    INTRODUCTION

    Sakala- Karnataka Guarantee of Services to Citizens Act (2011) empowers citizens to avail

    services from the Government of Karnataka in a time-bound manner. The Act mandates thedelivery of 265 services across 30 departments within a stipulated time. In case of a delay

    /default of a service request, the officer responsible is liable to pay a fine of Rs. 20 per day

    limited to a maximum of Rs. 500 to the citizen as compensation.

    The primary promise of Sakala is the timely delivery of services to the citizens.Fourteen

    months after its state-wide launch, it boasts of 93.2% timely delivery rate. So far, Sakala has

    received about 2.67 crore applications of which 2.49 crore have been delivered in time and

    about 9.8 lakh applications have been delayed. About 13 lakh applications have been

    rejected. Hence, there still is plenty of scope for improvement.

    This Report focuses on the delayed disposal trends in Sakala. Specific services in the Revenue

    department that have led to maximum delayed disposals as well as specific offices in

    Districts facing maximum challenges in timely disposals have been identified. The delayed

    disposal figures are highest in the delivery of the Caste, Income and Residence certificates in

    the Revenue Department. For each service, the report analysis the best performing and two

    lowest performing districts.

    NOTE: The report is based entirely on secondary data and does not analyse primary data.

    The data used for the study spans from April 2012 to May 2013. The report doesnt aim toprovide any proposals, however it intends to offer a structured evaluation using raw data.

    The bulk of delayed disposals occur

    in the Revenue Department. It isfollowed by the Department of

    Urban Development which

    encompasses the BWSSB, BBMP,

    BDA, BMTC etc. and the Commercial

    Taxes Department.

    The Revenue Department offers 41

    services which is highest across all

    the departments. Of about 22 million

    applications received under Sakala,

    more than 10 million applications

    have been for services in the

    Revenue Department alone.

    In the Revenue Department,

    Bangalore is the district with the

    most number of delayed disposals

    followed by Tumkur and Raichur. On

    the contrary, Uttara Kannada,

    Chikkaballapura and Haveri show

    excellent figures on timely delivery of

    services with very few instances of

    delayed disposals.

    So far, the Revenue department has

    issued about 35 lakh income certificates,

    with the delayed disposal figure standing

    at 1.7 lakh. The rate of delayed disposal is

    4.8%. Of the 65 lakh applications for

    issuance of caste certificate, the delayed

    disposal figure stands at around 2.3 lakh

    and the percentage of delayed disposal is3.5%. Of the 9 lakh applications for

    issuance of residence certificate, the

    delayed disposal figure stands at around

    1.2 lakh and the percentage of delayed

    disposal is 13%.

    The maximum delayed disposals in Revenue department are in the issuance of the Caste

    certificate, Income certificate and Residence certificate. However, this trend is not

    common across all districts. While some districts are struggling with timely disposals

    because of the huge number of applications for these services, some districts have

    excellent disposal rates.

    CASTE CERTIFICATE

    The Caste Certificate is needed to support the claim for availing the benefits of

    reservation in various courses and jobs. In Karnataka, it is issued by the Tahsildar, a

    Taluk level functionary.

    The stipulated time for the issuance of Caste certificate is 21 working days. The overall

    delayed disposal rate across all districts is 3.5%. While Bangalore and Raichur have high

    instances of delayed disposals, Uttara Kannada and Chikkaballapura show a good

    timely disposal pattern.

    BANGALORE

    Bangalore North, South, East, Anekal and Yelahanka are the 5 taluks in Bangalore. A

    comparative study on the delayed disposals specific to the Caste certificate in

    Bangalore district revealed that while Bangalore North gets the highest number of

    applications, its delayed disposal numbers are still lower than Bangalore South,

    Bangalore East and Yelahanka which received fewer applications.

    Bangalore East received around 24,242 applications of which 5340 were delayed. The

    percentage of delayed disposals for Bangalore East was about 22%. Yelahanka received

    around 36,042 applications of which about 5895 were delayed and the percentage of

    delayed disposal was 16%. Anekal and Bangalore North have fewer instances ofdelayed disposals as compared to other Taluks.

    In Bangalore East, the low performing offices are Deputy Tahsildar- Kasaba which has a delayed

    disposal rate of 43.7% and Deputy Tahsildar Office- Bidarahalli having delayed disposal rate of

    27.5%. Deputy Tahsildar Office- Krishnarapura received the highest number of applications, butstill had a comparatively better delayed disposal rate of 8.1%.

    The low performing offices in Yelahanka in delivering the Caste certificate are Deputy Tahsildar-

    Kasaba-10 with a delayed disposal rate of 44.7% and Deputy Tahsildar- City Circle with a

    delayed disposal rate of 44.8%. Deputy Tahsildar OfficeYelahanka-Kasaba which received the

    highest number of applications is one of the best performing offices with a delayed disposal

    percentage of 10.2%.

    RAICHUR

    Linsugur, Devadurga, Raichur, Manvi and Sindhnur are the five taluks in Raichur. A

    comparative study of the delayed disposals specific to the Caste certificate in Raichur

    district revealed that Lingsugur was the best performing taluk with the lowest delay

    disposal rate of 1.6%. However, the poor performing taluks in Raichur are Devadurga and

    Raichur.

    Devadurga received about 35,543 applications for caste certificate of which it has delayed

    4859 times with a delayed disposal percentage of 13.6%. Raichur taluk received around

    33,633 applications of which it has delayed 3842 times with a delayed disposal percentage

    of 11.4%.

    The low performing offices in Devadurga taluk are Taluk office, Devadurga with a delayed

    disposal rate of 23.2% and Deputy Tahsildar Office- Gabbur with delayed disposal rate of

    16.9%. The Deputy Tahsildar Office- Devadurga receivedthe highest number of

    applications and remained the best performing office in Devadurga taluk.

    The low performing offices in Raichur taluk are Deputy Tahsildar Office- Gillesugur with a

    delayed disposal rate of 18.7% and Taluk office, Raichur with delayed disposal of 18.5%.

    The Deputy Tahsildar Office- Raichur received the maximum applications for Caste

    Certificate with the lowest delayed disposal rate of 6.6%.

    UTTARA KANNADA

    Uttara Kannada is one of the best performing districts in terms of the timely delivery of

    the Caste certificate. Ankola, Bhatkal, Haliyal, Honavar, Karwar, Siddpur, Sirsi, Supa and

    Yellapur are the taluks in Uttara Kananda.

    As evident from the graph below, Honavar is the best performing taluk. Of the 8673

    applications for Caste certificates that it has received so far, it has delayed on only 2

    occasions. Another taluk with an impressive record is Ankola. There have been only 4

    delays in the 7389 applications for the Caste Certificate.

    The Deputy Tahsildar Office- Mavinakurbva has a delayed percentage of 0.02% and the

    All the four offices issuing Caste certificate in Ankola have excellent timely delivery rates.

    The Deputy Tahsildar Office- Belekeri, Deputy Tahsildar Office- Ankolaand Deputy

    Tahsildar Office- Basgod have a delayed disposal rate of just 0.04%.

    INCOME CERTIFICATE

    The Income Certificate is required for claiming scholarship and also for admission in

    educational institutions and hostels. The certificate can be obtained by applying toTahsildar / Deputy tahsildar offices under Revenue Administration Department.

    In the issuance of Income certificate, the overall delayed disposal across all districts is

    4.4%. Bangalore is one district that shows an extremely high rate of delayed disposals.

    Bidar is next on the delayed disposal rates. On the contrary, Uttara Kannada, Haveri and

    Chikkaballapura are the best performing districts.

    BANGALORE

    A comparative study of the delayed disposals specific to the Income certificate across 5

    taluks in Bangalore district revealed that Bangalore North received maximum number

    of applications with a delayed disposal rate of 7.7%. Anekal hadreceived the least

    number of applications so far; about 15,000 and it had a delayed disposal rate of about

    3 %.

    Bangalore East has with the highest number of delayed disposals. Ithas received about

    45, 959applications of which 21,207 were delivered after the stipulated time.

    Bangalore East had an extremely highpercentage delayed disposal of 46.1%. Bangalore

    South received about 97,204 applications of which about 21,230 were delayed and the

    percentage of delayed disposal rate stood at21.8%.

    The low performing offices in delivering Income certificate in Bangalore East taluk are

    Deputy Tahsildar Office- Bidarahalli with a delayed disposal percentage of 56.3% and

    Deputy Tahsildar Office- Varthuru with delayed disposal rate of 52.9%. The DeputyTahsildar Panathurureceived only 203 applications for Income Certificate in Bangalore

    East and had a delayed disposal rate of 0.98%.

    The low performing offices in Bangalore South taluk are Deputy Tahsildar Office- Beguru

    with a delayed disposal percentage of 37.2% and Deputy Tahsildar Office- Uttharahalli

    with delayed disposal of 30.3%. The office with the highest number of applications for

    Income certificate is Deputy Tahsildar Office- Kasaba which has received 35,031

    applications and has a delayed disposal rate of 9.7%.

    BIDAR

    Of the five districts in Bidar district, Bidar taluk received the most number of

    applications for income certificate and it has a delayed disposal percentage of 13.9%.

    Homnabad is the best performing taluk in Bidar district in terms of timely deliverance

    of the Income certificate. Homnabad has just 1.8% delayed disposals.

    Bidar is the taluk with highest number of delayed disposals. Bidar received about

    37,799 applications of which 5264 were delivered after the stipulated time. Bhalki

    received about 12,435 applications of which about 1346 were delayed and the

    percentage of delayed disposal was 10.8%.

    Tahsildar Office- Bidar North with a delayed disposal percentage of 27.06%. The office

    CHIKKABALLAPURA

    Chikkaballapura is one of the best performing districts in terms of the timely deliverance

    of the Income certificate.

    As we can see from the graph, Chintamani and Bagepalli are the two best performing

    taluks in Chikkaballapura. Chintamani has received 17,984 applications for income

    certificate and it has delayed only in 3 instances. Bagepalli received 8676 applications

    and it has delayed in 2 instances.

    RESIDENCE CERTIFICATE

    The Residence Certificate is issued in order to prove that the person bearing the

    certificate is a resident of the State/UT by which the Certificate is being issued. The

    Residence certificate can be made in only one State/ UT, obtaining Residence certificate

    from more than one State/ UT is an offence.

    The overall delayed disposal rate across all districts is 14.6% in issuing the Residence

    certificate. Tumkur and Ramanagara are districts that show the highest instances of

    delayed disposals and Udupi, Chitradurga and Dakshin Kannada show highly positive

    disposal patterns.

    RAMANAGARA

    A comparative study of the delayed disposals specific to the Residence certificate

    across the four taluks in Ramanagara revealed that Magadi got the most number of

    applications and it has a delayed disposal percentage of 38.7%. Magadi received about

    8475 applications of which 3282 were delivered after the stipulated time.

    Ramanagara received the least number of applications, about 1300 and it had a

    delayed percentage of about 23.9%.

    TUMKUR

    A comparative study of the delayed disposals specific to the Residence certificate

    across the taluks in Tumkur showed that Tumkur taluk received the most number of

    applications and it has a delayed disposal rate of 38.7%. Tiptur received 4306

    applications and had a delayed disposal rate of 1.41% which is the lowest across all

    taluks in Tumkur district.

    Chiknayakanhalli has the highest percentage of delayed disposals of 43.2% in Tumkur

    district in delivering the Residence certificate. Pavagada received the lowest number of

    applications in Tumkur district, yet had a high delayed disposal rate of 40%.

    DAKSHIN KANNADA

    Dakshin Kannda is one of the best performing districts in terms of timely delivery of

    the Residence certificate service. A comparative study of the delayed disposals specific

    to the Residence certificate across the taluks in Dakshin Kannada showed that Bantval

    district received the most number of applications and it has delayed 32 times.Sulya

    district received 1767 applications and had a delayed disposal percentage of 3.7%, the

    highest in the district.

    Bantval and Beltangadi are the two best performing taluks in Dakshin Kannada and

    they have a delayed disposal percentage of 0.51% and 0.47% respectively.

    REJECTION ANALYSIS

    Of the 22 million applications received under Sakala, 1.28 million applications have been rejected. Of the

    12.8 lakhrejections, 6.1 lakh rejections have occurred corresponding to the Caste, Income and Residence

    certificates.

    Tumkur has the highest number of rejections for applications in the Caste, Income and Residence

    certificates in the state. In Tumkur, while 26,572 applications for the Caste certificate have been

    rejected, 12,047 applications for Income certificate and 5192 applications for Residence certificate have

    been rejected.

    Bangalore hasa total of 42,280 rejections for applications towards Caste, Income and Residence

    certificates. Belgaum and Hassan also show high number of rejections of applications. Udupi has the

    least number of rejections, a total of 2552 rejections for applications towards Caste, Income and

    Residence certificates.
