Dear A2Zians,I write this message in the most exciting times in the Growth Trajectory of A2Z Group.

A2Z Group has come a long way from being a small player in the Facility Management Industry to becoming a well Diversified Business Group, having established sound leadership in an exciting portfolio of opportu-nities viz. Power Transmission and Distribution EPC, Solid Waste Man-agement, Biomass Power Generation, Facilities Management and IT Application –Power Sector etc.

The ‘Raising Day’ on the 7th of January this year was not just about celebrating another excellent year in terms of business performance but it also marked the ‘Raising of the Bar’ by A2Z Group, yet again, by successfully going Public.

This has been made possible by our belief in the Core Values (Fair Prac-tice, Honesty, Integrity and Creativity) to achieve the Core Purpose of Empowering the Nation, Nurturing Entrepreneurship.

A2Z Maintenance & Engineering Services Ltd. crossed another milestone in April 2010, when

it received a contract for building 19.2 Km of Roads encompassing 8 projects in Bihar rural

areas under the prestigious Pradhan Mantri Gram Sadak Yojana. All these projects were

expected to be completed in 12 months. It is to the credit of A2Z that we completed one of the

projects comprising 2.6 Kms. in record time of four months. Considering our excellent efforts,

our client, NHPC Ltd. in appreciation of our work have allowed us to compete for new Road

To further strengthen the graph of business growth in Facility Management Services, A2Z Infraservices Ltd. has acquired 100% stake in IL&FS Property Management & Services Limited (IPM&SL), a facility management vertical of Infrastructure Leasing & Financial Services (IL&FS) Group. MUZAFFARNAGARMuzaffarnagar Plant started production with the Capacity of 30 to 40 Tonnes per day of Compost. Power Connection for Muzaffarnagar Plant with a Capacity 210 KVA has been installed. We have been awarded the Collection & Transportation Job for 10 Years at Muzaf-farnagar.

GOAWe have signed an agreement with the Corporation of the City of Panaji (GOA) to establish a MSW Project of 20 Tonnes per day processing through Anaerobic Digestion System at Patto Plaza for A2Z. With this we will be Creating Cleaner Climate and Producing Compost and also Generate Electricity through Biomethanation Technology.

Even after a few hindrances due to bad weather in the beginning of the month, overall progress of Punjab & Kanpur sites is satisfactory. One of the major milestone achieved at all the project sites was the Boiler Drum Lifting & Alignment.

OBJECTIVEAs a part of the overall reforms agenda in the Power Distribution Sector, several efficiency improvement initiatives such as introduction of better managed and streamlined business processes have been undertaken at the power distribution companies (‘Discoms’). One such initiative is the introduction of “Spot Billing”. Spot Billing has been very successful in compressing the metering-billing-collection cycle by approximately 7 to 10 days, and has significantly reduced the working capital requirement of the Discoms.

This note provides a brief overview of the erstwhile (“traditional”) Metering-Billing-Collection (“M-B-C”) cycle, and the benefits of Spot Billing.

Traditional Metering-Billing-Collection CycleAs illustrated above in Figure 1, the traditional M-B-C cycle for a typical bi-monthly consumer begins with the meter reader recording the meter reading on the 25th of every alternate month (Point A in illustration). This reading is manually recorded in the meter reader’s regis-ter. At the end of the day, the meter reader provides his register to the clerks at the section office, where the readings are manually copied into another register. The readings from this register are forwarded to the billing department for further processing, while the meter reader resumes his itinerary the next day.

The bill processing and generation takes approximately 7 to 10 days, subsequent to which bills are dispatched by post to the consumer. The consumer is given 14 days to pay his dues, failing which disconnection proceedings are initiated after another 7 days.

Issues/Concerns with the Traditional Process: • Heavy reliance on manual inputs, such as multiple meter reading entries by hand, renders the M-B-C business cycles vulnerable to errors. • There is significant duplication of work, as multiple copies of the same data are generated and processed. • Significant time is lost in bill generation and dispatch.

• Downloading data dumps from a computer – SBMs have the facility to download the last meter readings (of the consumers to be visited that day) from the central billing system.

• Interfacing with Electronic Meters – For an increasing number of consumers (especially high value consumers), the Discoms are installing tamper-proof electronic meters. SBMs are capable of interfacing with these meters electroni-cally to capture the current meter reading.

• Storage of billing logic, and Bill Calculation – SBMs are required to calculate and print bills at the consumer’s premises. They are therefore designed to be programmable, and are capable of storing the billing logic for various categories of customers.

• Bill Printing – SBMs are capable of printing Electricity Bills.

Revised M-B-C ProcessFigure 2 below illustrates the revised M-B-C cycle for a typical bi-monthly consumer subsequent to the introduction of “Spot Billing”.

The process starts (as before) on 25th of every alternate month (Point A in illustration). However, because of the features available in hand-held electronic MRIs, the meter reading, bill generation, bill printing, and bill dispatch activities can be completed in a single instance. There is therefore, no back end bill processing. The meter reader notes the current meter reading from the consumer’s meter, and feeds it into the MRI. Based on the current reading, and the last reading (downloaded into the MRI at the start of the day), the meter reader is able to generate a consumer’s bill on the spot.

Benefits1. The expeditious processing of bills on the consumer’s premises significantly reduces the time in the M-B-C cycle.2. The reduced number of activities also reduces the margin for error in bill generation.3. The time lost in transit after the dispatch of bills is completely eliminated. The possibility of “lost bills” is also ruled out.4. It reduces meter reading disputes with consumers.5. It results in faster collection of funds for discoms leading to enhanced working capital and also saving of interest.6. It gives more time to consumers to pay their dues and helps them in planning their funds.7. It eliminates cost as also use of manpower for postage/delivery.

Additional Resource RequirementsSpot Billing requires the widespread deployment of SBMs/ MRIs. It also necessitates theinstallation of computer hardware and software that is capable of interfacing with these

Spot Billing has been very successful in compressing the metering-billing-collection cycle by approximately 7 to 10 days, and has significantly reduced the working capital requirement of the Discoms.

This note provides a brief overview of the erstwhile (“traditional”) Metering-Billing-Collection (“M-B-C”) cycle, and the benefits of Spot Billing.

Traditional Metering-Billing-Collection CycleAs illustrated above in Figure 1, the traditional M-B-C cycle for a typical bi-monthly consumer begins with the meter reader recording the meter reading on the 25th of every alternate month (Point A in illustration). This reading is manually recorded in the meter reader’s regis-ter. At the end of the day, the meter reader provides his register to the clerks at the section office, where the readings are manually copied into another register. The readings from this register are forwarded to the billing department for further processing, while the meter reader resumes his itinerary the next day.

The bill processing and generation takes approximately 7 to 10 days, subsequent to which bills are dispatched by post to the consumer. The consumer is given 14 days to pay his dues, failing which disconnection proceedings are initiated after another 7 days.

Issues/Concerns with the Traditional Process: • Heavy reliance on manual inputs, such as multiple meter reading entries by hand, renders the M-B-C business cycles vulnerable to errors. • There is significant duplication of work, as multiple copies of the same data are generated and processed. • Significant time is lost in bill generation and dispatch.

Revised Metering-Billing-Collection Cycle with Spot BillingBefore we discuss the spot billing process, let us review the capabilities of Meter Reading Instruments that are required for Spot Billing.

Spot Billing Machines:Spot Billing is done with hand-held electronic Spot Billing Machines (SBM). SBMs are small battery-operated devices that are capable to perform the following: • Manual entry of meter readings – For the majority of consumers who have

electromechanical meters, the SBMs are capable of capturing the current

instruments. Additional training is also required to help the field staff understand and use the machines effectively. While all this requires significant investments, spot billing signifi-cantly improves the efficiency of the M-B-C cycle, and helps in increased consumer satisfaction and significant cost savings by way of reduced working capital requirements.

Along with spot billing, it also has the feature of spot collection. Software changes have been carried out in the spot billing machine to include the facility of spot collections. The amount collected is entered into the system and at the end of the day the respective ledger is updated.

A2Z Powertech Ltd, has recently started its first Spot Billing and Energy Audit project in Durg, Bhilai , Chiroda and Dalli Rajhara covering close to 2 Lacs consumers in CSPDCL designated area. A2Z Powertech shall be starting the Spot Billing for additional 2.5 Lacs Consumers in Sagar, Satna, Rewa and Damoh in MP PKVVVCL, EZ and Narsinghpur in PVVNL by the end of November or first week of December. The Order it has received from MP PKVVCL, EZ will be a unique and first of its kind project across India on spot billing, where the photograph of the meters, which will be taken on the spot, would be printed on the bill and handed over to the consumers to avoid disputes related to incorrect meter readings. In most of the Orders it has received, A2Z will also manage the collection centers, provide distribution transformer wise Energy Audit and various other reports.

A community awareness program was organized by the CSR team of A2Z in Kamla Nehru Park in Kanpur. Corporators from different wards were invited. The audience consisted of local people from different wards and some school children.

A2Z wishes Eid to people by putting banners around the city. A2Z practices the same on various other occasions of national importance.

Young residents of Kanpur are joining hands with us as volunteers and are becoming a part of our endeavour. They receive training in the institute situated within Panki Plant, from the CSR team and the faculty members of the institute.

On his regular round of duty in Sisamau area of Kanpur one early morning, one of our helpers in C&T team, Mr. Kamal Balmiki, found a bundle of notes in a garbage bin. Little did he know that the bundle contained notes worth Rs.50000, though he could guess that it was a big sum of money. Along with him, there were some rag pickers rum-maging through the garbage littered around the garbage bin. He hid the bundle of notes from them fearing that if

they saw it, they may take it from him. At the same time he noticed a person anxiously looking at the area around the garbage bin as if searching for something he had lost. Kamal Balmiki asked him what he was searching for and that gentleman replied that he had lost some money somewhere in that area. On being asked how much the amount was, the gentleman replied that it was a bundle but did not mention the amount. Then Kamal Balmiki showed him the bundle of notes he had hidden from the rag pickers and asked if that is what he was looking for. The gentleman recognized it as the bundle of notes he had lost and was searching for. His happiness and relief was evident. He was so moved and overwhelmed by the honesty of Kamal Balmiki that he rewarded him with Rs.1000 on the spot in full public view.

People like Kamal Balmiki are our true heroes who exemplify high degree of integrity and commitment towards work. His poor background and lack of education did not come in the way of differentiating between the right and the wrong. Such people are the ones who hold high the flag of the company and earn good name both for them-selves and the organization they work for. Kamal Balmiki's act of honesty was also recognized, rewarded and applauded in presence of all other Helpers and Supervisors, where all were exhorted to follow his example."
