Summary
Purpose of this document is to address the different external dissemination and communica-tion issues arising from BESTFACT. At the same time, it is aimed to give the outline of the BESTFACT Knowledge Platform, which will represent the main outlet of data and information about the project and its results.
The Dissemination Strategy of BESTFACT, therefore, is not only a coordinated basket of tools to give visibility to the project. Indeed it is one of the most important aspects in order to achieve the project’s objectives. The document, consequently, enumerates and describes the various instruments that are on hand for the consortium as a whole to establish a fruitful dissemination activity. A comprehensive list of events and continuous press coverage will represent one pillar of the Dissemination Strategy, being the Knowledge Platform and the vast range of BESTFACT communication channels (newsletters, conferences, workshops, brochures, social media, Sustainability Award) the second pillar.
This plan and the dissemination channels will be checked and tested during the lifetime of the project on the basis of their efficiency and of the project’s progress, taking on board also new potential dissemination opportunities. In this respect a midterm review will be conducted and amendments could be made if deemed necessary. Lastly a final dissemination report will be delivered in order to assess the effectiveness of the dissemination activities put in place during the project lifetime.
Aims of the Communication and Dissemination Strategy
The strategy will ensure that all dissemination activities will be executed in a satisfactory and timely manner. Hence, it will involve the description of the dissemination activities, the work division between different BESTFACT partners and the specification of dissemination means and communication channels. The plan for external communication will help all partners to make best use of the dissemination means as provided in the framework of BESTFACT in order to make BESTFACT public on local, national, and European level.
Objectives of the Dissemination Plan
The Dissemination Strategy finds its primary objective in the promotion of the BESTFACT “best practice approach” by raising awareness about the benefits BESTFACT, as well as co-modality and greening of transport in general, can bring to the society as a whole in terms of service quality and sustainability, providing understanding of the project context, processes, objectives and expected results and fostering the involvement of concerned entities in best practices collection and Knowledge Platform exploitation. This becomes all the more im-portant when considering the fact that BESTFACT is meant to be the first portal of freight transport best practices, contacts and policies.
As a consequence, this document considers its target to present a reference plan for setting a continuous flow of information about BESTFACT achievements and initiatives through all the duration of the project and beyond. The results coming from the analysis of the three BESTFACT clusters will be disseminated through the channels described in the Dissemina-tion Strategy and can be calibrated in accordance to the different target groups that are to be addressed. Conferences, workshops and other useful facts will find at the centre of the dis-semination plan as well.

Target Groups of dissemination
The term “target group” can be used to describe the different groups of stakeholders con-nected to the project. Therefore, it is important to think about the audience in segments. In this sense BESTFACT has pointed out three target groups:
- stakeholders, end-users and suppliers; - individual companies especially SMEs as potential users; - public authorities.
As far as stakeholders, end-users and suppliers are concerned, the list include logistics ser-vices providers, forwarders, manufacture industries, shippers etc. They are going to receive a specific attention because of their paramount, and sometimes exclusive, role in taking the decision of which mode will be used for a certain transport of good.
Individual companies, especially SMEs, have been considered as a peculiar target group because of the actual threshold for them “to go intermodal”, which is still too high in terms of costs and investments needed. A collection of best practices may be useful in giving SMEs the right inspiration about how to build alignment and cooperation among them aimed to share costs and consolidate the transport of goods.
Finally, attention will be particularly paid to the needs and requests of public authorities, which are responsible for the use of public money. The results of BESTFACT and the dis-semination will help them to act according to the criteria of sustainability and accountability.
Within the dissemination means and especially the Knowledge Platform it needs also to be distinguished between entities and individuals that are well introduced into European project activities and those who are not in closer contact to such projects. These two ways of ap-proaching BESTFACT need to be well reflected especially in providing dedicated information that is applicable to the two different groups.

1 Introduction 1.1 BESTFACT aims to be transferred by dissemination means BESTFACT aims at contributing to better and cleaner freight transport by encouraging wider market uptake of best practices in (1) urban freight transport, (2) greening of transport & co-modality and (3) eFreight. The project focuses on three main groups of actors and stakeholders with specific needs and preferences: (1) industrial stakeholders such as ship-pers and logistical operators, end-users and suppliers, (2) individual companies and (3) pub-lic authorities. BESTFACT will seek to maximise its effects through the use of events and press, which will promote the concept and the results throughout the project as well as the implementation of a knowledge platform, which will act as the project’s information source for the future.
The role of events in BESTFACT is twofold. At first, best practices are identified, assessed within the best practice collection. At the same time, the dissemination events (workshops and conferences) will be used to identify stakeholders who can provide additional inputs which might be identified as best practices. In addition, a selection of external events will be attended to reinforce the BESTFACT network. Project coordinators and partners of other related EU projects will also be targeted specifically with the view to arrange common events and collect already identified best practices. Where possible, the BESTFACT project will be presented at these events or supported with a promotional stand and communication materi-al. Secondly, this strategy also lays the foundation for the Knowledge Platform, which will be managing the project data during the project implementation and for its future needs. The function of the Knowledge Platform will be continuous and serve as an intelligent link be-tween best practices and interest groups.
The present document defines the external communication channels for the project and lays down responsibilities, activities and operational guidelines for the project partners ensuring efficient internal communication. It aims at giving guidance on how to better respond to the changed needs and stakeholders’ preferences in terms of communication form and style, for instance by providing compact and strong messages targeted at decision makers. This doc-ument will, also, provide insight in processes and operational issues in organising events based on the rich experiences in projects like FREIGHTWISE, PROMIT, BESTUFS and BESTLOG.
The Dissemination Strategy shapes the communication and knowledge management all along the 4 years of the development of BESTFACT. A mid-term review of this Dissemination Strategy carried out by the main dissemination partners will examine the effectiveness. Pos-sible adaptations to this document will be made, if deemed necessary, including using new dissemination opportunities.
1.2 External communication means BESTFACT dissemination consists of various sorts of external communication that contribute to the main objective of the project and the high-level targets of the European Commission in terms of achieving a well-functioning and green transport system making use of all available organisational and technological solutions. External BESTFACT communication will be about:
- Raising awareness about the benefits BESTFACT, as well as co-modality and greening of transport in general, can bring to the society as a whole in terms of service quality and sustainability.

- Provide understanding of the project context, processes, objectives and expected re-sults.
- Foster involvement of concerned entities in best practices collection and knowledge platform exploitation.
- Provide dedicated information that allows an up-take of Best Practices.
External communication will be implemented through three means:
- Events organised by BESTFACT and by other projects and organisations (including co-hosted events)
- European, national and local press
- The Knowledge Platform
The Knowledge Platform will consist by way of examples of:
- Project information and results also in terms of press material
- General project information and contact details
- Calendar, presentations and minutes of BESTFACT events
- Public project reports
- Best Practices
- External information
- Web-links to other projects’ and organisations’ events
- Relevant projects, organisations and documents (from public and private entities)
- Social media
- Films/Simulations
1.3 Stylistic instructions In order to achieve and assure a common “project identity” all the relevant documents (i.e. deliverables, reports, minutes, like invitations to events and related summaries) and tools (i.e. knowledge platform, website, list of events, press releases, presentations) delivered by BESTFACT will be characterized by an ad hoc visual format and structure, that is defined in a user-friendly “style guide” comprehensive of all the necessary templates to be used in the phase of releasing documents related to BESTFACT. The consistency of the project’s out-puts will be therefore enhanced by the use of visible marks like the project logo, common pictures and colours. Compare ANNEX 1

2 External Communication Means 2.1 Content and sources The following scheme describes the basic streams of communication for the BESTFACT project. The project results as well as other types of external information, retrieved by all members of the consortium, will serve as input to the Knowledge Platform, which will be managed by EIA and PTV. The ‘end-user’ results, i.e. the outcomes of the Knowledge Plat-form will be communicated through various media, as depicted below, which will fall under the responsibility of different partners.

Project results
The main project results comprise of the best practices inventories for each year and per working cluster, the interim and final report deliverables and every type of information which could be used as input for the Knowledge Platform (e.g. from events).
External information sources
Additionally to the project results, BESTFACT will also use external sources of information in order to stimulate work in multiple areas and create awareness and consensus among differ-ent projects regarding freight and logistics. Examples of such information are the calculation of transport emissions and energy consumption along transport chains (EcoTransIT), self-assessment methodology (EcoPorts Foundation), environmental performance survey and performance metrics (Clean Cargo Working Group) etc.
In order to spread the word about BESTFACT and inform a wide array of stakeholders in the transport sector, BESTFACT will participate to external events under various forms: stand, presentations, speeches, etc. Such events will also be an occasion to circulate the BEST-

FACT brochures and leaflet. They will be advertised on the BESTFACT website and social networks.
A common list of relevant events and initiatives will be arranged by NEA and will accept in-puts from all the consortium partners.
2.2 Events Events are defined within three different contexts:
- BESTFACT Conferences
- BESTFACT Cluster Workshops
- Other events in cooperation with other projects
BESTFACT Conferences
The BESTFACT events consist of three conferences which are planned during the project life time highlighting the most interesting best practices and BESTFACT achievements. Topics of mutual interest and to promote industrial co-operative approaches and solutions in terms of more efficient, safer, greener, more reliable will be addressed. The aim is to achieve syner-gies and to mobilise a large number of key stakeholders. These events will also be an occa-sion to circulate the BESTFACT brochures and leaflet. They will be advertised on the BEST-FACT website and social networks. The first BESTFACT Conference has been finalised in month 12, the second after 2 years and the third one after 3 year of project life-time.
BESTFACT Cluster Workshops
The cluster workshops report on best practices identified and described in the Cluster work-ing groups. Ten workshops will take place during the life-time of the project, consisting of an introductory workshop in common for the three clusters followed by three workshops per clusters to be organized once per year.
Aim of the workshops is to let interested users have an easy access to relevant best practice information and to represent a platform where to discuss and exchange information. In the workshops projects with similarities will be brought together and enhanced with industrial and administrative stakeholders in order to broaden and extend the discussion leading to an im-proved transferability of the approaches.
Other events in cooperation with other projects
In order to demonstrate consistency with the ongoing EU initiatives and to reach stakehold-ers more easily by making the best of a privileged context, BESTFACT will organise common events with other related EU projects, such as eFreight, CO3, ELUPEG, ECOPORTS or the Alliance of European Logistics. These events will aim to diffuse understanding of the BEST-FACT project, in order to encourage involvement of stakeholders. Such events will also be an occasion to circulate the BESTFACT brochures and leaflet. They will be broadly adver-tised on the BESTFACT website.
The establishment of relations and the following partnership between BESTFACT and the other relevant projects will be assigned to EIA, PTV and MARLO.

Events as conferences, workshops or exhibitions organized by other entities external to the BESTFACT consortium will represent a valuable opportunity to raise the awareness about the progress and achievements of BESTFACT, a list of events will be regularly issued and updated through the Knowledge Platform (see annex 2).
Nevertheless, it appears important to avoid a dispersion of the efforts of the BESTFACT partners in attending too many events and to ensure that only events clearly related to the aims of the projects will be attended. Therefore, in order to guarantee a smooth coordination of the presence of BESTFACT in relevant events, the partners of the project will be asked to communicate to the coordinator about the nature of the event they are going to attend and about the kind of dissemination activity they are going to carry out (see annex 3).
It has already been envisaged to bring BESTFACT to the attention of the public in several events, which appear to be prominent opportunities for dissemination because of the vast attendance from the business community and/or the relevance of the debating points. For instance, the “Intermodal Europe 2012” exhibition in Amsterdam, November 27-29, 2012, or the “Transport Logistics“ exhibition in Munich, June 4-7, 2013.
2.3 Press Various kinds of newspapers, journals, periodicals, newsletters and magazines will be used as channels for spreading information about the project. Considering the general and rela-tively concise nature of such support, the Press will mainly be used so as to raise awareness of the widest range of targets about the BESTFACT project.
A brief description of the project will be prepared and then delivered to all the members of the consortium for their own dissemination activity. A selection of media will be made, which will be asked to host information about BESTFACT and/or interviews with exponents of the BESTFACT consortium (see annex 4).
The BESTFACT press strategy will take into consideration in first place the broad scope of analysis and activity which the project is asked to cover. This means that the press media will be addressed according not only to their pertinence to one of the three clusters of BEST-FACT, but even to the fact that they deal with Transport, Logistics, Sustainability etc. in a wide sense.
Nevertheless, BESTFACT is asked to reach a vast array of stakeholders, meaning this way a public made of end-users and suppliers (including logistics services providers, forwarders, manufacture industries, shippers), individual companies and SME and public authorities. Furthermore, the world of academia and research institutes is not to be forgotten as well. The press coverage will therefore include a selection of magazines and journals that appear to be relevant enough and especially suitable to host a presentation of BESTFACT and possibly a continue update of the project’s achievements.
The dissemination of BESTFACT through the press media will need to take into account the national or international dimension of the selected media in order to guarantee and remark the European nature of the project and its focus and national and local best practices. In this sense, if during the lifetime of the project a specific European area seems to be under-represented, higher attention will be paid and increased action will be taken toward the me-dia present in that area.
The partner in the BESTFACT consortium that is going to deliver a presentation and/or an interview related to the project is asked to inform pre-emptively the coordinator and to submit the article/interview to the coordinator and to the responsible of dissemination (EIA) in order to insert it in the Knowledge Platform.

The definition of the Press strategy is undertaken by EIA and NEA.
2.4 Knowledge Platform The Knowledge Platform is part of the overall BESTFACT web page providing an easy ac-cess on best practice information for external users. Its content consists of: (1) project re-sults as defined by the DoW (e.g. WP2/Clusters: inventories, in depth analysis, implementa-tion actions, documentation of public workshops; WP 3: recommendations; WP4: brochures, newsletters, documentation of conferences), and (2) external information such as policy documents, other projects’ reports, training & learning facilities and calculation tools. The content provision is a shared responsibility between project partners. The knowledge plat-form feeds information into the project website, newsletters, brochures and social media. The basic idea is to handle information internally in an efficient way and to make information available to external parties in a very smooth way.
Architecture of the Knowledge Platform
The objective is to define a simple and clear organisation scheme upon which the Knowledge platform will build up for the whole duration of the BESTFACT project. Four different issues are to be considered with respect to the Knowledge Platform and need to be developed in parallel:
- The typology of the content to be inserted and its features - The technical realisation - The information integration process - The management of external requests
Following the development of the Knowledge platform under Task 4.2, the Architecture will progressively be expanded.
Following the general lines given by this Dissemination Strategy, the Knowledge Platform will be designed by EIA and PTV, who are respectively responsible for the general layout and the technical development, hosting and maintaining of the platform.
Since the Knowledge Platform will represent the main access to the project results and to all the information related to BESTFACT, a set of processes will be put in place to comprehen-sively combine related information.
As far as information provided by external parties is concerned mechanism will be installed to integrate and include these information in order to enhance the knowledge base of single best practices.
All the partners in BESTFACT will be requested to check regularly the content of the infor-mation that is going to be delivered through the Knowledge Platform. If there might be any available information that should not be published the coordinator will need to be immediately informed and then act consequently.
The content of the Knowledge Platform will be constantly updated and revised, if deemed necessary. The case should arise of an inconsistency between the information and the actual scope of BESTFACT, the manager of the Knowledge Platform will proceed to its deletion.

Practical tools
In order to offer a comprehensive and accessible knowledge base on best practices in freight logistics, BESTFACT will have to provide the necessary tools to its users. While some of them have already been developed by other entities, the creation of a new Knowledge plat-form implies the development of dedicated Presentation and Access tools.
Other entities have already released tools directed to issues similar to those which BEST-FACT aims to address. These are for example calculation of environmental emissions and energy consumption along transport chains (EcoTransIT), self-assessment methodology (EcoPorts Foundation), or Environmental Performance Survey and Performance Metrics (Clean Cargo Working Group). A list of relevant tools will be established and integrated into the Knowledge platform.
Knowledge platform Presentation and Access tools
For the Knowledge platform to deliver its maximum benefits toward potential users, a set of tools using multiple supports will help public and private stakeholders to find out about the best practices which best suit their activity and to practically envisage their uptake. These tools can adopt various forms: animations, short videos, rating systems, simulations, peer reviews, etc.
A detailed list with the different kind of information and where and how the information will be made publicly visible will be prepared within the development process of the knowledge plat-form. There needs to be a clear focus on different user groups aiming for different kind of information (e.g. a transport practitioner, searching for a best practice case or an expert searching for a BESTFACT project report).

The actual structure and layout will be defined within the setting up of the knowledge Plat-form.
2.5 Communication channels Various communication channels are available for the Dissemination Strategy to reach its objectives. Each one has to be used considering its relevance to the different Target groups and the level of detail it is best suited for. The main channels for the dissemination strategy are Press and Events organized in the framework of BESTFACT project as well as events organized in partnership with other projects and other external relevant events.
Website
The BESTFACT website, along with a targeted use of relevant online social networks, will be directed to all Target group. By providing regular updates of the project’s advancement, the Internet strategy will facilitate both the gathering of best practices and their uptake from the knowledge platform. It will host the list of events and of the appearances of BESTFACT in the media.
The website will be designed and put into place by PTV.
Newsletters
A user-friendly newsletter will be regularly issued after important project milestones (9 news-letters in total) aiming to give an update on the state of the art of BESTACT. The newsletter functions as an information channel which helps free up internal resources and lower produc-tion costs for the development of ongoing awareness educational materials.
The responsibility for the production of the newsletters will be assigned to ITENE.
Brochures
The Dissemination Strategy includes the release of two comprehensive brochures at different project stages covering the concept, objectives, advancement and exploitable results of the project. The first one will be issued prior to the first BESTFACT Conference. A second (and last) release will be issued at the end of the project, focusing on its main outcomes.
The realisation of the brochures will be undertaken by ITENE.
A small leaflet will be issued on month 2 to showcase the general BESTFACT concept and objectives. It will be used as standard dissemination tool to raise awareness on the project during conferences, events etc. Project partners will include it as standard material to their publication delivered to entities which are part of the Target groups for BESTFACT.
The realisation of the leaflet will be undertaken by EIA.
Social media
BESTFACT dissemination will make use of and try to influence the existing social networks (Facebook, LinkedIn, Twitter) in order to reach in a “smarter” way the already existing com-

munity of transport policies specialists and to captivate the interest of a wider public of stake-holders.
The set up process for social media will be under the responsibility of NEWRAIL.
2.6 Sustainability Award for freight transport and logistics The assignment of the Sustainability Award for freight transport and logistics will represent one of the more relevant instruments to get the message of BESTFACT across. The selec-tion procedure of the candidates and the following awarding ceremony will be at the centre of a specific dissemination conceived to reach all the involved industrial and administrative stakeholders and to ensure a suitable media coverage.
The coordination of the award-making process is assigned to EIA and POLIS.
2.7 Dissemination for new EU member States At all levels of dissemination special attention will be paid to the New EU Member States (accessions of 2004, 2007 and 2013) in order to transfer actively the findings of BESTFACT and to engage them more fully in the stream of freight logistics initiatives.
A pre-emptive step will be the collection of contacts of relevant media (press, websites, net-works etc.) in order to create an acquaintance of the public to the project. In the meantime relations will be built with the local associations of stakeholders and local public administra-tors. While asking to describe their present situation and the foreseen challenges, BEST-FACT will ask these actors for their actual need in developing new procedures or processes in the fields of urban logistics, co-modality and green logistics and eFreight.
After the collection of these data BESTFACT will act as a matchmaker selecting and propos-ing the best practices that could better adapt to these needs and will held to spread the best practices that have been found in the New EI Member States.

3 Operational organisation, timing and responsibilities
A thorough planning of information flow and time guidelines for will be provided after the first milestone of the project, meaning the first workshop, which will be the basis of organising upcoming events and will set the general conditions of ‘how’ the processes should be designed so as to be efficient in terms of context and time. In addition, the workflow for submitting project deliverables will be designed based on general directives but also each partner’s experience.
In order to ensure a streamlined and effective flow of communication among the partners and outside the consortium as far as the dissemination activity for BESTFACT is concerned, it has been deemed necessary to define the responsibilities and to provide the relevant contact details.

Mailing/ Contact list
A general mailing/ contact list with the contacts of each target group will be drawn up to send material and information about the project to multiple recipients.
Mailing lists are special usage of email that allows for widespread distribution of information to many Internet users. The EIA will design a common contact list for the consortium.
Knowledge Platform content management and working rules
The responsibility of managing the Knowledge Platform has been assigned to PTV.
