Various Government programs were taken up for discussion such as - Power for All, Saubhagya, IPDS, UDAY and RE sector during the one-day conference. “We are one team and should work together to provide electricity connection to every poor household in India. Access to energy is a prerequisite for a poverty free India. Energy is the engine of growth and no country can ever develop with millions of its citizen living without electricity” said Shri Raj Kumar Singh, Union Minister (IC) for Power and New & Renewable Energy while addressing the Conference of Power and New & Renewable Energy Ministers of States & UTs. Addressing the DISCOMs as the axis of power sector, the Minister Raj Kumar Singh called upon the States to plug the losses of DISCOMs. He said that subsidies in power sector should be routed through Direct Benefit Transfer (DBT). Talking of infrastructure creation in States, the Minister Raj Kumar Singh highlighted slow utilization of the funds approved by the center. He also said that center is ready to provide more funds if needed for infrastructure creation and the States meeting their targets speedily will be incentivized. Calling the prepaid meters a pro poor step, Minister Raj Kumar Singh said that today a poor person may find it difficult to pay one month’s electricity bill at one go. Smart

Electric Bus Revolution of Shenzhen City in China

Shenzhenistheonlycityintheworldwhereallthepublicbusesareelectric.Duringtheperiodfrom2011to2017,theyreplacedallthedieselbuseswithelectricbuses.Thereare16359electricbusesinoperationinShenzhenCity.Significanceofthisnumberistobeviewedfromtheperspectivethatin2017,therewereonly956electricbusesinentireEuropeandlessthan500inentireUnitedStates.(PleaseseetableatAppendix–AforthenumberofelectricbusesinChinaandrestoftheWorld).

Brief History of Shenzhen City

In1979 theChineseGovernmentunderPresidentDengXiaopingestablishedSpecialEconomicZones (SEZs) in thePearlRiverDeltaregion,withShenzhenbeingthefirstSEZallowingforeigndirectinvestmentsundertheopeneconomicpolicies.ItwasasmallfishingvillagecalledBao’anCountywithapopulationof30,000whichwasrenamedasShenzhenCityin1979.Shenzhen’sofficialpopulationwas12millionin2005,makingthedemographic99%migrants.Presentpopulationisestimatedat22million(by2010,therewere22million registeredSIMcards inShenzhen).Fastestgrowth inhumanhistory. In thesameperiod, theeconomicgrowthhasalsobeenunprecedented inhistory -GDPgrew from1.96millionRMB in1979, to500billionRMB in2005. In2016,Shenzhen’sGDP totaledUS$303.37billion-higherthanthatofcountrieslikePortugal,theRepublicofIreland,andVietnam.Itspppper-capitaGDPwas$49,185(unregisteredmigrantpopulationnotcounted)asof2016,onparwithdevelopedcountriessuchasAustraliaandGermany.

MajorityoftheconsumerappliancessoldaroundtheworldaremadeinShenzhenandadjoiningareas.Itisalsoamagnetoftechnologyentrepreneursandhightechmanufacturing.Shenzhenishometomanyinternationallysuccessfulhigh-techcompanies,includingHuawei,Tencent,BYD,Konka,Skyworth,Coolpad,ZTE,Gionee,TP-Link,DJI,BGI (BeijingGenomics Institute),OnePlus,etc.Taiwan’s largestcompany,HonHaiGroup,hasalargemanufacturingplantbasedinShenzhenaswellasFoxconnwhichmanufacturesiPhonesandiPadsisalsopresenthere.Manyforeignhigh-techcompanieshavetheirChinaoperationscentreslocatedintheScienceandTechnologyParkoftheNanshanDistrictinShenzhen.

In2017,Shenzhen’seconomicoutputtotalled$338billion,surpassingthatofHongKongforthefirsttimeandrankedNo.3inChina,onlybehindShanghaiandBeijing.

Electric Bus Revolution of Shenzhen

PublictransportationinShenzhenisverywellplannedandefficient.BusesusedtobeoperatedbyShenzhenCityGovernmentownedShenzhenBusGroupandseveralprivateoperators.In2007,theCityGovernmentdecidedtomovefromdieselbusestoelectricbusesandelectrictaxis.Firstmovewastoconsolidatethebusoperatorsintothreecompanies:

1. ShenzhenEasternBusCompanyLtd:16privatebusoperatorswereintegratedandmadeShenzhenEasternBusCompanyLtdwhichisfullyownedbytheShenzhenCityGovernment.Todaytheyoperate5805electricbuses.

2. ShenzhenBusGroup:ThisCompanywasownedbyShenzhenCityGovernment.Todaytheyoperate5600electricbuses.

3. ShenzhenWesternBusCompanyLtd:Thisisstillprivatelyownedandtheyoperateabout4000+electricbuses.

ISGFvisitedShenzhenEasternBusCompanyLtdon16thApril2018alongwithseniorofficersfromBYD.AlltheelectricbusesoperatinginShenzhenEasternBusCompanyareBYD’sbuses.MajorityofthebusesinothertwobuscompaniesarealsofromBYDwhichisheadquarteredinShenzhen.BYDhasoneoftheirlithiumionbatteryplant(18GWhannualcapacity)inShenzhen.

ThePresident,GeneralManagerandCTOofShenzhenEasternBusCompanyhostedwithISGFatoneoftheirbusdepotswhichsupportabout700electricbuses.

1. Allelectricbusesare10.5meterbuseswithseatingcapacityof32plus20-30passengersstanding.Atpeakhours>80+peopleboard thebuses incertain routes.Allbuseshavesamespecificationsandbought fromsamemanufacturer.Thishasgreatlyhelpedinbettermaintenanceandoptimizationofsparespartsandmaintenancetools.

2. BuseshaveLFPbatteryof252kWhwhichensureminimum200kmdrivingrangeperfullcharge.

3. All buses are chargedwith BYD supplied 80kW (415 Volt) AC chargers (no DC Fast Charging) installed in the bus depots.ShenzhenEasternBusCompanyhas7Depotsthatsupport5805buses.

4. Busesareusuallychargedduringnightwhenelectricitytariffislowest.InShenzhenCitytheindustrialtariffforelectricityis:

a. NormalTariff:RMB0.74/kWh(7-9hrs,12-14hrs,18-23hrs)

b. PeakTariff:RMB1.12/kWh(9-12hrsand14-18hrs)

c. Off-PeakTariff:RMB0.29/kWh(23to07hrs)

Buscharginginthedepotsareclassifiedunderindustrialtariff;andduringthe8hoursofoff-peaktariff(11pmto07am),allbusesarefullycharged.Chargingtimeis3to4hoursdependingonthestateofcharge(SOC)ofthebuswhenitreturnstothedepot.

5. ShenzhenEasternBusCompanyhasabout2200chargerswhichsupportstheir5805buses.Allthesechargesareinstalledintheirbusdepots.

6. BusesaremaintainedbytheBusCompanythemselveswithtechnicalsupportandtrainingfromBYD.

7. TheBusCompanyhasentered intoAnnualMaintenanceContract (AMC)withBYDforeachbatchofbusestheypurchased.Buseshave8yearswarrantyperiod.Duringwarrantyperiod,allpartsincludingbatteryandmotors,electronicsareguaranteedandrepairs/replacementsdonebyBYD.

8. TheBusCompanieshaveundertakenextensivetrainingprogramsfortheirentirestaffandretainedthousandsofworkerswhobecameredundant.Reskillingandredeploymentwasakeypriority.Therewerenojoblosses.Todaytheyallareproudofthistransitiontoelectricbuseswhicharemuchmorecomfortabletodriveandmaintain.

9. ShenzhenEasternBusCompanyinvestedindevelopingnewtechnologies,equipmentandprocesseswhicharepatentedandreceivedseveralnationalandinternationalawards.
