Brade As part of the ongoing process of creating a special assessment district for the residents of the Deer Park Valley subdivision in Alto, several of those residents turned out for a public hearing at the county commissioner's chambers in Carrizozo on June22nd to express their opinions of the ment, DanAguirre, representing the Albuquerque engineering firm of Wilson and Company. was present to record and tabulate the comments and will present them on July 20th to the county commissioners along with any written comments collected. "Today, we'lljust hearthe dis- cussion from the public side of it, then we'lltakethat information, JIll compile that and respond to it, thenbringthat lnformaticn back to you whereyou'll get responses," Aguirre told the county comnussroners, Many of the comments in favor of the s'pecial assessment for paving streets m the subdivision addressed the potential increase in property values thatis expected to result from the improvement of the streets there. Thosewho oppose the assess- ment question whether or not their properties will ever reach a. valuehigh enough to justifY the 14.Qf 15 thousand dollars of additional taxes that come withthe p;.wing assessment. One Deer Park \11l11cy property owner told the county commissioners that he has beenunable to sell his lots in the subdivision for two or three years, and said he doubted that those lots will be sellable oncethe assess- {Continuedon Paee :u I I{ charge. A building on the fairgrounds, Fletcher Hall, can be rented for $200, and the blue bam can be rented for $100 for a day. This is an invest- ment not only in our youth, but for the growth of the Capitan area and our whole economy. II Cleckler said that the fair board hopes to someday host youth events throughout the year. The fair board receives $19,500 from the county each year to main- tain the grounds and prop- erty, and raises the majori-, ty of its funding for opera- tions from the annual Smokey Bear Stampede rodeo. The 25 acres of property purchased by the county earlier thisyearsits adjacent to the existing fairgrounds leased by the fair board each year, and includes some outbuild- ings, a home and kennel facilities. Cleclder began his presentation by thank- ing the county commis- sioners for approving the purchase of additional 'property there, and said that he looks forward to great things happening there in the future. "The fair board met and we've gone overa lot of the best uses for the property," Cleckler said. "We figured we could tum the existing dog kennel into offices, one for. the fair board and one for, for example, the 4th of July rodeo committee." Cleckler said that using the former kennel site as a place for rodeo contestants to register would also make it con- venient to direct rodeo participants to park their vehicles and trailers far- ther away from the rodeo arena, leaving parking spaces closer to the arena available for people who attend the arena events as audience members. Much of the kennel space could also be used to store items that would not be affected by weather conditions, Cleckler said. A bunkhouse on the recently acquired property could be used as guest house for judges or people commg in from out of town, and could be rented for use during other events, he said. An arena included in the new property would serve well as an overflow arena and would make it possible to hold two dif- ferent arena events at the same time, but Cleckler said that the fair board is currently looking into funding possibilities to construct an entirely new arena for the fairgrounds, which he said is home to the largest amateur rodeo in the United States. Saturino Baca may be calledthe father ofLincoln County. As a member of the TerritorialLegislature from Socorro in 1869 he introducedthe bill which created Lincoln County. The coun­ty comprised all the territory which now formsLincoln, Chaves, Eddy, Roosevelt, Lea, and partof Oterocounties. Friends wanted the new countynamed Baca but he insisted upon the nameLincoln in honorof the martyred President.

Baca was born in Valencia County in1830. In the early days he was. sent to Californiawith a party of government surveyors, who wereto survey a road from Arizona to California. Hisjob was to keepaccount of themilestraveled each

day. At the beginning of the Civil War, Bacaoffered his services to Gov. Henry Connelly, andin 1861 wasmadea firstlieutenant in Company E,First New Mexico Cavalry, which was a part ofthe regiment commanded by Kit Carson, govern­mentscoutandIndian fighter. Beforethe war wasover, Baca waspromoted to Captain of CompanyE and remained at its head until his discharge in1867. Hetookpartin the battle of Val Verde ontheRio Grande.

Following the war, Captain Baca served atFort Stanton, Fort Wingate and Fort Bascom inNewMexico and at Fort Defiance inArizona.

Captain Baca became the first probatejudge in Lincoln County. In 1875 he was electedsheriffand served for threeyears. Later, he was acounty commissioner. In 1897 he was appointed amember of the New Mexico PenitentiaryCommission.

He was in the midst of the Indianfightingin the early days and was also active in theLincoln County War during the days of Billy theKid. .

Captain Baca lost an arm during the sum­mer of 1889 as a result of a bullet wound in anelbow in a dispute over cattle and sheeprange.

His wifediedin 1914. Hadshe liveda fewmonths longer, they would have celebrated their75th wedding anniversary. They had 11 children.Baca diedat the ageof 94 in Lincoln in the homeof a daughter, Mrs. Frank Salazar. He was buriedin Lincoln County.

While the per-pas­senger cost is about$17.92 per trip for ridersin the county, the cost is$2.18 per-passenger inRuidoso and $5.32 per­passenger in RuidosoDowns. "It just seems asthough it's not equitable,"Williams said.

Ifyou research the situation often youwillfind thattheproposed legislation is merely a dubli­cation of legislation that had previously beenapproved. Notonce is it explained asto whether thesponsor of the newly proposed legislation is awareof thepreviously approved legislation. .

It isn't quite theendofthe world but it doesmakepeople wonder whywaste time on a duplica­tion? Why not enforce previous legislation insteadof trying to come up withnewwords? And is any­onepaymg attention or is thisjust awayto getpub­licity for someone, in office who wants to be re­elected for another term? Or is it stupidity?

Sometimes fairly newofficials haven'tpaidattention and don't know. Other times these fairlynew officials are just trying .to get their name infront ofthepublic. This is trueforofficials not onlyat thefederal level butat the county and statelevelas well. There have also been a few times thatmunicipal officials have alsorepeated things.

And it isn't just officials; many times thegeneral public is unaware. At public meetings thequestion will be asked as to whycertain things areor are not being done. The answer may not be asreadily available to the newly elected but it is agood bet that the media can provide answers. Themedia hasattended andpaid attention to most ofthelegislation thathas been approved in thepast. .

Governmental officials sometimes believe. they arethe ultimate andthat they canchange pre­vious legislation, which is not always true. Onecandidate a few years ago insisted laws could bechanged, even those handed down by the state.

Rather than publicly prove they are no' inaccord with what has been enacted, it seems i!; istime fornewly elected officials at all levels to take

, time to read and become comfortable with what islaw andwhyit was proposed andenacted.

Evidently one of the first things officialsshould do is be prepared before a meeting. And it.would also be WIse to askquestions in advance andlisten to the answers. Too oftenofficials will fum-:ble through paperwork at meetings, indicating theyhave notbecome familiar withagenda items.

Each official should do the correct thingtoprovide representation that is proper for everyone.
