Customer specification has called for short circuit report of the same transformer for which the performance has been given by the end client.

It is a very rare instance where the transformer for which the performance certificate has been furnished by the end client was also short circuit tested. Accordingly customer to also consider any other similar or higher rating transformer’s short circuit report for this clause.

Bidder has faced issues in past where the criteria had to be relaxed by end client post award of contract during detailed engineering as very few bidders were only able to meet the criteria and thus restricting the participation of bidders.

Provision as per Bidding Specification shall prevail.

“Enamelling of APH elements or corten steel with minimum1.0 mm thickness for hot end 1.2mm thickness for cold end shall be considered.”

1.2mm thickness corten for cold end is in line with normal practice. However, for hot end 1.0 mm thickness is not required and not used by anybody. As the cold end depth is designed deep enough to encapsulate ABS within cold end, Bidder request to accept 0.8mm thickness Carbon steel for hot end elements in line with the practice for all SCR contracts & Talcher 2x660MW tender and also in line with Buxar original tender.

Material for heating element shall be as follows:

Cold end: Vitreous enameled steel with minimum 1.0 mm thick base and additional 0.15 mm enamel thickness on each side/corten steel with minimum 1.2 mm thickness.

Hot End: Carbon steel with minimum 0.8 mm thickness.

As per technical specification, Short Circuit test to be conducted on Autotransformer. We request that Customer may please review the requirement and consider the procedure adopted by POWERGRID for this test because of following reasons: i) BHEL has excellent record of short circuit testing for variousrating of Power transformers. Recently, 315 MVA, 400/220/33 kV, 3-phase Auto transformer was successfully short circuit tested at NHPTL, Bina for NTPC Tanda project. Our design and facilities has well proven for Short circuit testing. The offered 500 MVA ICT for this enquiry is design as per the same philosophy & design practice as followed for 315 MVA ICT for NTPC.

ii) SC test is a special test and very costly also. Moreover,Transformer will be sent for short circuit testing to a laboratory, which will require total period of approx. 6 months, for performing short circuit test.

Bidder Understands 90% Mill Loading should be considered instead of 85% per Clause No 2.10.5.2, 3.a.

However Bidder would like to inform that requirement as specifed in reply i.e "at 100%TMCR for all specified coal with one stand by" is in contradiction to the Redundancy Criteria specified in Tender in Vol III Page 37 of 120 vide Clause No 2.10.5.2, 2.a i.e "At 100% of TMCR, (660 MW unit load) worst coal firing - One"

Bidder requests that the Redundancy Criteris shall be as specfied in Clause 2.10.5.2, 2.a i.e for 100% TMCR WOrst Coal- One Standby instead of 100% TMCR for all specified Coal.

Thsi is also inline tpo the CEA Guidelines.

Bidder would like to inform CEA guidelines for "STANDARD TECHNICAL FEATURES OF BTG SYSTEM FOR SUPERCRITICAL 660/ 800 MW THERMAL UNITS" on Page no.25 of 61 under Clause 8.5.2 i) Sizing of Coal Pulveriser ( Attachment -1) mentions that "Number of Mills for each Steam Generator " Adequate to achieve 100% TMCR for all specified coal(s) and all operating conditions, but not less than six (6) mills for 660 MW unit and eight (8) mills for 800 MW unit. ". ,

However, it also mentions under Page no.26 of 61 under Clause 8.5.2 iii) "Sizing of Coal Pulveriser

"Maximum permissible mill loading for deciding mill capacity 90% or the mill loading achievable corresponding to the near worn out conditions of mill grinding rolls/balls/tyres etc. whichever is less. This condition shall be complied for the range of specified coals including the adequacy range of coals."

This requirement of Max 90% Mill Loading is also mentioned in NTPC Tender of Talcher (Attachment 2) wherein as stated by other Bidder, No.s of Mills have been reduced to minimum 7 in amendment.

Bidder would request SJVNL to allow the Bidder to follow the requirement of CEA Guideline for max permissibile Mill loading of 90% which is also inline with all NTPC Tenders including Talcher.

2 - Clarification-12 Civil- 1 10 of 13 The water Drawl Study by WAPCOS i.e. WAPCOS report is for reference purpose only. Bidder has to carry out his own assessment, Study, design and construct the raw water intake system to make the system fully operational as per requirement of power plant ensuring adequacy of plant operation. The study, design and construction shall be carried out as per relevant guidelines, standards and BIS codes. A land measuring about 4.5 acres is presently under acquisition for raw water intake system on the bank of Ganga river.

Owner is also requested to provide the co-ordinates of referred 4.5 acre of land, where the intake well system is to be installed.

Location of the intake complex area presently under acquisition shall tentatively be 350 m downstream of the State Govt. Intake on Ganga River's right bank as mentioned in the WAPCOS Report. However, the Bidder has to carry out his own assessment, Study, design and finalize the exact location of the well within the premises and construct the raw water intake system to make the system fully operational as per requirement of Power plant ensuring adequacy of plant operation. The study, design and construction shall be carried out as per relevant guidelines, standards and BIS codes.

Bidder's Query:Bidder wants to clarify that for FOPH & Fuel oil tank area, Explosion proofcameras are considered. For CHP area, flameproof cameras are not envisaged as no OEM manufactures flame prooof cameras. Hence, in CHP area, bidder requests to accept PTZ dome type cameras with 70m range.

SJVN/Desein Reply (Clarification-16, Sr. No. 10):Not acceptable.Please comply with specification. Reasonable No. of suppliers are available in the market.

Bidder once again requests to accept explosion proof cameras for CHP area instead of flame proof cameras as the same is not available in the market.

In line with Sr. No. xii of Attachment6(P) issued vide Amendment-17, we request you to kindly replace "worst coal" with "design coal" in cl. 6.3 (b) above and modify above cl. 6.3 (b) as follows:

A RCC retaining wall shall be provided at the junction of different gradelevels with provision of stepped stair cases/ramps at different grade levellocations for easy movement of persons, etc.

Amendment-16 Sr. No.2 Natural Soil Level (NSL) of the entire plot area varies approximately between 57.00 m to 66.00 m levels. High Flood level (HFL) at project site corresponding to 1 in 100 years return period is62.85 m. Formation level of the main plant area including area earmarked for 3rd unit shall be kept at +64 m as marked “A” in attached Plot Plan (Annexure-I). The formation level of the areaearmarked for CHP, railway Infrastructure Bulb Area, Coal Handling Plant. Stock Pile area etc. (i.e. entire area lying between main plant area and Ash Pond area) shall be kept at +63 m as marked “B” in Attached Plot Plan (Annexure-I). The formation level of all the roads except Ash Pond Area shall be kept at +64m. Road level of the plant is to be kept +0.25 m to +0.3 m above formation level and finished floor level of all buildings is to be kept +0.5 m above formation level in the respective portions.

Provision as per bidding specifications shall prevail.

However, Grade level junction between plant area & area earmarked for 3rd unit expansion (+64.00 M level marked as Area 'A') and Railway Bulb area & CHP Area (+63.00 M level marked as Area 'B') shall be matched with appropriate slope with suitable slope protection measure.

On-line adjustment for equalizing the flow through the coal pipes is not feasible as reliable adjustable orifices are not available. Accordingly, fixed ceramic-coated orifices are provided. The fixed orifices are selected to achieve the equalization in the fuel pipes based on design stage calculation. Since on-line adjustment for equalizing the fuel flow through pulverized coalpipes is not possible, on-line flow measurement does not provide any improvement. The reliability and capability of the measurement devices are also not known and the number of vendors is very limited. Hence measurement using microwave technology and variable orifice, etc., is not envisaged.

Bidder would like to keep the formation level of all roads and drains within the area marked as "B" at 250 mm above +63 m, in order to avoid local flooding within stockpile area and associated structures in CHP area. Owner to please confirm.

The ESP is already designed considering 30 mg/Nm3 with one field out of service. Hence, one extra field is already available. Also, please note the tender condition specifying min. 90% of ash at D.P. & min. 85% of ash at G.P. carried over to ESP is already on the higher side considering values observed in power plants. Hence, bidder envisages that offered ESP shall meet the performance requirement as per tender and no additional field shall be required.

Further, all power plant equipment are designed as per coal specified by Owner and the design criteria specified in the tender documents. If Owner is envisaging a change in coal quality in future, the coal analysis need to be suitably revised at this stage, so that all equipment will be designed for the same. Keeping space provision only for additional ESP field will not mitigate the effect of change in coal quality on the entire plant.

Bidder further clarifies that sufficient margin is already available in plant design to limit PM emission well below 30 mg/Nm3 at stack outlet specified in latest MOEF guideline.In view of the above, Space provision for installation of additional field of ESP is not required for the coal analysis provided in the tender. Owner is requested to revise coal analysis if a change in coal quality is expected.

Refer Amendement- 20.Space provision is required in case the contractor is not meeting the tender requirement during the Performance testing, he shall add additional field.

Also the coal quality changes in future, the additional field may be required.

O. General

Bidder would like to draw Owner's kind attention towards Clause 33.1.2/J, Ch-33, Volume-III (Page 3), where it is specified under layout requirement that Space provision shall be kept for installation of additional field of ESP. Further the ESP specification stipulates that the: • ESP is to be designed for BMCR, worst coalcondition to limit PM (Particulate Matter) to <30 mg/Nm3 with one field in each pass of ESP out of service.• With all fields in service, Bidder must guaranteePM <17 mg/Nm3 at TMCR condition. The technical specifications for ESP (Ch-1, Sec-3 of Vol-III) however does not specify any requirement of space provision for additional ESP field.Additionally, the FGD installed at the downstream of ESP will also reduce PM and sufficient margin is already available in plant design to limit PM emission well below 30 mg/Nm3 at stack outlet specified in latest MOEF guideline. Space provision for installation of additional field of ESP is not required. This also in line with the practice followed in all recent NTPC tenders like Talcher and Patratu.Bidder therefore would request an amendment deleting this requirement, as the stated provision does not serve any purpose other than increasing the project cost.

Space provision shall be kept for installation of additional field of ESP.

Refer Amendment-202 There is a contradiction between the referred Clarifications/Amendments received from Owner. As per Amendment-4 & Clarification-7, Fuel oil supply till completion of trial run operation is in Bidder's scope. However, as per Clarification-6 & Amendment-9, the same is in Owner's scope.

Bidder once again propose that the scope of supply of fuel oil till sucessful completion of Initial Operation be kept in line with NTPC Talcher Project, where 18,640 KL LDO is provided by Owner to Contractor free of cost.Any excess requirement for above purpose beyond this quantity is also supplied by Owner but charged back to Contractor. This clause is equitable and fair and takes care of the interest of the owner. (Please refer enlcosed Annexure-3). Owner to note that he gets reimbursed for power generated during trial operations based on rates applicable for "Infirm Power" and further recovering cost of LDO from contractor is not justifiable.

Owner is requested to please confirm acceptance of our proposal and correct the discrepancy highlighted above.

With reference to Pre-bid Clarifications received from STPL on 29.10.2018, wefind that following major inputs are pendig from STPL:*Revised Coal Analysis*Study Report by M/s Rodic Consultant Private Ltdfor Nulla DiversionWe would like to bring to your kind notice that we are not able to start ourproposal enginering activities in the absense of these vital inputs. We requestSTPL to provide the above two inputs on Priority.Further, we have noted that clause no. 4.2, (page 9 of 12) of Vol-II Chapter-I hasbeen amended to incllude the supply of fuel oil till completion of Initial operationin Contractor's Scope. Make up System:Condensate storage tank (capacity of the CST shall be 2x1000 m3) and from the condensate storage tank the DM water will be provided to the following via 3 x 100 %(2W +1S) hot well make-up pump.

Scope of Supply:Two (2) (1W+1S) Hotwell Make-up Pumps installed at outlet of each Condensate Storage tank for each Unit.

There is discrepancy observed in referred clauses for the nos of hot well make up pumps.

Bidder understands that there should be 3 nos (2 working +1 common standby) of normal hot well make up pumps in line with NTPC projects. (Please refer NTPC Talcher Specification).
