DECISION

Approving the master plan on hi-tech agricultural parks and zones through 2020, with a vision toward 2030<*)

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the November 13, 2008 Law on High Technologies;

Pursuant to the Prime Minister's Decision No. 1895/QD-TTg of December 17, 2012, approving the program on hi-tech agriculture development under the national program on hitech development through 2020;

At the proposal of the Minister of Agriculture and Rural Development,

DECIDES:

Article 1. To approve the master plan on hi-tech agricultural parks and zones through 2020, with a vision toward 2030, with the following principal contents:

I. VIEWPOINTS 1. To bring into play the comparative advantages in natural conditions, resources and

socio-economic conditions of each ecological area in order to promote hi-tech application in agriculture, contributing to achieving the objectives of agricultural restrncturing nationwide and in each region toward higher added value and sustainable development.

2. Hi-tech agricultural parks constitute the technological core for development of hi-tech agricultural zones.

3. To socialize to the utmost investment in the constrnction of hi-tech agricultural parks and zones; mobilize all economic sectors, especially enterprises, science and technology institutions and attract foreign investment somces.

II. OBJECTIVES 1. General objectives To promote development of agriculture toward modern and large-scale commodity

production of high yield, quality, efficiency and competitiveness; to ensure national food and foodstuff security and boost expo1ts.

2. Specific objectives

a/ By 2020 - To build 10 hi-tech agricultural parks, of which 8 parks have been established under

decisions of provincial-level People's Committees.

- To form a number of hi-tech agricultural zones, focusing on vegetables, :flowers, coffee, tea, dragon fh1it, milch cow, beef cow, poult1y, shrimp (saltwater and brackish water) .

- To create a legal framework and an organizational structure and train human resources for the management and operation of hi-tech agricultural parks.

- To develop solutions and policies for the implementation of the master plan and development of hi-tech agricultural parks and zones.

- To contribute to the implementation of objectives of the program on hi-tech agriculture development through 2020 approved under the Prime Minister's Decision No. 1895/QD-TTg of December 17, 2012.

bl Vision toward 2030

- To complete the building of technical infrastrncture and put to effective operation at least 10 hi-tech agricultural parks and hi-tech agricultural zones.

- To further select and establish a number of hi-tech agricultural parks meeting prescribed conditions.

- To expand the scale and subjects of hi-tech agricultural production.

III. PRINCIPAL CONTENTS 1. Hi-tech agricultural parks under the master plan must comply with Article 32 of the

Law on High Technologies and the following provisions: a/ A hi-tech agricultural park must include the following functional zones:

- An administrative center; -A zone for research, application, test and demonstration of hi-tech agricultural production

models; - A zone for training, technology transfer, demonstration and introduction of hi-tech

agricultural products; - A zone for production of hi-tech agricultural products. - A waste disposal zone.

bl Activities of hi-tech agricultural parks

- Scientific and technological activities: + Conducting research and development of agricultural high technologies on the list of

those prioritized for development investment for perfo1ming the tasks defined at Points a, b, c, d and dd, Clause 1, Article 16 of the Law on High Technologies;

+ Conducting research, application, test and demonstration of hi-tech agricultural production models;

+ Transfering high technologies in agriculture. - Training hi-tech human resources

+ Training workers, technicians and managers for hi-tech application in agriculture; + Coordinating in training bachelors, engineers, masters and doctors in biology and

agriculture on the list of high technologies prioritized for development investment; - Production and service activities:

+ Producing hi-tech agricultural products on the list of hi-tech products encouraged for development;

+ Organizing fairs, exhibitions and displays of hi-tech agricultural products. + Providing services of hi-tech agricultural consultancy, supply of materials and equipment

and sale of products; + Providing public welfare services. - Conducting agricultural hi-tech incubation and hi-tech agricultural enterprise incubation.

2. Hi-tech agricultural zones a/ A hi-tech agricultural zone is a concentrated hi-tech agricultural production zone to

produce one or more than one agricultural commodity of high yield, quality and added value and environment-friendliness, based on the advantages of the zone.

b/ A hi-tech agricultural zone under the master plan must satisfy the following provisions: - Having appropriate natural conditions in a zone of intensive production of one or more

than one commodity under the Prime Minister's Decision No. 1895/QD-TTg of December 17, 2012, confo1mable with master plans on socio-economic development, sectoral development and local production development;

- Having relatively complete technical infrastmcture in transport, ini.gation and electricity favorable for hi-tech agriculture production by businesses, fa1ms and fa1ming households;

- Products produced in the zone are those being the advantages of the zone with high yield, quality and economic efficiency.

- Having businesses, cooperatives, cooperative groups, households and individuals investing in, producing and selling products in the value chain.

3. Planning and building of hi-tech agricultural parks and zones

a/ By 2020 - Hi-tech agricultural parks: In addition to two hi-tech agricultural parks in Hau Giang

and Phu Yen provinces already approved by the Prime Minister, eight others already established under provincial- level People 's Committees ' decisions shall be further built (Thai Nguyen hitech agricultural park in Thai Nguyen province; Quang Ninh hi-tech agricultural park in Quang Ninh province; Thanh Hoa hi-tech agricultural park in Thanh Hoa province; Khanh Hoa hi-tech ag1i.cultural park in Khanh Hoa province; Lam Dong hi-tech agricultural park in Lam Dong province; Ho Chi Minh City hi-tech agricultural park in Ho Chi Minh city; Binh Duong hi-tech agricultural park in Binh Duong province; and Can Tho hi-tech agricultural park in Can Tho city).

- Hi-tech ag1i.cultural zones: + In cultivation: Hi-tech coffee production zones in the Central Highlands, n01thwestern

region and northern central region; hi-tech tea production zones: green tea produced in Thai Nguyen province, oolong tea produced in Lam Dong province; hi-tech dragon fiuit production zones in Binh Thuan province; hi-tech vegetable production zones in Lao Cai and Lam Dong provinces and Ha Noi, Hai Phong and Ho Chi Minh cities; hi-tech zones to produce key fmits for expo1t in the southeastern region and Mekong River delta.

+ In animal husbandly: Hi-tech milch cow reari.ng zones in Son La, Nghe An and Lam Dong provinces and Ha Noi city; hi-tech pig farming zones in the Red River delta and southeastern region; hi-tech poultry breeding zones in the Red River delta, northeastern and northern central regions and Mekong River delta.

+ In aquaculture: hi-tech saltwater or brackish water shrimp farming zones in the Red River delta, n01thern and coastal centi-al regions, southeastern region and Mekong River delta.



bl Vision toward 2030

- Hi-tech agricultural parks + To complete the building of 10 hi-tech agricultural parks established under the master

plan and put them to effective operation.

+ To study and plan the building of hi-tech agricultural parks in Lao Cai, Phu Tho, Son La, Nam Dinh, Nghe An, Ha Tinh, Quang Ngai, Dak Nong, Ba Ria-Vung Tau and Tien Giang provinces, Hanoi and Hai Phong cities and other remaining provinces.

+ To select and establish nationwide hi-tech agricultural parks satisfying the conditions specified in Clause 1, Section III, Alticle 1 of this Decision and Alticle 33 of the Law on High Technologies.

- Hi-tech agricultural zones: + In cultivation: To expand the hi-tech application in the 2015-2020 period in confo1mity

with the master plans on socio-economic development, sectoral development and local production development and ensuring balance between supply and demand; to add zones producing a number of key hi-tech products as pepper, other fiu it trees, medicinal plants, etc.

+ In animal husband1y: To expand the hi-tech application in the 2015-2020 period in confo1mity with the master plans on socio-economic development, sectoral development and local production development and ensuring balance between supply and demand.

+ In aquaculture: To expand the hi-tech application in the 2015-2020 period in confo1mity with the master plans on socio-economic development, sectoral development and local production development and ensuring balance between supply and demand; to add zones producing a number of key hi-tech products as catfish, coldwater fishes and molluscs.

4. A list of zones and their locations, scales and fields of hi-tech application under the master plan through 2020, with a vision toward 2030 is provided in the Appendix to this Decision.

The consideration, adjustment and supplementation of the list of hi-tech agricultural parks must comply with Clause 1, Section III, Article 1 of this Decision andAlticle 33 of the Law on High Technologies.

IV. SOLUTIONS

1. To complete legal documents on management of hi-tech agricultural parks and zones.

2. Planning and use ofland a/ Localities covered by the master plan: To earmark land ai·eas for building hi-tech

agricultural parks under Clauses 1 and 5, Alticle 33 of the Law on High Technologies;

bl To plan the building of hi-tech agricultural parks and zones, bringing into the advantages of products and regions and improving the effectiveness ofland use.

3. Human resources and use of human resources a/ To develop sufficient and quality human resources for the development of hi-tech

agricultural parks and zones;

bl To adopt policies for attracting and employing hi-tech human resources under Alticle 29 of the Law on High Technologies.

4. Funding sources for implementing the master plan a/ To diversify funding sources for implementing the master plan and building hi-tech

agricultural parks and zones;

bl To allocate state budget funds to support the building of technical infrastructure for hitech agricultural parks under Clause 3, Article 3 3 of the Law on High Technologies; to support the building of infrastrncture for hi-tech agricultural zones under the Prime Minister's Decision No. 1895/QD-TT g of December 17, 2012; to encourage socialization and attract foreign investment;

cl To encourage organizations, individuals and businesses to invest in building research and application, training, production and service establishments within hi-tech agricultural parks and produce and provide services within hi-tech agricultural zones.

di Other lawful sources.

5. Science and technology a/ To conduct agricultural hi-tech creation, development and application under Clauses

1 and 2, Section II, Article 1 of the Prime Minister 's Decision No. 1895/QD-TTg of December 17, 2012, serving the development of hi-tech agricultural parks and zones;

bl To further develop and apply standards and technical regulations to the management of agricultural product quality and ensuring sustainable environment in hi-tech agricultural parks and zones;

cl To fu1ther conduct scientific and technological activities serving the development of hi-tech agricultural parks and zones in an efficient and sustainable manner, producing many environment-friendly agricultural products of quality, superior features and high added value and ensuring community well-being;

di Scientific and technological activities serving the development of hi-tech agricultural parks and zones are entitled to incentives for mobilization of funding sources and credit incentives under cmTent regulations.

6. International cooperation To increase international cooperation in research, application, development and impo1t of

agricultural high technologies and attraction of investment capital; training of human resources and exchange of experts. To organize seminars and fairs on agricultural high technologies and hi-tech agricultural products.

7. Mechanisms and policies a/ To provide land incentives under Clause 2, Article 33 of the Law on High Technologies

and the land law; bl To suppo1t infrastrncture investment in hi-tech agricultural parks and zones under the

master plan - For hi-tech agricultural parks established under the Prime Minister's decisions: Based

on specific conditions, the state budget shall support up to 70% of funds for infrastrncture investment (telecommunications, transport, electricity, water, administrative center and waste disposal system) in the parks.

- For hi-tech agricultural zones: Based on specific conditions, the state budget shall suppo1t infrastrncture investment (transport, inigation and waste disposal) in the zones under approved projects.

c/ Enterprises operating in hi-tech agricultural parks are entitled to the highest incentives on ente1prise income tax, value-added tax, impo1t duty and expo1t duty and other incentives applicable to hi-tech agricultural ente1prises under Clause 2, Alticle 19 of the Law on High Technologies;

di To support development of human resources and markets and application of science and technology



- Suppo1ting training of human resources, development of markets and application of science and technology to investors in hi-tech agricultural parks and zones under Alticle 9 of the Government's Decree No. 210/2013/ND-CP of December 19, 2013, and cmTent regulations.

- Prioritizing the creation, development and application of agricultural high technologies in hi-tech agricultmal parks and zones.

- Supp01ting science and technology transfer serving the development of hi-tech agriculture. dd/ To suppo1t cooperation and association between producers, fa1ms, cooperative groups,

cooperatives and enterprises in production, processing and consumption of products in order to increase production capacity and competitiveness of hi-tech agricultural products under regulations.

el To suppo1t the building and promotion of brands for hi-tech agricultural parks and zones.

V. ORGANIZATION OF IM PLEMENTATION

1. The Ministiy of Agriculture and Rural Development shall: a/ Assume the prime responsibility for, and coordinate with related ministi·ies and sectors

in, appraising schemes on establishment of hi-tech agricultural parks for submission to the Prime Minister for consideration and approval;

b/ Assume the prime responsibility for preparing a decision on criteria and competence, order and procedures for recognition of hi-tech agricultural zones and submit it to the Prime Minister for approval;

c/ Assume the prime responsibility for, and coordinate with related ministers and sectors and provincial-level People's Committees in, guiding and examining the implementation of the master plan on hi-tech agricultural parks and zones through 2020, with a vision toward 2030; and annually repo1t to the Prime Minister;

di Assume the prime responsibility for, and coordinate in, adjusting the master plan on hitech agricultural parks and zones and propose related ministi·ies, sectors and localities to submit it to the Prime Minister for consideration and decision.

2. The Ministiy of Planning and Investment shall: a/ Assume the prime responsibility for, and coordinate with the Ministry of Finance

and related ministries and sectors in, guiding, summarizing and balancing investment capital, verifying suppo1ts for localities to build hi-tech agricultural parks and zones under the master plan, supervising and evaluating the use of state budget-funded investments;

b/ Assume the prime responsibility for, and coordinate with related agencies in, proposing models and mechanisms of management of hi-tech agricultural parks.

3. The Ministiy of Finance shall: a/ Monitor, exainine and appraise financial supp01ts for the building of hi-tech agricultural

parks and zones; b/ Coordinate with the Ministiy of Planning and Investment and the Ministiy of Agriculture

and Rural Development in guiding the implementation of the master plan and development of hi-tech agricultural parks and zones.

4. The Ministiy of Science and Technology shall: a/ Assume the prime responsibility for, and coordinate with 1ninistries and ministerial

level agencies in, building a database and info1mation infrastmcture for high technologies and development of hi-tech agriculture.

b/ Coordinate with provincial-level People's Committees in organizing and paiticipating in markets, fairs and exhibitions of hi-tech agricultural products.

5. The Ministty of Construction shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and related agencies in, appraising the task of and the general plan on building hi-tech agricultural parks under regulations.

6. The State Bank of Vietnam shall assume the prime responsibility for, and coordinate with the Minishy of Finance and related agencies in, creating mechanisms and policies and providing credit, loan guai·antee and interest suppo1t for the implementation of the master plan under regulations.

7. Based on the master plan, provincial-level People's Committees shall:

a/ Eaimai·k land areas for building hi-tech agricultural parks under Clauses 1 and 5, Article 33 of the Law on High Technologies;

b/ Elaborate a scheme for building of hi-tech agricultural zones and submit it to the Ministry of Agriculture and Rural Development for appraisal before submission to the Prime Minister for approval;

c/ Take the initiative in working out incentives for hi-tech agricultural enterprises, parks and zones as suitable to specific local conditions;

d/ Approve general planning on hi-tech agricultural zones recognized by competent authorities in their localities;

dd/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, promoting investment in hi-tech agricultural parks and zones;

el Assume the prime responsibility for, and coordinate with related ministries and sectors and localities in, organizing fairs and exhibitions of agricultural high technologies and hi-tech agricultural products;

g/ Implement the contents of investment and development of hi-tech agricultural parks and zones, and annually repo1t to the Minisn·y of Agriculture and Rural Development and related ministries for summarization and reporting to the Prime Minister;

h/ Integrate the building of hi-tech agricultural parks and zones into development tasks of sectors, localities, national target programs and socio-economic development programs;

i/ Based on specific local conditions, provide other incentives for hi-tech agricultural parks and zones in their localities;

kl Propose legal documents to be revised for the implementation of the master plan and development of hi-tech agricultural parks and zones in an efficient and sustainable manner.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People's Committees and related agencies shall implement this Decision.-
