Brief facts of case of attempt to murder are that one Dheerpal @ Kana s/o Satya Narain r/o H.No. 1579 Sec-23 Sonipat, Haryana was going to Narela in his Swift Dzire car when at about 10:20 AM, his car was forced to stop by an another Swift car in which four persons were sitting. All four persons started indiscriminate firing upon Dheerpal. When Dheerpal tried to move away in his car two persons sitting in another car tried to block its way. Four shooters abandoned their Swift car about 300 meters away from spot and escaped.

A team led by Insp. Attar Singh developed information about accused

persons wanted in above blind case. On receipt of specific information on 31/10/2013, a trap was laid near Balaji Mandir, K.N. Katju Marg Sec-11, Rohini , Delhi where the above three persons sitting in a Scropio Car were surrounded and overpowered. One 9 MM English pistol with 2 live cartridges from Hitesh and one English revolver .38 with 06 live cartridges from Haweli and 10 live cartridges from Manoj were recovered. interrogation upon which they made startling disclosure about impending gang war between notorious Manoj Morkheri and Sandeep Badwasni gang.

On sustained interrogation, a conspiracy to seek revenge against the rival gang by highly desperate criminals, namely, Sarwan r/o Village Kheri, Distt. Sonipat, Haryana lodged in Bhondsi Jail and Sandeep Badwasni was unearthed. It was revealed that one Dinesh @ Gabchu, another notorious criminal was shot dead in the year 2012 by rival gang of notorious Manoj Morkheri. Vikas Langarpuria, Dheerpal Singh etc. belonging to Manoj Morekheri gang were arrested in the case. Sarwan, presently lodged in Bhondsi Jail, Haryana, is facing trial in a murder case. He conspired with Sandeep Badwasni to eliminate Dheerpal Singh to avenge the killing of Dinesh @ Gabchu. Accordingly, four shooters were hired by Sandeep Badwasni. As per plan Manoj (since arrested) followed Swift Dzire car of Dheerpal Singh from his residence in Sonipat on a bike. Haweli (since arrested) and one other also followed the victim in their Micra car. The four shooters fired indiscriminately on Dheerpal Singh when the vehicle reached near B-4, Narela, Delhi. Weapons used in firing were arranged by Sandeep Badwasni, who kept monitoring the operation on his phone. More than 15 rounds were fired on Dheerpal, but luckily he did not get injuries even though his car was riddled with bullets.

Hitesh has been found previously involved in a case of abduction and rape

pertaining to PS Pataudi, Haryana and was convicted for 7 years on 03.03.2011. Presently, he is on bail as his appeal against his conviction is pending in Haryana and Punjab High Court. Hitesh met his accomplises in Bhondsi Jail in Haryana. Sandeep Badwasni is a notorious criminal and gangster having rivalry with Manoj Morkheri gang and has been previously involved in 8 cases of dacoity, extortion, criminal intimidation, murder, attempt to murder etc.

Profiles of arrested accused persons

1. Hitesh :- Hitesh (29 years) belongs to a family of farmers. He has got education up to 10th class. Hitesh kidnapped a woman of his village in the year 2010 and was arrested in this case bearing FIR No. 84/10 u/s 366/376/34 IPC PS Pataudi, Distt. Gurgaon, Haryana. He was convicted for 7 years on 3/3/2011 in that case. He is presently on bail pending his appeal against conviction in Punjab and Haryana High Court.

2. Haveli Ram :- Haveli Ram (29 years) belongs to a poor family. He got education up to 10th class. Haveli Ram did small odd jobs like running small kirana shop in his village. Presently, he along with Balbir Singh have been working at liquor shop of one Pawan resident of Bitana village, Distt. Sonipat. He is also supervising construction work of Sandeep Badwasni. He was motivated to involve himself in a present case by Sandeep Badwasni.

3. Manoj :- He got education up to 10+2 class. Manoj has a wife and a 8 years old son. Manoj was driving a Taxi for last 3 years.

 GANG OF DESPERATE CRIMINALS BUSTED

           The staff of Police Station Rajouri Garden, West District has busted a gang of desperate criminals by arresting two accused namely Shekhar and Sonu Rana.  With their arrest, two cases (one of theft and one case of snatching) have been solved and one Mobile Phone along with SIM has been recovered from them. 

PROFILE OF ACCUSED ARRESTED 

1.                  Shekhar S/o Parkash R/o W-151/162, Gali No. 1, Prem Nagar, Patel Nagar, Delhi. Age 19 yrs. He is a labourer by profession.  As his earning is meager, so he started crime with his associate/friend Sonu Rana.  

2.                  Sonu Rana S/o Kailash Rana R/o W-151/157, Gali No. 2, Prem Nagar, Patel Nagar, Delhi. Age 21yrs. He is a labourer by profession.  As his earning is meager so he started crime.

 RECOVERY MADE

 1.    One Mobile Phone.2.    One SIM card.

On 2/11/13, a PCR Call was received that two persons have been apprehended by the complainant with the help of public. The same was entrusted to SI Suresh Chand. He along with Ct. Krishan Kumar No. 2396/W rushed to spot and found that two persons namely Shekhar and Sonu Rana were apprehended by the complainant and public. The police team had taken them in police custody and recovered the stolen SIM card alongwith one mobile phone.  According, a case vide FIR No.680/13  dated 02.11.13 u/s 379/411/34 IPC was registered at PS Rajouri Garden.

TEAM AND INTERROGATION 

On sustained interrogation both the accused disclosed that on 26.10.13, they alongwith two other associates namely Ajay & Subhash snatched one mobile phone and one purse containing gold chain from Maruti Omni Van No. DL 2G 2567 parked on Road No. 28, D Block, Tagore Garden, Delhi. He further disclosed that Shekhar started using that stolen SIM card.  On 02.11.13, the complainant’s sister made a call on the stolen mobile number just to check whether the number was being used or not. The phone was picked up by some person.  On hearing male voice, she concocted a story to trap him. She said that she is facing some problem and wants to meet him for help.  On listening the female voice and her story, the accused thought of meeting the lady.  She fixed the meeting point at Rajouri Garden Metro Station. Accordingly Shekher alongwith associates reached there to meet her.  As soon as they reached there, they were immediately caught by the complainant with the help of relatives.  Stolen SIM alongwith mobile phone were recovered from their possession.  

During sustained interrogation, accused Shekhar also confessed that on 26.10.13, he alongwith his associate had also snatched one purse from a lady containing one mobile phone and some money for which a case vide FIR No. 651/13, U/s 356/379 IPC of PS Rajouri Garden had already been registered. Further efforts are on to trace the other associates and make further recovery. 

            The Staff involved in good work is being rewarded suitably.  The complainant is also being rewarded for her presence of mind & timely and effective response.

Indian Railways ‘E’ Ticketing Racket busted in Badarpur, South East District.

Two arrested with a large number of pre-booked train tickets – all Tickets for Bihar.

Fake Voter Cards seized. Fake voter cards were given to the passenger to show

their identity along with ticket to TTE on train. Computer, scanner, data card, pen drives, registers

containing record of tickets have also been seized.

       

          South East District Police has busted a Railway ‘E’ Ticketing Racket in Jaitpur, Delhi and arrested two persons.  15 E tickets booked on pseudo names and 4 bogus voter cards have been seized. Voter cards have been manufactured by the gang and were to be given to the passenger to show along with E Ticket to TTE while on a journey. The gang was charging two to three times the value of the ticket from the customers.

          The arrested persons are:

 1.   Vivek Kumar Singh (Aged 32 years)  s/o Narender Pratap Singh r/o H No. F-504.A, Harsh Vihar, Hari Nagar Extension, Jaitpur, Delhi2.   Ravinder Singh (Aged 22 years) s/o Raju Singh r/o H No. F-504.A, Harsh Vihar, Hari Nagar Extension, Jaitpur, Delhi.

INCIDENT, TEAM & ARREST:

 

On 1.11.2013, information was received by SI. Nagender that a fake Railway ‘E’ Ticketing Racket was being run from an office at I-390, Main Jaitpur Road, Badarpur, Delhi. The information was that the office, run under the name of “Shaurya Communication Center, Railway Arakshan Kendra, Tatkaal Sewa Available”, was charging exorbitant prices for providing train tickets. Information was developed and a team led by Insp. Udaibir Singh including SI. Nagender, HC. Amit Tomar, Ct. Dharam Dev, Ct. Nagender, Ct. Kaushal and Ct. Rambir was constituted to unearth the racket. 

 

On 1.11.13 at about 08:15 pm, a decoy customer was sent to the said office, who requested for a confirmed ticket from Delhi to Muzaffarpur, Bihar for 3.11.13. The accused persons provided him a Railway ‘E’ Ticket in the name of one Nitin Kumar.  The gang charged him Rs. 2,000/- for the ticket worth Rs. 1,177/- only. The fraudsters also provided him a Voter Card carrying decoy’s photograph and bearing Nitin’s name. Both the office bearers were apprehended and search of the office led to recovery of the following items:

          4 fake Voter cards,          15 confirmed Railway E Tickets booked in bogus names,         2 Computers,         1 scanner,         2 pen drives,         1 data card,         1 Register showing details of tickets booked, total 166 tickets.         1 Diary having details of User IDs and passwords of IRCTC Sites         Passbooks of 3 Bank Accounts (1 – SBI, 2 – Corporation Bank), however, only SBI account was made for payment of online Tickets.

INTERROGATION AND MODUS OPERANDI:

 

          Vivek and Ravinder are distant cousins. They have been running the Railway Counter since past 3 years. Initially they started with regular online booking of tickets. However, during rush seasons, like the impending Chhat Puja and just concluded Diwali and Durga Pooja, they provided pre – booked tickets on premium. To facilitate the passengers they also provided fake Voter Cards to present before TTE when he would come to check the tickets during journey. They charged anywhere between two to three times of the original value of the train tickets from these desperate travellers.

 

           The Modus Operandi of the accused was simple. They booked their online tickets 2 months in advance. They would use different e mail IDs on the Indian Railways Catering and Tourism Corporation Limited (IRCTC) website for booking tickets.  They booked tickets for all age groups. All the tickets recovered from them are for destinations in Bihar, as a large chunk of migrant population settled in the area of Jaitpur and Badarpur hails from Bihar.

 

          The fake Voter Cards were prepared by morphing the photograph and other details on scanned copies of genuine Voter Cards. Accused Vivek disclosed that he along with Ravinder had prepared and sold about eight hundred such pre – booked tickets to their customer.

 

 

PROFILE OF THE CRIMINALS

1.   Vivek Kumar Singh (32) – is an M Com from Veer Bahadur Singh Purvanchal University, Jaunpur, Uttar Pradesh. Originally, he is a resident of Jaunpur, UP. Initially he ran a Computer Training Center and Cyber Cafe in Jaitpur. However, the business was not growing and about 3 years ago, he started booking online train tickets from an office in Jaitpur. Soon he started his racket of selling pre – booked tickets on a premium. He is married and has a one year old son.

2.   Ravinder Singh (22) – is class 10th dropout. He however is a computer expert. He is Vivek’s cousin (Mama Ka Ladka) and is originally from Bilhaur, Kanpur, UP. He joined Vivek about one year ago. Ravinder Singh is unmarried and lives with Vivek.  

 

The police personnel involved in the good work are being rewarded suitably.

storage of fireworks to prevent  any untoward incident in the area.  A team comprising of SI Anand Prakash with HC Harish Chander, No.- 0589/W, Ct. Manoj, No.- 2790/W, Ct. Shyoji Ram, No.-1849/W and Ct. Subhash No.- 3241/W was constituted at police station Khyala under the close supervision of Inspr. Tanvir Ashraf, SHO/Khyala and overall supervision of Shri Eish Singhal, ACP/Rajouri Garden.     

On 02-11-13 at about 4:05PM,  SI Anand Prakash along with HC Harish Chander , 589/W and other staff was on patrolling in area of PS Khyala. During patrolling, team reached at P-15, Raghubir Nagar and spotted a person namely Sanjay s/o Rajender Kumar r/o P-15, Raghubir Nagar, Delhi selling illegal crackers and fireworks at  shop No. P-15, Raghubir Nagar, on examination it was found that he had temporary fireworks license and recovered 107 Kg. of illegal crackers and firework from the shop.    

  On interrogation, accused disclosed about illegal storage of crackers and fireworks at B-3/158, 2nd Floor, Raghubir Nagar , Delhi. A search   made at B-3/158, 2nd Floor, Raghubir Nagar , Delhi where a total of 127 Kg. illegal crackers and fireworks were recovered. A case vide FIR No. 452/13 u/s 9B-1(b) Explosive Act-1884 and 336/286 IPC was registered against the accused person and a total of 234 Kg. illegal crackers and fireworks of different varieties were recovered.

The accused was selling illegal crackers and fireworks without taking any safety measures and had also stored illegal crackers and fireworks in his godown, which could have endangered the lives and safety of the residents. With the arrest of accused, property and lives of people could be saved.

 PROFILE OF ACCUSED 

1.    Sanjay s/o Rajender Kumar r/o P-15, Raghubir Nagar, Delhi has studied upto 12th class and is married.  He is a property dealer and running office in name of S.K. Properties at P-15, Raghubir Nagar. He is also previously involved in FIR No. 45/10 u/s 66 IT Act & 182/507/468/471/120B IPC, PS Raja Garden ( Metro).   

 RECOVERY

1.    A total of 234 Kg illegal crackers and fireworks of different varieties have been recovered from the possession of accused.
