John Burroughs ES: The Contractor must have completed at least three (3) projects that meet the following minimum characteristics in the last ten (10) years. The minimum characteristics are:

a. Successful completion of PVC roofing projects of similar size, scope of improvements, value and a warranty specific to a 20 year NDL with a 10 year material extension

b. PVC Manufacturer contractor in "good standing" and "current" certified applicator letter c. Successful completion of three (3) copper roofing projects d. Successful completion of three (3) slate roofing projects e. Successful completion of three (3) masonry restoration projects including 1 historic

restoration project

DCAM-17-CS-0107 Roof Replacements at Francis Stevens and Burroughs Questions/Clarifications

Questions Have the specific locations for "laydown" or materials storage areas been identified at Francis-Steven EC? At John Burroughs ES? Please identify those locations. We would anticipate that both schools will be occupied for part or all of the duration of the projects. Both schools also are located in residential areas, which have their own noise restrictions. What are the anticipated working hours for each location? For Francis-Stevens, the duration of the project is stated in the Solicitation as 120 days from Notice to Proceed. It appears to assume that Masonry work and low-slope roof work can be performed concurrently and completed within the same timeframe. We believe that this duration is inadequate by 60-90 days. Is there any flexibility in this schedule?

For the masonry work on the parapet wall at Frances-Stevens, are bricks from demolition to be cleaned up and re-used by the Contractor? If matching brick can be found (not re-used), can the "new" brick be used instead? In the Francis-Stevens Specification document (Pages 1-11), there is a Bid Form, Unit Pricing Table, requests for resumes and company information. In addition, there's a "Quality Control Plan" made up of more than a dozen essay questions about the repair of historic masonry. These pricing elements are different than the Form of Offer Letter provided in Attachment B (see Pages 1-8), and the instructions are different than anything appearing in the body of the Solicitation. Some of it is duplication from Attachment B, and other portions are new requests for information.

Responses Per Scope of Work, Section B.3.2, the school will be in session with limited access, thus loading and off-loading may be limited to off hours and weekends. Please refer to local ordinance restrictions.

Only some roof areas can be completed without masonry parapet re-construction. Please be familiar with the drawings. The RP and RD drawings are the basis for the masonry restoration and take precedence over direction inferred in the roof installation drawings.

Please refer to Section B, Scope of Work, Para. B.2 Completion - " Francis-Stevens EC - Masonry restoration: 120 days from the Notice to proceed; Low Sloped roofing 120 days from the Notice to Proceed. Also, please refer to Section B, Scope of Work, para. B.5 Deliverables, sub para. B.5.1 & B.5.2, and Section K.39 Excusable Delay

New Brick may be used if it is approved by DGS.

Which do we follow for our proposal to DGS- the extensive Specification requirements for the proposal, or Attachment B? How will the responses to items in the Specification be scored? In particular, who will score the highly technical essay questions, and what's the criteria for scoring those?

For Frances-Stevens masonry work, if we are able to provide resumes for masons with extensive historic experience, and a masonry subcontractor with similar experience, are we still required to provide written responses to the essay questions about historic masonry restoration that were provided as part of the Quality Control Plan requirement in the Specification? Do such essay questions effective I',' challenge the professional qualifications that were submitted in the form of resume and experience? In the Specifications for Francis-Stevens, there are several Bid Alternates that are not listed in the DGS Bid Form. Do we include these in our DGS Bid Form submission?

Referring to Question #4 above, many of the same questions apply for John Burroughs ES. The Specifications appear to assume that it is replacing the Bid Form and other miscellaneous documents in the IFB package. The Specification even calls for signatures and a corporate seal on its own form (see Page 13 on the Burroughs Specification). On page 13, there are "Bid Form Supplements" required and multiple Bid Alternate items, and a Bid Alternate Form. These Bid Form Supplements and the Bid Alternates (Bid Line Items) do not appear on the DGS Bid Form. Which should be used - the Specifications or the DGS Bid Form? The Specification also requires Payment and Performance bonds within 7 days of Notice of Award. The Solicitation says 10 days. Which is correct?

I started the Quoting process on Francis Stevens ELM and was wondering if you were trying to stay within a budget of $200,000 -$300,000 for each building project or both together?

DCAM-17-CS-0107 Roof Replacements at Francis Stevens and Burroughs Questions/Clarifications

As you know, Section C.2(d) on page 9 of the solicitation, discusses the obligations of a prime CBE seeking to be selected under a set-aside program. It states that the prime CBE must self-perform at least 35% of the contracting effort with its own forces.

In the case of this contract, the work being performed is roofing. Material pass-through purchases are not typically counted as CBE participation (in the subcontracting plan), and should not be considered 'self-performing 35% of the contracting effort'.

Keeping this in mind, I was hoping we could add a question on the DGS bid form that looks like this (or something similar) : "Please identify, with specificity, the work that the Prime CBE Bidder will be self-performing if they are successful in winning this contract. Please identify the resources you are providing to accomplish this work."
