Chairman of Sharjah Media City (Shams) since February 2017. He was the Director General of Sharjah Media Corporation from 2012 until Jan 2017 and worked as Sharjah Radio and TV manager during 2011. Holds a PhD and a Masters’ degree in Telecommunications Engineering (1997-2003) from Bristol University, United Kingdom. He completed his BEng degree with honors. Dr. Khalid also graduated from Khalifa University with a BA in Electrical and Electronic Engineering, with an honors degree, in 1995. Dr. Khaled played an active and influential role within the local community, having been a member of the Sharjah Emirate Consultive Council (2003-2007) and is the founding member of the Sharjah Tatweer Forum.

In Masdar City (World’s First Zero Carbon City), DC PRO designed the world’s most efficient plant that includes a centralized District Energy plant comprising of a Hybrid Concentrated Solar powered double effect Absorption Chillers, Geothermal powered and solar electric energy powered chilling plant with centralized hybrid fresh air systems including centralized liquid and solid desiccant system that use geothermal energy and indirect recovered heat rejection energy for centralized regenerations. DC PRO developed the detailed design for the biggest district cooling scheme in the world with a total cooling capacity of approximately 255,000 TR with phase 1 capacity of 155,000 TR. The project consists of four load centers supplying chilled water for the airport terminal and ancillary buildings. Each load center was designed with dual identical plant arrangement that operates simultaneously during normal operation and can operate independently in case of a major shut down for redundancy purposes. High end industrial grade control system was designed for the load centers to facilitate integration with the airport overall control and monitoring system in addition to providing proper interlinks to generator plants and network to coordinate operation in case of emergencies and power failures.

Al Bustan project in northern Riyadh is one of the most efficient CCHP plants in the world. DC PRO – with an innovative design – managed to achieve a COP of 3.6 while direct-fired double-effect absorption chiller COP is around 1.3.

The project comprises of a standalone utility complex that consists of 17 MW Power Tri-Generation plant providing electric power to the residential complex. Engine jacket water heat and exhaust heat were recovered and used to generate pressurized hot water at 180 Deg. C and 98 Deg. C to drive 650 TR single effect and 2,000 TR double effect absorption chillers laid in series with 5,000 TR electric driven centrifugal chillers to improve overall system’s COP. Thermal storage tank of total capacity 9,000 TR-Hour was designed with a load leveling strategy to deliver 1,650 TR peak instantaneous capacity. Total fully built plant capacity is 10,000 TR.

The project also included a 3000 m3/day Water Treatment Plant to provide potable water requirements for the development through 7 wells constructed within the project boundaries. Another Waste Water Treatment Plant of total capacity 1,400 m3/day was designed to provide treated sewage effluent water used for cooling tower makeup in the district cooling plant and for irrigation purposes.

The uniqueness of the project stands from being independent from city utility services and yet has a rare arrangement of cogeneration technology to be a role model project in the Middle East for minimizing energy and water use.

Detailed Design for the District Cooling Plant & Chilled Water Distribution Network with a total cooling capacity of 21,000 TR. This capacity is divided into 15,000 TR for phase I and the remaining 6,000 TR for future phasing based on the cooling load demands of the plots and the buildings it serves. The piping network has been sized for the full capacity of 21,000 TR. The network consists of two-pipe system installed in a tunnel routed to distribute chilled water from the plant room to various loads.

The Research Council in Oman is developing a science & technology park over 4 phases where phase 1 comprising of The Research Council and Innovation park Main building, a fabrication workshop & Social Center. Total final built up area of the park will be 280,000m². Estimated Final cooling load demand is 7,000 Refrigeration tons.

DC PRO scope includes the Engineering Detailed Design of the District Cooling Plant Room and HVAC system of the Innovation Park Phase A. It covers the solar cooling, solar photovoltaic and co-generation using natural gas as a source and synchronization with the grid.

Based on BUAs provided by the client for the different phases, the total project’s estimated cooling load demand is 9,000 TR with Phase A demand of 2,250 TR.

Due to the availability of Natural Gas at the site and with an economic feasibility study that proves its viability and due to the strong conservation drive by the Research Council to cut on primary energy use and CO2 emission, it was decided to proceed with the world most efficient tri-generation scheme comprising of 4 x 1.4 MW gas Engines with LHV electric generating efficiency of 41.7% and total efficiency of 87% and to deploy the world most efficient conversion triple effect absorption chiller 2 x 550 Ton as well as single effect absorption 2 x 400 Ton in series with ultra efficient series counter flow water cooled chillers with variable speed centrifugal compressor 2 pairs of 1,450 Ton each in series with 10,200 Ton-Hr stratified chilled water Thermal Storage Tank that can deliver 1,800 Ton of peak discharge capacity.

The tri-generation plant is synchronized with 1 MW Solar Photovoltaic (PV) plant as well as the grid with non-export relay arrangement which to our knowledge is the probably the world’s first. The PV plant is partially distributed over the roof floor of some buildings, some street parking shading roof and others next to the plant.

Makeup water source for the District Cooling process will be from potable water in the initial phases provided by the potable water storage tank located below the Thermal Storage Tank with future alternative source of TSE water supplied either directly to the process (through the government utility company) or through a provisional RO plant where space provision is kept in the basement floor.

Future provision of a Geothermal Well heat rejection system is considered in the design which will be implemented in the future based on geothermal well testing. At the harsh weather conditions of Oman where dry bulb & wet bulb design temperatures are 42.8 & 30.2 OC a world record high COP=2.85 conversion from LHV Natural Gas to Cooling energy for Centrifugal compressors and Absorption chillers to produce 4.4 OC Chilled water leaving temperature while the word’s most efficient triple effect absorption chiller would struggle to deliver COP = 1.7 to 1.75 at equivalent conditions.

The primary energy saved for combined Tri-Generation & Photovoltaic plant is as high as 84% as compared to traditional systems.

The plant room was designed with the Lowest Capital Cost, Highest Operational Efficiency and most efficient plot allocation in the world of 23 Ton/ m2. Al Saadiyat Island is one of the iconic developments in Abu Dhabi, UAE. DC PRO was appointed as their District Cooling Technical Advisor to provide assessment studies, value engineering, different sea water supply options feasibility and analysis, preparation of ETS & technical guidelines. During the technical assessment and value engineering, DC PRO managed to reduce the project district cooling plants capacity from 87,000 TR declared by the client to 50,000 TR.

DC PRO developed the chilled water piping detailed design for 15 Km CS piping network. We also prepared the concession agreement, service agreement, and BOOT invitation to tender for the District Cooling Scheme of the 50,000 TON.

In Addition DC PRO was involved in the following technical advisory services in the Island: Technical Advisory Services for District Cooling Plants 2,3 & 4 at the Island where DC PRO assessed the technical suitability of the plants in addition to the material procured price, quality and quantity, reviewed and commented on the O&M agreements, reviewed and commented on the EPC contract both from technical and commercial point of view.
