The prohibited “electronic acts” include off-campus communication that is “directed specifically at students or school personnel and maliciously intended for the purpose of disrupting school, and has a high likelihood of succeeding in that purpose.”

Scope of the ProblemCyber-bullying between youth in America is a wide scale problem. We have found much research supporting this claim. From this research it is quite clear that cyber-bullying is not isolated, innocent, nor harmless. This research has been done by reputable organizations following recognized, legitimate survey methods.The Pew Institute conducted a survey in November 2006 to measure the extent and effects of cyber-bullying. After nationally surveying 935 teens from grades 7-12, they found that 32% of them had experienced cyber-bullying. Further, girls were more likely to be targeted than boys, and those who shared their identities online were more likely to be targets of cyber-bullying. Another survey of 13,000 students in grade 5 -12 was conducted in 2007 by I-Safe, Inc, an organization founded in 1998 and endorsed by the US Congress. They found that 90% of these students have had their feelings hurt online, and 75% had visited a web site bashing another student.Cyberbullying.us, an organization created by Dr. Justin Patchin and Dr. Sameer Hinduja conducted a survey of 6000 students a day in 2008. Their findings show that 33% of those students have been targets of cyber-bullying. They found that cyber-bullying occurs mainly in chat rooms, followed closely by instant messages and e-mail. More than half felt that cyber-bullying is as bad, or worse, than standard bullying in real life. Perhaps the most telling fact found in this survey is that 5% of the participants truly felt that they were in danger of their own safety because of cyber-bullying.In 2007 the National Crime Prevention Council produced a research summary looking at why cyber-bullying took place. They found that 81% occurs because they think it is funny to do so. Other reasons included that they didn’t think it was a big deal, they didn’t think about the consequences, they were encouraged by friends, and they didn’t think they would be caught.Finally, research conducted by the Colorado Trust Cadre and JV consulting shows that in addition to cyber-bullying, if left unaddressed, can leave students of all ages feeling depressed and unable to connect socially with their peers. Further, it can even have a negative effect on students’ academic achievement.
