Thailand continues to see a rise in the number of Covid-19 cases and the cases are
coming closer than one thinks.
2 cases that have been reported are spooking the population
1st case is the owner of Somsak Pu-Ob seafood restaurant which is located
at BTS Krung Thonburi station reported late last night that its owner got
infected after going to Samut Sakhon market to procure its raw materials.
The surprising thing is that the owner had not gone to the seafood
market that is under lockdown at the moment.
The owner went to get her test done without having any signs and
paid 6,900 baht for the test to find out that she was positive and the
last time she had gone to Samut Sakhon was on December 8th
o After that she had gone to dozens of places including Siam
Square (opposite Paragon shopping mall).

2nd researcher at National Science & Technology Development Agency at
Thammasat University has been infected with the virus.
This researcher has reportedly been in contact with at least 8 other
people. The person was living in HiSo Place, a dormitory around
the university. The person has been sick since December 18 and
went to see the doctor on December 19th
.

To top all this off the number of Covid-19 cases in Thailand continue to rise with 382
new confirmed cases yesterday.
Out of the new cases, 360 were migrant workers connected to a seafood centre
outbreak in Samut Sakhon where a lockdown has now been imposed and
thousands of tests were being conducted to contain and track the spread.
A total of 821 cases were reported with the index case being a 67-year-old shrimp
vendor at a seafood market in Samut Sakhon, according to Centre for COVID-19
Situation Administration (CCSA) spokesman Thaweesilp Wissnuyothin.
Some 360 of the 382 new cases reported over the last 24 hours were migrant
workers in the province. There were 14 other cases of local transmission and 8
imported cases in state quarantine facilities. Up to 40,000 people will be tested in
and around Samut Sakhon.
The 14 locally transmitted cases including 1 case in Ayutthaya, 2 cases in
Nakhon Pathom, 3 cases in Samut Prakan, 5 cases in Samut Sakhon, 2
cases in Bangkok, 1 case in Tak while 360 are Myanmar workers.
Two more people have tested positive for Covid-19 in Bangkok, bringing the total
number of infections in the capital linked with the outbreak in Samut Sakhon to 4.
One of the new cases is a male resident of Bang Khun Thian district, 43,
who worked in the Central Samut Sakhon Shrimp market at the centre of
the outbreak.
The other lives in Prachachuen, Bang Sue district.
Bangkok Governor Assawin Khwanmuang has issued an announcement to put
strict control on 4 types of venues:
1) Markets including flea markets, floating markets and community markets;

2) Public parks;
3) Temples, mosques and religious gathering places;
4) Entertainment venues, pubs, bars and karaoke parlours.
The Bangkok Metropolitan Administration (BMA) said an organiser of an event
with a gathering of more than 300 people must get a permission from the BMA
with a disease control plan to the BMA or face a temporary shutdown. The order
is taking an immediate effect from December 21, 2020 to January 15, 2021.
Despite the rising number of locally transmitted cases, embattled Prime Minister Prayut
Chan-o-cha said the government would wait and see how the situation looks in a week’s
time (December 29) before taking further action.
Gen Prayut though said no immediate plan to impose a wider lockdown. He has
instructed the Public Health Ministry to draw up guidelines to impose a lockdown
if COVID-19 cases keep rising.
“The situation is under control. The new cluster is due to illegal entry of
migrant workers. We hope everything will calm down soon,” Gen Prayut
told the press conference yesterday.
The army yesterday came out to say that it was impossible to completely seal Thailand's
borders from illegal migrants after the Public Health Ministry confirmed the latest
infection cluster at a shrimp market in Samut Sakhon was linked to migrant labourers.
Deputy army chief-of-staff and army spokesman Lt Gen Santipong Thammapiya
has come out to say that Illegal migrant labourers are still crossing the border
using natural channels, even though we have deployed a large number of soldiers
to guard the demarcation. He stressed that Thailand’s border with Myanmar is
5,526 kilometres long.

The opposition Pheu Thai Party is gearing up to bring a censure debate against the
government following a resurgence in local Covid-19 cases which it said will cause the
economy to suffer a hit if a nationwide lockdown is imposed.
It is clear that Gen Prayut will be the centre of the opposition’s line of attack in
the coming censure debate. The party will hold a meeting today to discuss debate
issues, especially a surge of new Covid-19 infections linked to the infection
cluster of Myanmar workers and community transmission due to the
government’s failure to keep the outbreak in check, says Pheu Thai MP for Nan
Chonlanan Srikaew, adding that the government failed to stop migrant labourers
from crossing the border via natural channels.
Prime Minister Gen Prayut Chan-o-cha came out to congratulate winners of the
provincial administrative organisation (PAO) election in 76 provinces while Progressive
Movement leader Thanathorn Juangroongruangkit conceded defeat in the PAO race
which dealt a blow to the group’s ambition to make an inroad into local politics.
None of Progressive Movement’s candidates for PAO chairmanship fielded by the
movement in 42 provinces were elected. The group won only 57 seats in 18
PAOs, according to unofficial results released by the Interior Ministry.
Thanathorn insisted that election results were not a total failure of the movement
as it won more than 2.6 million votes combined nation-wide which he said
confirmed its popularity among the people. He said, “Percentage wise, we did
better with 17 per cent of the votes. After more than a year, our popularity has not
declined”.
Former prime minister Yingluck Shinawatra took to her Twitter to congratulate
the newly elected PAO chief and members for their victories after a long period of
the power seizure, especially Pichai Lertpongadisorn of the Pheu Thai Party who
secured the PAO chairmanship in Chiang Mai.

Pheu Thai won 9 provinces in the PAO election on Sunday including Chiang Mai,
the party’s stronghold, based on an unofficial count. The main opposition party
won PAO chairman elections in 9 provinces out of 25 it contested, namely Chiang
Mai, Lamphun, Phrae, Lampang, Nan, Udon Thani, Ubon Ratchathani, Yasothon
and Mukdahan. Pheu Thai’s secretary-general Prasert Changruangthong said he is
pleased with the party’s performance, accounting for 40 per cent of total victories.
Actress Intira “Sai” Jaroenpura came out to say that she has been charged with lese
majeste because of 2 words, “very brave”.
Inthira who appeared to formally hear the charges at the Bang Khen Police
Station where she was told by police that the lese majeste charges against her
stemmed from writing those words online in a “sarcastic” social media post that
went viral in the pro-democracy movement.
Inthira posted a picture that had text mocking the monarchy. It featured the words
‘you are very brave,’ and ‘Thank you’” read the charges, which she posted online.
“The word ‘very brave’ was said by King Maha Vajiralong to royalist supporters
at a royal event, and to repeat the word in a mocking tone defames his dignity.”
Intira was charged along with 7 pro-democracy activists including Arnon and
Parit – all for their roles in the demonstration outside Bangkok’s 11th Infantry
Regiment on November 29.
Economic News
Finance Minister Arkhom Termpittayapaisith put on a brave face as he has come out to
say that the country still had sufficient budget to curb the Covid-19 outbreak in the wake
of a surge in cases over the weekend.

The Finance Minister said the government still has hundreds of billion baht left
from the 1 trillion baht borrowing under the emergency decree to combat the
crisis.
He said it was too soon to evaluate the impact on the economy of the latest
outbreak, numbered at 821 cases yesterday.
The Council of State said that of the total 1 trillion baht borrowing, 450 billion
baht was earmarked for vaccine procurement and another 550 billion baht to
relieve burdens on people hit by the fallout of Covid-19.
Another 400 billion baht has been allocated for economic revival, though this can
be redirected to the relief fund.
Thai Union Group Plc., the world’s leading tuna producer based out of Thailand, came
out to say that one of its employees in Samut Sakhon had been infected with the virus and
that the firm has taken measure to control the outbreak.
Thai Union (TU) factory is the only factory that was forced to shut for 14 days
after the discovery of a new Covid-19 case related to the factory.
The Thai Chamber of Commerce called on the government to take serious action against
illegal migrant workers in factories in the wake of a surge in Covid-19 cases seen over
the weekend.
Chairman Kalin Sarasin said he plans to ask the Centre for COVID-19 Situation
Administration (CCSA) to impose a lockdown in risky areas to curb possible
damages to businesses including entertainment venues, pub and bars. It will also
ask the government to inspect migrant workers in factories, especially small-sized
factories to ensure that all factory employees are legally registered.

Federation of Thai Industries (FTI) chairman Supant Mongkolsuthree pointed that
the issue of illegal immigrants in Thailand is the result of careless government
measures which do not prevent illegal border-crossings. Supant asked the
government to stop trafficking gangs which he believes that some Thai officials
are involved.
The FTI is asking the government to investigate quickly to find illegal workers,
most of whom work in fresh markets. Supant said the 14-day lockdown imposed
in Samut Sakhon to contain the spread of the virus is causing losses of over 1
billion baht in trade per day, affecting 345,284 Thai and migrant workers.
There are 6,082 factories in total in Samut Sakhon, with 233,071 migrant
workers and 122,213 local workers.
The FTI has called on the government to use MoUs as part of efforts to solve
illegal entry of migrant workers. Many of them end up becoming cheap labourers
in factories.
Supant said the FTI supports the government to make agreements with Myanmar,
Cambodia and Laos by setting an appropriate quota for workers.
The World Bank came out to say that Thailand’s GDP could see a steep contraction
similar to the 2nd
-quarter decline if nationwide lockdown measures are imposed to
contain a new wave of the virus outbreak.
Kiatipong Ariyapruchya, senior country economist for Thailand at the World
Bank, warned that should a new round of infections result in a lockdown in
Bangkok or across Thailand, overall economic activities would be impeded.
“In the event of a lockdown to contain the domestic outbreak, the
country’s GDP could experience a steep contraction similar to the second
quarter’s decline,” Kiatipong said.

The World Bank will review Thailand’s economic growth outlook next month.
The Stock Exchange of Thailand (SET) index plunged 80.60 points or 5.45 per cent to
close at 1,401.78 points yesterday, with a total trading value of 129.435 billion baht.
SET President Pakorn Peetathawatchai voiced optimism that the index tumble is
just a short-term impact from reports of a surge in new Covid-19 cases.
The Thai bourse dropped on the sell-off pressure triggered by concerns of a
resurgence of the coronavirus outbreak in Thailand that could lead to another
lockdown.
The government’s co-payment scheme could see an impact and could lead to
slowing of the economy as consumers start to lock themselves indoors and only
going out for essentials.
The event organising industry fears a financial loss of up to 2-3 billion baht as a result of
a new surge in Covid-19 infections that sent the government to order suspension of New
Year countdown events.
Upatham Nisitsukcharoen, president of the Event Management Association
(EMA), said the industry sees the impact of the government’s decision to cancel
10-20 countdown events made after new cases of Covid-19 were found in
Bangkok and surrounding provinces.
He said in normal circumstances, concerts and entertainment events during New
Year celebrations generate around 4-5 billion baht.
Major Cineplex Group Plc (MAJOR) expects to post a net profit of 1.170 billion baht on
revenue totalling 11.141 billion baht, close to that of last year. The company sees a net

loss of 885.02 million baht in the first 9 months of this year, with total revenue of 2.879
billion baht.
The company has not seen any loss since it has been listed on the Stock Exchange
of Thailand for 25 years, says Chairman Vicha Poolvaraluck.
MAJOR plans to restructure its organisation and increase new business channel
through the online sale channel.
For 2021, the company has set aside a 1-billion-baht investment budget, divided
into 350-400 million baht to promote content production and the rest for
expansion of 8 cinema branches in upcountry provinces and 2 branches in
Cambodia.
PTT Exploration and Production (PTTEP) and strategic partner Eni have been awarded
the concession for the largest exploration block offered by the United Arab Emirates
(UAE).
The investment in Offshore Block 3 provides PTTEP with more opportunity to
strengthen its investment portfolio in the Middle East, said the Thai company.
Its subsidiary, PTTEP MENA Ltd, and Eni Abu Dhabi BV (Eni), a subsidiary of
Italy-based oil and gas company Eni, won 2019 bidding for the concession from
the state-owned Abu Dhabi National Oil Company (ADNOC).
The exploration phase of the agreement has a maximum period of nine years and,
subject to successful exploration, an overall concession term will extend to 35
years from the commencement of the exploration phase for development and
production phases in which ADNOC has the option to hold a 60 per cent stake.

A new smart pier on the Chao Phraya River will be unveiled today by Prime Minister
Prayut Chan-o-cha, as the government prepares a plan to launch electric ferry services in
the near future.
Government spokesman Anucha Burapachaisri said Gen Prayut will take an
electric ferry from CAT Tower pier to Phra Phuttha Yodfa Bridge this evening,
where he is scheduled to inspect a smart pier there. The pier is equipped with
automated vending machines, monitors which display arrival times and a solar-
powered lighting system.
The government hopes the pier can be a benchmark for the city's public transport
infrastructure, which will include electric ferries that will operate along the Chao
Phraya River, Mr Anucha said.

The Bangkok Metropolitan Administration (BMA) has warned that PM2.5 air pollution
will shroud the capital for almost a week over the festive period.

BMA spokesman Pol Capt Pongsakorn Kwanmuang told media that City Hall has
prepared measures to combat the return of the hazardous small dust particles,
levels of which are predicted to peak between this Thursday, Christmas Eve, and
next Tuesday.
The spike in PM2.5 is caused by climate patterns, particularly the current lack of
air circulation to disperse the particles, he said.
The Pollution Control Department has set the country's maximum "safe" level of
PM2.5 at 50 microgrammes per cubic metre (µg/m³), which is double the World
Health Organization's recommendation.
Thanathorn Juangroongruangkit, the leader of the Progressive Movement party that has
been campaigning for the PAO elections, posted on his Facebook page that he had gone
to get himself and his team tested for Covid-19 after they had campaigned in Samut
Sakhon province a few days earlier.
Thanathorn came out to say that that after the results, he and his team will
quarantine themselves for a period of 14-days.
