Outstanding Apprentice Competition

The Ironworkers and EmployersNational Apprenticeship andTraining Conference of NorthAmerica and Outstanding Ap-prentice Competition were heldSeptember 23-27, 2006. The eventswere co-hosted by Local Union 396,St. Louis and Local Union 392, EastSt. Louis, Illinois.

General President Hunt wroteto the outstanding apprentice par-ticipants saying, “Our great inter-national union is built on the skillsof our members. During this two-day Apprenticeship Competitionyou will see some of the most high-ly skilled apprentices from our localunions across the United Statesand Canada. Each time we holdthis competition the skill level ofour outstanding apprentice com-petitors improves. This is a result of

their dedication to excellence andour continuing efforts to strengthenour apprenticeship programs. Asyou watch these competitors, pleaseremember that you are watchingthe future of our union.”

The first activities for theapprentices included the written,welding, burning and instrument

tests. On the second day of the com-petition these outstanding appren-tices competed in knot tying, blockreeving, reinforcing tying, the orna-mental test, and finally, the highlyanticipated column climb.

After two days of intense compe-tition, the top ten winners weredetermined:

Following the competition par-ticipants and delegates attendedthe Apprenticeship and TrainingConference. General President Huntserved as the Honorary Chairman ofthe conference. The Conference Co-Chairs were Jim Hathman, Presidentof the District Council of St. Louisand Vicinity and William Brown,President of Ben Hur ConstructionCompany and IMPACT and NationalTraining Fund Trustee.

The objective of the conferencewas to bring together labor andmanagement to focus on topics andissues of importance to apprentice-ship training. During the three-dayconference local union coordina-

tors, business managers, contrac-tors and others attended sessionsand held discussions with the over-all goal of improving apprenticeshiptraining. President Hunt chal-lenged the participants saying, “Iwould encourage all attendees to beactively involved in all of the ses-sions – to ask difficult questionsand raise issues that will help us toprovide a skilled workforce to bettermeet the needs of our contractors.”

In order to provide our signato-ry contractors with highly skilledironworkers, we must have strongapprenticeship programs. TheOutstanding Apprentice Competitionand the Apprenticeship andTraining Conference allow localunions to demonstrate the qualityof their classroom and hands-ontraining. By looking at the competi-tors this year – it is clear that ourfuture is in good hands.

Every great organization succeeds by max-imizing its strengths and minimizing itsweaknesses.

By now, every Member knows that thestrength of our future as Ironworkersdepends on our strategy to compete againstwhat we consider to be non-union entities inthe battle for every Ironworker hour avail-able in Northern Alberta.

Not long ago, I received a phone messagefrom John, a Member working at the LongLake Project. In a brief few sentences, heneatly summed up the HCML-Driver Ironagreements. Like most Ironworkers, he didn’tmince his words. He didn’t like the deal, hetold me, but he did understand that we need-ed it in order to keep moving forward. Aunion’s strength, hetold me, is determinedby its market share.

Thanks, John!Operating in an

industry about as sta-ble as the MiddleEast, Local 720 hasbrought its membersanother year of fullemployment, aug-mented by a choice ofshift cycles, modes oftravel and duration,depending on the project and its location. Wehave continued to significantly increase ourmarket share in the industrial, commercialand maintenance sectors.

Our membership keeps growing as new,homegrown and outside skilled JourneymanIronworkers, Reinforcing Ironworkers,Welders and Apprentices join our work force.We’re doing this at a time when some unionsare losing market share, forcing a large per-centage of their membership into unemploy-ment.

To deliver on our commitment to supply askilled, productive, safe and reliable work

force, we absolutely must work together, refo-cus our strengths and minimize our weak-nesses.

We have used our strength to protect andincrease our market share. Minimizing ourweaknesses presents us with an ongoingchallenge.

USA construction union guru MarkBreslin says North American constructionunions are certain to lose the market sharebattle to non-union forces unless every singlemember starts thinking like the US NavySeals, Wayne Gretzky, Tiger Woods andHarley-Davidson, all of which have commit-ment to excellence, hard work and the abilityto adapt in common.

People whose poor work habits, attitudeand absenteeism give this Local a bad nameand a reputation that’s hard to correct – theones who then run and hide behind the union- must be told that their conduct is not

acceptable.They’re only our

brothers and sisters iftheir performance onthe job helps us all. Ifthey’re hurting us,they must be told – by the union and bytheir fellow workers –that they have tochange their ways…or move over so theydon’t hold the rest ofus back.

Please keep these thoughts in mind. Takethem to every job, every day, every week,every year.

CANADIAN REPORTby Fred Marr

As another year comes to aclose, it becomes a chal-

lenge to find time to put thismagazine article together. Asin the past, your Canadianoffice has been extremelybusy this year and I knowyour local unions have beenalso.

The work in Canada isvery good and barring amajor crisis or unforeseendisaster, there seems to be no

end in sight. Offshore oil and gas developmentstill looks good in the Atlantic Region as well asthe iron ore industry and possible further nickelprocessing. Electricity is a main issue in Ontario,Quebec and Manitoba with development and pro-posed development ranging from hydro-electric towind power, natural gas power plants, updatedcoal power that will meet environmental demandsand nuclear plants.

Infrastructure work is also a big issue acrossthe country, but especially where the population isbulging and our roads, water and sewer systemsare aging and overloaded. These issues are majorin Montreal, Toronto, Vancouver, Fort McMurray,Edmonton, and Calgary. If we think we mighthave a problem manning this work, throw in thepotash industry, the oil patch, the Olympics, masstransit and the odd gold mine and a pipeline ortwo. We will be challenged in trying to cover allthis work and still maintain our jobs in mainte-nance, commercial work, box buildings, and metalbuildings. We accept the challenge.

The Conservative Party is now running thecountry and so far they seem to be focused onwhat they believe is good for Canada. The onlymajor issue I have with them is the temporaryforeign worker issue. I had the same issue withthe Liberal Government and by the time this arti-cle is printed, I expect to have some very goodnews or very bad news regarding offshore work-ers and the Golden Ears Bridge project inVancouver.

With politics in general, I believe that the bestwe can do with all Parties at all levels is monitorthem, try to interact with them and show up tovote for the Party or person who will best repre-sent you and your family.

As your representative at the CanadianBuilding Trades, I am working with the othermembers to fight temporary foreign workers, fightC.L.A.C. and the C.E.P. when they stick their nosein construction work. We are trying to make

mobility easier and less costly for the member-ship. We are involved with apprentice trainingand the funding required for it at the nationallevel. We are pushing to change some of therestrictions on our pension plans by showing thatmulti-employer plans are much more stable thansingle employer plants. We interact with theProvincial Building Trades on all these issues andmore. While these issues remain the same fromyear to year, I believe we are making someprogress and if it takes time, so be it. The battlemust go on.

The theme of our forty-first InternationalConvention held in August of this year was build-ing “A Bridge to the Future.” The dominant issuewas organizing and every delegate supported it.We not only need to organize the non-union iron-workers who are out there in big numbers, but weneed to bolster our membership just to keep upwith the number of retirements that are gettingcloser every month. If we fail this time, the pres-sure on our pension plans, our health and welfareplans and our ability to negotiate good wages maybecome unbearable. I believe all of our delegatesat the Convention understand the importance ofthis issue and I hope they do the best they can toconvey the message to every member. We aredeveloping an organizing plan to be put into effectacross North America and if we all buy into it, weshould have a bright future. We do have many oldhabits that need changing. We seem to be comfort-able with the changes that take place in our dailylives, except when it comes to changes at work,and then we drag our heels. We moved into this21st century with optimism and then we werepounded on September 11, 2001 and after withthe ensuing stock market crash. Well, we’re stillhere and we’re still building and maintainingNorth America. The new century is only six yearsold and it’s time the trade union movement joinedit. I would expect like all good union members weare going to be dragged into this new centurykicking and screaming. I hope some of youyounger members help with the dragging.

Congratulations to all the apprentices thattook the time to compete in our bi-annualApprentice Competition in St. Louis lastSeptember. The competition was closer than everand the prizes were fantastic, allowing the top tencompetitors to claim a prize. You were all winnersand we are proud of you. You are the future. Theevent was well organized by the ApprenticeshipDepartment and the host district council did agreat job. Thanks St. Louis.

of our International for what you do. From ourGeneral President to the newest apprentice, weare a team and a family of ironworkers. Togetherwe can continue to accomplish not only greatthings, but also little things that collectively makeus stronger, improve our standard of living, andmake this world a better place.

To the business managers and agents acrossCanada, keep up the good work. Every day youhave to make decisions affecting our reputation,our jurisdiction, our pension and welfare plans,and our future. I think you are making the rightdecisions. It may sometimes be controversial but ifit is good for our members in the long run, it’s theright decision.

A special thanks this year to Jacques Dubois,Claude Morin, Don Fortin and the members ofLocal 711 who supported your leaders when they

set out to reclaim the rebar in New Brunswick. Ittook a few years, but the deal was signed inSeptember and all rebar in New Brunswick andPrince Edward Island now belongs to the iron-worker, as it should.

Also thanks to the Officers and Executive ofLocal 720. It’s not easy in that fish bowl they callthe Oil Sands, and although controversial, youmade a decision to put ironworkers to work. I amconfident these types of accomplishments wouldhave been made in every local in the country, andthe way the industry is going, you will probablyget the opportunity.

On behalf of myself, my family and all the staffworking through the Canadian Office, I would liketo wish every one of you a peaceful and MerryChristmas and a happy, safe, prosperous NewYear!

La situation de l’emploi au Canada est trèsbonne, et à moins d’une crise majeure ou d’undésastre imprévu, il ne semble pas y avoir defin. Le développement du gaz et d’huile en mersemble bien se porter dans la région del’Atlantique, ainsi que l’industrie du minerai defer et possiblement la transformation du nickel.L’électricité est le point majeur en Ontario, auQuébec et au Manitoba avec le développementet les propositions de développement en passantde l’hydroélectricité à l’énergie éolienne, la cen-trale de gaz naturel, l’adaptation de l’énergie aucharbon qui devra rencontrer les demandesenvironnementales et les centrales nucléaires.

Les travaux d’infrastructure sont également

Leseul accroc majeur que j’ai avec le Parti est lacause des travailleurs temporaires étrangers.J’avais le même problème avec le gouvernementLibéral et au moment où cet article seraimprimé, je suppose que j’aurai soit de trèsbonnes nouvelles, soit de très mauvaises nou-velles concernant les travailleurs des plates-formes en mer et le projet « Golden Ears Bridge» à Vancouver.

En général en politique, je crois que lameilleure approche avec tous les partis, à tousles niveaux est de les surveiller, d’interagir aveceux et d’aller voter pour le parti ou la personne

Nous tentons de rendre la mobilité dela main-d’œuvre plus accessible et moins dis-pendieuse pour nos membres. Nous sommesimpliqués avec les formations d’apprentis et lesfonds requis pour le niveau national. Nous tra-vaillons fort afin de changer certaines restric-tions de nos plans de retraite en démontrant quedes plans avec plusieurs employeurs sont beau-coup plus stables que ceux avec un seulemployeur. Nous interagissons avec le Conseilprovincial sur toutes ces questions et plusencore. Même si ces sujets reviennent d’annéeen année, je crois que nous y apportons del’amélioration et nous y consacrerons tout letemps nécessaire. La bataille doit continuer.

Le thème de notre 41e Congrès internationaltenu en août cette année, était « Un pont versle futur ». Le premier but était l’organisation,et tous les délégués étaient d’accord sur ce point.Non seulement nous devons organiser les nom-breux travailleurs des métiers de l’acier nonsyndiqués, nous devons soutenir nos adhésionsafin de maintenir le nombre de retraités quiaugmentent à chaque mois. Si nous ne réussis-sons pas cette fois, la pression sur nos plans deretraite, nos plans de santé et d’avantages soci-aux ainsi que notre droit de négocier de bonssalaires pourraient devenir insupportables. Jecrois que tous nos délégués présents à ce con-grès, ont compris l’importance de cette batailleet j’espère qu’ils feront de leur mieux afin detransmettre ce message à chacun de nos mem-bres.

Nous sommes à développer un plan d’organi-sation qui sera appliqué à travers l’Amérique duNord, et si nous y participons tous, nous devri-ons avoir un très bel avenir. Nous avons biensûr de nombreuses vieilles habitudes quidoivent changer. Nous semblons accepter leschangements dans nos vies, mais nous hésitonsà changer ceux qui concernent nos emplois.Nous sommes entrés dans le XXIe siècle avecbeaucoup d’optimisme et le 11 septembre 2001est arrivé, en provoquant entre autres, la chutedu marché boursier. Mais, nous sommes tou-jours là, et nous sommes toujours à bâtir et àsoutenir l’Amérique du Nord. Le nouveau sièclea à peine six ans, et il est temps que le mouve-ment des unions s’y joignent. Je suppose que,comme tout bon membre d’une union, nous tra-verserons ce nouveau siècle en combattant,mais j’espère que nos jeunes membres nousaideront.

Félicitations à tous les apprentis qui ont prisle temps de participer à notre compétition semi-annuelle à St-Louis en septembre dernier. Lacompétition était très serrée et les prix étaientépoustouflants, permettant ainsi aux dixmeilleurs compétiteurs de remporter un prix.Vous êtes tous des gagnants et nous sommestrès fiers de vous. Vous êtes l’avenir.L’événement était très bien organisé par ledépartement des apprentis et le conseil de dis-trict, qui a agi à titre d’hôte, a fait un très beautravail. Merci au Conseil de District de St-Louis.

J’aimerais personnellement remercierchaque membre de notre International pour ceque vous faites. Un merci bien spécial cette année à JacquesDubois, Claude Morin, Donald Fortin et lesmembres du local 711 qui ont supporté vosdirigeants lorsqu’ils sont allés reprendre l’instal-lation des barres d’armature (rebar) auNouveau-Brunswick. Cela aura pris quelquesannées, mais l’entente fut signée en septembreet toutes les installations de barres d’armature(rebar) au Nouveau-Brunswick et à l’Île-du-Prince-Édouard appartiennent maintenant auxmétiers de l’acier, comme cela devrait l’être.

I CHOSE TO LOOK THE OTHER WAY

I Chose to Look the Other WayI could have saved a life that day,But I chose to look the other way.It wasn’t that I didn’t care,I had the time, and I was there.But I didn’t want to seem a fool,Or argue over a safety rule.I knew he’d done the job before,If I called it wrong, he might get sore.The chances didn’t seem that bad.I’ve done the same, he knew I had.So I shook my head and walked on by,He knew the risks as well as I.He took the chance, I closed an eye,And with that act, I let him die.I could have saved a life that day,But I chose to look the other way.Now every time I see his wife,I’ll know I should have saved his life.That guilt is something I must bear,But it isn’t something you need share.If you see a risk that others take,That puts their health or life at stake.The question asked, or thing you say,Could help them live another day.If you see a risk and walk away,Then hope you never have to say,I could have saved a life that day,But I chose to look the other way.

I hope this poem will sink in and help youmake the right choices. We are all responsiblefor our union brothers and sisters. With thatsaid, let’s keep safety on our minds at all times.

Here it is Dec-ember already,

and another yearis coming to an end.With the conventionbehind us, the nextfive years should be

spent adding to our membership andmaking gains in job density. It shouldalso be a time to reflect on those mem-bers that are no longer with us.Whether it was due to a work-relatedaccident or the natural process, we allknow someone who has passed in thelast year. This time of year shouldbe a joyous one, spent with familyand friends and looking forward toa future bringing joy into our lives.Unfortunately, for many it is a sad time,for a loved one is no longer with them.

It is also a time to remember thetroops serving around the world, put-ting themselves in harms way to protectthe freedoms we count on each day.Men and women are giving up theirlives to protect those freedoms. Many ofthose same men and women are mem-bers of our International Union. Wemust never forget them.

In the year 2003—our lowest fatalityyear ever—we lost 15 ironworkers to jobrelated accidents. As I am writing thisarticle on October 18, we have experi-enced 11 ironworker fatalities in 2006.We still have 2 months to go in this year,but let’s hope we can remain below the2003 record year.

Each year I reproduce a poem enti-tled, “I Chose To Look the Other Way.” Iwould once again like to remind each ofyou what it says, and I hope you livewith this idea for another year.

Since May 2005, employ-ees of Great Western

Erectors have been onstrike to expose thedeplorable working condi-tions they routinely face.These workers have raisedissues such as the lack ofdrinking water at job sites;troubling safety concerns;and lack of affordable fami-ly medical insurance.

Workers also give accounts of discrimination onmany levels, including racial discrimination andracial epithets commonlyused on jobsites by man-agement.

In the beginning,workers approachedGreat Western manage-ment regarding lack ofdrinking water on job-sites, even though federallaw (OSHA) mandatesthat an employer providedrinking water. The com-pany agreed it would rec-tify the problem. Theagreement, however, wasshort-lived. Within days, the company reneged ontheir promise and offered a 10-cents per hour payraise from June till November for the workers topurchase their own water. This still violates thelaw and the strike continued.

During the strike, the Great Western employ-ees have been successful in building a coalition ofreligious leaders, students and community lead-ers to support their cause and take part in their

human rights campaign. Members of InterfaithWorker Justice, a Chicago-based national organi-zation of various religious organizations, havetaken up the workers cause and met with devel-opers to express the workers’ plea for justice.

Father Bill Wack (the Director of the AndreHouse ministry in Phoenix) joined other religiousleaders in taking part in a spiritual cleansingand prayer outside of one of Great Western’s con-struction project. In some religious traditions,water is symbol of purification. Prior to the cere-mony, supporters passed out water bottleslabeled with the slogan “Thirst for Justice” andthe “Interfaith Worker Justice” logo. Ironically,

while Father Wack wasperforming the ceremo-ny, one of the workersleft the jobsite andasked for water, not forpurification but toquench his thirst.Supporters of this cam-paign for human rightsremain committedwith the understand-ing that their resolve tothis cause of justiceand basic humanitymay take years.

Great Western Erectors is not signatory toany collective bargaining agreement coveringreinforcing work. However, two individuals witha financial interest in Great Western do haveunion contracts with companies under differentnames. Employees for Great Western should beafforded the same rights and protections as theirunion counterparts.

Numerous IMPACT programs, designed to grow union mar-

ket share for our local unions and signatory contractors, are tak-

ing off at the regional level through IMPACT’s ten Regional

Advisory Boards (RABs).

Each RAB is taking advantage of the new IMPACT Block Grant program approved earlier this year by the 22-member

IMPACT Board of Trustees. Through this program, each RAB receives an annual block grant equal to 10% of its contributions

made to IMPACT in the previous calendar year. For this inaugural year, the pool of grant money reflects total contributions

since 2003, the year IMPACT was founded. Based on those funds, approximately $1.3 million is available for the entire

program in 2006. The pool for 2007 will be based on total contributions during the 2006 calendar year. One example of

a recent block grant: In New Jersey, IMPACT’s RAB II received $72,855 to develop and publish a quarterly newsletter.

Additionally, the grant funds a lobbyist to represent New Jersey ironworkers and contractors in state public affairs matters.

Education and training are high priorities. IMPACT works closely with the Ironworkers’ National Training Fund to take

advantage of and address challenges affecting the ironworkers’ apprenticeship training program. Rick Sullivan, IMPACT’s

Director of Education and Training, is taking the lead in developing and implementing several initiatives to ensure our

apprenticeship training and journeyman upgrading programs meet the needs of our signatory contractors.

This year the new Foreman Training for Ironworkers course was conducted in the IMPACT regions. The course is

designed to develop highly-skilled foremen for our signatory contractors. The training course and materials were developed

in 2005 with pilot courses conducted in Colorado, Texas and Missouri. This year, instructor training courses were held in

Ohio, California, Colorado, New Jersey, Alaska, Minnesota, Georgia, Massachusetts, Washington, Texas and in the District

of Columbia. Approximately 250 instructors from numerous local unions, including several from Canada, participated in

the courses. The majority of these students were apprenticeship coordinators and instructors. Several contractor foremen,

general foremen and superintendents also attended.

IMPACT also facilitated the development of Construction Spanish. This is an English/Spanish construction glossary to

assist with Spanish-English communications on the jobsite, in the apprenticeship classroom, during organizing campaigns,

and anywhere where both English and Spanish are being spoken. Copies of Construction Spanish were sent to all local

unions.

The four online Project Tracking Systems available to IMPACT’s local unions and signatory contractor associations are

instrumental in helping ironworkers identify and bid commercial, industrial and maintenance projects early in the bidding

process. These systems were custom designed for IMPACT by McGraw-Hill Construction’s Dodge Reports and Industrial

Information Resources.

IMPACT is a joint labor-management trust formed under Section 302 (c) (9) of the Labor-Management Relations (Taft-

Hartley) Act. IMPACT is a non-profit, tax-exempt organization under Section 501 (c) of the Internal Revenue Code. The

primary mission of IMPACT is to expand job opportunities for union ironworkers and their signatory contractors through

progressive and innovative labor-management programs.

Steve Parker is appointed Director ofthe Department of Reinforcing

Steve Parker, book #876080, was accepted into the apprenticeship program in Local 808,Orlando, Florida in 1971, and became a journeyman in 1974. He was elected to theexecutive Board in 1982, and business manager, financial secretary/treasurer in 1988.

Recognizing his leadership ability General President Jake West appointed him generalorganizer on August 1, 2000 to assist in servicing the area of the District Council of theSoutheastern States. Brother Parker was later assigned by General President Joseph Hunt to workfor the Mid-Atlantic States District Council in Fairfax, Virginia in April 2002. In January 2003, Stevewas assigned to International Headquarters in Washington, D.C., where he was coordinator for thevery successful J.D. Steel campaign, working with Executive Director of Organizing Bernie Ever’soffice. Steve remained at International Headquarters until July 2004, when he was reassigned asAdministrator for the new Regional Reinforcing Local 846.

On August 1, 2006, General President Hunt took executive action creating the Department ofReinforcing for the purpose of promoting the rebar industry throughout the United States andCanada. In his appointment letter General President Hunt gave Brother Parker high praise stating,

“because of your experience, knowledge of the rebar industry and dedication to this International Union, I am appointing you Directorof the Department of Reinforcing. I have every confidence you will do your utmost to increase job opportunities for our membersin what has become one of the fastest growing segments of our jurisdiction.”

David Gornewicz AppointedDistrict Representative

General President Joseph J. Hunt has appointed David Gornewicz a DistrictRepresentative for this International Union effective May 1, 2006.

Brother Gornewicz was initiated into Local 272, Miami, Florida on June 1, 1980.He served as director of the Local 272 Apprenticeship Program in 1996. After serving

as an organizer for Local 272 he became president and director of organizing for theLocal in 1998 serving in this capacity until 2002. He served as director of organizing forthe Southeastern States District Council from 2002 until the present appointment.

President Hunt welcomed him aboard saying, “I have every confidence that you willperform these duties as a district representative representing our entire membership inthe same creditable and outstanding manner as you have performed your duties repre-senting the membership of Local 272.”

Donald A. Zampa AppointedGeneral Organizer

Donald A. Zampa, FST-BM of Local 378, Oakland, California, has been appointedGeneral Organizer by General President Joseph J. Hunt effective April 17, 2006.Mr. Zampa joined the Local 378 apprenticeship program in October 1978 attaining

journeyman status in 1981. He quickly became involved in the leadership of his localunion serving as executive board member from 1985-1991. He was elected president ofthe local in 1991 and was reelected in 1994, 1997 and 2000. He also served as a full timeorganizer concurrently beginning in 1995. Brother Zampa ascended to business managerin 2002, was re-elected in 2003, serving in that capacity until this appointment. GeneralPresident Hunt has assigned him to assist with activities regarding Local 846 and theMetal Building Agreement in the western portion of the United States. He will also beassigned to assist the District Councils of the State of California & Vicinity, the PacificNorthwest and the Rocky Mountain Area as well as handling special assignments fromInternational Headquarters.
