MINUTES OF THE MEETING OF DEPARTMENTAL DEVELOPMENTAL WORKING PARTY HELD ON 3-2-2014 AT 1000 HOURS UNDER THE CHAIRMANSHIP OF SECRETARY SPORTS, YOUTH AFFAIRS, TOURISM, ARCHAEOLOGY & MUSEUM DEPARTMENT IN HIS OFFICE

A DDWP meeting was held on 3-2-2014 at 1000 hours under the Chairmanship of Secretary Sports, Tourism, Youth Affairs, Archaeology & Museums Department, Khyber Pakhtunkhwa in his office. Mr. Shoaib Gilani, Research Officer (Tourism/Education), P&D Department.iv. Mr. Hamraz Khan, SDO, C&W Division, Kohat.v. Mr. Niamat Ullah, Assistant Director (Dev), Directorate of Sports.vi. Mr. Hayat Ali, Chief Planning Officer, Sports & Tourism Department.

2.The Chair welcomed the participants and asked CPO / AD Development Sports to present the agenda items. The AD(Dev) Sports informed the meeting that in umbrella project namely Improvement / Rehabilitation of Play Ground in KPK Phase-II was approved by the PDWP in its meeting held on 16/2/2012 at a total cost of Rs.171.998 million and sub project namely Construction of Sports Stadium at Meri Kohat was approved by the DDWP on 6/3/2012 at a cost of Rs. 4.917 million. The C&W Division Kohat has submitted Revised PC-I for consideration of the scheme at cost of Rs. 6.520 million which are based on MRS 2013. It also includes the consultants supervision charges which are 3% as per the policy for the new schemes to be executed through consultants. The general abstract of cost is as following:

The Research Officer, P&D enquired from the SDO C&W Kohat that whether the design was the same and only schedule of rates have been changed. The SDO C&W Kohat informed the meeting that 2% charges for processing the scheme etc and 3% consultant supervision charges making a total of Rs. 6.520M, which is Rs. 1.602 M. He assured the meeting that the amount of Rs.4.917M was lying with them and the remaining should be provided by the Directorate of Sports from the Sports Sector through re-appropriation. He also informed the meeting that the scheme shall be completed by 30/6/2014.

Decision: The forum approved the scheme at cost of Rs. 6.520 million.

3.Explaining the 2nd Agenda Item the AD(Dev) Sports informed the meeting that the sub-scheme namely of Play Ground at WALI ABAD (PK-6) was approved during FY 2011-12 under the umbrella project ESTABLISHMENT OF PLAYGROUNDS IN KHYBER PAKHTUNKHWA" ADP # 650-10022 & 1 No of sub head scheme under the name of Play Ground at WALI ABAD (PK-6) was also approved during the 2011-12 under the umbrella project IMPROVEMENT AND REHABILITATION OF PLAY GROUNDS IN KHYBER PAKHTUNKHWA PHASE II ADP NO 653-110097. The both sub head scheme having the same scope of work. (ie Volly ball Ground, Badminton Ground, Boundary Wall). Now the Executive Engineer Building Division No II Peshawar has informed that the Work sectioned against IMPROVEMENT AND REHABILITATION OF PLAY GROUNDS IN KHYBER PAKHTUNKHWA PHASE II ADP NO 653-110097 is Executed in the existing play area, whereas no Suitable site is available to execute the work sanctioned against ESTABLISHMENT OF PLAYGROUNDS IN KHYBER PAKHTUNKHWA" ADP # 650-10022. He further informed that the then MPA Mr. Alamgir Khan recommended that the amount sanctioned for the both scheme may be utilized on one play Ground ie: WALI ABAD, but the utilization of the funds is not possible because the both sub head Scheme were approved having same scope of work. The Executive Engineer Building Division No II Peshawar also informed that rest of the area is used for Foot Ball & Cricket if the courts of badminton, Basket Ball and Volley ball are constructed then the facility of the Foot Ball & Cricket will be finished.

Decision: The forum approved to drop the scheme.

4.The AD (Dev) Sports informed the meeting that under the umbrella scheme namely IMPROVEMENT AND REHABILITATION OF PLAY GROUNDS IN KHYBER PAKHTUNKHWA PHASE II ADP NO 653-110097 a sub scheme namely PLAY GROUND AT GULL MANDAN (PK-96) DISTRICT DIR LOWER was approved at a cost of Rs 2.000 million. The site selected by Ex- MPA PK- 96 Mr. Muhammad Zamin Khan selected a site for the construction of the above play ground at Gull Mandan Tehsil Lal Qilla, But due to dispute over the owner ship of the land, Now the present MPA PK-96 Mr. Saeed Gul has proposed/ recommended another site of GHSS Bagh Maidan as pointed out by the District Sports Officer Dir Lower in his letter No. 369 dtaed 13/11/2013 wherein, he has referred to the DO Letter of the MPA PK-96. The AD (Dev) Sports informed the meeting that the Directorate of Sports proposes that the site of GHSS Bagh Maidan be considered.

Decision: The forum approved that the scheme to be shifted to the site at GHSS Bagh Maidan with in the same cost for completion by 30/6/2014.
