Bidding Documents Instructions to Bidders Page I-12 The Engineer’s Estimate for the Base Bid, Alternate 1, Alternate 2, and Alternate 3 are to be increased from $2,250,390.00 to $2,325,390.00. Bidding Documents Bid Forms Page B-4 Reference No. 18, “ITEM 611 – 8” SANITARY SEWER REPLACED W/ WATER MAIN GRADE MATERIAL (PVC C-900 DR-18 MINIMUM)” is changed to read “ITEM 611 – 12” SANITARY SEWER REPLACED W/ WATER MAIN GRADE MATERIAL (PVC C-900 DR-18 MINIMUM)”. This is to correct the size of the existing sanitary sewer to be replaced, which is a 12” sewer. The quantity of twenty (20) feet is to remain the same. Bidding Documents Bid Forms Page B-5 The following item is added to the Bid Form: Reference No. 50a, ITEM SPECIAL – LIFT STATION CONTROL PANEL AND TELEMETRY (ALLOWANCE) This item is added as an allowance to the bid, to include the installation of pump station controls, including control panel, as well as installation of telemetry equipment at the pump station. All specifications and drawings for the control panel and required telemetry equipment will be determined by the Village and Pump Supplier prior to construction. These items are not to be included in the bid under this item. Plans Sheets Sanitary Plan and Profile Page 11 On Page 11 of the plans, two (2) callouts reading “CB & PIPE TO BE REPLACED” have been removed. It is not anticipated that these items will need replaced, as the sanitary sewer is to be bored through this area.
Plans Sheets Electrical Legend, Abbreviations, Specifications, General Notes, and Sheet Index Page E1 Sheet E1 is completely replaced, due to text that was not readable in the original PDF Plan Set.
CLARIFICATION No. 2 Contractors may choose to directionally drill the full length of the forcemain, where practical, with excavations required for tie-ins and air release valves. Any forcemain that is Directionally Drilled, outside of the bore of the creek, will be paid under the general forcemain pay item, “ITEM 611 SANITARY SEWER FORCEMAIN, AS PER PLAN.” The contractor may choose to directionally drill 10” HDPE DR-9 (Butt fuse welded), 8” PVC C-900 DR-18 (Fusible, or Certa-Lok or approved equal) or 8” Ductile Iron CL-53 (Protecto 401 Lined).
No “Forcemain Access Point” manholes are to be installed as part of this project, per the detail on Pg. 4 of the plans. Contractors may maintain access to drives using either steel plates or temporary asphalt pavement. Temporary gravel pavement will not be allowed. The cost of this is incidental to the cost of the mainline work. Any lane in which excavation occurs shall NOT be re-opened until final restoration is complete. Lanes may be left closed outside of normal working hours, if the lane remains unrestored. The Village will waive Inspection Fees for the Electrical Service and Lift Station work. Any “Aid to Construction” Cost or other fees required by the Electric Company will be the responsibility of the contractor.

ARTICLE 20 – BONDS AND INSURANCE
20.01 Article 6 of the General Conditions, as may be modified by the Supplementary Conditions, sets forth Owner’s requirements as to performance bonds and insurance. When the Successful Bidder delivers the Contract (executed by Successful Bidder) to Owner, it shall be accompanied by required bonds and insurance documentation.
ARTICLE 21 – SIGNING OF AGREEMENT
21.01 When Owner issues a Notice of Award to the Successful Bidder, it shall be accompanied by the unexecuted counterparts of the Agreement along with the other Contract Documents as identified in the Agreement. Within 15 days thereafter, Successful Bidder shall execute and deliver the required number of counterparts of the Agreement (and any bonds and insurance documentation required to be delivered by the Contract Documents) to Owner. Within ten days thereafter, Owner shall deliver one fully executed counterpart of the Agreement to Successful Bidder, together with printed copies of the Contract Documents as stated in Paragraph 2.02 of the General Conditions.
ARTICLE 22 – SALES AND USE TAXES
22.01 Owner is exempt from state sales and use taxes on materials and equipment to be incorporated in the Work (Exemption No. 31-6401105) Said taxes shall not be included in the Bid. Refer to paragraph SC-7.09 of the Supplementary Conditions for additional information.
ARTICLE 23 – PREVAILING WAGE RATES
23.01 The Bidder to whom the Contract is awarded will be required to pay, at a minimum, the prevailing wage rate promulgated by the State. Applicable wage rates are included in the Bidding Documents.
ARTICLE 24 – ENGINEER’S ESTIMATE
24.01 The Engineer’s Estimate for this project is $2,325,390.00 for the base bid, Alternate No. 1, 2, and 3.

22. NO MATERIALS, INCLUDING PIPE, SHALL BE STORED WITHIN TWENTY (20) FEET OF ANY INTERSECTINGSTREET OR DRIVEWAY DURING NON-WORKING HOURS. STORAGE OF EQUIPMENT SHALL COMPLY WITH
THESE SAME REQUIREMENTS AND SHALL NOT IN ANY WAY RELIEVE THE CONTRACTOR OF HIS LEGALRESPONSIBILITIES FOR THE SAFETY OF THE PUBLIC.
23. EXCESS EXCAVATED MATERIAL FROM THIS PROJECT MUST BE HAULED OFFSITE BY THECONTRACTOR AND COMPENSATION FOR HAULING SHALL BE INCLUDED IN THE UNIT PRICES BID FORTHE RELATED ITEMS.
24. THE CONTRACTOR SHALL CONDUCT HIS OPERATIONS SO AS TO MAINTAIN AT ALL TIMES STORMSEWER, DRAIN, AND DITCH FLOWS. THE FLOW OF ALL STORM SEWERS, DRAINS, AND OTHER WATERCOURSES ENCOUNTERED AND DISTURBED OR DESTROYED DURING THE PROSECUTION OF THE WORKSHALL BE RESTORED BY THE CONTRACTOR TO A CONDITION SATISFACTORY TO THE ENGINEER.PAYMENT FOR THIS SHALL BE INCLUDED IN THE PRICES BID FOR THE VARIOUS ITEMS OF THECONTRACT.
25. SHOULD WATER BE ENCOUNTERED, THE CONTRACTOR SHALL FURNISH AND OPERATE SUITABLEPUMPING EQUIPMENT WITH ADEQUATE CAPACITY TO DE-WATER THE TRENCH. THE TRENCH MUST BESUFFICIENTLY DE-WATERED SO THAT PLACEMENT OF THE BEDDING AND LAYING AND JOINING OF THEPIPE IS MADE ON FIRM, DRY GROUND. THE CONTRACTOR SHALL CONVEY ALL TRENCH WATER INACCORDANCE WITH THE STORM WATER POLLUTION PREVENTION PLAN AND EROSION AND SEDIMENTCONTROL DETAILS. 26. THE COST OF REMOVAL AND DISPOSAL OF PAVEMENTS, CURBS, AND BIKE PATH SHALL BE INCLUDEDIN THE UNIT PRICES BID FOR THE RELATED ITEMS.

EROSION CONTROLS: ONCE THE SITE IS CLEARED AND GRUBBED, TEMPORARY SEDIMENT AND EROSIONCONTROLS SHOULD BE IMPLEMENTED AND MAINTAINED UNTIL FINAL SITE STABILIZATION IS OBTAINED. ALLTEMPORARY SEDIMENT AND EROSION CONTROLS SHOULD BE REMOVED UPON COMPLETION OF SITESTABILIZATION.
