Street, 4SE of 13th Avenue.”
The village keeps itself quaint by forbid-
ding any chain stores or restaurants. But itallows high-end boutiques such as LouisVuitton and Tiffany, to give you an idea ofthe residents.
There also appear to be far too manyjewelry stores and art galleries to supportthe population. Mainly, the streets were fullof tourists, either day-trippers or peoplerenting oceanside cottages.
Luckily, Eastwood’s Mission Ranch hadan official address, so we found it easily.But then, Eastwood was mayor of Carmel-by-the-Sea from 1986 to 1988, so I supposehe can do whatever he wants.
Eastwood acquired the ranch, completewith a herd of sheep and several cozy cot-
tages, in 1986 to save the property fromcondo development. We happened to arrivein Carmel the day after Eastwood’s 80thbirthday. At dinner at the ranch’s well-known restaurant, we overheard the tablenext to us discussing how servers broughtout cake and sang happy birthday the nightbefore, but Eastwood never showed up.
He doesn’t live on the property, our wait-er informed us, but has a home just downthe street, and shows up on the ranch often.
Then, while enjoying my fettuccinion the patio, The Man With No Nameappeared. He breezed by the unfazed diningguests and walked the short distance to thesheep field. He then hopped a fence to herd
the sheep into their pens, tossing a bale ofhay or two and chatting with the propertymanager.
Then he came back to the restaurant, gotin his minivan and left. Famous people!They’re just like us.
Still slightly stunned from witnessingEastwood’s sheep wrangling, we wentinside to the lounge and sat at the bar,where a piano player performed a kind ofhigh-class karaoke with people gatheredaround singing tunes. (The night gets alittle hazy from here.)
Now, to say a town where the averagecottage is a cool $2 million and street num-bers are not allowed produces some inter-esting characters is a bit of an understate-ment. Perhaps the fact we were the onlyones under 31 made us stand out as tour-ists, but we had no trouble making friends.
“These guys are fiercely competitive,” aregular to my right informed me, motioningtowards the karaoke singer. Moments later,he challenged me to try his favourite scotchafter noting my girlie glass of Glenfiddichon ice. (“Oh, you don’t take it neat?”) Ofcourse, I met this challenge.
Somewhere beyond 1 a.m., I noticed thatsome people in these parts clearly don’thave to get up for work on a Wednesday.My new friend said something vague aboutbeing in the construction industry. Hmm.
The next morning, I cursed his name.But even if I wanted to thank him, I wouldnever be able to; he doesn’t have a streetaddress to look up.

Staying hydrated keyin warmer weather
Staying hydratedthrough the sum-mer is crucial, andI am not talking
about Molson’s and mar-garitas.
We lose a majority of ourfluids through sweating and,if not properly replaced, wecan experience symptomsranging from fatigue toheadaches, weakness to drymouth and muscle crampsand nausea. These are notgreat symptoms to havewhen one is about to hit thetrack or the Fred Gingellstairs.
Heat and dehydration canaffect people in differentways. Children tend to gainheat faster, because theyhave a larger surface areain relation to body mass.Athletes and exercisers whospend hours competing andtraining in the sun often donot have adequate intake offluid to make up for the lossof fluids caused by theiractivities.
Outdoor workers, suchas landscapers, construc-tion crews, police officers,postal employees and otherswho spend most of theirdays in the heat, often havelittle time for bathroombreaks or for drinking fluidsand, as a result, may notconsume enough fluids dur-ing their workdays.
Heat can affect elderlypeople in a more profoundway, which is why it’sextremely important forsenior citizens to practice agradual acclimatization toheat that puts emphasis onhydration.
The best time to consumefluids is before you arethirsty. Once thirsty, yourbody is already in a mildstate of dehydration. When
it comes to working out,most people are not awarethat how much fluid theyconsume before their work-out will reflect whetherthey have a great workout, amediocre one or bonk half-way through.
Adults need 17 to 20ounces of fluid beforebeginning activity, as wellas an additional seven to10 ounces every 10 to 20minutes during activity. Andyour fluid needs don’t stopwhen your activity is over.You should consume 24ounces of fluid within thefirst two hours after outdooractivity.
Children need four toeight ounces of fluid beforebeginning outdoor activi-ties and five to nine ouncesevery 20 minutes whilethey are outside. Once kidsreturn from outside playor activity, they also needto consume 24 ouncesof fluids within the firsttwo hours after they havestopped their activities.
Not sure what an ounceis? One adult-size gulp offluid equals one ounce offluid, and one child-sizegulp of fluid equals one-half ounce of fluid.
Another popular wayto hydrate while exercis-ing is to drink a sportsdrink or vitamin water.I am not a fan of either,due to the sugar and extracalorie count these provide.However, I do agree weneed a beverage that replac-es the electrolytes we losethrough sweat and providescarbohydrate energy to theworking muscles.
I recommend a greatproduct I found at ThriftyFoods called Sport Vega.These single-serving pack-ets mix right in your waterand add a bit of flavour aswell as vitamins and elec-trolytes, and all at less than60 calories a packet.
I also get my clients tosprinkle a little bit of unre-fined sea salt in their water.
The sea salt replaces all theminerals and sodium welose by sweating. Do notfret about increasing yoursodium count with sea salt.Unrefined sea salt doesnot react with the body thesame way table salt does.In fact, I do all my cookingand baking with this prod-uct too.
Other Hot WeatherTips:
• While pouring waterover your head might feelgood, it does not have anyaffect on your core bodytemperature. Make sureyou put plenty of water andother fluids into your body.
• Always wear light-coloured and loose-fittingclothing.
• Keep drinks accessiblewhen exercising. Store allfluids in easy-to-use con-tainers that can be openedwithout disrupting yourexercise.
• Carry a hydration packfor convenience.
• Wear a hat to protectyour head and shield youreyes from the sun.
• Ease into summerexercise. It takes the bodyaround 14 days to accli-matize itself to the heat.Slowly add onto your inten-sity with each workout.
• Exercise first thing inthe morning.
• Protect yourself withsunglasses and sunscreen.
• Put your water bottle inthe freezer overnight for anice-cold treat while work-ing out.
• Know your meds. Manymedications aggravate theeffects of the heat on the
body. Anything from decon-gestants to antidepressantscan intensify dehydrationand decrease your body’sability to sense it. Even caf-feine and alcohol can causedehydration a lot faster.

Cove Links professional Daryl Stubbscontinued his impressive play this sum-mer with a sixth place finish at last week’sSenior CPGA Championship in Milton, ON.
The Tsawwassen resident finished at evenpar after firing rounds of 71-69-76 to earn$1,400. The top of the leaderboard featureda pair of B.C. players familiar to Canadiangolf fans as Jim Rutledge cruised to a10-shot victory with a 17 under total thatincluded a course record 62 in the secondround. Runner-up was longtime PGA Tourregular Dave Barr.
Earlier, Stubbs earned alternate statusfor the upcoming U.S. Senior Open at theSahalee Country Club in Sammamish, WAafter shooting a 73 at a sectional qualifierin Salem, OR. He was just one shot back ofthe winning score.
The 51-year-old teaching pro wasalso second at the PGA of B.C. SeniorChampionship in Chilliwack.

in Cobble Hill, topping the leaderboard at13-over 229.
After the completion of the final Mid-Amateur round, two-time B.C. Women’sAmateur champion Christina Proteau ofPort Alberni was tied for first with Sharratt.
However, the final Mid-Amateur group-ing was each assessed a one stroke penaltyfor failing to make the pace of play guide-lines.
The penalty was appealed unsuccessfullyand resulted in Sharratt emerging as theMid-Amateur champion.
“I was really nervous the first two days– I haven’t played in a tournament in ayear,” says Sharratt. “My dad was my cad-die and he kept me calm and helped me lineup my putts to go in the hole. Lots went in- especially today!”
“I’ve always wanted to win the Mid-Amateur title – I’m pretty excited. This isgreat!”
Sharratt, 32, enjoyed an impressive col-legiate career at Colorado State Universitywhere she was a four-time Academic All-American.

So much for the best teamon paper in franchise historyproducing an easy path tonext month’s national cham-pionships.
The Ladner Pioneers(12-3-1) have plenty ofwork to do if they want tobe representing B.C. at thePresident’s Cup in Burnabyafter a disappointing thirdplace finish in league play.
The result means a best-of-three quarter-final seriesagainst the Valley Rebels.They should take care oftheir Abbotsford opponentin prompt fashion but thenwill have a quarter-final datewith longtime rival Tri-CitiesBandits (13-2-1). The two-time defending West CoastSenior Lacrosse Associationchampions have swept thePioneers out of the playoffsin each of the past two sea-sons.
Ladner had opened the2010 campaign with sevenstraight wins and an unbeat-en regular season didn’tseem out of the question. Itsroster was loaded with onetime prominent WLA play-ers and even NLL regulars.
The Pioneers first hic-cup was a 12-10 loss tothe Bandits back on June10. They rebounded withthree straight wins but thendropped another pivotalgame at home — 10-8 to
the eventual regular seasonchampion Burnaby Burrards(14-1-1).
Two nights later, theywere stunned 11-6 by theRoyal City Capitals and sud-denly a first place finish wasall but dead.
The Pioneers still had anoutside shot at earning anopening round bye for theplayoffs but that ended whenthey could only manage a6-6 tie with the Burrards onJuly 7.
They finished with a los-ing record (1-2-1) againstthe two teams above them inthe standings — a trend thatmust change over the nextfew weeks.
“It’s time we get it alltogether and see what thisteam is made of,” saidLadner head coach RossFrehlick. “Looking back, theloss to Royal City is whatreally hurt us. We took a tonof penalties, but that is stillno excuse. We also simplyhave to score more goalsagainst a team like Burnaby.They have a goalie who hasplayed well and given ustrouble.”
Even with Kyle Goundrey,Trent Smalley and SeanKelly among the top 10 inleague scoring and localstandout Gary Bining backin town for the playoffs,Frehlick didn’t sit still whenfinalizing his roster at theJuly 1 deadline.
The team added former
WLA rookie-of-the-yearKevin Olson and NationalLacrosse League veteranSpencer Martin. Both werekey members of the BurnabyLakers dominance in theB.C. Junior “A” LacrosseLeague.
To make room for theadditions, the Pioneers hadto release three playersincluding Tyler Lietz whohad produced 25 points in10 games.
“Tyler is a good kid whoI like a lot,” added Frehlick.
“He is young and athleticbut unfortunately we hadsome difficult decisions tomake.”
Look for Ladner to alsomake a change in net forthe first time in nearly twodecades as Matt Morehouse
is expected to get the bulk ofthe work in the post-seasonover veteran Rob Cook.
The opening round seriesagainst the Valley Rebelsbegan last night in Ladner.Game two goes Sunday inAbbotsford.

Invaders readyfor provincials
The ’93 South Delta Invaders recently ran the ’99Invaders through their paces as the two rep girls fastpitchteam prepared for their respective provincial champion-ships this weekend.
The ’99 Invaders had an extremely successful season asthey managed to knock off two older opponents in order toqualify for the provincials. It is the first time in recent his-tory that a first-year Squirt Invader team has accomplishedthis.
The ’93 Invaders will be competing in provincials for thesixth straight year, along with the ‘91 Invaders who had astrong season at the Midget “B” level.
Congratulations to the ’96 Invader Pee Wee team whichalso earned a B.C. berth, while the ‘94 Invaders will becompeting at the Bantam A provincials later this month inSouth Surrey.The provincial bound 1993 and 1999 South Delta Invaders rep fastpitch teams hooked up for a practice last week.

The U17 Ladner Athletics girls soccerteam scored a hat trick of shootout vic-tories en route to improbable tournamentwin in Kelowna.
The team travelled to the Okanagancity for the second year running for theannual Canada Day Tournament, July3-4. Despite the girls not having playedsince March and up against season olderteams from Calgary, they battled to a pairof draws and a loss in round robin play.Both ties resulted in victories thanks tothe penalty kick shootout format. Thiswas enough for a spot in the final againsta Calgary team that had beaten theAthletics handily (6-3) the day before.
In the final, the girls battled throughinjuries and fatigue to secure an unlikelyscoreless draw and send the match to
another shootout. With both teams hav-ing missed their first two kicks, Ladnerfinished in style converting its last threeattempts to clinch a 3-2 victory and thegold medal.

Hewould tell you that he survivedthe Great Depression, WorldWar II, the London Blitz,Evacuation, cancer, asbestosisand 50 years of marriage.Belle, the children, family andfriends will miss him very much.A memorial service will be heldat the Church of Jesus Christ ofLatter Day Saints, 8440Williams Rd., Richmond, B.C.on Monday, July 19, at 11 am.Family and friends are invitedto share in those happymoments that we’ve all enjoyedtogether.
