BEHIND EVERY ELECTION ...
When most voters think of elections, they naturally think of candidates and political parties. Behind the scenes, however,
hundreds of election workers play an essential role to ensure that each election is fair and wellrun. Co-ordinating the activities of these workers are returning officers.
The returning officer organizes the election in each electoral district. There is a returning officer for each federal electoral district (also known as a "riding" or "constituency") in Canada. In fact, returning officers have administered elections since long before Confederation.
Each returning officer is appointed by Governor-in-Council and reports directly to the Chief Electoral Officer of Canada who, in turn, reports directly to Parliament. Returning officers must therefore be non-partisan, fair, and impartial. They cannot even vote - except in rare cases to break a tie after a judicial recount.
The returning officer's job is demanding, therefore only highly capable individuals are sought. In theory, returning officers need only be Canadian citizens, at least 21 years old, and live in the electoral district where they are appointed. In practice, however, they must be much more: financial and human resources manager, strategic planner, personnel recruiter, mediator, an4 public relations practitioner. Ouring an election they must be able to organize and manage an office while providing information to the public - all under severe time constraints and external pressure.

GETTING DOWN TO WORK. ..
'It is the returning officers job to ensure that the name of every eligible Canadian is put on a voters' list, and that each eligible person has
the opportunity to vote. To do this, returning officers must know the rules of federal elections thoroughly.

The returning officer's job begins well before an election is called, and continues long after the votes are counted on polling day. Their first task is to divide the riding into smaller geographical units called "polling divisions", each containing at least 350 voters. Other basic preparations include looking for possible locations for an office and polling stations. Then, when the election announcement comes, the countdown begins in earnest for there may only be 47 days to prepare for polling day.
The Action Begins
The returning officer s cue to move into high gear is receipt of the writ of election and official telegram. These documents direct the returning officer to prepare for the election. On little more than a few hours' notice, the returning officer must open an office, hire staff, and train the hundreds of enumerators and other officers needed to compile and revise voters lists for each polling division. Then the returning officer must supervise the preparation of voters lists, provide voter information cards to electors, and hold a revision period to add the names of voters who were left off the lists - all within tight deadlines. The preparation of the voters lists is an essential part
. of the electoral process, since it largely determines who may cast a ballot on polling day.
While the registration of voters is underway, the returning officer receives the candidates' nomination papers and ensures that the information is correct and that each candidate meets the basic legal requirements (including the remittal of a $1000 deposit and the signature of at least 100 qualified electors). The returning officer then issues receipts for the deposit and immediately transmits all information relevant to the nomination to Elections Canada. The returning officer also advises candidates on the rules regarding nomination and election expenses, and provides copies of voters lists.
In readiness for polling day, the returning officer must hire and train hundreds of deputy returning officers and poll clerks - to staff the polling stations. The returning officer must also ensure that polling stations have level access for persons with disabilities and the elderly, and that procedures exist to assist blind voters or others who need help in marking their ballots. The returning officer then sets up the advance polling stations for voters who cannot vote on polling day. As well, speCial ballots must be provided and arrangements made to receive votes in the returning officer's office from those electors unable to vote at the advance polls or on polling day. Of course, ballots must be printed, under tight security. The returning officer is also responSible for printing the ballot. None of these pre-election details can be overlooked.
Polling Day - and after
Polling day is an especially hectic time. The returning officer oversees the voting, and then, within a few days after the polls have closed, officially verifies the vote count and declares the winner. But the job does not end there. The returning officer must be available for months after the election, to close down the office, complete essential paperwork, receive candidates' reports on election expenses, and make the reports available for inspection by interested individuals.

Lorsque la plupart des electeurs et electrices pensent aux elections, ce sont tout naturellement les candidats et candidates et les
partis politiques qui leur viennent a l' esprit. Cependant, dans les coulisses, des centaines de membres du personnel electoral jouent un role crucial pour assurer l' equite et Ie bon deroulement de chaque election. Les directeurs du scrutin assument la coordination de l'activite de ce personnel.
Le directeur du scrutin organise l'election dans chaque circonscription electorale. II y a un directeur du serutin pour chaque circonscription federale au Canada. En fait, les directeurs du serutin ant commence a administrer les elections bien avant la Confederation.
Chaque directeur du scrutin est nomme par Ie gouverneur en conseil et releve directement du Directeur general des elections du Canada qui, a son tour, rend compte directement au Parlement. Les directeurs du scrutin doivent donc etre non partisans, justes et impartiaux. lIs ne peuvent meme pas voter - sauf dans de rares cas pour trancher lorsque se produit une ega lite de candidats apres un depouillement judiciaire.
Le travail des directeurs du scrutin est exigeant si bien que l'on ne recherche que des personnes hautement competentes. En thenrie, il suffit aux directeurs du scrutin d'etre des citoyens canadiens ages d'au mains 21 ans et de resider dans la circonscription ou ils sont nommeso Dans la pratique, ils doivent cependant posseder bien d'autres qualifications: gestionnaire des ressources financieres et humaines, planificateur strategique, recruteur de personnel, mediateur et communicateur. Au cours d'une election, ils doivent etre capables d'organiser et de gerer un bureau tout en fournissant des
renseignements au public - et tout cela dans des delais tres serres et SOliS une forte pression externe.
LESROUAGES DUMETIER ...
XI incombe aux directeurs du scrutin de faire en sorte que Ie nom de chaque Canadien habile a voter figure sur une liste electorale et que
chaque personne admissible ait la possibilite de voter. Pour ce faire, ils doivent connaitre a fond les regles qui regissent les elections federales.
Les preparatifs
Le travail des directeurs du scrutin commence bien avant Ie declenchement d'une election et se poursuit bien apres Ie decompte des suffrages Ie jour du scrutin. Leur premiere tache consiste a diviser la circonscription en petites unites gengraphiques appelees" sections de vote ", qui comptent chacune au mains 350 elccteurs. Leurs autres preparatifs de base comprennent la recherche d'emplacements possibles pour leur bureau et pour les bureaux de scrutin. Ensuite, lorsque l' election est annoncee, Ie compte a rebours commence serieusement car il ne pourrait s'ecouler que 47 jours de preparation en vue du scrutin.
Passer a l'action
La reception du bref d'election et du telegramme officiel declenchent chez Ie directeur du scrutin, Ie passage a la vitesse superieure. Ces documents lui ordonnent de se preparer a l' election. A quelques heures de preavis, il doit ouvrir un bureau, engager du personnel et former les centaines de recenseurs ainsi que les autres agents indispensables pour compiler et reviser la liste electorale de chaque section de vote. II doit ensuite surveiller la preparation de la liste
electorale, fournir aox electeurs les cartes d'information de l'electeur et tenir une periode de revision pour ajouter les noms des electeurs oublies sur les listes - tout cela dans des delais extremement serres. L'etablissement des listes electorales constitue un volet capital du processus electoral puisqu'il determine en grande partie qui peut voter Ie jour du scrutin.
Pendant que s'effectue l'inscription des electeurs, Ie directeur du scrutin re,oit les bulletins de presentation des candidats et candidates et verifie si les renseignements sont exacts et si chaque candidat respecte les exigences juridiques fondamentales (notamment la remise d'un depot de 1000 $ et la signature d'au moins 100 electeurs habiles a voter). Le directeur du scrutin emet ensuite des re,us pour les depots et transmet immediatement a Elections Canada les renseignements appropries a I'investiture. II communique egalement aux candidats les regles qui regissent l'investiture et les depenses electorales et leur fournit des exemplaires des listes electorales.
En preparation pour Ie jour du scrutin, Ie directeur du scrutin doit embaucher et former des centaines de scrutateurs et de greffierspour doter en personnelles bureaux de scrutin. II doit egalement faire en sorte que les bureaux de scrutin offrent un acces de plain-pied aux personnes qui ont des deficiences et aux personnes agees et que des dispositions ant ete prises pour assister les electeurs aveugles au ayant besoin d'aide a marquer leur bulletin. Subsequemment, il met sur pied les bureaux de vote par anticipation pour les electeurs qui ne peuvent pas voter Ie jour du scrutin. En outre, il doit fournir des bulletins de vote speciaux et faire des arrangements pour recueillir, a son bureau, les suffrages des electeurs incapables de voter dans les bureaux speciaux de scrutin au Ie jour du scrutin. II faut evidemment imprimer les bulletins de vote en prenant des mesures de surveillance les plus rigoureuses. Le directeur du scrutin est egalement charge de !'impression du bulletin de vote. II ne peut se permettre de negliger aucun de ces details preelectoraux.
Le jour du scrutin ... et apres
Le jour du scrotin est particulierement mouvemente. Le directeur du scrutin surveille Ie vote et verifie ensuite officie11ement Ie decompte des suffrages, dans les quelques jours qui sui vent la fenneture des bureaux de serutin, avant de devoiler Ie nom du vainqueur. Mais son travail ne s'arrete pas la. 11 doit etre disponible pendant plusieurs mois apres I' election pour fermer son bureau, remplir les documents indispensables, recevoir les rapports des candidats concernant leurs depenses d'election et mettre les rapports a la disposition des personnes interessees qui souhaitent les examiner.

Ce bulletin·vous permettr~ de voter par la poste ou en personne au bureau d'Elections Canada de votre circonscription.

You are eligible to vote if you are a Canadian citizen at least 18 years of age.
D Who is on the federal voters list?
D If your name was on the voters list for the federal referendum, and you have not moved or changed your name, your name should still appear correctly on the voters list.
SpeCial arrangements are being made to register voters in most new subdivisions, apartment buildings and institutions.
Elections Canada will send you a Federal Voters List Revisioll Card confirming that your name appears on the list. It is a good idea to bring the card with you when you go to vote.
D You should have your name added to the voters list or have corrections made if:

D you have moved since October 1992;
D you were qualified to vote in the federal referendum, but your name did not appear on the voters list;
D you have changed your name since October 1992;
o you have turned 18 years of age or gained Canadian citizenship since October 1992.
D If my name appeared on " a recent provincial voters I list, will it be on the federal
voters list? Elections Canada does 'not USe provincial, territorial or municipal voters lists, since the qualifications to vote may not be the same in each area. For example, a person registered on the permanent voters list for British Columbia is not automatically on the federal voters list. Watch for your Federal Voters List Revisioll Card to know whether you are on the federal list.
D How can I have a change or addition made to the voters list?
Elections Canada offers several options for adding your name to the voters list or making other changes after the Federal Voters List Revisioll Cards have been sent out:
o Visit one of the revisal offices for your riding.
o Ask your Elections Canada office to send revising agents to your home.
o Visit the Elections Canada office for your riding.
Revisions to the voters list can be made right up to 6 p.m. on the Wednesday before Election Day. You will need identification.
If you know someone who should be added to the voters list or have changes made, please pass this publication on.

On Election Day, you vote at the polling station at the address shown on the Federal Voters List Revision Card that you will receive from Elections Canada. The polls are open from 9 a.m. to 8 p.m. (The times may differ in ridings with more than one time zone.)

This includes those unable to go to their polling station on Election Day, for example: students at university away from their home; business travellers; or anyone on vacation. This method also allows most Canadian citizens living or travelling outside Canada to vote. Hospitalized voters or those with a disability may also vote early by special ballot.

Who can vote? You can vote in this election if you are a Canadian citizen and are 18 years of age or 01ger by Election Day.
How do I get on the voters list?
Two persons called enumerators will visit your home to take the names of each voter and leave an Elector Information Card. The card will tell you where and when you can vote on or before Election Day.
After two visits, if the enumerators find no one at home, they will leave you a Mail-In Registration Card. You should complete the card and return it to your local Elections Canada office by 6 p.m. on the Wednesday before Election Day.
If you do not receive either of these cards, contact the Elections Canada office for your electoral district.
Is my vote secret? Yes, your vote is secret. No one can force you to tell how you are going to

will be an enumeration, since the October 1992 referendum was held under provincial law and no federal voters list was compiled for it.
o Enumerators will hand an Elector Information Card directly to the voter at.home.
o If the enumerators cannot reach you at home, they will leave a Mail-Ill Registration Card for you to complete and mail in to get your name on the voters list.

~,---I __ QUESTIONS & ANSWERS o Who can vote? You are eligible to vote if you are a Canadian citizen at least 18 years of age.
o How is enumeration done? Throughout the province of Quebec, teams of federal enumerators will visit each home to take the names of eligible voters for the federal voters list. After taking the names of the voters in your home, enumerators will leave an Elector Illfonnatioll Card for each voter. This procedure is different from previous elections, when these cards were sent by mail.
The Elector Illfornlatioll Card contains essential information on voting, such as the address of your polling station, and the dates and place for the advance poll. It is a good idea to bring the card with you when you go to vote.
If the enumerators do not find you at home the first time, they will return. If they cannot reach anyone on their second visit, they will leave a MnilIII Registratiol1 Card. You can have your name added to the voters list by mailing the completed card to your local Elections Canada office so that it is received by 6 p.m. on the Wednesday before Election Day.
If you have moved to Quebec since October 1992, your name and new address will be added during enumeration to the voters list for the polling division where you live now.

Si vous etes absent lOTS de la premiere visite des recenseurs, ils repasseront une seconde fois. Si cette deuxierne visite est infructueus€, ils valiS laisseront une Carte de demande d'inscription par ia poste. Vous pouvez faire ajouter votre nom a la liste electorale en remplissant ~ette carte et en la renvoyant au bureau local d'Elections Canada, qui doit la recevoir au plus tard a 18 h Ie mercredi precedant Ie jour du scrutin.

Les electeurs auront plusieurs options pour faire une modification ou un ajout a la liste electorale apres la periode de recensement. Si vous etiez absent de chez vous lors de la visite des recenseurs au si vous n' avez pas obtenu de Carte de demallde d'il1Scriptiol1 par]a paste, vous pouvez vous rendre au bureau local d'Elections Canada au demander a ce bureau d' envoyer des age1lts reviseurs a vDtre domicile. Vous pouvez egalement vous rendre a l'un des bureaux de revision de votre circonseription.

Toute personne dont Ie nom figure sur la liste electorale peut voter au bureau special de scrutill. Pour obtenir des renseignements sur Ie vote par anticipation dans votre region, consultez votre Carte d'illformatioll de l' e1ectellr.
Les nouvelles dispositions de la loi permettent egalement aux electeurs de voter par anticipation au moyen d'un bulletill de vote special. Pour en obtenir un, vous devez remplir un formulajre de demande , disponible dans tout bureau d'Elections Canada. Ce bulletin vous permettr'l de voter par la paste ou en personne au bureau d'Elections Canada de votre . circonscription.
Toute personne habilitee a voter peut Ie faire par bulletin de vote special, notarnrnent les personnes . incapables de se rendre a leur bureau de scrutin Ie jour de I' election, tels les etudiants universitaires eloignes de leur domicile habitue!, les voyageurs de commerce au les personnes en vacances. Ce mecanisme permet en outre a la plupart des citoyens canadiens qui vivent ou voyagent a I' etranger de voter. Les electeurs hospitalises ou ayant une deficience peuvent egalement voter par bulletin special.
Le vote par procuration a .ote remplace par Ie vote au moyen d'un bulletin special.
D Les limites des circonscriptions electorales ont-elles ete modifiees?
La presente election federale respectera les limites des circonscriptions utilisees a I' election federale de 1988.
