1. Purpose. To supplement reference (a) and to implementthe automatic, systematic, and mandatory declassificationprovisionsof reference (b).

2. Cancellation. OPNAV Instruction 5513.16A.

3. Action. Reference (c) approvedenclosures (2) through(9) as the official declassification guides for theDepartment of the Navy (DON). Enclosure (1) is theconsolidated Listing of Classification Guides. DONactivitieswill ensure that enclosures (2) through (9)serve as the basis for the declassification of certain 25-

year old DON information.

THREAT/BACKGROUND:

A. Authority. Per Executive Order (EO) 12958, as Amended, of25 March 2003, and beginning 31 December 2006, DON permanentlyvaluable classified documents are automatically declassified ifthey are 25 years old or older (and subsequently on 31 Decemberof the year that is 25 years from the date of the originalclassification). These permanently valuable classified documentscan be exempted from declassification only if the informationthey contain would:

"(1) reveal the identity of a confidential human source, or ahuman intelligence source, or reveal information about theapplication of an intelligence source or method;

(2) reveal information that would assist in the developmentor use of weapons of mass destruction;

(3) reveal information that would impair U.S. cryptologicsystems or activities;

(4) reveal informationstate of the art technology

(5) reveal actual U.S.effect;

(6) reveal information, including foreign governmentinformation, that would seriously and demonstrably impair

that would impair application ofwithin a U.S. weapon system;military war plans that remain in

relations between the United States and a foreign government, orseriously and demonstrably undermine ongoing diplomaticactivities of the United States;

(7) reveal information that would clearly and demonstrablyimpair the current ability of United States Government officialsto protect the President, Vice President, and other protecteesfor whom protection services, in the interest of nationalsecurity, are authorized;

(8) reveal information that would seriously and demonstrablyimpair current national security emergency preparedness plans orreveal current vulnerabilities of systems, installations,infrastructures, or projects relating to the national security;or

(9) violate a statute, treaty, or international agreement."B. Applicability. This declassification guide is to be used

in the declassification review of that Department of the Navy(DON) classified information which is both 25 years old or olderand is determined to have permanent value under applicablestatutes. This guide can be used to systematically reviewrecords for declassification.

C. Declassification Guides. Every classification guide servessimultaneously as a "declassification guide" because itidentifies, either precisely or implicitly by exclusion, thatinformation that does not need to be classified and it specifiesthe duration of classification for those information elements.Collectively then, all DON classification guides (numbering morethan 1100) provide DON declassification guidance. However,experience has shown that it is much more practical to aggregateall DON classification guides into a "declassification guide"which, though it lacks the precision of individual classificationguides, is a much shorter and hence a more practical tool forconducting declassification reviews.

D. Permanently Valuable Records. Only those records that havelong-term or permanent worth based upon an appraisal of theircontinuing administrative, legal, scientific, or historical valueshould be preserved (see Title 44, United States Code). Filemaintenance procedures are prescribed by SECNAVINST 5210.80 of 31December 2005. Retention periods for subject categories of Navyand Marine Corps records are prescribed in the comprehensivedisposal schedule included in SECNAV Manual 5210.1 of December2005.

03. MISSION:

A. Accountability and Records of Review Actions. Individualswho discharge declassification responsibilities per this guideare accountable for their decisions in the same manner as thosewho derivatively classify information. Records will bemaintained showing the name and title of the person(s) whoreviewed records and the authorization for and date ofdeclassification or the appropriate citation for continuedclassification.

B. In order to properly apply these guidelines, theindividuals charged with declassification review must be familiarwith, and be competent in the use of, the entire OPNAVINST 5513series of security classification guides (see paragraph 10).Additionally, it is very important for reviewers to remember thatthough a record may have been originated by a DON activity, itmay contain classified information over which the DON does notexercise declassification authority. In fact, virtually all fileseries contain classified information originated by otheragencies. Reviewers should be knowledgeable enough to recognizethis "other agency" classified information and, when authorized,apply that agency's declassification guide(s); alternatively,reviewers must know whom to contact for assistance in reviewingsuch information, normally the originator of the information.

C. If it is necessary to annotate that a document containsinformation exempted from 25-year automatic declassification, thenotation "Exempted 25X4, Declassify when authorized by OPNAVINST5513.16, enclosure (2)" will be applied to the cover of thedocument to indicate that it falls under a 25-year automaticdeclassification exemption category (in the foregoing example,exemption category 4).

D. An initial re-review of records containing informationexempted by this guide shall occur within 15 years of the date ofthe Interagency Security Classification Appeals Panel (ISCAP)approval of this guide, no later than 16 December 2017.Subsequent re-reviews shall occur within 15 years of the date ofthe prior re-review, using declassification guidance in effect atthe time of the re-review. Whenever a scheduled re-review is notconducted, notification will be provided within 90 days to theDirector, Information Security Oversight Office through the UnderSecretary of Defense (Intelligence). The notification willexplain why the re-review was not completed and provide a datecertain by which the re-review will occur; not more than fiveyears from the date of notification.

04. FINANCIAL: All DON financial information 25 years old orolder is declassified unless it reveals information identified asrequiring continued protection by classification elsewhere inthis guide.

06. DESIGN PERFORMANCE AND FUNCTIONAL CHARACTERISTICS: Notapplicable.

07. OPERATIONAL AND TACTICAL: (The various 25-year automaticdeclassification exemption reasons follow each of the informationelements cited in this guide).

A. Systematic declassification review does not apply toRestricted Data (RD) and Formerly Restricted Data (FRD) asdefined by the Atomic Energy Act of 1954 (NOTAL) or to:

(1) U.S. Government (including Department of Defense (DOD)and DON) nuclear or atomic energy information, and classified andunclassified Naval Nuclear Propulsion Information (NNPI). Thisinformation requires a case-by-case review by the OriginalClassification Authority (OCA) before declassification (or, inthe case of unclassified NNPI, requires a case-by-case review bythe OCA for public releasability). This includes informationconcerning the safeguarding of nuclear materials or facilities(exempted 25X4 and statutes) .

(a) All DON 25-year old or older classifiedNNPI and allinformation uniquely applicable to nuclear-powered surface shipsor submarines will remain at least Confidential untilspecifically approved for declassification by the cognizant OCA(exempted 25X2, 25X4, 25X6, 25X9 and statute(s)). Records thatare contained in DON Standard Subject Identification Codes 9200and 9210 are considered "excluded" from the automaticdeclassification provisions of EO 12958, as are RD and FRD.Additionally, all 25-year old or older unclassified NNPI willremain exempt from public disclosure unless specifically approvedin writing by the Chief of Naval Operations (CNO) (NOON). NavySSIC 9200-9210 records are excluded from automaticdeclassification.

(b) All DON 25-year old or older classified informationapplicable to submarine launched ballistic weapon systems willremain at least Confidential until specifically approved fordeclassification by the Director, Strategic Systems Programs(DIRSSP) or cognizant OCA (exempted 25X4 and statute(s)).

B. DON classified information 25 years old or older on navalweapons and weapon platforms, and the vulnerabilities or

DON dieselsubmarine information less than 25 years old that will remainclassified includes:

(a) Ship silencing data or acoustic warfare systems datarelative to:

(1.) Overside, platform, and sonarnoise signatures (exempted 25X4).

(2.) Radiated noise and echo responses (exempted2 5X4) .

(3.) All vibrations testing (exempted 25X4).(4.) Seismic, magnetic, and pressure characteristics

(exempted 25X4) .

(b) Details of operational assignments, such as warplans, anti-submarine warfare (ASW), and surveillance tasks(exempted 25X4).

(c) General arrangements, drawings, and plans of SS-563class submarine hulls (exempted 25X4) .

(d) All SE, AM, and UEP data for all u.S. Navysubmarines (exempted 25X4) .

performance, mine characteristics, mine sweeping and minecountermeasures, will remain classified as required by OPNAVINST5513.16 series, enclosure (6), "25-Year Old Mine WarfareInformation" and OPNAVINST 5513.16 series, enclosure (7), "25-Year Old Mine Countermeasures (MCM) and Mine HuntingInformation."

(4) DON torpedo and torpedo countermeasures informationincludes:

(a) Information on the radiated output of the followingtorpedo countermeasures devices: T-MK6 (Fanfare), NIXIE, and NAEbeacons (exempted 25X4) .

(b) Information on the tactical performance, tacticaldoctrine, and vulnerability to countermeasures of the MK 37, MK45, MK 46, MK 48, and MK 50 torpedoes and the SUBROC and ASROCmissiles (exempted 25X4) .

(d) Studies or proposals on developmental torpedocountermeasures systems which contain acoustic and performanceinformation on torpedo or torpedo countermeasure systems in theoperational inventory (exempted 25X4) .

(5) DON Sonar Information. The following informationconcerning submarine sonars (ANDT-582, BQA-8, BQG-2, BQG-4, BQH-1, BQH-2, BQN-17, BQQ-3, BQQ-5, BQR-2, BQR-7, BQR-15, BQR-19,BQR-20, BQR-21, BQR-22, BQR-23, BQR-24, BQR-25, BQR-26, BQR-T4,BQS-4, BQS-8, BQS-11, BQS-12, BQS-14, BQS-15, BQS-24, OL-152/218,and SQS-49) and surface sonars (SQQ-23 series, SQQ-89, SQQ-89I,SQR-15, SQR-18, SQR-18A, SQR-19, SQS-23 series, SQS-26 series,SQS-53 series, and SQS-56) remains classified:

(a) Accuracy in range, bearing, depth, range rate, andbearing rate (exempted 25X4).

(1) Low probability or limited range of detection/interceptdesigns for active sonars, radars, radios, seekers, fuzes,navigation aids or threat recognition systems (exempted 25X4) .

(2) Ship, aircraft, missile, or building designs, coatingsor locations designed to minimize detectability andidentification to hostile imagery, observation, radar or activesonar sensors and processing systems (exempted 25X4) .

(3) Wartime reserve modes for naval systems (exempted 25X4) .

(4) Design features of ships and aircraft systems (toinclude materials) that minimize detectability of ships, aircraftand missiles by hostile intercept of acoustic, infrared andblack-body radiations (exempted 25X4) .

(5) Transmission security designs for communications systems(exempted 25X4) .

(6) Specialized jammers to disrupt the functioning of, andweapons systems to neutralize, hostile sensors (exempted 25X4) .

(7) Details of wake reduction, pattern painting, back-lighting, smoke, chaff, camouflage and other such designs andtechniques whose effectiveness as OPSEC measures would be lost ifthey were known to hostile intelligence systems (exempted 25X4) .

(8) Databases that aid evasion maneuvers, techniques ofevasion and evasion devices whose effectiveness would be lostwere they known to hostile intelligence systems (exempted 25X4) .

(9) Special deception devices and techniques will remainclassified Secret until they are no longer operationallyeffective. Information of concern includes:

(a) Electronic and acoustic simulators, their designs,the signals they radiate and the systems they simulate (exempted25X4) .

(b) Transmission security, traffic analysis, andsystem/unit/force signature databases to plan manipulative andsimulative electronic or acoustic deception (exempted 25X4) .

(c) Imitative electronic and acoustic deceptioncapabilities (exempted 25X4) .

(d) Dummies, physical false targets and other ways ofsimulating physical evidence whose effectiveness would be lost ifthey and their characteristics were known to hostile intelligencesystems (exempted 25X4).

(10) Administrative means will remain classified Secret iftechniques and organizations are still in use to fabricatedocumentary, pictorial (to include audio-visual), and physicalevidence, or the identities of personnel used to conveycontrolled information are revealed (exempted 25Xl).

(11) All information concerning u.S. and combined navalOPSEC, military deception (or cover and deception), manipulativecommunications deception, and psychological operations conductedduring the Vietnam war are declassified except those which revealSensitive Compartmented Information (SCI) and the use of doubleagents whose identities require protection is information(exempted 25Xl and 25X5) under the classification cognizance ofCNO (N3/N5).

D. DON intelligence information: Refer to OPNAVINST 5513.16series, enclosure (5), "25-Year Old DON IntelligenceInformation."

E. DON cryptologic information: Refer to OPNAVINST 5513.16series, enclosure (8), "25-Year Old DON Cryptologic Information."

F. Escape and Evasion Plans. Any escape and evasion plan,regardless of the area covered, which reveals the names of localpersonnel contacts, the locations of safehouses, or any methodthat enables u.S. personnel in hostile areas to communicate withfriendly forces will remain classified as determined by the OCA.Specifically included for continued security protection isinformation revealing any classified sources or the identity ofany foreign citizens or organizations that may have cooperated inprevious escapes or evasions. Plans and actual routes taken mustbe safeguarded (exempted 25Xl and 25X5) .

G. Cover and Deception (also termed "military deception") .

Information pertaining to cover and deception matters isclassified and downgraded per the guidance in OPNAVINST S5513.4series, enclosure (10) (NOTAL). In general, the following willcontinue to be classified if not declassified by official action:

(1) Strategic and Departmental or other Service plans thatcontinue to exert influence, or that were successful yet wereundetected by the nation against which conducted, remainclassified Secret (exempted 25X5). CNO (N3/N5) maintains a listof declassified plans.

(2) Policies, organizational arrangements, generalobjectives, and terminology that are still in current use willremain classified Confidential (exempted 25X5) .

(3) Doctrine and tactics that are still current will remainclassified Confidential (exempted 25X5).

(4) The identities of individuals used to convey information8

for deception will remain classified Secret (exempted 25X1) .

(5) Still extant operational requirements for deceptionsystems, and systems that remain in the inventory, will remainclassified Confidential (exempted 25X4 and 25X5) .

H. Foreign Relations or Military Plans and Operations.Classified information in DON records that is internationally-sensitive and has been officially determined to adversely affectthe foreign relations of the United States (exempted 25X6). Thisincludes NSI which could affect the current or future militaryusefulness of DON policies, plans, or operations when suchinformation would reveal courses of action, concepts, tactics, ortechniques that are used in current operations plans (exempted25X5). Military plans or operations of particular concern arerecords on the research, development, test, and evaluation ofchemical and biological weapons and defensive systems; specificidentification of chemical and biological agents and munitions;chemical and biological warfare plans; and U.S. vulnerability tochemical or biological warfare attack. Examples of informationin these categories that remain classified include:

(1) Statements that are critical of, or derogatory towards,Allied Nations will be protected as marked and is information(exempted 25X6) under the classification cognizance of CNO(N3/N5) .

(2) Derogatory information concerning a foreign chief ofstate or a degrading evaluation of the character of a foreigngovernment or leader (exempted 25X1 and 25X6) .

(3) Chemical, biological, and radiological warfareinformation which reveals overseas basing, plans for offensiveuse, or other information which is officially determined to havea potentially adverse effect on current foreign relations of theUnited States (exempted 25X5 and 25X6).

(4) Post-World War II contingency planning information whichis officially determined to adversely affect foreign relations ofthe United States in Africa, Arab nations, Asia, South America,or other designated geographic areas will remain classified(exempted 25X6). A list of these areas is maintained by CNO(N3/N5) .

(5) All Joint Strategic Capability Plan-tasked operationsplans and concept plans, and all National Command Authority-directed military contingency plans written by Unified andSpecified Commanders in Chief pertaining to the Vietnam conflictwill remain classified and is information (exempted 25X5) underthe classification cognizance of CNO (N3/N5).

(6) Documents and records containing details of U.S. Navyinvolvement in operations conducted by the Military AdvisoryCommand, Special Operations Group (MAC/SOG) Da Nang will remainclassified and is information (exempted 25X5) under theclassification cognizance of CNO (N3/N5).

psychological operations conducted by u.s. Naval Forces in theVietnam conflict will remain classified and is information(exempted 25X5) under the classification cognizance of CNO(N3/N5) .

I. Prisoners of War (POW) and Missing in Action (MIA):OPNAVINST 5513.10 series, enclosure (8), "POW/MIA Records"(NOTAL), requires the continued classification (exempted 25X1) ofintelligence information contained in documents pertaining toAmerican POWs/MIAs. Additionally, EO 12812 of 22 July 1992prohibits the public release of unclassified POW/MIA informationif disclosure of that information would constitute a clearlyunwarranted invasion of personal privacy of returnees, familymembers of POWs and MIAs, or other persons, or would impair thedeliberative processes of the executive branch.

J. Sound Surveillance System (SOSUS) data will remainclassified as required by OPNAVINST S5513.5 series, enclosure(42) (NOTAL).

08. HARDWARE: Classified per the information revealed.

09. COMPUTER RESOURCES: Not applicable.

Per Executive Order (EO) 12958, as Amended, of25 March 2003, beginning 31 December 2006, Department of the Navy(DON) permanently valuable classified documents are automaticallydeclassified if they are 25 years old or older (and subsequentlyon 31 December of the year they become 25 years old). Thesepermanently valuable classified documents can be exempted from25-year automatic declassification if the information theycontain would, "reveal the identity of a confidential humansource, or reveal information about the application of anintelligence source or method, or reveal the identity of a humanintelligence source when the unauthorized disclosure of thatsource would clearly and demonstrably damage the nationalsecurity interests of the United States" (exemption 1 fromSection 3.3{b) of EO 12958, as Amended). 03. MISSION: To provide detailed guidelines concerning categoriesof DON intelligence requiring continued protection past 25 years.The following guidelines, coordinated with various DONactivities, have been developed by CNO (N2).




07. OPERATIONAL AND TACTICAL:

A. Intelligence Sources:(1) Sensitive sources identified by name, office, title, or

in any other way will be protected by continued classification atthe Confidential level.

(2) The following definition is provided to assist indetermining when a source is to be considered sensitive: A personor organization that provides intelligence to, serves as an agentof, or supports others who provide intelligence which isvulnerable to counteraction and consequent total or partial lossof services if its identity is compromised. A sensitive sourceis also a person or organization that provides intelligence, orsupports others assisting United States (U.S.) intelligence andis subject to protection of its identity and intelligencerelationship.

(3) A conventional source is a person or organization whichprovides intelligence, or supports others who do so, in anunconcealed, overt manner without condition of confidentiality orrisk of counteraction. Conventional sources do not requirecontinued classification.

(4) The following examples relating to types of sourcescommonly encountered in archival intelligence information areprovided to assist in applying the foregoing policy:

(a) Private Persons: Any private person, whether a u.s.citizen or foreign national, who provided information to u.s. orallied intelligence on other than their own personal business orbackground will be considered a sensitive source unless specificinformation to the contrary is stated. If the document whichrecorded the information was never classified, any sourceidentified therein will be considered to be conventional and notrequire continued protection.

(b) Government Officials: The term includes all suchofficials, whether U.S. or foreign, civilian or military.Government officials who provide information in the normal courseof their duties will not be considered to be sensitive sourcesunless their government requested that confidentiality bemaintained for them; the need for confidentiality is inherent toprotect a cover arrangement for the official concerned which maystill be considered sensitive by the government involved; theinformation was provided under an intelligence exchange agreementwhich is still classified or otherwise viewed as sensitive by theforeign government involved. In the last cited instance, theofficial and the foreign governmental component involved will beprotected as sensitive sources. Government officials whoprovided information without the knowledge of, or in oppositionto the policies or interests of their governments, will beconsidered as sensitive sources and their identities protected.

(c) Non-Government Organizations: Non-Governmentorganizations which are cited as sources of information will beconsidered to be sensitive sources if the information providedconcerns other than their own overt operations (e.g., facilities'production capacities, finances). Such organizations will betreated as sensitive sources if they either provided cover forpersons who were sensitive sources; or provided biographic,economic or political information pertaining to areas where theyoperated. In cases where an employee of a non-governmentorganization is named as providing information from theorganization's files without the organization's permission orauthority, that person rather than the organization will beprotected as a sensitive source.

(d) Prisoners of War (POWS), refugees, line-crossers,deserters, and collaborators will not be considered sensitivesources unless they provide information during interrogationsmeasurably in excess of what might be expected, or activelyendeavor to provide information to the detriment of theircountry's war effort.

B. Intelligence Methods:(1) Sensitive intelligence methods described in documents

will be protected by continued classification at the Confidentiallevel. The following definitions are provided to assist indetermining when a method is to be considered sensitive:

(a) Sensitive Method: The means by which support isprovided to or intelligence received from sources or agents whensuch means are vulnerable to counteraction or loss of essentialprivacy if they are compromised.

(b) Conventional Method: Overt, unconcealed means ofsupporting intelligence activities or obtaining intelligenceinformation which are both lawful and accepted in the areas wherethey are used. Conventional methods do not require continuedclassification.

(2) Acknowledgement in a document of the simple "Fact of"the use of methods such as secret writing, and cover identity,employment or occupation, should not require continued protec-tion. The following examples relating to types of methodscommonly encountered in archival intelligence information areprovided to assist in applying the foregoing policy:

(a) Operational Activities: Specifics of coverarrangements or details of methods for providing cover tosensitive sources or agents, and methods for the covertinfiltration or exfiltration of an agent, are sensitive methods.

(b) Support and Funding Channels: Specific arrangementsfor and methods of providing logistical support and funding tosensitive sources or agents are sensitive methods. This includesmethods of and amounts paid for covert activities such assabotage or subversion, and payments to sources for informationor to others to influence their actions. Support and fundingarrangements for overt activities, such as the day-to-dayoperation of an attache's office, are examples of conventionalmethods.

(c) Organization: Specific arrangements of and methodsfor establishing, controlling or directing sensitive sources oragents functioning covertly are sensitive methods. Overtarrangements, such as the structure of an attache's office ortemporary military organizations used during hostilities only,such as the table of organization of a combat intelligence unit,are conventional methods.

(d) Communications Techniques: Specifics of and detailsof methods for clandestine communications, such as photographicreduction (e.g., microdots), secret writing, field encryption, orhigh speed radio transmissions and communications intercept are

A. All DON intelligence dated prior to 1925 is unclassified.B. Intelligence Sources: The rationale behind this policy is

twofold. One, the persons or their immediate families may stillbe alive and, if the fact were to be made public that they servedas an agent or intelligence source, it could result in harm tothem, their families, or close associates. Even the assumptionthat the agent or source is dead is not a proper basis fordeclassification since close relatives may still be alive. Eventhough an informant's name is not given in a document, if thereis sufficient information to trace the person's identity, suchidentity will remain classified. Two, new sources will bedifficult to recruit unless they are assured that it is u.S.policy to provide continuing protection of their identity.

c. Intelligence Methods: Since intelligence methods used inthe period during and immediately after World War II are still inuse, the details of such methods require continued protectionthrough classification.

D. If it is necessary to annotate that a DON intelligencedocument contains information exempted from 25-year automaticdeclassification, the notation "Exempted 25X1, Declassify whenauthorized by OPNAVINST 5513.16B, enclosure (5)" will be appliedto the cover of the document to indicate that it falls under 25-year automatic declassification exemption category 1.

significantly by access to further information concerning themine, even though the mine hardware itself has been compromised.Specifically, even though the enemy holds examples of the hard-ware and understands clearly how the firing mechanism works, thefollowing situation may exist:

(1) The production tolerances and variations in sensitivity,timing and other characteristics affecting the probability ofactuation by a given sweep will not be known. Therefore, theenemy cannot with any certainty either establish optimum sweepingtechniques or evaluate what a given amount of sweeping canaccomplish. Uncertainty in these factors usually forces theenemy to exert greater sweeping effort than is actuallynecessary.

(2) Similarly, the enemy will not know the sweepingtechniques which the U.S. has found, by statistical analysis, tobe optimum for the mine.

(3) Neither the response of the mine to ships, on astatistical basis, nor the optimum mine adjustments for useagainst given classes of ships in given environments will beknown. This means that the enemy will not be able to accuratelypredict how the mines will be adjusted in various circumstancesand, hence, the countermeasures cannot be optimized.

(4) The countermining and neutralization distances, asdetermined by statistically valid data, will not be known, hence,the enemy cannot optimize their explosive neutralizationprocedures.

F. The possible waste of enemy sweeping effort or delay intheir operations should justify continued classification if themine is still in service use by the U.S. or an ally. In thisconnection, allies use U.S. mines as standard weapons for manyyears beyond U.S. use. Allied stocks of u.S. mines are alwaysfor use in u.S. agreed minefields and the failure of the miningto be effective usually will be directly detrimental to theinterest of the u.S.

G. If the mine hardware has not been compromised, thenoperational characteristics would help the enemy materially inapplying countermeasures.

H. Many early mine principles and much of the theory is stillvalid today, and is used to define requirements for improvementsto existing mines and the development of new ones. Continuedsecurity classification and protection of this information willrequire that our adversaries depend upon possibly erroneousconjecture or assumptions, or embark upon costly programs toobtain it.

08. HARDWARE:A. For systems still in operational use, even though 25 years

old or older, the security classification guidelines in enclosure(6) of OPNAVINST S5513 series (NOTAL) are effective.B. The Solex system, an explosive acoustic sweep, was developed

but never used operationally and does not exist. However, thesizes of the graduated explosive charges and the timing of thesequential explosions must continue to be protected S-25X4because the information reveals u.s. Navy countermeasuresprocedures against a current threat mine.

C. For all other systems, the hardware is unclassified.


10. OTHER:A. If it is necessary to annotate that a document contains mine

countermeasures or mine hunting information exempted from 25-yearautomatic declassification, the notation "Exempted 25X4,Declassify when authorized by OPNAVINST 5513.16B, enclosure (7)"will be applied to the cover of the document to indicate that itfalls under 25-year automatic declassification exemption category4 .

B. Information related to electrode fields:(1) There is a substantial quantity of 25-year old or older

documents which deal with magnetic fields created by water andbottom distributed electrical currents and their variation due toenvironment. The documents cover the theory, calculation offields due to electric currents for specific environments,surveys of specific locations to determine the electricalcharacteristics of the area, and reports of experiments designedto verify the theory employed.

(2) The effects of varying environments can change theeffectiveness of magnetic electrode sweeps by as much as a factorof 10.

(3) Known hostile foreign doctrine does not take electrodefields into account.

(4) The theory to account for electrode fields is neithertrivial nor obvious. It requires complex and lengthycalculations feasible only by use of fairly high capacitycomputers, which may not be available to potentially hostileforces.

(5) Release of this information to certain foreign sourceswould permit them to improve the effectiveness and safety oftheir magnetic sweep procedures by a substantial amount. Thiscould permit them to reduce their national expenditures for mine

03. MISSION: To provide detailed guidelines concerningcategories of Naval cryptologic information requiring continuedprotection past 25 years.





A. The Commander, Naval Network Warfare Command(COMNAVNETWARCOM) is the DON authority (as executed byCOMNAVNETWARCOM's Security Directorate) and the Director,National Security Agency/Central Security Service (DIRNSA) is thefinal authority for the review and declassification of classifiedcryptologic information. Cryptologic information (includingcryptologic sources and methods) includes information concerningor revealing the processes, techniques, operations, and scope ofsignals intelligence (SIGINT) comprising communicationsintelligence (COMINT), electronic intelligence (ELINT), andforeign instrumentation signals intelligence (FISINT); and thecrypto security and emission security components ofcommunications security (COMSEC), including the communicationsportion of cover and deception plans. The procedures establishedto facilitate the review and declassification of classifiedcryptologic information are as follows:

(1) COMSEC documents and materials:(a) If records or materials in this category are found

in agency files that are not under COMSEC control, refer them tothe senior COMSEC authority of the agency concerned or byappropriate channels to the following address: Navy InformationOperations Command Maryland, Suite 6585, 9800 Savage Road, Ft.George G. Meade, MD 20755-6585.

(b) If the COMSEC information has been incorporated intoother documents by the receiving agency, referral toCOMNAVNETWARCOM is necessary before declassification.

(2) SIGINT information:(a) If SIGINT information is contained in a document or

(c) After appropriate processing by COMNAVNETWARCOM, allsuch materials will be forwarded to NSA/CSS for finaldetermination as to suitability for declassification.

(3) Recognition of cryptologic information may not always bean easy task. There are several broad classes of cryptologicinformation, as follows:

(a) Those that relate to COMSEC. In documentary form,they provide COMSEC guidance or information. Many COMSECdocuments and materials are accountable under the CommunicationsSecurity Material Control System. Examples are items bearingtransmission security (TSEC) nomenclature and crypto keyingmaterial for use in enciphering communications and other COMSECdocumentation such as National COMSEC Instructions, NationalCOMSEC/Emanations Security (EMSEC) Information Memoranda,National COMSEC Committee Policies, COMSEC Resources Programdocuments, COMSEC Equipment Engineering Bulletins, COMSECEquipment System Descriptions, and COMSEC Technical Bulletins.

(b) Those that relate to SIGINT. These appear asreports in various formats that bear security classifications,sometimes followed by five-letter code words (World War II'sULTRA, for example) and often carrying warning caveats such as"This document contains codeword material" and "Utmost secrecy isnecessary..." Formats may appear as messages having addressees,"from" and "to" sections, and as summaries with SIGINT contentwith or without other kinds of intelligence and comment.

(c) RDT&E reports and information that relate to eitherCOMSEC or SIGINT.
